Why do coalitions work? Because they bring together many voices to speak as one; many people working together become a powerful force that cannot be ignored.

LastyearwhenalawsuitwasfiledbyPublicEmployeesforEnvironmentalResponsibilityandtheDesertProtectionCouncilagainstStateParksinregardstothemanagementofOcotilloWellsStateVehicularRecreationArea,therewasaloudoutcryheardfromconcernedoff-roadersalloverthestatethatcontinuestothisday.Theyfeeltheirparkisindanger,thattheirparkhasbeentargetedbythosewhodonotvaluemotorizedrecreationortheexperiencestheyholdsodear.Thisconcernisunderstandable.Afterall,OcotilloWellsisoneofthemostpopu-larstateparks,notonlyamongtheStateVehicularRecreationAreas,butalsowhenmeasuredagainsttheentiresystemof280stateparksinCalifornia.Ithasbecomecleartherearemany,manyoff-roadersthatconsiderthisparkastheirown.

Whatisclearisthatfactsdon’tlie;usageattheStateVehicularRecreationAreaslocatedallaroundthestateisextremelyhigh.Thesestateparksprovidefamilieswithchildrenasafeplacetoride;forbeginningoff-roaderstherearewell-maintainedtrailstopracticetheirskills;andforthemoreexperiencedthereareareasthatpresentamazingchallenges.Inaddition,whileourmotorizedstateparkssupplyalloftheaboveexperiencesinabundance,theyarealsorichwithnaturalresourcesandareexcellentplacesforbird-watchingandwildlifeviewing.

Butapossibledarkcloudloomsintheoffing.Althoughthelawsuithasbeenfiledagainstonlyoneofthe8StateVehicularRecreationAreas,onceoneparkisthreatened,allparksthatallowoff-roadrecreationcouldpotentiallybecometargets.Thesegroupsthatfiledthislawsuitarenotneophytes;rathertheyrepresentquitetheopposite.Theseorganizations,alongwithcloseallies,havealreadyfilednumerouslawsuitsagainstoff-roadactivatesaroundthestate.

ButjustastheLoneRangerrodetotherescueinoldtelevi-sionshows,nowacoalitionhasbeenbuilt(CORVA,TierraDelSolFourWheelDriveClubandEcologic),bringingthestrengthofourcombinedforcestogetherwithtwoofthebestpro-OHVattorneysinthestatetoridetotherescueforoff-roadersinCalifornia.Ourcombinedforcesbringusstrengthandourcombinedskillsbringconsiderableknowledgeandpowertothetable.

WhileweareadvocatingforOcotilloWellsandfollowingthecourseofthelawsuit,theParksForwardCommissionhasbeenworkinghardtoevaluatethemyriadofproblemsfacingthestateparksysteminCalifornia.Afternumerousinstancesofabusewereuncovered,thiscommissionwasbroughttogetherbyGovernorBrownandSecretaryofNaturalResourcesJohnLairdtodeterminewhatcouldbedonetosaveourparks.Adraftdocumenthasbeenreleasedthathassomeinterestingproposals,somethatcouldbenefitoff-roadrecreation,andacouplethatmaynotadverselyaffectoff-roadrecreationbutbearwatching.Forexample,recreationandboatingdonotappearinthelistsofimportantissuestoconsider.Butthemostinterestingproposalinthedraftistheideathatthecreationofanewnon-profitassociationisnecessarytosupportparks.Thisorganizationwouldserveasanadvocacyandfundraisinggroupforstateparks.Uptonowtherehadbeenanothernon-profitorganizationthathadheldconsiderableinfluencewhendeterminingthefutureofparks.TheirvisionofthefuturedoesnotincludeStateVehicularRecreationAreasorawellfundedOffHighwayMotorizedRecreationDivisionofStateParks.Nowitseemsastrongpossibilitytheirvoicewouldbemutedanddiminishedinimportance.ThatwouldbeaverypositiveoutcomefromtheParksForwardCommissionforthefutureofoff-roadrecreationinCalifornia.

