Members are aware that on account of Corona pandemic impacting the normal life and work of the entire
world, The Annual Convention for the year 2020 and the concurrently the AGM for the year 2019-20 could
not held due to restrictions imposed by the Government. Even though the Corona pandemic has not fully
over, however the impact is somewhat under control. In view of this and Government allowing public
meeting now, hence the Notice is hereby issued as per rules and bylaws of the Association to all the
members of DSTA that, The Annual General Meeting of the Deccan Sugar Technologists' Association (India)
is convened at DSTA House, Lalchand Hirachand Auditorium Hall, Shivajinagar, 17/1 & 2, 'DSTA House'
Opp. Shivajinagar S.T. Stand. Pune-411 005, On Saturday, the 20th March 2021 at 11:30 AM at DSTA office

th The minutes of Annual General Meeting held on 28 July, 2018 at Mahatma Mandir Convention and
Exhibition Centre, Gandhinagar-282016, Gujarat were put up and read in the meeting.

The Agenda subjects as circulated in the Notice were discussed serially.
The Annual General Meeting of the Deccan Sugar Technologists' Association [India], Pune was held on st 1 October, 2019 at 5.30 p.m. at Hyatt Regency, Weikfield IT Park, Pune-Nagar Road, Pune - 411 014.
Members observed silence for 2 mins and prayed for peace to the soul of these members.
th1. Agenda Item No. 1: To confirm the minutes of Annual General Meeting held on 28 July, 2018 at
Mahatma Mandir Convention and Exhibition Centre, Gandhinagar, Gujarat.
Proposed by Shri. M. V. Bokhare and seconded by Shri. Sachin Shirgaokar and was approved
unanimously.
Proposed by Shri. S.B. Bhad and seconded by Shri. S .B. Deo, Annual Report approved by the members
unanimously.
The audited statement of accounts for the year 2018-19 was read out by Executive Secretary, which was
discussed in detailed.

Proposed by Shri. S.D. Gurav and seconded by Shri. M. G. Joshi & Shri. S.G. Athawale and approved
Total 89 members were present to the meeting.
Dr. S. M. Pawar, Executive Secretary (then) gave welcome address to the members.
The annual report of 2018-2019 was read by Executive Secretary and discussed in brief. The senior
member Dr. V.S. Dhavale has certain queries, which have been discussed and established. Mr. Dhavale
appreciated the Annual report, however he suggested that the description to be added below the
photographs in the reports, if any.
Shri. Mansingrao J. Jadhav, President (then), Shri. S S Gangavati, Vice President (then) and Shri. B D Pawar,
Vice President – Technical (then) was in the chair.
In the beginning a condolence resolution was passed for the sad demise of the members during the year
2018 -19 as follows:

Shri. R. V. Shirgaokar, Ex-President (DSTA), Shri. Mansinhbhai Patel, Vice President - Gujarat (then), Shri.
P.N.R. Rao- Hon. Treasurer (then), Dr. M.K. Dongare and other members who have informed their inability
for attending the Annual General Meeting, the Leave of absence was granted to them.
All members appreciated the brief information of activities given in the Annual Report.
4. Sub. No. 4: To consider and adopt the Capital & Revenue Budget for the year 2019-2020.
The new MOA & AOA of DSTA was already approved by the council meeting. The MOA & AOA was
presented by Shri. S.S. Gangavati, Vice-President, DSTA. HE mentioned that the suggestion given in the
council meeting by the members namely Shri. Mansingrao Jadhav- President, Shri. M.R. Kulkarni, Shri.
W.R. Aher, Shri. S Bhojraj, Dr. S.M. Pawar, Dr. M.K. Dongare, Shri. S.G. Athawale, etc. are incorporated
in the new MOA & AOA. He also appreciated the members who have suggested the important
suggestions.
I. Seeking Suggestion of Members for Increasing the activities of DSTA
The Capital & Revenue Budget for the year 2019-2020 was presented by Executive Secretary.
Proposed by Shri. Sohan S. Shirgaokar and seconded by Shri. C. G. Mane and approved by members
unanimously.
5. Sub. No. 5: To appoint Auditor and to fix the remuneration for the year 2019-20
Executive Secretary explained that last year Shri. G.S. Thorat& Co. was appointed as Auditor for DSTA.
This year they have demanded 5% increase in remuneration (for that was Rs. 40,000/-) The members
suggested that appointment of auditor & their remuneration will be decided by new Executive
Committee.

