Mission Statement of The Wesleyan Church

To exalt Jesus Christ by:

Evangelizing the lost—Discipling believers—Equipping the Church—Ministering to society

Mission Statement of The Wisconsin District To glorify God by developing healthy, reproducing churches

Vision Statement of The Wisconsin District

In the year 2020...

the Wisconsin District of The Wesleyan Church is stronger in the number, health and size of our churches with a wider and deeper influence for God in our state and around the world. Every church in our District has made church planting a top priority – praying fervently, giving generously (finances and people) and partnering creatively to make it happen. An increasing cadre of pastors and lay leaders demonstrate their heart for planting new churches through helpful, practical self-sacrifice. Ministers gladly give up key lay leaders for the good of the whole. Lay people make career choices, and location choices, not on the basis of what is financial expedience or family convenience, but what is best for the Kingdom of God. There are at least 20 new Wesleyan churches in Wisconsin. We have developed creative alliances and discovered a variety of ways to effectively plant churches all over the state, focusing particularly, but not exclusively, on places of greater population. These new churches are also planting churches, to the point that one of our greatest challenges will be to find communities not yet impacted by the gospel. There are healthier Wesleyan churches in Wisconsin which shine ever brighter as hopeful alternatives to a culture marked by chaos. People are attracted to who we are and what we offer, because our people and our churches are holy. This holiness is truly counter-cultural and holistic. There is an engaging attractiveness about our witness that is undeniable. Observers often comment on three prominent characteristics: 1) love expressed in authentic and enduring relationships; 2) peace and joy, even in hard times; and 3) hope which is relevant and real. Wesleyan churches in Wisconsin are larger, too, maximizing their growth potential. Not large for the sake of being large or for ego’s sake, but because we are done with playing church and fully committed to be about the Master’s business of bringing people into the Kingdom. In some settings the growth is rapid. In others it is slow and steady. But numerical growth is now the norm, because of our passion for God, and His passion for people. There are two new, healthy, growing districts in the Wesleyan Church in other parts of the world. This happened because the Wisconsin District has committed its heart, people and resources to training, assisting and developing healthy pastors and reproducing churches to reach their world. The keys to this new reality are committed teams in every church who lead the church to be and become all that Christ provides and desires. Pastors are committed to constant growth in their character and conduct through consistent mentoring by others as well as being in community with other pastors. Pastors intentionally and consistently mentor and develop lay leaders who, in turn, develop others so that the base for effective, gift-based ministry is expanding. This, by God’s grace and for God’s glory, is who we are becoming! Let the Church be the church!

SECTION I. NAME The name of this corporation is the “Wisconsin District of The Wesleyan Church.”

SECTION II. AMENABILITY

The Wisconsin District is amenable to “The Wesleyan Church” and The Wesleyan Church Discipline.

SECTION III. MISSION STATEMENT To glorify God by equipping, encouraging and networking leadership teams to develop and plant healthy, reproducing Wesleyan churches in Wisconsin and beyond.

SECTION IV. OFFICERS A. District Superintendent. 1. The location of the district office shall be determined by the District Board of Administration. 2. The District Superintendent shall report matters of general interest to all pastors throughout the

year, including DBA summary reports. 3. The District shall pay the moving expense of the newly elected District Superintendent from the

administrative fund. B. District Treasurer. 1. The Treasurer shall prepare and notify each church fifteen days prior to the close of the fiscal year

the amount paid to date and the amount still due for USF and district assessments. C. Other Officers. 1. The District Conference shall elect other officers as needed.

SECTION V. DISTRICT CONFERENCE, REPORTING

A. Annual District Conference Sessions. 1. The District Superintendent shall address the Annual District Conference at the opening session,

speaking relative to the present condition of the District. 2. The District fiscal year shall close on May 15. The local church fiscal year shall close on April 30. a. All money to be applied toward the payment of the United Stewardship Fund shall be remitted

undivided monthly by the local treasurers to the District Treasurer. All money for which credit is to be given for the district fiscal year must be postmarked no later than ten (10) days following the close of the local church fiscal year.

b. Each person holding a district ministerial credential shall submit to the appropriate district offices by May 15th his/her completed Annual Service Report. Each pastor shall submit his/her completed, annual, statistical report to the district statistician by May 31st. Reports not received by that time will be excluded from the District reports and reported to the District Conference as delinquent. The District Statistician shall forward the necessary statistical information to the District Treasurer. Said forms shall not be returned to the pastors until the annual conference.

3. Each pastor shall attend the full District Conference. 4. At the Annual District Conference each pastor shall share an oral, two-minute testimony of

significant experiences of ministry within his/her local church this past conference year. 5. All treasury books of the district shall be placed in the hands of the Auditing Committee by August

31st, along with the treasurer’s book, bank statements, checkbook registers, canceled checks, savings account book(s) and annual report.

