Currently, wagering is prohibited on college sport or ath- letic events that take place in New Jersey. Wagering is also prohibited on an event in which a team from a New Jersey college participates. INTERPRETIVE STATEMENT Currently, the State Constitution prohibits wagering on college sport or athletic events taking place in New Jersey. It also prohibits wagering on an event in which a New Jer- sey college team participates. This amendment would allow the Legislature to pass laws permitting wagering on any college sport or athletic event. It would permit wagering even if a New Jersey college team participates in the competition. Such wagering would be permitted only through casinos and current or former horse racetracks. STATE PUBLIC QUESTION NO. 2 CONSTITUTIONAL AMENDMENT TO ALLOW CERTAIN ORGANIZATIONS AUTHORIZED TO CONDUCT GAMES OF CHANCE TO USE PROCEEDS FROM THOSE GAMES TO SUPPORT THE ORGANIZATION Do you approve amending the Constitution to permit all groups that are allowed to con- duct bingo or raffles to use the net proceeds from those games to support their groups? Currently, only veterans and senior citizen groups may use the net proceeds from those games to support their groups. All other groups that are permitted to conduct bingo or raffles may only use the proceeds from those games for certain purposes. They are not per- mitted to use those proceeds to support their groups. The amendment would allow the other groups that conduct bingo or raffles to use the proceeds to support their groups as well. INTERPRETIVE STATEMENT The Constitution permits certain groups to conduct games of chance such as bingo or raffles. Those groups are veterans, charitable, educational, religious, fraternal, civic, and senior citizen groups; volunteer fire companies; and first-aid or rescue squads. The net proceeds from those games of chance may only be used for educational, charita- ble, patriotic, religious or public-spirited uses. However, veterans and senior citizen groups may also use the proceeds from those games to support their groups. Do you approve amending the Constitution topermit wagering through casinos and current orformer horse racetracks on all college sport orathletic events?

Currently, wagering is prohibited on collegesport or athletic events that take place in NewJersey. Wagering is also prohibited on an event inwhich a team from a New Jersey college partici-pates.

INTERPRETIVE STATEMENTCurrently, the State Constitution prohibits wa-gering on college sport or athletic events takingplace in New Jersey. It also prohibits wagering onan event in which a New Jersey college team par-ticipates.

This amendment would allow the Legislature topass laws permitting wagering on any collegesport or athletic event. It would permit wageringeven if a New Jersey college team participates inthe competition. Such wagering would be per-mitted only through casinos and current or for-mer horse racetracks.

THE ORGANIZATIONDo you approve amending the Constitution to permit all groups that are al-lowed to conduct bingo or raffles to use the net proceeds from those gamesto support their groups?

Currently, only veterans and senior citizen groups may use the net proceedsfrom those games to support their groups. All other groups that are permit-ted to conduct bingo or raffles may only use the proceeds from those gamesfor certain purposes. They are not permitted to use those proceeds to sup-port their groups. The amendment would allow the other groups that con-duct bingo or raffles to use the proceeds to support their groups as well.

INTERPRETIVE STATEMENTThe Constitution permits certain groups to conduct games of chance suchas bingo or raffles. Those groups are veterans, charitable, educational, reli-gious, fraternal, civic, and senior citizen groups; volunteer fire companies;and first-aid or rescue squads.

The net proceeds from those games of chance may only be used for educa-tional, charitable, patriotic, religious or public-spirited uses. However, vet-erans and senior citizen groups may also use the proceeds from those gamesto support their groups.

Do you approve amending the Constitution to permit all groups that are allowed to con-duct bingo or raffles to use the net proceeds from those games to support their groups?Currently, only veterans and senior citizen groups may use the net proceeds from thosegames to support their groups. All other groups that are permitted to conduct bingo orraffles may only use the proceeds from those games for certain purposes. They are not per-mitted to use those proceeds to support their groups. The amendment would allow theother groups that conduct bingo or raffles to use the proceeds to support their groups aswell.

INTERPRETIVE STATEMENTThe Constitution permits certain groups to conduct games of chance such as bingo orraffles. All other groups that are permit-ted to conduct bingo or raffles may only use the proceeds from those gamesfor certain purposes. They are not permitted to use those proceeds to sup-port their groups. The amendment would allow the other groups that con-duct bingo or raffles to use the proceeds to support their groups as well.

INTERPRETIVE STATEMENTThe Constitution permits certain groups to conduct games of chance suchas bingo or raffles. Those groups are veterans, charitable, educational, reli-gious, fraternal, civic, and senior citizen groups; volunteer fire companies;and first-aid or rescue squads.

Do you approve amending the Constitution topermit wagering through casinos and current orformer horse racetracks on all college sport orathletic events?Currently, wagering is prohibited on college sportor athletic events that take place in New Jersey.Wagering is also prohibited on an event in whicha team from a New Jersey college participates.

INTERPRETIVE STATEMENTCurrently, the State Constitution prohibitswagering on college sport or athletic events takingplace in New Jersey. It also prohibits wagering onan event in which a New Jersey college teamparticipates.This amendment would allow the Legislature topass laws permitting wagering on any college sportor athletic event. It would permit wagering even ifa New Jersey college team participates in thecompetition. Such wagering would be permittedonly through casinos and current or former horseracetracks.

