The award system is a project of the Philippine Chamber of Commerce and Industry (PCCI) which seeks to recognize a local chamber whose leadership and dynamism contributed to the growth and development of the community it serves through active involvement in various advocacies to provide suitable environment for expansion and development of industry and commerce and implementation of programs, activities and services for its members to promote trade and investments. The PqCCI met these requirements by implementing innovative projects such as the Online Business Registry Databank which is the repository of all relevant economic and business information of all establishments operating in the city; promotion of the BMBE law; and active participation in various consultative and advisory councils in the local government such as the City Development Council, Price Control Council, Bidding and Awards Committee, Solid Waste Management Board, Housing Development Board and Peace and Order Council. Espousing the slogan “Parañaque’s Partnership for Peace and Progress”, the PqCCI has promoted closer ties between the city government and the business community creating a positive environment for business to flourish in the city. The PqCCI has made great contributions to the development of the city. “We PqCCI bags 2009 Outstanding Chamber Award thank its officers and members for their continued support to city government programs and congratulate them for continuing to reap awards for outstanding performance. We look forward to working with the Parañaque Chamber of Commerce and Industry in shaping Parañaque into a model city of the 21st century.”, Mayor Bernabe said.     In recognition of its latest achievement, Parañaque City Mayor Florencio Bernabe, Jr. congratulated the Parañaque City Chamber of Commerce and Industry (PqCCI) headed by Mr. Alex Flores for garnering this years edition of the Outstanding Chamber in the NCR Award.

    The award system is a project of the Philippine Chamber of Commerce and Industry (PCCI) which seeks to recognize a local chamber whose leadership and dynamism contributed to the growth and development of the community it serves through active involvement in various advocac ies to prov ide su i tab le environment for expansion and development of industry and commerce and implementation of programs, activities and services for its members to promote trade and investments.

    I cordially welcome the delegations from the Philippine Chamber of Commerce and Industry and various local chambers, including our own; members of the academe; government officials; resource persons; and other honored guests to PqCCI's 4th Business Conference.

    Dubbed "Prescriptions for Growth and Survival", the forum promises to give insights and forecasts on commerce and industry this year….information valuable to business.

    Membership in business associations and participation in business conferences are conducive to business confidence and viability. Added to Filipino ingenuity, creativeness, adaptability and resilience; sound management practices; mutual cooperation; and government and chamber support, they spell business success and prosperity.

    More power to PqCCI, its counterparts and mother organization, the Parañaque business community and the Philippine commerce and industry. Godspeed!

    If moderation and caution dominated the mood in the year of the Ox, then flexibility and ability to adopt to rapid changes will dictate the tempo in the year of theYang Metal Tiger. According to Feng Shui experts or geomancers, the year of the white Yang Metal Tiger is one of conflict (aggression between people or nations, natural and man – made disasters as well as significant change (new leaders coming into power and political riots in many countries).

    As we bid adieu to 2009 and usher in another new year, the tumultuous events that climaxed in the last quarter will continue to haunt the socio – economic- political outlook of 2010. The nightmarish events of the past year stemming from the November massacre in Maguindanao, the devastating storms of September, the shaky performance of the economy and the mad scrambling on the forthcoming May election will surely influence the agenda of the candidates and intensify political uncertainties. People, through the exercise of our right of suffrage will effect a power shift in the executive and legislative branches of our civil government. The coming elections are the perfect time to institute reforms. We must learn from our lessons in the past – retain what is good, change for the better and discard what is base and corrupt. Indeed, we hold the key to a better tomorrow! We need an informed electorate enlightened through voters education, a vigilant citizenry who will guard against the attempts of some to frustrate the genuine will of the people who will remain undaunted by the intrusions and intimidations of ruthless politicians, in order to put into the office reliable and honest leaders who would guide and plot the roadmap to recovery of our nation in the coming years.