SECTION VI. COMMITTEES

A. District Board of Administration (trustees). 1. The District Board of Administration shall function as the district trustees. 2. The District Board of Administration (trustees) shall be composed of the District Superintendent

and eight other members, four of which shall be lay and four ministerial: Assistant District Superintendent, District Secretary, District Treasurer, and five members-at-large. The members-at-large shall be elected by ballot.

3. a. The District Board of Administration holds title to all District and local church properties and is authorized to buy, sell, lease, and mortgage real and personal property of the Wisconsin District, and to execute the necessary deeds, contracts, notes and mortgages, and other necessary documents, to effectuate the purposes of this section, subject to the requirements of The Wesleyan Discipline.

b. The District Superintendent and District Secretary are given full power to act for and on behalf of said district when so authorized by motion duly passed and certified in writing by the District Secretary.

4. The District Board of Administration (trustees) shall authorize any and all new church developments, including church planting, satellite campuses, etc.

5. The District Board of Administration shall be, or shall elect, the District Building Committee. a. Their duties shall be as set forth in The Wesleyan Discipline. b. The District Board of Administration (trustees), prior to launching a new church extension

project, shall arrange all conditions and stipulations regarding loan limits, loan payments, subsidies for pastoral support, grants for initial operations and any other financial encumbrances. These terms shall be typewritten in duplicate copies and signed by the legal authorized personnel, one copy to be retained by the Board of Administration (trustees) and the other to be retained by the newly formed church.

6. All district boards, department heads, treasurers, and district officials shall submit all official actions and plans, as requested by the District Superintendent or DBA. .

7. The location of the district office shall be determined by the District Board of Administration.

B. District Nominating Committee. 1. The Nominating Committee shall consist of the district superintendent as chair, and two ministers

and two lay members elected by the district conference. The elected members shall not succeed themselves and may not be re-elected until after a lapse of one year.

C. Wisconsin Ministerial Retreat Committee. 1. The District Superintendent shall select committee members at his discretion. D. Conference Action Committee. 1. The District Board of Administration shall serve as the Conference Action Committee.

2. Memorials to General Conference and revisions of District By-laws shall be submitted to the chairman of the Conference Action Committee by May 15 each year.

3. Any resolution presented to the Annual District Conference must follow and include the following pattern:

a. Program (subject matter) b. Originator c. Resolution d. Rationale and/or Implementation e. Budget request (if any) E. Ballinger Educational Fund Trustees. 1. There shall be a Ballinger Educational Fund Board composed of the District Superintendent, the

District Treasurer and two persons elected by the District Conference with staggered terms. F. Other Committees. 1. The Annual District Conference shall elect other committees as needed. 2. Their duties and terms of office shall be in accordance with The Wesleyan Discipline and as

assigned by the annual district conference..

SECTION VII. STANDING RULES A. Pertaining to District Conference.

1. A time of fasting and prayer for the Annual District Conference shall be observed during the week preceding the Annual District Conference by each local church.

2. Each pastor shall send the names of their elected District Conference delegates to the district office by May 31

st each year.

B. Pertaining to the Local Church.

1. Each local church shall permit its pastor(s) an annual paid vacation, the length of which shall be negotiated by the local board and the pastor. It shall be a minimum of two weeks, with the full length determined on the basis of the term of service in The Wesleyan Church. As a guideline, the pastor’s vacation should be three weeks after five years of service and four weeks after twelve years of service. The pastor’s vacation time shall not be taken when it is in conflict with prescheduled district activities. Pastors are not to be paid for unused vacation time at the termination of service to a church without prior approval of the DBA and the LBA. Vacation time is

not to carry over from one year to the next without prior negotiation with the local church board. Churches are also encouraged to provide sabbatical opportunities for pastors.

2. Each local church shall pay the moving expense for its incoming pastor at an amount to be agreed upon during the salary and benefits negotiations.

3. The local church’s board of trustees and pastor shall annually review and set the evaluation of the church properties, and the pastor shall include this amount in necessary annual reports.

SECTION VIII. SEAL

The Wisconsin District of The Wesleyan Church shall have no seal and all documents signed on behalf of this corporation may designate that the corporation has no seal. INDEMNIFICATION—The Corporation shall, to the fullest extent authorized by Chapter 181, indemnify any director or officer of the corporation against reasonable expenses and against liability incurred by a director or officer in a proceeding in which he or she was a party because he or she was a director or officer of this corporation. The indemnification rights shall not be deemed to exclude any other rights to which the director or officer may otherwise be entitled. The corporation shall, to the fullest extent authorized by Chapter 181, indemnify any employee who is not a director or officer of the corporation, to the extent the employee has been on the merits or otherwise in defense of a proceedings, for all expenses incurred in the proceedings that the employee was a party because he or she was an employee of the corporation. Corporation may, to the fullest extent authorized by Chapter 181 indemnify, reimburse or advance expenses of directors or officers (cf. The Wesleyan Discipline, p. 4235).

SECTION IX. AMENDMENTS

A. The By-laws may be amended at any regularly called session of the Annual District Conference by a two-thirds vote of those present and entitled to vote.