We’renotcelebratingyet,butmaintainingvigilance.Politicsattimesseemstomoveataglacialpace,atothertimesissuespopupseeminglyovernight.Whicheveroccurs,CORVAhasthemostexperiencedpeoplewatchingpoliticalgoings-oninSacramento,andadvocatingforoff-roadinterests.Thisiswhereweneedyoutobecomepartofourcoalition,becausetogetherourvoiceswillbestronger.Butweneedyourfamiliesandfriendstojoinourcoalitionaswell.Onlyinthiswaywillwebecomeavoicetobereckonedwith.

AdvocatingforthepreservationandrestorationofOHVrecreationandmotor-izedaccessonCaliforniapubliclandsisnotforthefaintofheart.Everydaybringsanotherbattleorproposalwiththeendgoalofremovingmotorcycles,4WDs,orATVsfromareastheyhadtraveledunimpededformanyyears.Everyotherdaybringsnewsofananti-OHVorganiza-tionprotestingloudlyagainstaccessformotorizedvehiclesonpubliclandthathasmanagedtogaintheattentionofpoliticiansandpress,enablingthemtospreadtheirvenomousanddiscriminatorymessage.Andyetagainstallodds,weperseverebecauseinourheartsandsouls,CORVAknowsthatwemustnevergiveup!Afterall....youcandoanythinginthisworldifyounevergiveup.

Butthereisacaveattothisstory:vowingnevertogiveupisonehalfoftheequation,theotherhalfoftheequationishavingtheknowledge,fortitudeandwillingnesstotrynewanddifferenteffortstoretainoff-roadrecreationalaccess.Gonearethetimesoff-roadadvocatescansitintheircomfortablechairs,talkwitheachotherandhopetoretainmotorizedaccessonourpubliclandsinCalifornia.Whatdidn’tworkverywellforusafewyearsagoiscertainlynotgoingtoworkwellforustoday.Off-roadadvo-cateshavetobemoreeducatedaboutscience,theeffectoffireonruraland

forestedenvironments,andthesustain-abilityofroads,trailsandareasopentoOHVaccess.Weneedthisknowledgeinourbackpocketsreadytousewhenanti-OHVgroupsresorttoemotionalpullstotryandclosemoreaccesstomotorizedvehicles.Onlythecoldhardscienceandknowledgethatoff-roadtrailsareenvironmentallysustainablecanhelpsaveandpossiblyrestoreaccessaroundCalifornia.

BecausetheCaliforniaOff-RoadVehicleAssociation(CORVA)isnotlimitedinouradvocacytotypeofOHV,orpurposeoftravelingoff-road,wefindtheavenuestoassertourinfluenceandknowledgetohaveagreaterdepthandacceptancethanotherswhosemissionsarenarrowlydefined.ThisgivesCORVAgreaterabilitytochangetheconversationregardingoff-roadaccess,andbringthosepreviouslythoughttobeagainstmotorizedvehiclestoanunderstandingthatmotorizedaccessisacompletelysustainableuseofpublicland.Coupledwithourprofessionalismwhendealingwithlandmanagersandpoliticians,CORVArepresentsamoreinsightfulandaccomplishedwaytokeepoff-roadaccess,andoff-roadbusinessesthriving.

Effectiveoff-roadadvocacycombinestenacityandbraverywithpatienceandpersistence.CORVAthanksallofyouwhotravelwithusontheseeffortsandinviteyoutobringmorefriendsandfamilytothisjourney.Yoursupportisthekeythatmakesthisallpossible.

California Director of State Parks Announces Retirement — Acting Director Appointed

The Director of State Parks plays key role in the future of the OHV Division and has final authority for approving grants.

AnthonyJackson,theformerMarinemajorgeneralwhotookoverCalifornia’sparksdepartmentwithamandatetoreformthetroubledagency,isleavingafter18monthsonthejob.

Jacksonbecamethedepartment’sdirectorinthewakeofanaccountingscandal,andheisdepartinginthemiddleofanongoingreviewofparkoperations.HislastdaywasJune30.

“Ithasbeenachallenging,butulti-matelyfulfillingtenureatCaliforniaStateParks,”Jacksonsaidinastatement.

JacksonwaspraisedbyNaturalResourcesSecretaryJohnLaird.

