Subject: Grant of Leave Travel Concession for visiting any place in India for theHaryana State Govt. pensioners and regarding Drawing and Disbursing,the IInd installment of arrear in view of pension Revision in State ofHaryana.
Govt. of Haryana , Chief Secretary's office, Personnel Department vide no.
13/19/2008-2GS-II dt. 29.10.2009 has issued the Haryana Govt's decision on the above subject.
As per orders, facility of LTC has. also been introduced in the case of Haryana State Govt.
pensioners. The detailed instructions are given in the above circular. The scheme shall be
applicable to all pensioners who are drawing their pension under the Punjab CSR Vol. II.
Similarly Advisor Finance (Pension) office of the Financial Commissioner and
Principal Secretary to Govt. Haryana vide Endst. No. 2/51/2008-1 Pension dt. 28.1.2010 has
supplied the copies of orders to all T.O.s/A.T.Os. and to all A.G.s in India with regard to Drawing
and Disbursing the IInd installment of arrears accruing to the eligible Govt. pensioners/family
pensioners on account of the implementation of the Pension/family pension revision in the State of
Haryana.
The instructions may please be issued to all the pension disbursing agencies
under your control under intimation to this office. In case the copies are not found sufficient then
photo copies of the instructions may kindly be made to avoid delay in implementation of Govt.
Decisions.

I am directed to refer to the subject cited above and to say that the State
Government has introduced a new scheme of leave travel concession for visiting Home...
Town and any place in India for the State Government employees vide letter dated
5.2.2009 and 1~.5.2009. According to this policy, one month's salary \vould be admissible
to the State Government employees iri a block of four year:; in lieu of LTC/HTC facility.
The facility of travel concession, however, was not available to the State Government
Pensioners
2, The matter has been considered and it hh~, now been decided by the
Government that a similar facility tor the State Govemment pensioners may also be
introduced.-.
.). Accordingly, the following scheme of travel concession to the State
Goveri1mentpensioners is hereby put in place :-
(i) Heishe shaH be entitled to draw the 'one month's pension' as lump slim
assistance once in the block of four years as declared by the
Government ofHaryana as the block regulating the LTC;
The current biock as declared by rheGovemment of Haryana
happens to be 2008-2011 (1.I.200S to 31.12.2011) and the
subsequent blocks shall be 2012.2015; 2016-2019; 2020-2023~ and
soon.
Provided that the pensioner, who has retired during the current
block of four years (2008-201 I) and has availed the benetit of LTC
before rheir retirement in this block unde' the scheme of leave travel
concession available to the State Govemrnent employees, shall not be
entitled to the benefit of this scheme [or the balanc,e period of thecurrent block.
(ii) ThISscheme shall be applicable to all pensiol1erswho are drawing their
pension under the Punjab Civil 8ervices. Rules, Vol. II as amended
trom time to time and as applicatJe to tlJi.;pensionq's under the ru~es
(iii)"Pension" means the entitlement of basic pension inclusive of commuted
pension and the dearness allowance admissible thereon being drawn
under the Punjab Civil Services,Rules, Vol. II as amended from time
to' time and as applicable to the pensioners of Haryana Government.
(il') LTC being a family allowance, whe})both the spouses are pensioners
or one of the spouse is working in organisation offering the facility of
LIC, only one of the spouses shaH be entitled to draw the benefit of
LTC. Accordingly before the claim to draw the 'entit1ed a..mount'in
terms of this instruction is made. the concerned pensioner. claiming
the benefit under the scheme,shaHsubmit an undertakingthat hislher.
entitled fanlily members, including the spouse, when is the pensioner
or in service of Government of Ha!yana, shall not avail the benefit
promised by the scheme separately (;1'when in em.ploymentunder the
C~ntral Government or any other Slate Goverrunent or under any
other organisation/institutionlbody, e;I~,wholly or substantially oVvlled
or controlled by the Central Government or any State Government.shall not avail of the facilities of LTC from their employer in whatever
form it is extended to him/hel' by th~ir respective employer. Such an
undenaking must be countersigned by the spouse of the concerned
pensioner. Alternatively, the concerned pensioner shall su.bmit an
undertaking that the provisions of tt,i~ para is not attrae-tedin hislh.cr
case as none of his/her entitled famil, members, mc1udjngthe spouse,
is either pensioner or iu service 01 Govel11ment of Haryana or in
service W1derthe Central Government or any other State Government
or under any other -organisation/institution/body.etc, wholly or
substantially owned or controlJed by the C~ntral Government or any
State Government.
(v) For the purposes of this instruction, 'Family' would mean a lawfully
acknowledged family and any voluntary or even otherwise
acknowledged separation. etc, would not chang~~the intent tin such
time as the marriage finally dissolves to terms of law.
(vi)The authority coinpetent to authorise disbursal of pension to the
concerned pensioner shall also be c(lmpetent to d1sburse the 'entitled
amount' in his/her case.
(vii) fhe pension to the pensioners of agt- group of 90 years and above
shaH be disbursed alongwith the n~gular pension for the month of
January in the first year of the block of four years, the pension to the
pensioners of age group 0£80 years and below 90 years shaHbe-
disbursed alongwitbthe regular pension for the month of.Januaryin
the second year of the biock of four years, the pension to the
pensioners of age group of 70 years and below 80 years shall be
. .disbursedalongwiththe regularpensionfor the monthof Januaryin
the third year. of the block of four years and the pension to the
pensioners ot age group of below 70 )fears. ~hall be disburscd .alongwiththe regularpension for the month of January in the fourth.