B. Any resolution relating to said By-laws and Standing Rules shall be typed and distributed to every

delegate of the said district conference in advance of the motion to amend (see Section VI.D.3).

SECTION X. ENFORCEMENT The enforcement of the By-laws shall be in the hands of the District Board of Administration (trustees) as prescribed in The Wesleyan Discipline.

SECTION XI. CONFORMITY The Discipline of The Wesleyan Church as legislated and declared from time to time is made part of these by-laws and incorporated herein by reference. Any By-laws inconsistent therewith shall be void.

DISTRICT RESOLUTIONS 1. The ministerial members of the District Board of Ministerial Development shall be designated as the

Council of Ordination. 2. All financial reports shall be made on the fiscal year basis as audited and that all other reports by board

and/or elected officials be on the conference-to-conference basis. 3. Each church shall pay an amount equal to 11.5% of their previous year’s assessable income to the

United Stewardship Fund in twelve equal monthly payments to the District Treasurer and payable to “The Wisconsin District of The Wesleyan Church.” The District Secretary shall officially notify each pastor within two weeks after the close of the District Conference session of the amount assigned to that local church. The District Treasurer shall divide the 11.5% as follows and shall remit such to the General Treasurer monthly:

United Stewardship Fund - General Fund ..................................... 2.75% United Stewardship Fund - Educational Institutions Fund ............. 3.25% District Administrative Fund ............................................................. 5.5% Any funds exceeding the amount due to the General Church shall be distributed to the District

Administrative Fund. 4. We recommend that honoraria be set by the District Board of Administration to be paid annually to the

Assistant District Superintendent, District Secretary and District Treasurer from the Administrative Fund. 5. Each church shall receive a minimum of eight copies of the district journal. Additional copies may be

requested through the District Office at the rate of $5.00 per copy. 6. Authorized District travel of elected officials of the District and Board members shall be paid at the

current IRS rate per mile, and that the District, through its Treasurer, pay this and all other DBA authorized expenses for which a bill is presented. The District Board of Administration is authorized to

adjust the mileage rate as it becomes feasible and necessary. The District is authorized to provide a car for the District Superintendent.

7. A Pastor Appreciation Week shall be observed annually. The Local Board of Administration and the Vice-Chairman shall constitute the committee to plan for the event.

8. Pastoral Support. Each local church shall provide for its pastor(s) a suitable parsonage and/or housing allowance, utilities, major kitchen appliances, full medical insurance, full Wesleyan pension (includes salary, parsonage and/or housing, and utilities) a minimum of one-half of Social Security, travel reimbursement, parsonage phone (except for personal long-distance calls) and a minimum salary of $450/week. If the local church cannot meet this minimum salary package, the pastor will be encouraged and permitted to seek employment to meet this standard. Each LBA shall determine, with the pastor, the amount of non-pastoral employment for the ensuing year when supplemental salary may be necessary (see Pastoral Support worksheet). In case of a disagreement, the decision may be appealed to the District Superintendent and/or the DBA.

9. See Pastoral Support worksheet following this listing. 10. The pastor is expected to attend the Annual District Conference, the Annual District Family Retreat, the

Annual Minister & Mates Retreat, and other approved district events. Every pastor is expected to contribute time toward one of the summer camps (Northern Crusader Camp, Southern Children’s Camp, Youth Camp, District Family Retreat). There shall be no subtraction from financial support or vacation time. Each church shall pay the expenses involved in attending required District functions.

11. The Wisconsin District will reimburse up to three confidential sessions of Christian counseling for each pastoral family unit at a District-approved center of their choice; further reimbursements for additional sessions will be available at the discretion of the District Superintendent.

12. All conference materials that are informational in nature must be prepared and posted for the delegates on the website a minimum of 5 days prior to the Annual District Conference.

13. The following district offices shall be for two-year terms: Statistician, Adult Spiritual Formation Director, Children Spiritual Formation Director, Youth Spiritual Formation Director, Evangelism and Church Growth Director, and Global Partners Director.

WISCONSIN CHURCH PLANTING ENDOWMENT FUND

PURPOSE

To provide funds for the starting of new Wesleyan Churches in the State of Wisconsin.

PLAN Receiving Funds

Donations, bequests and annuities shall be accepted. No amounts under $500 shall be accepted (less amount shall go directly into the Church Planting Fund). Interest on annuities shall be set by the DBA using the Denominational Chart as a guideline. Funds for this shall be solicited in such a manner as not to detract from the raising of current Church Planting money. It is expected that most money for this fund will come from estates and annuities.

Disbursing Funds

Only interest already earned may be disbursed. First, all annuitants shall be paid their interest. After this, funds shall be used to pay salaries of church planting pastors, provide supplies, buy land or

build buildings for a new Wesleyan Church. No funds shall be used on a project that is more than four years old – this time to be determined by the date when the first worship services are held.

