MINUTES OF THE 25 th REVIEW MEETING HELD WITH SR. OFFICERS OF DEPARTMENT OF
SPORTS ON 18.09.2017 AT 10.00 AM AT SHASTRI BHAWAN.
Secretary (Sports) chaired the meeting and a list of officials who were present in
SOM is mentioned at annexure.
2. At the outset, Secretary (Sports) reviewed the action taken report of the 24th SOM.
The details of discussions held and decision taken are mentioned below:-

Secretary observed that there is a gap between 1. Financial progress upto 2' d QEP
the sanction concurred by IFD and bills cleared by
PAO. CCA may review the bills pending at PAO.
CCA informed that bills are to be cleared by PAO
within 3-days of bill submission, unless any
objections rose. Secretary directed divisional
heads to review the sanctions & bill submission
status after the concurrence of IFD.

2. NDTL DS(Finance) reported that unspent balance
available under capital head can be re-
appropriated only with the approval of
Parliament. It was also suggested to explore the
possibility of creating capital reserve fund for
capacity building of NDTL.
Addl. CEO NDTL to give the details of capital
budget, savings, committed expenditure for the
current year and annual procurement plan of
NDTL. The details to reach this office by
29.09.2017 positively.

3. Infrastructure projects under US(AKS) to submit required papers of the
Khelo India infrastructure projects estimating Rs 54 crore
referred to IFD for concurrence.

4. J & K development package DG NADA informed that renovation works have

been started at Srinagar & Jammu stadiums;
hence it was directed to process to release 33% of
the estimate to the construction agency (PWO) as
per CPWD manual. With respect to Jammu
stadium, he informed that work order has been
issued. Further, it was directed that status of fund
allotted to the State Government for creation of
district level sports may be provided. DG NADA
also informed that on 7th October, 2017, Minister
may visit Srinagar. DG NADA to tie-up with office
of CM J & K for foundation stone laying ceremony
of Srinagar stadium and simultaneously plan for
kick off of football development programme.

5. National Centre of Sports After due deliberations, it was decided that, a
Science & Research separate account may be opened by SAl NIS
Patiala as the project involves strengthening of
existing institution (NIS). All the sanctions are to
be released accordingly.

6, National Sports University Hiring of staff at present should be on contract
basis for not more than 6-months and
advertisement should be published in website of
the department and SAl as well. Permanent staff
can be engaged only after passing of legislation
and by following due procedure.
Since the introduction of courses will start in
November, 2017, a complete action plan may be
prepared. Project Director to finalise a Brochure
on NSU immediately.

7. NADA DG NADA informed that drafting legislative
framework for anti-doping is in progress.

8. PFMS iS (Development) may convene exclusive review
meeting on the status of implementation of Public
Fund management System (PFMS) in the
department as well as in Autonomous Bodies
(AB5). All the heads of ABs along with their
Financial Advisors may be asked to attend the
meeting.

9. Football Development Rs 3.00 crore has been approved in principle for
Programme this programme at J & K, status of the
implementation plan may be intimated.
Further, plan may be prepared for distribution of
30,000 footballs to underprivileged children under
the programme. Distribution to States through
RCs i.e 1000 footballs per State/UT.
Action: Director(VN)
10. Geo-tagging of sports facilities Secretary directed preparation of RFP for
implementing it throughout the country.

11. Sports Museum at iNS AS & FA informed that pre-bid meeting is
scheduled this week, and scope of work will be
finalised soon.
12. Revised Estimate for 2017-18 The exercise may be completed during this week.

13. Out of pocket allowances to 152 It was observed that recently [C NSDF approved
TOPS athletes out of pocket allowance for core probables at the
rate of Rs 50,000 /- per athlete per month w.e.f
01.09.2017, fund may be released by SAl out of Rs
2.00 crore of TOPS fund available with SAl.

14. Re-appropriation of Rs 80.00 DS(Finance) reported that approval from Ministry

head under Scheme of crore to capital head under the NSFs scheme.

SAl.

15. Delegation of Administrative It was observed that administrative and financial

3. Meeting ended with a vote of thanks to the chair and next SOM will be held
