Sub:- Constitution of Committee to study staffing of RNUs under News ServicesDivision of AIR and Doordarshan.

The News Services Divisions of All India Radio (AIR) and Doordarshan (DD)perform a critical function through their broadcast of objective and impartial news. PrasarBharati, as India's Public Service Broadcaster, plays an important role in supporting thetransmission of timely, significant and unbiased news through different media.

2. Due to a variety of reasons, virtually no recruitment (except to the IIS) has takenplace on a regular basis for the posts in the News Division of AIR and DD over the last twodecades. This has resulted in increasing shortages of manpower being faced by the NewsDivisions, compounded by the expansion of news broadcasts and services. The Divisionshave, therefore, resorted increasingly to adhoc engagement of contractual and casualworkers in order to be able to continue news broadcasts.

3. The need for both Am. and Doordarshan to have efficient and productive newsdivisions has been under discussion for some time now. To effectively conduct a systemstudy on the subject, a; Committee, composed as under, is hereby ordered to review thenecessity for continuing with separate RNUs under both AIR and Doordarshan,recommend mergers where possible at Iesser/ Nil cost:-

4. The Committee will also study the need for retaining Stringers/PTCs, suggestalternative modes/ methods of news collection, review payment system to suchpersonnel and recommend improvement in their working conditions.

5. Terms of Reference of the Committee are as under:-

(a) Study and fix up norms for manpower in each RNU based on workload.

(b) Suggest measures for merger of RNUs, where feasible, streamline theiroperations so that they can feed news seamlessly to both AIR andDoordarshan.

(c) Review organisational structure of RNUs, recommend changes, ifrequired.

(d) Review financial requirement of RNUs and streamline the process ofpayments.

(e) Go into the entire requirement of Stringers/Part time Correspondents,review payment system and suggest improvement to their workingconditions.

6. The Committee will submit its report by 31 Mar 2015.

(a) Shri Satish Namboodaripad, Dir. DD (News) will henceforth be the convenor ofCommittee constituted to study staffing of RNUs.

(b) Committee Member(s) stationed outside Delhi is/ are permitted to move on dutywhenever meeting of the Committee is held in Delhi.

(c) The first meeting of the Committee is scheduled to be held on 17.03.2015(Tuesday) at 02:30 p.m. in the Conference Room of Prasar Bharati Sectt. AllCommittee Members are requested to make it convenient to attend the meeting.