In any year when there is no qualifying Church Planting Project, the available interest shall be added to the principle and become a part of the fund. The DBA shall be responsible to administer this fund. These funds shall be kept in a separate account by the District Treasurer. The District may borrow from this fund paying interest at the rate of six-month government securities at the time of initiating the loan. No money from this fund shall ever be loaned to any church or individual. This document,

after being adopted, may only be amended by a 2/3rds majority vote of the District Conference at any of its sessions.

BALLINGER EDUCATIONAL GRANT FUND POLICIES

1. The Ballinger Educational Grant Fund Trustees have complete authority to grant scholarships,

establish procedures, and set policies relating to the fund. 2. The Ballinger Educational Grant Fund Trustees (committee) reserve the right to approve or

disapprove any grant applications. 3. Grant monies will be distributed only from the accrued interest from the fund’s investment(s). No

distribution will be made from the principal. The trustees shall determine the grant amount(s) to be divided equally to all approved applicants annually.

4. Each applicant must be approved by the District Board of Ministerial Development as a ministerial student, enrolled in his/her junior year or later in a Wesleyan College or University or Wesleyan approved graduate school.

5. Grant funds will be disbursed to the applicant’s local church, and then to the educational institution to maximize the financial benefit to the applicant under the “Church Matching Scholarship Program.”

6. Application forms are available from the fund treasurer and are to be completed and returned to the fund treasurer by the dates stated on the application form.

7. The applicant must provide verification of enrollment from the educational institution to the fund treasurer by the deadline date on the application form.

th District Conference of the Wisconsin District of The Wesleyan Church

The 145

th District Conference of the Wisconsin District of the Wesleyan Church met in regular session June

21, 2012 at the Hayward Wesleyan Church. The delegates gathered at 1:00 p.m. Pastor Heath Davis led the delegates in a communion service. A video of highlights from General Conference was shown, reminding us of the unity of our churches and leaders around the world. Of note was Memorial #345 electing one general superintendent, Dr. Jo Anne Lyon, and a unanimous vote to support the sanctity of marriage between one man and one woman. Dr. Jo Anne Lyon presented an inspiring State of the Church Address reminding us to have the courage to live and preach holy lives filled with the power of the Holy Spirit and closing with a reminder of the Wesleyan 7 pack:

1. Christian leaders living authentic Christian Lives 2. Believers being filled with the Holy Spirit 3. Ethnic diversity 4. Urban urgency 5. Church Health (defined by outreach and impact on the community 6. Church Planting 7. Prayer (surrounding all of the above)

Pastor Mark Wilson led us in an opening prayer for our local churches. The conference was called to order at 2:12 p.m. and Dr. Jo Anne Lyon then turned the chair over to Rev. Dan Bickel. Roll Call was taken by registration. The conference bar was established and the agenda approved. Pastor Dwayne Winterberg was established as the Courtesy Chair, Reenie Bickel, Laura Bickel, Karen Gormong, Debbie Winterberg were appointed as tellers, along with assistant tellers Brent Bickel, Damien Gula, Craig Coe and Tim Young. New church pastors Matt Haslar, Assistant at Darrow Rd., Paul Hancy, Assistant at Red Cedar, Craig Rayment, Assistant at North Ridge and Ryan Wilson, Assistant at Hayward (not present) were introduced and welcomed to the district by Pastor Dwayne Winterberg. Nominees for District Secretary and District Treasurer were presented and ballots were cast. Special guests Pastor Osman and Tania Zamora, district coordinator in Nicaragua, were introduced and welcomed to Wisconsin. Pastor Ron Gormong presented the Assistant District Superintendent Report and the DBMD Report, highlighting the crucial work of equipping and preparing future pastors and reminding all of the importance and responsibility of filing annual reports with the DBMD. Jason Rhoads and Andrea Wittwer were recommended by the DBMD and approved by the Conference for ordination and Lonnie Selje was recommended by the DBMD and approved by the Conference as a Commissioned Minister in the Wesleyan Church. Licensed Ministers, Ministerial Students, Special Workers were approved as recommended by the DBMD.

The tellers report for District Secretary and District Treasurer was received with the following results:

District Secretary: 87 ballots cast, 44 needed to elect.

Pastor Todd Arneson was elected with 87 votes.

District Treasurer: 86 ballots cast, 44 needed to elect.

Jesse Beckermann was elected with 86 votes. The DBA Ministerial Nominees and DBA Lay Nominees were presented and ballots were cast. Dr. Henry Smith, President of IWU, was introduced and presented a brief summary of the exciting activities and changes taking place on campus. The Tellers Report for DBA-Ministerial and DBA-Lay was received with the following results:

Chitty, Director of Hephzibah Children’s Home, Rich Avery Wesleyan Native American Ministries Director, and Perry Hubbard, Panama Missionary. Dan Bickel, District Superintendent, presented his annual report highlighting a great year for the Wesleyan Church of Wisconsin and reminding leaders of our vision to reach the unclaimed and to have healthy churches and healthy leaders. Some of the items we celebrate:

Burr/Valley merger went smoothly, with growth. Burr is 156 years old and going strong

Darrow Road and Safe Harbor sharing leadership and resources to reach the city of Superior.