STATE PUBLIC QUESTION NO. 2CONSTITUTIONAL AMENDMENT TO ALLOW CERTAIN

ORGANIZATIONS AUTHORIZED TO CONDUCT GAMES OF CHANCE TO USE PROCEEDS FROM THOSE GAMES TO SUPPORT

THE ORGANIZATIONDo you approve amending the Constitution to permit all groups that areallowed to conduct bingo or raffles to use the net proceeds from those gamesto support their groups?Currently, only veterans and senior citizen groups may use the net proceedsfrom those games to support their groups. All other groups that are permittedto conduct bingo or raffles may only use the proceeds from those games forcertain purposes. They are not permitted to use those proceeds to supporttheir groups. The amendment would allow the other groups that conductbingo or raffles to use the proceeds to support their groups as well.

INTERPRETIVE STATEMENTThe Constitution permits certain groups to conduct games of chance such asbingo or raffles. Those groups are veterans, charitable, educational, religious,fraternal, civic, and senior citizen groups; volunteer fire companies; and first-aid or rescue squads.The net proceeds from those games of chance may only be used foreducational, charitable, patriotic, religious or public-spirited uses. However,veterans and senior citizen groups may also use the proceeds from those gamesto support their groups.This amendment would permit all of the groups authorized to conduct gamesof chance to use the net proceeds from conducting bingo or raffles to supporttheir groups.

TOWNSHIP OF MAPLEWOODCAPITAL IMPROVEMENT PROPOSAL

Shall an ordinance of the Maplewood Township Committee of the Township of Maplewoodentitled BOND ORDINANCE PROVIDING FOR VARIOUS CAPITALIMPROVEMENTS IN AND BY THE TOWNSHIP OF MAPLEWOOD, IN THECOUNTY OF ESSEX, NEW JERSEY, APPROPRIATING $2,025,000 THEREFORAND AUTHORIZING THE ISSUANCE OF $1,923,750 BONDS OR NOTES OFTHE TOWNSHIP TO FINANCE A PART THEREOF be ratified?

INTERPRETIVE STATEMENTOn July 20, 2021, the Maplewood Township Committee voted 4 to 1 in favor of Ordinance3040-21, which authorizes the issuance of $1,923,750 in bonds, $1,710,000 of which is tofinance the construction of an artificial turf athletic field at DeHart Park.Four Township Committee members supported the artificial turf athletic field to meet thegrowing demand for recreational and organized sports activities for youth in our community.One Township Committee member supported keeping and making improvements to thegrass field to meet that demand.As permitted by state law, a group submitted a valid petition to have a referendum questionplaced on the ballot as to whether or not the Township should fund this project.A yes vote is in favor of funding the artificial turf athletic field at DeHart.A no vote is against funding the artificial turf athletic field at DeHart.If the referendum passes, the Township Committee will move forward with designing theartificial turf athletic field through continued discussions with the community and thengoing out to bid for the construction of the field. If the referendum does not pass, theTownship Committee will discuss with the community other measures to improve the fieldat DeHart Park.

TOWNSHIP OF MONTCLAIRSCHOOL GOVERNANCE PROPOSAL

Shall the Montclair Township School District be reclassified from a "Type I"School District, with members of the Board of Education appointed by the mayor,to a "Type II" School District, with members of the Board of Education electedby Township voters during regularly-scheduled annual November elections, withdissolution of the appointed Board of School Estimate, pursuant to N.J.S.A.18A:9-4?

INTERPRETIVE STATEMENTIf a majority of voters vote yes, the change from a Type I School District to a TypeII School District would mean that voters would elect members to the MontclairTownship Board of Education. The Board of Education would change from aseven-member Type I board appointed by the mayor to a nine-member Type IIelected board. Each member would be elected to a three-year term, with electionsfor three members occurring during regularly-scheduled annual Novemberelections starting the first November after passage of this referendum, and currentmembers remaining until their terms expire. The conversion would eliminate theBoard of School Estimate, have future bonding based on the credit of the districtrather than the Township, and subject future bonding for capital projects and anyoperating budgets that exceed state caps on property tax growth to approval bypublic referendum. If approved, there will also be other minor technical changesrequired that are not set forth herein.

All other groups that are permitted to conduct bingo orraffles may only use the proceeds from those games for certain purposes. They are not per-mitted to use those proceeds to support their groups. The amendment would allow theother groups that conduct bingo or raffles to use the proceeds to support their groups aswell.

INTERPRETIVE STATEMENTThe Constitution permits certain groups to conduct games of chance such as bingo orraffles. PERMIT WAGERING ON ALL COLLEGE SPORT OR ATHLETIC EVENTS

Do you approve amending the Constitution topermit wagering through casinos and current orformer horse racetracks on all college sport orathletic events?

Currently, wagering is prohibited on collegesport or athletic events that take place in NewJersey. Wagering is also prohibited on an event inwhich a team from a New Jersey college partici-pates.

INTERPRETIVE STATEMENTCurrently, the State Constitution prohibits wa-gering on college sport or athletic events takingplace in New Jersey. It also prohibits wagering onan event in which a New Jersey college team par-ticipates.

This amendment would allow the Legislature topass laws permitting wagering on any collegesport or athletic event. It would permit wageringeven if a New Jersey college team participates inthe competition. Such wagering would be per-mitted only through casinos and current or for-mer horse racetracks.

STATE PUBLIC QUESTION NO. 2CONSTITUTIONAL AMENDMENT TO ALLOW CERTAIN