“Hecametothedepartmentduringitsdarkesthour,bringingstabilityandconsistency,”Lairdsaidinastatement.“Afteralmost40yearsofpublicservice”--including36yearsintheMarineCorps--“hehasmorethanearnedtherighttoretiretoprivatelife.”

Theparksdepartmentsufferedablackeyein2012whenitwasrevealedthatofficialshadhiddenmillionsofdollarsatthesametimethestatewasplanningtocloseparks.Thedirectorwasforcedout,andGov.JerryBrownappointedJacksoninherplace.

Jackson’sgoalwastorestorepublicconfidenceinthedepartmentwhilealsoseekingnewfundingformorethan$1billioninoverduemaintenanceworkatstateparks.

AlthoughJacksonhasmadeassur-ancesthataccountingproblemsarefinished,soul-searchingoverthefuture

ofCaliforniaparkshascontinued.TheLegislaturecreatedtheParksForwardcommission,whichisreviewingdepart-mentoperationsandmakingrecommen-dationsforimprovement.

Despitesomeimprovements,adraftreportfromthecommissionsaidmorechangesarestillneeded.

“Despiteyearsofwell-intentionedexternalreportsandinternalstrategicplans,theDepartmenthasnotyetbeenabletoachievethemagnitudeorscopeofchangeneeded,”thereportsaid.

California’s state parks system has a new acting director.

LisaMangat,whoserésuméincludestoursofdutywithseveralstatedepart-ments,istakingthehelmofthe$654millionCaliforniaDepartmentofParksandRecreationfollowingAnthonyL.Jackson’sabruptresignationearlierthisyearafterjust18monthsonthejob.

Jackson,aretiredMarineCorpsmajorgeneral,tookoverparksafteraSacramentoBeeinvestigationin2012revealedthedepartmentrananoff-the-booksemployeeleavebuyoutprogramandsatontensofmillionsofdollars,allwhilesolicitingcharitablecontributionsandplanningtoclosefacilitiesduringadeepbudgetcrisis.Thescandalcostseveralhigh-levelofficialstheirjobsandpromptedlawmakerstocreateacommissionchargedwithrecommendinghowtoreformthetroubleddepartment’sfinances,operationsandculture.

MangatservedasJackson’sspecialassistantstartinginOctober2013,accordingtoaninternalmemoissuedWednesdaythatannouncedherpromo-tion.Beforethat,MangatwasaprogrammanagerattheDepartmentofFinance,

workedattheLegislativeAnalyst’sOfficeandwasaconsultantintheLegislature.Shelaunchedherstatecareerin1988asananalystfortheDepartmentofSocialServices.

Mangathasbachelor’sdegreeinphi-losophyfromtheUniversityofCalifornia,Davis,andanMBAfromtheCaliforniaStateUniversity,Sacramento,accordingtoherbiographyontheDepartmentofFinancewebsite.

New Regulations Planned for Red

Sticker Vehicles

NewrulesregulatingredstickerOHVemissions,primarilyevaporativelossemissions,arescheduledforreleaseDecember2015.Priortothatdate,CaliforniaAirResourcesBoard(CARB)staffhasbeendirectedtotestredstickervehicles,compileandanalyzethedata,conductasurvey,andreporttheirfindingstoCARBatitsNovember2014meeting.

Publicworkshopshavebeenheldtodiscussthesurveyandtestingprocess.CaliforniaStateUniversitySacramentowillbefacilitatingthesurveywithassis-tancefromtheOff-HighwayMotorVehicleRecreation(OHMVR)DivisionandCARB.

Thereareconcernsregardingthetypesofmotorcyclesthatwillbeusedinthetestingprocess.TheOHVCommissionisengagedintheprocess,asarethemanufacturers.Thegoalistomakesurethetestsareconductedwithappropriatevehiclesandtohaveinde-pendentthirdpartycontractorsmonitorthetestingprocess.

Federal Rule to Regulate Snowmo-biles Now Open for Comment

UndertheTravelManagementRule(TMR)subpartB,theForestServicemustestablishasystemofroutesandareaswheremotorvehicleuseisallowed.TheTMRtreatssnowmobiles,alsoknownasoversnowvehicles(OSVs),differentlyfromothertypesofmotorvehiclesbe-causeanOSVtravelingoversnowresultsindifferentimpactsonnaturalandculturalresourcevaluesthanmotorvehiclestravelingovertheground.Consequently,incontrasttomotorvehicles,itmaybeappropriateforOSVstotraveloffroute.