Safe Harbor and a new church plant within a church - City Church.

Northern Lakes, Cumberland – new building and property.

Red Cedar, Hispanic congregation

Heather Semple as lead pastor of Red Cedar, the largest multiple-staff Wesleyan Church in the denomination with a female lead pastor.

Spooners’ refocus to change the trajectory: launching the packaging campaign to support Nicaragua, discovering needs in their community and ways to meet the needs of the least of these.

The River’s expansion for sanctuary and children, and for meeting needs of the community

Transformation City’s exciting new ministry to find one house per year to fix up and place missionaries to live among the people.

New church plants: The Fountain, North Ridge, Hispanic congregations, River Falls possible launch, Fox Valley, The Shack – Native American group under the umbrella of Hayward.

Nicaragua’s heart for planting schools and churches. Pastor Dan concluded with the sobering statistic that 46% of Wisconsinites are unclaimed for Christ and challenged us to reach out and change that statistic in Wisconsin. After a video about the Jesus Film Project, John Connors shared the future of this ministry taking place all over the world to over 2 million people. He introduced Campaign 300 with the goal to plant 300 new churches in the next 3 years, and the amazing news that they are taking the Jesus Film to Cuba starting in March. Dan Bickel presented a check for $3,000 from the Wisconsin District to the Jesus Film Cuba project. Introductions of Rich Avery, Wesleyan Native Ministries Director and Perry Hubbard, Panama Missionary were given with a reminder to pray for our Wesleyan Native American Ministries and for Nancy Hubbard who is fighting cancer. CK Chitty, director of Hephzibah Ministries shared with us greetings from Hephzibah Children’s Home. He gave the sober statistic that there are 1000 drug addicted, homeless mothers in their county alone. Hephzibah is beginning to network safe homes across America for human trafficking. Dr Mark Gorveatte, president of Kingswood University presented a brief report of Kingswood Universities’ goals of equipping servant leaders for global impact. Osman Zamora, Nicaraguan District Coordinator and Pastor of Tipitapa, brought greetings from Nicaragua and shared his vision and passion for the expansion of God’s Kingdom in Nicaragua. Gifts were presented to Osman and Tania Zamora. Dr. Jo Anne Lyon presented grants to church planters Matt Ohime, Jason Butler, Brent Bickel, and Richard Concklin (representing Thuam Khai). 25-Year Service Awards were presented to Pastor Doug Walborn, Pastor Mark Wilson, and Pastor Dwayne Winterberg. 60-Year Service Awards were presented to John Heavilin and Russell Buck, both former District Superintendents of the Wisconsin District. Eagle Awards (including a $300 scholarship) were given to the following pastors and congregations:

A Missional Achievement Award was presented to Richard Concklin and Thuam Khai for their sacrificial service to the Myanmar Church. A Missional Achievement Award was presented to Mark Wilson for the many and varied ministries and selfless giving of resources to kingdom work in our district. District Superintendent’s Report

It has been a privilege to serve the Lord, the Wesleyan Church and the Wisconsin District this past year. There have been many, many positive things happen in the churches and ministries as well as a few difficult things. Ministry is always like that – real, but extremely fulfilling. The detailed statistical report is available to you, but I would like to highlight and interpret some of the statistics and trends. I wish I could give you the stories behind some of our statistics, but that doesn’t fit in a spreadsheet. We track numbers and count people because people count. It is a way for us to be aware of where we are, where we are headed, what our trends are and what trajectories we are on. In my oral report, I will share some of the stories behind the statistics.

OVER THE PAST YEAR

Covenant membership rose by 8.8%

Weekend worship attendance rose by 4.3% o 15 churches had losses o 16 churches had gains

Salvations reported – 319 o That is an average of 10+ per church = 1 person per month per church o 5 churches reported zero converts

Baptisms reported – 173

Those indicating a call to vocational ministry – 26

Integrated or non-Anglo churches – 4 (13% of Wisconsin churches)

Giving to Global Partners - $474,000 (a significant jump from last year due to one sizeable donation through the Eau Claire church)

First time in many years, maybe ever, 100% of churches paid 100% USF. (I will really celebrate when we have 100% of churches reporting salvations.)

OVER THE 10+ YEARS

Wisconsin has grown 10 out of the past 12 years in weekend attendance. o Two years in a row we decreased by an average of 1.7% o Overall we have grown by 16% in weekend attendance

Overall we have grown by 17% in membership

Overall we have grown by 13% in the number of churches (27 to 31, including North Ridge) o We have closed 7 o We have started 11

Overall we have increased by 32% in the number of churches reporting salvations and baptisms (17 to 25)

Overall we have gone from 100% Anglo congregations to 77%, with 4 congregations reporting integrated or non-Anglo.

