(i) The BoG members were informed that due to COY ID - 19 pandemic and

subsequent lockdown and closure of institution no TEQIP - III activity could

be carried out except for certain online activities. (ii ) The BoG members were informed that thee - SARs for NBA Accreditation of

B.E. -Electronics & Telecommunication Engineering and Mechanical

Engineering departments were uploaded on 08.07.2020 and the NBA Team is

expected to visit in the month of September - October, 2020.

The above Action Taken Report, Expenditure Status and the activities under TEQIP -

III were approved by the BoG.

4. The revised procurement guidelines issued by NPIU on June 22, 2020were presented as per Annexure -Aand the same along with the revised procurement manual

wereadoptedby the BoG for further procurement activities of the Institute.

5. The BoG members were informed that due to satisfactory performance m terms of Performance Benchmarks and I or Expenditure, the Project Life Allocation (PLA) for the Institute was revised to Rs. 12.10 Crores by allocating additional fund of Rs. 1.1 Crores vide NPIU Letter dated 31.07.2020, presented as Annexure - B.

6. Procurement Plan for Additional Allocation:

It was proposed toinclude-

(i) the procurement of 07 Interactive Flat Panel, one for each department (Estimated Cost - Rs. 35 lakhs),

(ii) the procurement of 06 Workstation (Server), one for each department (Estimated Cost - Rs. 09 lakhs),

(iii ) the procurement of 01 Rack Mounted Server for the IT Department (Estimated Cost - Rs. 2.5 lakhs),

(iv) the procurement of 01 Router for the IT Department (Estimated Cost - Rs. 1.5 lakhs),

(v) the procurement of Silvaco TCAD Software for theElectronics & Telecommunication Engineering Department (Estimated Cost - Rs. 20 Iakhs),

in the procurement plan. The same was approved by the BoG.

Subject: Additional Project Life Allocation (PLA) through re-appropriation due to satisfactory performance in terms of performance benchmarks and/ or expenditure (Stage 2)

Dear Sir/ Madam,

As you are aware that re-appropriation (additional/ curtailment) of project life allocation (PLA) was proposed in Stage-2 considering both percentage expenditure (of revised PLA) as well as achievement of performance benchmarks and contribution in achievement of Olis limited to 10% of revised PLA.

2. It is unfortunate that, in Stage 2, few institution/A TU were considered as low performing institution/A TU and hence the curtailment of allocation was done. However, the additional funds were not provided due to limited funds available in particular component.

3. Now, I congratulate your institution for getting additional PLA for Stage 2. The revised PLA is as under: (Rs. in Cr.)

4. However, with additional funds, your responsibility also increases due to revised PLA. I request you to prepare a plan for speedy spending of this additional fund by September 2020.

CIRCULAR

This is in reference to our email dated 24 th April, 2020 regarding "No issuance of PO or signing of

contract " under TEQIP-II1. The procurement of Goods & Services both under the project were kept

on hold till revised procurement guidelines are issued in this regard.

The MHRD and the World Bank have approved the "Revised Procurement Guidelines" under TEQIP­

I11 (attached herewith) and are made available on TEQIP website . The revised procurement

guidelines shall be effective for the procurement from the date of issue of th is notification.

All the project institutions, ATUs and SPIUs are requested to note the following points in thi s

regards :

(i) The revised procurement guidelines supersede the World Bank procurement

procedures issued earlier.

(ii) Procurement of Goods & Services shall now be mandatorily procured through GeM onl

upto maximum ceiling of USO 100,000. However, in event of the items not available in GeM or th :

procurement of items exceeding maximum ceiling of USD 100,000 in such cases the procurement of

G~ods_ & Services shall be carried through NIC CCP portal of e-procurement of TEQIP-III revised guidelines .

(iii) The revised guidelines shall be applicable to the procurement of Goods & Services both