    The electorate should be warned against going for “messianic” candidates and instead urge them to vote based on substance, not popularity. Popularity while it looks good on opinion surveys hardly translate into competent and effective leadership in office. We must scrutinize and look closely into the qualifications and platform of governance of the candidates we intend to vote. A credible and sincere politician cannot solve all the i l ls affl icting the country. PRESCRIPTIONS FOR GROWTH AND SURVIVAL should depend on employing a team of seasoned advisers and sincere policy – makers ready to respond with time-tested policy initiatives in an effort to stem the tide or reduce the problems to make them more manageable and minimize their adverse impact on our citizenry and bring the country to a new level of growth and development.

    New year, new opportunities (and a host of problems, too). It’s a never-ending story of changes and tough challenges. Aside from the major events of the past year,

    there are still a long – list of pestering problems we should confront. These includes lawlessness and the failure to make maritime transportation safe. Rice production and food security and agri-development need a much – needed boost! Public health care too is inadequate. Our nation continues to deteriorate and slide down in competiveness with the poor quality of education as the biggest cause. Our population continues to boom without corresponding increase in resources or capability to deliver basic services. The result: millions who live below the poverty level index are unable to savor the benefits of even the best economic data that the current administration can boast of.

    Poor infrastructure support, high power and production costs, a weak regulatory environment, the absence of the rule of law, and corruption that give favored players unfair edge continue to drive away job-generating investments. The country is now almost at the bottom in Southeast Asia in terms of attracting foreign direct investments.

    Poverty level worsened last year in areas devastated by massive flooding. Whether such was an act of God or act of Man we must reduce the impact of nature fury by doing our individual and collective share in protecting the environment. The goverment must have more flood control infrastructure, enforce zoning regulations and waterways must be cleared of all obstruction. Proper garbage disposal and solid waste management must be observed while rehabilitating our denuded forests.

    These projects must be undertaken without getting entangled in the midst of graft and corruption scandals that derails the implementation of many development projects (need one say more?) This year will offer our voters to improve governance and to “vote wisely”. Informed and qualified choices of candidates must be the rule of thumb in May 2010. Filipinos will face the challenge of making the automated elections – the country’s first- clean, peaceful and orderly.

    We must indeed collectively beat the odds. Filipinos should join hands to stand up and become a beacon of shining optimism!

    PqCCI (PCCI - Parañaque city) in partnership with our local government headed by MAYOR JUN BERNABE and all other stakeholders will proudly take the stance to declare this year as THE YEAR OF POSITIVE CHANGES! We will always remain resilient and optimistic – through adversities, we will show unity, love and harmony. 2010 indeed is a time of recovery, rebuilding and reaffirming our positive views in life. As we move forward and embark on another years journey, PqCCI as the voice of the business sector, is committed to move forward to greater heights and face the future with heightened optimism.

    And this is the very essence of this year’s 4th Parañaque Business Conference. Listen to a select array of speakers expound on this years theme “PRESCRIPTIONS FOR GROWTH & SURVIVAL!”.     Director Elizabeth F. Nelle joined the Department of Tourism after the EDSA People Power revolution and is the Director of the Office of Product Research and Development which is responsible for conceptualizing and developing tourism products. Some of the tourism products developed by OPRD under her direction are Cultural Tourism, Education Tourism, Agri-Tourism, Adventure and Aqua/Marine Tourism, Ecotourism, Philippine Voluntourism, Community-based tourism, etc. Her office works very closely with other offices in the Department, other government agencies, the LGUs and, of course, the private sector with which they have regular meetings with these concerned parties on product-market matching and other coordination efforts.

    She was educated both in the Philippines and in the United States and is a Business Management Commerce graduate. After graduation, she got her feet wet in tourism when she joined the Manila Hilton International where she became its Banquet Sales Manager before she joined the DOT.

    She has also attended a number of training seminars and international conferences abroad while at the Manila Hilton and the DOT which honed her skills to become a well-rounded tourism professional.

    She is currently the Secretary-General of the Pacific Asia Travel Association (PATA) Philippine Chapter and is also a member of the Alliance of Women for Action towards Reform (AWARE), one of the active civil society groups which was very active during those peaceful people power days.