OnMarch29,2013,theUnitedStatesDistrictCourtfortheDistrictofIdahoruledthatsubpartCrequirestheAgencytodesignateroutesandareaswheremotorvehicleuseispermittedandroutesandareaswheremotorvehicleuseisnotpermittedonNationalForestSystem(NFS)lands,consistentwithExecutiveOrder(EO)11644,asamendedbyEO11989,sec.3(a),butdoesnotdictatewhereandwhenmotorvehicleusecanoccuronthoselands.

Specifically,theForestServiceplanstoamendsubpartCoftheTMRtorequiretheForestServicetodesignateNFSroads,NFStrails,andareaswhereOSVuseisallowed,restricted,orprohibited.Thedecisionregardingallowedusewouldbebasedonananalysisoftheimpacts.

ThedifferenceinmanagementofmotorvehicleuseandOSVuseonNFSlandsstemsfromdifferencesintheiras-sociatedsettings,activities,environmentalimpacts,andpublicpreferences.Nationalforestsandgrasslandschangewhensnowblanketsthelandscape.Vegetationcamouflages,animalsburrow,andwatertransformsintoice.Recreationistsandothersaccessingsnow-coveredNationalForestsandGrasslandstypicallytradehikingbootsforskisandsnowshoesandmotorvehicleswithtiresforthosewithtracksandsleds.

Unlikeothertypesofmotorvehiclestravelingcross-country,OSVstravelingcross-countrygenerallydonotcreateapermanenttrailorhaveadirectimpactonsoilandgroundvegetation.Insomeareasofthecountry,OSVuseisthereforenotalwaysconfinedtoroadsandtrails.

Settlement Reached in Travel Man-agement Lawsuit on the Stanislaus National Forest

TheStanislausNationalForestonFridayclosedseveraloff-highway-vehicletrailstomotorizeduseaspartofasettlementofalawsuit.SeveralofthetrailsclosedwereshorttrailsnearapopularcampgroundatUticaReservoir,virtuallyguaranteeingthatMemorialDayweekendrecreationistswouldarrivetofindunexpectedclosures.

Theforestin2009designatedwhichroadsandtrailswithintheforestwouldbeopentomotorizeduse.Thattravelmanagementplancameafteryearsofhearingsandcontroversy,withenviron-mentalistsseekingtolimitdamagefromdirtbikesandothermotorvehiclesandOHVenthusiastsseekingtokeepasmanytrailsopenaspossible.

Severalenvironmentalgroupssued,sayingtheplandidnotdoenoughtominimizethedamagecausedbymotorizeduse.ThoseplaintiffsaretheWildernessSociety,PublicEmployeesforEnvironmentalResponsibility,andtheCentralSierraEnvironmentalRe-sourceCenter.

ForestServiceofficialssaidthatthetrailclosuresaretemporaryandaffect40.3milesoftrailinthreerangerdistricts,orabout14percentoftheOHVtrailsystemwithintheStanislausForest.

HeidiRieck,alawenforcementpatrolcaptainfortheStanislausForest,saidrangerswouldinitiallybeeducatingmotorizedrecreationistsabouttheclosuresratherthanissuingtickets.

“Weunderstandittakestimeforpeopletobecomefamiliarwithchanges,”Riecksaid.”Aftertheinitialeducationalperiod,wewillstarttoincorporateotherenforcementactions.”

Mybackgroundisnotinthetradeshowindustry,sothechallengetodevelop,manageandpromoteanalloff-roadtradeshowinanewmarketdidnotcomelightly.Myfirstthoughtwastoaskfriendsandcolleagueswhattheythoughtoftheidea.Somepositiveandalotofnegativefeedback,Iwasstilldeterminedtomakeitareality.

AtfirstIthoughtIcouldbypassalotoftheworkbyattendingotherlikestyledeventstogleaninsightastohowtheydoitandusethatknowledgetocreatemine.Whilesomeofthoseideasworked,othersdidnotorcouldnot.So,fromscratchithadtobe.Whilethedevelopmentcamesomewhateasythepromotionsandmarketingarestillchallengesafterthreeyears.