NICARAGUA

We are now into our third 5-year partnership agreement with Global Partners and the Nicaraguan mission field. We are beginning to see more and more leadership taken by the Nicaraguan junta and field. Pastor Osman Zamora was elected the new District Coordinator last year and is giving strong, visionary leadership to the church there. Pastor Osman is also the pastor of the Tipitapa Church. We are privileged and honored to have he and his wife, Tania, visit Wisconsin to bring greetings and share his vision for the Nicaraguan Church. Every Nicaraguan pastor is what we would call bi-vocational. They work another job to care for their family and consider it a privilege to be called to serve in their local church. Jim and Julie Eckhardt, who have given leadership to the Nicaraguan field, left last year so that Jim could complete his Masters’ program at IWU. They will be returning to a new field, Colombia, SA, later this summer. Ryan and Sarah Schmitz left for Nicaragua this past February to begin their first full year of service. Their primary focus will be language study, but will be in the field doing some limited ministry. Mike and Amy Knox and family will be returning to Wisconsin in July for a term in the states of a little over a year. They will live in Spooner as they re-acclimate their family and raise funds for continued service. Angela Montenegro will be leading the Bible Institute this year while the Knoxes are away. Mike will travel periodically to Nicaragua to continue to give some oversight to the work.

This past year was a special one because they had their first 5 graduates from the Bible Institute and the first 4 to be ordained this past January. There are now 5 ordained ministers in Nicaragua. After the graduation and ordination, there has been an increase of interest and commitment to the Bible Institute, which prepares the ministers for pastoral ministry and ordination. As of this past spring we have 14 churches and 3 elementary schools in Nicaragua. This summer we have a youth team from Sand Lake prepared to do a construction project in Nicaragua. We continue to have strong medical teams, led by Hannah Peterson, travel twice a year to Nicaragua to serve literally thousands of people in daily clinics. It is a wonderful way to serve the medical needs of the Nicaraguans, but also a great means of evangelism and planting seeds for the Gospel. Each January for over 10 years we have also taken a team of pastors to assist in training, building relational bridges to the Nicaraguan pastors, and offer encouragement and assistance in their mission. Mark Holmes has provided leadership to this important ministry. Mark Holmes has also helped provide the impetus to foster sponsors for children in the schools. Some individuals and churches have also participated in helping to provide support for the schools and children. Spooner has done a phenomenal job, working with NiCE to provide hundreds of meals to children.

CHURCH PLANTING The churches that have been started in the past 10 plus years include: Casa de Dios, Casa de Restauracion, Lakeshore, Myanmar Christian Fellowship, Northern Lakes, Safe Harbor and City Church, The Fountain, Red Cedar, The River, and Transformation City. North Ridge in Waunakee will be launching this fall. There are two developing Hispanic groups in Rice Lake and Cumberland, presently under the umbrella of Red Cedar and Northern Lakes. There is a developing group in the River Falls/Hudson area being discipled and led by Oakdale Church from the Iowa/Minnesota District. There is a developing group called The Shack on the Lac Courte Oreilles Reservation under the umbrella of Hayward. I have had conversations with several couples who have expressed a burden for the Fox Valley area. The vision of the Hispanic leaders is to start two more works in Wisconsin. There are groups of people from Colombia, South America and from Puerto Rico who want to bring a team and leaders to help start new works in Wisconsin. The sky is the limit but leadership and finances are the barriers that limit us. We need to continue to pray for God’s leadership and direction, the finances to continue and for the Lord to raise up the right people at the right time in the right place to lead these new ministries.

ACTIVITIES This year has been rewarding as I have had the privilege of visiting every church and hearing the pastors preach. We have excellent leaders and speakers in Wisconsin. It was a joy to listen to others share the Word of God to their people. It was a reminder to me of the time and work that is invested in communicating the Word by our pastors on a weekly basis. This year confirmed to me that, even though we grew as a district overall, there are still some things that really need to be addressed. Church planting will continue to be a primary focus with prayer, finances and the development of church planters. But defining and working with churches to become healthy, missional communities is the challenge to be faced. A higher level of accountability for all of the pastors and churches needs to happen, along with intentional goals and plans tailored for each local church. I met with district boards and committees as needed throughout the past year, and met with several local boards regarding issues, transitions, and pastoral searches. I also met with the General Superintendent and other District Superintendents for discussion, strategic planning, and input into the bigger picture issues of the church, and I met regularly with another District Superintendent for accountability and encouragement. There were several celebrations/events that I was privileged to participate in.

Stone Lake’s centennial celebration and mortgage burning,

Tim Young’s installation at Stone Lake,

Lakeshore/Myanmar combined service in Madison,

the first preview service for North Ridge,

the Burr/Valley merging celebration service,

the dedication of two sets of twins – twin girls to Jason and Patty Benjestorf and twin boys to Ryan and Taylor Akers (and we also had a 3

rd set of twins born to Craig and Priscilla Coe).

