Experimental Infrastructure- WBS 1.6 (Continued)Findings• Construction is planned to begin in February 2012 and take 9 months to

complete. • MBD Hall decommissioning (roof removal and tank removal) is not in the

MicroBooNE project scope. • Design and project development for this decommissioning work has not

begun and costs for the decommissioning work are not well understood.Comments• The WBS 1.6 team is very experienced and the conceptual design is

appropriately mature for CD-1.• The lack of progress on the design of the MBD Hall decommissioning

project adds risk to WBS 1.6 because of potential uncertainties in the interface scope, cost and schedule.

• The project should avoid starting the site preparation (wall extension and new roof) activities in the winter weather periods.

Experimental Infrastructure- WBS 1.6 (Continued)Comments• Discrepancies were discovered when comparing the cost tables and basis

of estimate (BoE) documents that were presented. The team should make a concerted effort to compile and present a consistent set of cost tables and BoE prior to the CD-1 ESAAB

• The project needs to fully understand the scope and schedule of the MBD Hall decommissioning project (soil, roof, equipment and tank removal).

• The MicroBooNE project should in turn utilize the developed decommissioning scope, cost and schedule to refine the WBS 1.6 plan and reconfirm the viability of the selected alternative (reuse of the MBD Hall).

• Consider the potential cost and schedule advantages of issuing a single contract for decommissioning and MicroBoone infrastructure and outfitting (WBS 1.6).

Experiment Installation - WBS 1.7Findings• WBS well organized with documentation, planning, preassembly,

installation & commissioning all included• The Installation technical team (pool at FNAL) is well experienced • It was stated that Installation planning and interface definitions will be

completed through meetings with minutes (to capture agreements).• Cost estimate was done “bottoms up” and includes $499K in FNAL labor

and $270K in M&S (or $769K base) plus 38% ($302K) contingency • The costs for Installation have increased 50% since the Directors review

last November • Installation is on the critical path – it is where all elements come together

and is also driven by the civil site being ready.• The risks identified were damage to detector elements during pre assembly

and transportation to the detector hall as well as the MiniBooNE hall not being ready and conflicts in availability of key installation personnel.

Experiment Installation - WBS 1.7 (Continued)Comments• The WBS 1.7 team is very experienced and the conceptual design is

appropriately mature for CD-1.• Assembly and Installation is an integration task and it will require a

great deal of communication – meetings, workshops and reviews with formalized documentation and agreements.

• Capturing the full scope of installation, including well defined interfaces, is difficult when the experiment has not yet been fully defined in some detail

• Given this situation, the cost estimate appears to be somewhat optimistic.

• The estimates may be improved if a database of the vast Fermilab cost knowledge from past assembly/installation efforts was made available.

• Contingency appears to be optimistic at this point (pre CD-2 definition) • The schedule durations are perhaps adequate, but only if you can

assume that the resources are available as planned/needed