th It was suggested by senior member Shri. Shyam Sunder of M/s Ulka Industries on 9 September, 2019
regarding up gradation of senior life member to fellow member. Shri. S.S. Gangavati informed that the
necessary changes are carried out in MOA & AOA to ascertain the criteria for fellow membership and
make it eligible or exceptional cases the relevant clause 7.4.0 is redrafted and the revised clause is added
in the modified MOA & AOA.
A Power point Presentation was made of draft MOA & AOA to all the members present.
Proposed by Shri. M.R. Kulkarni and Seconded by Shri. S.B. Deo. All the members approved the MOA &
AOA and modified fellow member clause unanimously.
6. Sub. No. 6: discuss and approve the updated new revised proposed MOA & AOA of DSTA which was thconfirmed in council meeting dtd. 5 July 2019.
7. Sub. No. 7: Any other subject with the permission of the chair
Proposed by Shri. U.M. Kale and seconded by Shri. Ajit Chougule and approved by members
unanimously.
AGM after due deliberations approved the New MOA& AOA of the Association
President Shri. Mansingrao Jadhav expressed that it is very useful to increase the activity of DSTA;
hence recommendations from members are necessary.
All the members suggested that concession to students should be less than senior members who
are above 65 years.
Shri B.D. Pawar, Vice-President (Tech) initiated that participation of students in DSTA Annual
Convention is necessary; however the concession in registration fee is to be finalised.

Executive Secretary informed that Sugarcane farmers are facing problems for sugarcane growth,
soil salinity, drought, fungal diseases, and white grub and recently introduced devastating
spodeptera infestation. Due to these problems the yield of sugarcane is drastically reduced. On this
point CSIR-NCL and DSTA will be developing sustainable technologies for above mentioned issues
of sugarcane using natural preparations. Most important, different value added products will also
be developed from the bio-products of sugar industry (sugarcane bagasse, bagasse ash,
molasses) and distillery (spent wash). In addition, DSTA R&D Laboratory is also carrying the
chemical and microbiological analytical work of boiler and general water, Industries. Waste Water,
drinking water, sugar molasses, bio fertilizers, soil, resins and activated carbon.
All the members approved the MOU signed by NCL & DSTA on 08.07.2019 unanimously.
III. Shri. Shivaji Rao Patil – suggested that involvement of sugar Industries in DSTA activities is to be
focused. Factories should share the knowledge of sugar factories management to DSTA. President
expressed that DSTA technologists are already in contact with sugar factories and practically it is
not possible to work as per sugar factory management suggestions other than technical matter.
Executive Secretary informed that DSTA & NCL Pune are working together and signed a MOU on
08.07.2019 for working research in NCL & DSTA and submitting research project to funding
agency.
IV. The DSTA Senior member Shri. Mohan Bharadwaj Pointed out that presently the DSTA Technical
papers are printed only in English language, it is better to print papers in other language such as
Marathi & Hindi. The President & most of members pointed out that English is an internationally
accepted language and hence same is adopted by us to understand the contains other state
peoples particularly Karnataka & Gujarat who are associated with DSTA.

VI. Shri. B.M. Jamadagni also expressed that the research carried in DSTA Laboratory is to be tested in
farm trials, hence it is necessary to have a DSTA's own farm. President informed that DSTA is
already searching farm and the DSTA management was approached to Shri Nath Mahskoba Sugar
Factory for availability of land near by Pune.
VII. Shri. S.D. Bokhare convener of sugar manufacturing Suggested it is necessary to arrange training
CSIR-NCL has an in-house collection of microorganisms at NCIM Resource Centre. Over last few
years, NCIM scientists are working on these microorganisms for their plant growth promotion and
bio-fungicidal activities for agriculture applications. Deccan Sugar Technologists Association
(DSTA), Pune have an expertise in development of bio-organic preparations for sustainable
sugarcane production and also in extension services.
II. Information of MOU with NCL
V. Shri. M.V. Bokhare, Dr. B.M. Jamadagni and Shri. Ajit Chougule supported to the president
statement that the research papers should be printed in English. If anybody submitted paper in
Marathi and Kannada or Gujarati that paper should be translated and then printed in English.

IX. After agenda subject the names of newly elected council members were declared by Hon.
Secretary (then) & returning officer (then) Shri. J.K. Kulkarni for2019-2022. All the members
welcomed newly elected council members & felicitated by past council.

X. Many senior members of the association participated actively in the discussions and made
valuable suggestions to increase the activities of the association.
As there was no other subject, the meeting declared adjourn by vote of thanks by Shri. B. D. Pawar, Vice
President – Technical (then).
VIII. President, Shri. Mansingrao Jadhav pointed out that such type of training programme are also
arranging in other institute such as VSI, Pune, etc. and hence there will be duplication of the training.
Hence it is expected that the response to training programme will be less. Other members' opinion
also that takes the feedback from the other institute & thinks on this point.