Just recently Bea Berry, wife of Don Berry, passed away in Rice Lake. Don and Bea Berry pastored many years at Rice Lake High Point, then most recently gave 12 years of service to Stone Lake. Last year Don Berry stepped down so he could care for his wife, Bea. Bea Berry was a wonderful woman who loved the Lord, served the church and faithfully worked alongside her husband for almost 64 years of married life. She will truly be missed.

GRATITUDE I want to acknowledge and thank the people whom I have been privileged to serve with this past year.

We have faithful pastors and staff in the churches.

There are hundreds of incredible lay people who serve, sacrifice and demonstrate servant hearts to fulfill the work of ministry in communities all across Wisconsin.

Those who have served on the committees and boards this past year have served faithfully and well.

Those who have given leadership to Spiritual Formation, the Youth and Kids camps, Women’s ministry, Evangelism and Church growth, and the Missions and Nicaragua Partnership did so with a desire to serve the people of Wisconsin make a difference in those lives of others

The members of the DBA have given good counsel and direction to me and the District, and I am very grateful for their wisdom and discernment.

Ellen Rabbitt has served faithfully on the DBA the past few years, and as Secretary this past year, but has indicated she needs to step away from this responsibility.

Ron Gormong, DBMD chair and assistant, has given leadership to the preparation of ministers over the past several years and has done it with faithfulness and tenacity. I am also thankful for his friendship, counsel and perspective on issues and concerns I have carried.

Vernon, as district treasurer for the 19th year. He has faithfully served with 5 different District

Superintendents over those years and he has served well. We have been so blessed to have had a man with his integrity, his faithfulness, his attitude, and his servant heart. He has served well and, as he steps down, he will be missed.

Dr. Lyon, General Superintendent, has provided leadership, encouragement and counsel to me throughout the year. I highly respect her and thank the Lord for the positive influence she has brought to my life and ministry.

Reenie, who is both my administrative assistant and my wife, has been a huge help. I love her so much and I am so thankful for the incredible gifts she has as well as the wonderful gift she is to me.

I am humbled by the grace and mercy of a loving God who has sustained and protected me in the work He has called me to do. I am humbled and honored that He would entrust to me the responsibility of serving the Wisconsin District. It is an honor to serve you and an honor to serve the Lord. Leading a great team. Madam Chairman, Members of the Annual District Conference of The Wisconsin District of The Wesleyan Church, and guests: I continue to serve in my role as Assistant District Superintendent: 1) Giving assistance and encouragement to the District Superintendent when requested; 2) Serving as a member of the District Board of Administration; 3) Serving as Chairperson of the District Board of Ministerial Development; and 4) Responding to correspondence and questions addressed to me. A year ago, the District Board of Ministerial Development began taking steps towards aligning our expectations of students in the Wisconsin DBMD process with the parameters laid out by The Discipline of The Wesleyan Church. Primarily, this affects two areas: 1) Annual Minimum Education Requirements, and 2) Annual Minimum Reporting Requirements. For students classified as Licensed Ministers, Ministerial Students, or Licensed Special Workers, a minimum of two ministerial courses are to be successfully completed per year. Also, for students classified as Licensed Ministers, Ministerial Students, or Licensed Special Workers, both an Annual Service Report and a DBMD #3 report is required annually. Beginning with the 2012 fiscal year (May 2012 through April 2012), failure to meet the annual minimum education requirements or annual minimum reporting requirements can result in the loss of your current DBMD status or license, and your removal from the DBMD process until the issue is resolved. Please hear our heart on this: Our desire is not to be punitive nor insensitive in this action; rather, we have discovered the way we have been handling this process has served neither students nor the DBMD goals well. The other step we have taken, thanks to the wonderful initiative and work of Carol Peterson (DBMD lay member), is to put together a series of brochures which lay out, in words, and in flow chart format, information relevant to the DBMD process. The intention is to make the licensing processes accessible and understandable-- to pastors, churches, students—anyone needing to reference this information. It will be available both in printed format as well as on our Wisconsin website (www.wisconsindistrict.org). Our goal is to remove the confusion which sometimes surfaces when it comes to the pathway towards licensing and ordination, and to serve the needs of students, pastors, and churches well. Evangelism & Church Growth

This has been a transitional year for E&CG. With the departure of Craig Cooper from the district there was a hole in leadership and manpower. In the fall of 2011 I was appointed to fulfill that role and have worked hard to get to know the district, its churches, pastors and mission better. We have done well recently in the area of church planting with our two newest congregations.

North Ridge Church (Waunakee) has done a number of once a month worship services in the Village Center and outreach events with success. The largest attended worship service had 90 in attendance. There has been some change in the core group as a couple has moved away from the area. They will launch weekly worship services beginning September 9th of this year. Three people have accepted Christ so far. The Fountain Church (Bloomer) continues to reach out to its community and see God work in people's lives. They received official members this year, showing the commitment of those in the congregation. The search for a more permanent meeting place continues to be high on the list of prayer needs. They do have permanent office space and signage on Main Street in Bloomer.