Itwasin2010thatImademyfirstat-tempt,endinginaresoundingfailureandsubsequentlypostponingforanentireyear.ButIlearnedalotfromthatandinAprilof2012,Iwasabletoopenthegatesonthe1stAnnualVenturaCountyOffroadShow.Terrifiedthatnoonewouldcome,thosefearslaidtorestwhenalinebegantoform20minutesbeforetheshowopened.Threeyearsofhardworkhadfinallypaidoff,andtrueredemptioncamejustafewmonthslatertomysurpriseintheformofathreepagearticlebyTomMorrintheOctoberissueofPetersen’s4WheelandOffroadMagazinetitled“SeashoreShow”.

WhilethefirstVenturaShowwasgood,Iknewitcouldbebetter.SobacktotheplanningIwent.Iwantedthenextshowtooffermoreforthepeoplewalkingthroughthegate,participationwise.Hencetheadditionofthedieseldyno;weallplayinsomeformoranother.And

gettingthereisabigpartofit.Thedynoofferedtheparticipantanopportunityforbraggingrightsthesamewayaswinningarace,yetwithyourtowrig.Itsadditiontotheshowhascreatedadrawforthedieselperformancecrowdandbeenahugesuccessfortheshow.IalsoaddedR/Ccardemosfortheyouthoff-roaders.

Thesecondyearaddedalivejeepbuildtotheshow.Becausethisshowisdesignedtobeaffordableforthevendorstocomeout,andtheattendeeswalking

in,Iwantedtokeepthebuildaffordableaswell.IchoosetodoamildbuildonaJeepCherokee;theideawastokeeptheentireprojectaffordablefortheentry-leveloff-roader.Allproductsinstalledprovidedasadvertisingforthecompany.

Whilethebuilddidaddachallengeofgettingparts,itdidnotbringthedrawweexpectedtotheshow.Again,badmarketingreareditsuglyheadandIsawnoincreaseinattendance.

2014wasthe“YearofLearning”forme,withtheaddedstressofhavingtomovetheshowamonthlaterthanpreviousyears.Itwasjustasdifficult,ifnotmore,thanbothpreviousyears.Attendancewasdownforanumberofreasons,yetsuccessstillcameoutoftheshowforvendorsales.EachyearIcontinuetolearnfrommymistakes,andtrynottorepeatthem.AslongasI’mlearningfromthemandutilizingthefeedbackinapositivemanner,successandgrowth

willbeinevitable.TheVenturaCountyOffroadShowisreadytotakethatnextstepandwiththeadditionofkeyindividualstohelpitalong.Ihopethat2015willbebiggerthanallthreeyearscombined.

Allthehardworkthatgoesintothiseventdoesnotcomewithoutrewards,somebigandsomesmall;beingpublishedintwoseparatenationallyrecognizedpublicationsnotoncebuttwice.Orhavingthosethatsaidyoucouldn’tdoit,cometotheshowandcongratulateyouonsuchagreatjobagainstallodds.Morethananythingthemostsatisfyingpartofitallissee-ingtheenjoymentinthefacesoftheattendeescomingouttoshowsupportfortheoff-roadcommunityandtotheVenturaCountyOffroadShow.

TheMojaveTrailisahistoricrouteunderthecareoftheMojaveNationalPreserve.Thedirtroadstretches140milesfromtheoldFortMojave(onthewestbankoftheColoradoRiver),andextendstothesiteoftheoldCampCady(onthewestbankoftheMojaveRiver),inCalifornia.

Thetrailisaleisurelytrip,withinteresting,well-markedstops,alongtheway.HistoricalmarkerstellofSpanishMissionaryJuanBautistadeAnzawhocrossedthetrailin1776;JedediahSmith,thefirstAmericantotravelthedesertin1826;KitCarsonandJohnFremontwhocrossedin1844;andfortsandranchdevelopmentthatfollowedoncetheUSGovernmenttookoverthetrailin1848.Alongthewaythereareinterestingsidetripstoabandonedmines,homesteads,andwateringholes.ThehighlighthoweveristheNationalParkServicemuseumlocatedinanoldrailroadstationaboutmidpointontheKelso-CimaRoad.

