The project was programmed with the district on 6/10/09. Survey was completed on 6/15/09. The Stage 3 Plan Submission date was changed from 7/15/09 to 8/1/09 since we were waiting to hear definitively whether ODOT wanted to reinstall a waterline that is out of operation for the City of Delaware as a part of the project. On 7/31, Matt Wolfe informed me that the waterline work would unlikely be added to the project. The Delaware Co. FEMA coordinator will require an analysis of the impacts of removing the dam before issuing the permit. This is beyond the capabilities/resources of our office so we informed OES on 9/1/09 to use their task order to have the analysis performed. OES is going to use their task order consultant to prepare the Flood Plain Study. Once the Flood Plain Study has been completed by the consultant, we will incorporate any comments and submit the Stage 3 plans. The Flood Plain Study was completed on 12/18/09. We are making a few additions to the plans to appease the permitting authorities @ ODNR and OEPA. We resubmitted the Stage 3 plans to the district for their review. Award: 8/19/10

Award Date: 1/2/12 After field reviewing the project, it was determined that using aerial mapping would save considerable time on the survey. Aerial Engineering can fly this project during the summer months provided the area has been mowed. A request was made to Jeff Syar on April 30, 2008. Tommy Arnold will coordinate w/D-8 maintenance forces to ensure the project area is mowed. Aerial mapping to be delivered by 11/14/08. A field review was conducted on 9/3/08 with D-8 personnel to determine the action needed with the twin structures. Aerial mapping was received on 11/17/08. We are surveying the project to get the existing monuments to help establish the proposed centerlines. Also, we are collecting check shots to determine if the aerial survey is accurate enough for detailed design. The Survey has been completed as of 3/26/09. We are currently working with the district to eliminate some inconsistencies with the scope regarding the existing structure. We have submitted several MOT alternative for the district to review. We received a partial list of comments from the district on 8/28/09.

Award Date: 1/21/10 On 6/8/09, I took Aric Morse to the Rockbridge site to determine if the road was in sufficient condition for ODNR’s recommended design in the scope. Even though bleeding in previous chip/seals gave the appearance of rutting in the pavement, no actual rutting was found. Therefore, a leveling course is not necessary. I’m waiting to hear back from Gus on what measure if any is necessary on the road. COMPLETE Cost Estimate $27,193 Award: $26,756 Gus called on 8/26 stating that the Rock bridge portion of the plans could be eliminated since the gas company has installed an underground line and paved the road and parking lot.
