(There is no Air National Guard Association of the US. He must have been talking about the Air National Guard Senior Leader Conference.) In response to his statement, I, as the Adjutant General of the State of West Virginia, can unequivocally assure you and all other members of the Commission that I was never informed nor briefed on BRAC actions or proposals as relate to the Air National Guard by anyone from the United States Air Force or Air National Guard prior to the public announcement of 13 May 2005 and I have attended every Future Total Force meeting conducted by National Guard Bureau and have participated in every AGAUS, NGAUS and Air National Guard Senior Leader Conference or meeting. Adjutants General did attend a classified briefing at the Pentagon but it included no proposed BRAC actions. I feel the time has come for me to openly express serious concerns and take exception to testimony given to your commission on 11 August 2005 by Maj Gen Heckrnan. He stated "This chart and the chart that follows shows the number of sessions we have had over the last three years on BRAC and interrelated topics with the Director of the Air National Guard, with the Chief of the Air Force Reserve, with the Chief of the National Guard Bureau, with the Adjutants General in small groups and in major sessions such as the National Guard Association of the US meeting and the Air National Guard Association of the US Conference." (There is no Air National Guard Association of the US. He must have been talking about the Air National Guard Senior Leader Conference.)

As to briefing by the Air Force or Air National Guard to the proposed BRAC actions at the National Guard Association of the US Conference or the Air National Guard Senior Leader Conference, the TAGs were briefed on Future Total Force proposals and the Air National Guard's Vanguard Plan. From everything that I have been able to observe during the hearings when leaders of the United States Air Force, as well as other powerful military leaders of the Active Component, testified under oath and attempted to defend or support BRAC proposals, it appeared that a "gag rule" has been imposed upon each and every one of them by higher authority and that if exception were taken to the plan, then individual careers might be in jeopardy.

In summary, I must say that the testimony has been a major disappointment to me and other Adjutants General.

In response to his statement, I, as the Adjutant General of the State of West Virginia, can unequivocally assure you and all other members of the Commission that I was never informed nor briefed on BRAC actions or proposals as relate to the Air National Guard by anyone from the United States Air Force or Air National Guard prior to the public announcement of 13 May 2005 and I have attended every Future Total Force meeting conducted by National Guard Bureau and have participated in every AGAUS, NGAUS and Air National Guard Senior Leader Conference or meeting. Adjutants General did attend a classified briefing at the Pentagon but it included no proposed BRAC actions. In fact, Lt Gen Wood was

From everything that I have been able to observe during the hearings when leaders of the United States Air Force, as well as other powerful military leaders of the Active Component, testified under oath and attempted to defend or support BRAC proposals, it appeared that a "gag rule" has been imposed upon each and every one of them by higher authority and that if exception were taken to the plan, then individual careers might be in jeopardy.

In summary, I must say that the testimony has been a major disappointment to me and other Adjutants General.