MorethanBearValley4x4Clubmembersparticipatedinthetripin14Jeepsinmid-March,atjusttherighttimetoseethedesertflowersinbloomandalittlemorewildlifethenonemightexpectinadesertenvironment.RCStockspearheadedthetripandarrangedfortwonightsofcampingatdesignatedsitestoaccommodatethelargeparty.(Campingismuchmoreflexibleforbackpackersandsmalloff-roadvehiclegroups).Thetrailiswellmarkedwithcaroms.However,shiftingsandsandintersectingroadsrequirediligentattention.Andallvisitorsmustcarrytheirownwater.

Over the next year, the Imperial Val-ley Desert Museum will be fabricating and installing a permanent exhibit called the Land of Extremes. It will be an exhibit on the human adaptation to the desert environment.

Thatisjustabigwayofsayingthatitisreallyhardtolivesomewherethatissohotandhassolittlewater...butpeoplehavebeendoingitformorethan10,000years.

Tellingthisstory,infact,hasbeenoneoftheprimaryobjectivesoftheImperialValleyDesertMuseumSocietysinceitsincorporationin1974.Overthesummer,thisstorywillunfoldinaseriesofarticlesthatwillbeincludedintheSaturdayeditionoftheImperialValleyPress.

TheImperialValleyDesertMuseumhasbeenadreamformorethanfourdecades.ThemuseuminOcotilloopenedinMarch2012aftermorethan13yearsofconstruction.Sincethattime,morethan9,000peoplehavecomeouttoOcotilloforprogramsandactivities.InDecemberthemuseumbecameanapprovedcurationfacilityforfederalarchaeologycollections.

Soon,wewillachievethedreamofbeingafullyfunctioningandoperationalvisitorcenterwelcomingthousandsofvisitorstotherecreationalandenviron-mentalopportunitiesofourdeserts.

Tomanypeopleinthecounty,thishasbeenalongtimecoming,butsuccessoffinallygettingthemuseumopenowestothegrassrootsorganizationbehindthemuseum.

TheImperialValleyDesertMuseumSocietywasincorporatedin1974tosup-portthe“promotionandexpansion”oftheImperialValleyCollegeDesertMuseum,whichhadbeenfoundedin1969.UnderthedirectionofMichaelBarkerandJayvonWerlhof,bothanthropologyprofessorsatIVC,thecollegeoperatedasmallmuseumindowntownElCentro.

ThemuseumwasaheadofitstimefortheImperialValley,withanoutstandingarcheologyprogramrunbythecollegeandaCarbon14datinglaboratory,oneofjustthreeinCalifornia.

Butin1979,thedowntownbuildingwasdestroyedinanearthquake.Iamsurenooneknewthepaththatlayahead.

VonWerlhofcametoteachattheIVCin1973.WhenhearrivedintheValley,therewere109recordedarchaeologicalsites.Overthenextseveralyears,hedocumentedmorethan10,000additionalsites.

Underhisdirection,theImperialValleyDesertMuseumSocietymanagedculturalandeducationalactivitiesthroughouttheValley.Themainobjectiveswerethepreservationandinvestigationofculturalsitesthatpertainedtoearlyman.ThesocietypromotedtheideathatImperialCountyheld“thekeytotheantiquityofmanintheWesternHemisphere.”

Sometimearound1984,plansweredrawnupandafundraisingcampaignwasinitiatedforanewDesertMuseum.Andin1987,anActofCongresstrans-ferred24acresoffederallandinOcotillo“forthepurposeofconstructingandmaintainingapublicmuseum.”

Intheearly1990sworkbeganatthesiteinOcotillo.Everyoneinthecountythoughtthatanewmuseumwasrightaroundthecorner.Buttherewasalongroadoffundraisingahead.In1999,afederaltransportationenhancementgrant,intheamountof$238,000,wasreceivedtoputinaparkinglot,trailsandpicnicshelters.“ItUsedtobeaDream,”thesocietyannounced.Fundraisingcontinued.Familypledgesweremadeat$2,000,withthedonationpaidannuallyover10years.Peoplewereaskedtobuyasquarefootofthenewmuseumfor$55...1,200weresold.

