Amend Section 305 of the County Charterto prohibit the County Council fromadopting a tax rate on real property thatexceeds the tax rate on real propertyapproved for the previous year, unless allcurrent Councilmembers vote affirmativelyfor the increase.

This amendment would replace the currentproperty tax limit, which requires anaffirmative vote of all currentCouncilmembers to levy a tax on realproperty that would produce total revenuethat exceeds the total revenue producedby the tax on real property in thepreceding fiscal year plus any increase inthe Consumer Price Index. The currentproperty tax limit exempts real propertytax revenue derived from: (1) newlyconstructed property; (2) newly rezonedproperty; (3) certain property assesseddifferently under State law; (4) propertythat has undergone a change in use; and(5) property in a development tax districtto provide funding for capitalimprovements.