Sugar'
1.7 The Second day of the convention was fully allotted for presentations and discussions of various
technical papers for the entire faculty at the separate halls at the venue.

2.1 The Annual general body meeting was held on 1st October 2019
At the pre-notified time and date as per the intimation sent to all members and Presided over by Shri
Mansingrao Jadhav President. The quorum for the AGM was present. Shri. V.S. Dhavale (LM: 31)
sought some clarification regarding Balance Sheet and other statement of accounts and also
regarding the Budget related queries. Which were provided and clarified to the satisfaction of Shri
Dhavale.
Grateful and 'thank you' letters were sent to all the above for supporting DSTA in organizing the convention

2.3 Shri J.H. Kulkarni Hon Secretary and Returning Officer officially announced the results for the Election
conducted to new council for the period 2019 to 2022.The Annual General body noted with
satisfaction that all the posts were unanimously elected and the members present also unanimously
adopted by resolution, the Election results announced by the Hon Secretary.
2.2 All the Agenda Items as listed in the Agenda as stated in Notice of AGM, were adopted by a unanimous
resolution.

4.3 DSTA Takes pride in informing its members that the work done by the DSTA Agriculture Team in visiting
the flood affected areas in Maharashtra During the months of July /august 2019 and advising the
actions to be taken to minimize the loss for the standing cane crop which was submerged in in the
water. DSTA published a leaflet which was widely circulated free of cost. This initiative was widely
appreciated including commendation by the Commissioner of Sugar Maharashtra.

5.0 DSTA Research, Development and Analytical Laboratory :-
5.2 We take up R&D projects on boiler water treatment, waste water treatment for the benefit of value
addition of sugar factories. For this purpose, laboratory has procured latest and high precision
equipment as well as has appointed skilled laboratory staff DSTA is having experienced team to
analyze the samples and give best option to the sugar factories for production and improvement of
quality products.
The major objectives of the R&D laboratory are.
Ø To solve individual problem of industry and organization.

5.1 DSTA has a state of the art research and development activities in laboratory. To help the sugar
industries with the required instrumental facilities for analysis of various samples like sugar,
molasses, general & industrial waste water, potable water, bio-compost, soil, resins, activated carbon
etc.
Ø To work research this will be beneficial to sugarcane farming & Sugar Industry.
Ø Continuous training of technical personnel for better performance.
Ø Frequent up gradation in infrastructure for expansion of scope.
Ø Ongoing method validations in testing areas to push our detection limits to the lowest and to add
new methods into our scope of analysis.
Ø Regular quality control including retained samples.
Ø Full time supervision of the management on testing activity.
Ø Client oriented attitude to help and guide them as per their requirements.
Ø Culture of honesty and transparency.
Ø Participation in proficiency testing programs and ILCs.
Ø Well defined calibration schedule for all instruments and equipment.
5.4 DSTA Lab has established a strong and well defined quality system based on ISO/IEC 17025(2005)
and ISO 9001:2015. Regular quality control and quality checks are making our system more
trustworthy for our customers. Our quality system is characterized by:

5.6 It is a matter of pride that we have received certification from ISO 9001:2015 by TVE Certification
Services Pvt. Ltd. Vide No. TVEIQ0416367. With this recognition the association is carrying the
chemical and microbiological analytical work by boiler and general water, Industries. Waste Water,
drinking water, sugar molasses, bio fertilizers, soil, resins and activated carbon.
5.5 NOTABLE ACHIEVEMENTS:
Ø 2014: Recognition from Department of Science and Industrial Research (DSIR) for

5.7 DSTA is proud to inform that DSTA & NCL Pune are working together and signed a MOU on
08.07.2019 for working and submitting project to funding agency. CSIR-NCL has an in-house
collection of microorganisms at NCIM Resource Center. Over last few years, NCIM scientists are
working on these microorganisms for their plant growth promotion and bio-fungicidal activities for
agriculture applications. Deccan Sugar Technologies Association (DSTA), Pune have an expertise in
development of bio-organic preparations for sustainable sugarcane production also in extension
services. Sugarcane farmers are facing problems for sugarcane growth, soil salinity, draught, fungal
diseases, white grub and recently introduced devastating spodeptera infestation. Due to these
problems the yield of sugarcane drastically reduced. CSIR-NCL and DSTA will be developing
sustainable technologies for above mentioned issues of sugarcane using natural preparations. Most
importantly, different value added products will also be developed from the bi-products of sugar
industry (sugarcane bagasse, bagasse ash, molasses) and distillery (spent wash).
Ø 2018: Accreditation from NABL for sugar testing as per ISO/IEC 17025:2005.
Ø 2015: Certification from TVE Certification Services Pvt. Ltd for ISO 9001:2008 to