Duringthe1990s,over$350,000wasraisedlocally,allinsmallgifts.Itwas

decidedthatthebuildingwouldbe“builtasincomeallowsonapay-as-you-gobasis.”

In2000,DugginsConstructionerectedtheexteriorofthemuseum.Notuntil2005,didthesocietyreceivealargegrantfromtheCaliforniaCulturalandHistoricalEndowmenttofinishtheinteriorofthebuilding.

TheDesertMuseum’sprimaryfocussince2011hasbeentheinventoryandre-curationoftheIVCarchaeologicalcollection.Thisprehistoricartifactcol-lectionisoneofthemostsignificantcollectionsinSouthernCaliforniabecauseitdocumentsthelifewaysoftheearliestpeopleinourregion.WhenvonWerlhofledstudentsintothedesert,hetaughtthatpeoplebeganlivinghere10,000to12,000yearsago.Inrecentmonths,anarchaeologysiteinJacumbawaspositivelydatedto8,400BCE(BeforetheCommonEra).

Thestoryofhowpeopleadaptedtolivinginsuchanextremeenvironmentisexciting.ItisastorythatstillaffectsthoseofuslivingintheValleytoday.InthecomingmonthsthestorywillunfoldattheDesertMuseumasconstructionofexhibitsgetsunderway.Itisanexcitingtimeatthemuseum.Finally,wecantrulysayitusedtobeadream.

The American Sand Association (ASA) held a closed sign removal event on June 14 in the dunes at the end of Gecko Road.

Recently,thejudgeruledthattheclosures,whichhadbeeninplacesincetheyear2000,couldnowbere-opened.Thismeanstheclosedsignscanberemoved.Whileitisfantasticthatthe49,000acreswillbeopenforduningagain,therewillbeanewclosureofabout10,000acresinthesouthwestsideofthedunestohelpthePeirson’sMilkvetch.

Wemetat5:00a.m.(yawn)togetanearlystartandbeattheheat.TheeventwasorganizedbytheASA’sNicoleGillisasawayforustocelebratethishistoricoutcome.Mostparticipantsusedsidebysidestoaccessthedunesandcarrysigns.BLMstaffjoinedtheeventandbroughtoutspecialdevicesdesignedtoremovethesigns.SinceIamamotorcycleguy,Ibroughtabike,whichwasn’tveryuseful,soIrodeintheBLMrescuebuggy(asapassenger,notarescue)tohelpshuttlesignsbacktocamp.Itwasgreatfunridinginthebuggyandduringtheeventweremoveddozensofsigns.WeclearedallthesignsfromtheRoadrunnercampingareatoaboutahalfmileeastofChinawall.TheBLMwillbesavingthegoodsignstouseinthenewclosure.

Temperatureswerereallynotbad,hittingabout103.Wefinisheduparoundnoonandplantodomoreasweatherallows.

FLAT TAILED HORNED LIZARD By Ed StovinOn June 10th, the Center for Biological Diversity filed a petition to list the flat tailed horned lizard as endangered in the State of California.

EnvironmentalistshavetriedthreetimestolistthislizardasendangeredintheFederallist.Eachtimecommonsenseprevailedandthelizardwasnotaddedtothelist.ThistimethetacticshavechangedbygoingafteraStatelisting.

Whenyoulookatthetacticsusedbyenvironmentalorganiza-tions,itisclearthattheyaregoingafteroff-roadvehicleusers.

ThislizardlivesalloverImperialCounty(aswellasRiversideCounty,ArizonaandMexico)andthereareanumberofOHVareastheywouldlovetoshutdown.OcotilloWells,SuperstitionMountain,PlasterCityandtheImperialSandDunesareallhabitatforthislizard.Shouldthislistingtakeplace,wecouldexpectsignificantlossesofrecreationallandasaresult.Pastlistingattemptshavefailedbecausethelizardsnumbersareholdingsteadyandseveralagencieshaveprogramsinplacetomonitorthelizard.

CORVAplanstostayinvolvedintheprocesstakingplaceandwillkeepyouinformedofanyupdatesoractionsyoucandotohelp.