(viii) Duringthe currentblockoCfouryears2008-2011(1.1.2008 to .. .
31.12.2011), the pension to the pensioners of age group of 80 years
and above shall be disbursed in the current year ending on
31.12.2009. For the pensioners' above 70 years and below 80 years,
they would be disbursed the travel uHowance alongwith the pension
for the month of January, 2010 an~ for the pensioners below 70 years,
the travel allowance wou14 be paid alongwiththeir pension for the
month of January, 2011.
(ix): This being an allowance, no arrears would be admissible even when. ,
the pensionis revisedfroma retrospectivedate. .
4. If any question/doubt arises as to the interpretation or"these instructions, it
.shall be referred to,the office of Chief Secretary, Haryana for decision/clarification.
S. These instiuctions should be brought to .the notice of all concerned for strict
compliance.;
6. This issues with the concurrence of Finance Department conveyedvide

In continuation of this office letter No. Pen-l/Misc/LTC/10-1l/216-85 dated 7/5/2010 vide
which Haryana Govt.'s order no. 13/19/200-2 GS-II dated 29/10/2009 on the above subject was supplied for
issuing instructions to all concerned under your control. Now Dy. Secretary to Govt. Haryana vide no.
13/19/2008-2 GS-II dated 19/05/2010 (Copies of which are already supplied to you by the Haryana Govt. but
were not received by this office) has issued some clarification regarding LTC to Haryana Govt. 's pensioners,
copy of which is enclosed herewith.
The instructions may please be issued to all the pension disbursing agencies under your
control under intimation to this office. In case the copies are not found sufficient then photo copies of the
instructions may kindly be made to avoid delay in implementation of Government's decisions.

I a m directed to ,invite your attention to 8tate Government letter of even
number and dated 29thOctober, :W09 on the su~iect cited above and to say that para 3(vii)
provides that the Itension to the pensioners of age group of 90 years and' above shan be
disbursed aloJ?gwi th the regular .:pe:~ion for the month of January in the first year of the
bl~k of four years, the pension to the pensioners of age group of 80 years and below 90
yea'!'Sshall be disbursed along with the regular pension for the month of January in the, , '

2, Further, para 3(viii)i provides that during the current block of four years 2008- ,
2011 (1.1.2008 to 31.12.2011), tht~pension to the pensioners of age group of 80 years and
above shall be disb~ in the current year ending on 31.12.2009. For the pensioners above
70 years and below 80 years, they would be disbursed the travel allowance along with the
pension for the month of January, ,'W10 and for the pensioners below 70 years, the travel
allowance would be paid alongwith their pension for the month of January, 2011.
3. Some of Banks hav,~'approached the State Government to clarify the cut of
date for reckoning the age fOf payment to different age groups in different years. It is