The emergency closure of Nightmare Gulch and subse-quent decision that the vehicle trail is “not sustainable” is just the latest in a long history of deceptions and downright lies on the part of the Parks Department.

Howmanypeoplerememberbackinthelate60’s,early70’swhentheCaliforniaDepartmentofParksandRecreationrequestedthetransferoftheoriginaltractoflandfromtheBLMtotheStateundertheR&PPAct?ItwastocreatetheRedRockCanyonStateVehicleRecreationArea.OncetheStategottitletotheland,theyconvenientlyforgotaboutthat,andovernightitwasRedRockCanyonStatePark.Needlesstosay,manyintheOHVcommunitywhohassupportedthelandtransferfeltdoublecrossedbytheState.

Howmanypeoplerememberbackintheearly80’swhentheStateParksoughttoexpandtheirboundariestoincludeNightmareGulch,againundertheR&PPAct.Stateparkperson-neltoldapackedauditoriumthattherewasnovehicleuseinNightmareGulch.OnlywhenIrefusedtobesilenceddidtheyfinallyadmitthattherewasavehicletrailinthecanyon.

Let’smoveforwardtothe90’sandthepassageoftheDesertProtectionAct.Priortoitspassageseveralmembersofthe

OHVcommunitymetwithStateParkpersonneltodiscussNightmareGulchissues.Oneofourpeoplehadamapshowinggreatlyexpandedboundariesforthepark.TheStateParkper-sonnelsaidtheyhadnoknowledgeofthemapandthattherewerenoplanstoexpandtheirboundaries.Theydescribedthemapassomeone’s“PipeDream”.Youguessedit.WhentheDesertProtectionActpassed,thenewStateParkboundarieswereexactlyasshownonthemap.Wasn’tthatacoincidence!

Nowwiththestrokeofapen,theStateParkhasdictatedthatthevehicletrailinNightmareGulchis“notsustainable”.Ihavebeenusingthetrailsince1970.Exactlywhatisitthatmakesthetrailnotsustainabletoday,whenithasbeensustainableforthelast44years?Don’tletStateParkpersonnelsaywinterstormdamage.Ihikedthecanyonaftertheemergencyclosureandthewinterstormdamagewastrivialcomparedtootheryears.

Ontheheelsofthat,theOHVcommunitygetsaletterfromStateParksaskingforourhelpineducatingthepublicbecausesomebadpeoplecompromisedtheclosedarea.Excuseme?TheStateParkhaslockedmeoutofthearea.PardonmeifIfailtocare.

The California Off-Road Vehicle Associa-tion (CORVA) is a varied group of out-door recreationalists who are extremely active in promoting the positive aspects of vehicular access on public lands and

protecting that right. Thegroupiscomposedoftheowners

of“GreenSticker”vehiclessuchasATV’s,motorcycles,3-wheelers,trailbikes,anddunebuggies,aswellas“streetlegal”4x4vehicles,dualsportmotorcycles,bajaanddesertracers,andsnowmobiles.

Weworkwithlandmanagersforresponsibleoff-highwayvehicularaccessandrecreationopportunities.Secondarily,weeducateourmember-shipontheconstantlychangingrulesandregulationsandpromoteconservation,clean-upandtrailmaintenanceprojects.

WeparticipateinlobbyingactivitiesinbothSacramentoandWashingtonDC.WeworkcloselywiththeStateDepartmentofParksandRecreationprovidinginputto

theOff-HighwayMotorVehicleRecreation(OHMVR)programfromtheusers’standpoint.

WeprovideavaluableresourcetolandmanagersintheformofdedicatedOHVandOSVenthusiastswhobelieveinusingourpubliclandsresponsibly.

WeareactiveatalllevelsofthelandmanagementpublicprocesswithboththeBLMandUSFSaswellasatthecountyandlocallevels.Wedothisbycomment-ingonmanyenvironmentaldocumentsonissuesthataffectus.

Wecoordinatewithothermultipleuseorganizationssuchassnowmobilestohorseenthusiaststoprotectmultipleuserightsthatwebothshare.Onlytogethercanwefighttheextremists.