We need to continue to intercede on their behalf that God would increase their influence. We will work to keep the district more informed on the progress of these congregations and others in this next year. A number of pastors and leaders had the opportunity to meet with denominational leaders, Tim Roehl and Phil Struckmeyer, in February to talk about where we are as a district and where we would like to be in the areas of church planting and church health. This was an intentional time to discover some areas that we need to improve. Some areas identified were: systematic and intentional assessing of leaders and teams, churches, communities and pastoral transitions; finding ways to coach pastors and leaders; offer training opportunities to enhance skills and new ideas; be more purposeful in networking; and seeking intentional intercession through prayer partners/spiritual friends. We do have good leadership in our district. Some of our churches have assessed communities and a few churches have done intentional evaluation/assessment/strategic planning. There is some coaching taking place, and networking is happening in some LDJ groups and in our twice yearly leadership gatherings. The bottom line is that more can be done and we need to be more intentional to strengthen our district, churches, and expand the Kingdom. A couple of next steps that came from this meeting were to develop a process to equip our churches with a missional A.C.T.N. (Assessment - Coaching - Training - Networking) plan and to expand and empower coaching of pastors throughout the district by training more coaches. We have too many churches that have plateaued or are in decline. In the direction that my predecessor was moving, we will work to have E&CG made up of two groups focusing on different areas. One group will oversee and give guidance to church planting and the other to church health. With the breakdown we can utilize individuals skills and passions more effectively and the desire is to keep better track of churches that fall within each category. It has indeed been a great privilege and honor to both serve the district in this way over the past half year and to work with our District Superintendent. God continues to bless us as a district and provide a way for us to see His work done in Wisconsin. Our work is not done, but we are pressing forward. Respectfully Submitted, Craig Coe

The area of Spiritual Formation looks different for every one of the churches in our district. Yet, we are all called to the same end…to “make disciples of all nations.” This is a daunting yet HOPEFUL task. It is a task that requires an intentional coming together. It is easy to feel like we have to do it on our own, in our own context, and our own culture. But I believe that just as Christ did not intend for the believer to journey alone, neither did He intend for leaders to lead alone. We have unlimited resources in the minds and hearts of those who are spearheading Spiritual Formation in our denomination. As a pastor, I am always praying, listening, and looking for ways to disciple “better” or foster an environment more conducive to the transforming of a person’s heart. I know that each of you do the same thing. There are innumerable resources available to help the local church in their chosen methods of discipleship. While as a district, we can be resources for each other, local Wesleyan churches all over the nation are opening up their toolboxes and archives for FREE. I see more and more churches coming alongside each other to begin new partnerships for developing an effective discipleship journey. If you would like to know how, and with whom, you can develop a “resource sharing” relationship with, please let me know. Continue to pray for the area of Adult Spiritual Formation as we seek to do it better and serve you in a greater capacity. Continue to pray that we, along with those we minister alongside of, and those we minister to, would find their roots growing deeper. Youth Spiritual Formation & Youth Camp

2010-2012

Wisconsin District Youth held one camp in the summer of 2011 for the High School and Middle School aged students. We had a great camp - filled with pointing us towards the word of God. “I am the vine; you are the branches. If a man remains in me and I in him, he will bear much fruit; apart from me you can do nothing.” John 15:5 Our theme for camp was “Abide,” we spent much of our week looking at what it means to “Abide” in Christ from the practical side life to the analytical side of life. We were challenged by a great speaker, sang praises loudly with the band and spent time with friends! It was a great week! We had eight teens placed their faith in Christ for the first time! Seven teens who are feeling a call to ministry and numerous (25+) rededication of their lives to Christ! God was and is so good to us as a camping ministry! We have had great programing over the years, lots of great spiritual opportunities for the teens to grow in their relationship with God, not just through the messages of the camp speaker but also breakout sessions where the teens are challenged in other areas of their lives i.e.; mercy, holiness, outreach, mission, prayer, humility, personal choices, sexuality, relationships, etc. We also strive to make the experience of camp one that brings the teens together as a community, and this has been very successful over the last few years where teens are building friendships and staying in contact throughout the year. I for one am very excited about this year’s camp opportunity, to have all the teens together to hear the same message from God’s instrument! As a Youth Leadership Team we have been very intentional to make sure our programming is appropriate - and I believe that we have succeeded! Please continue to pray for our camp ministry - that it would be all that God wants it to be and nothing else. Also, pray that the obstacles that they teens face each and every year in coming to camp would not stop them from coming. Child Spiritual Formation

This past fiscal year, I served at Wesleyan HQ on their Children’s Ministry Leadership Team in the Department of Spiritual Formation. To a large degree, I gained an incredible understanding of the need for connection, resourcing and training among kidmin volunteers (and other ministry volunteers as well) across the nation (and world). As a vocational children’s pastor myself, I understand this need in my own personal and professional development, however, I did not appreciate the level of need for what I have “time” to do. I get paid to continue to develop and grow in my field. Most children’s ministry volunteers just found out from their pastor that they’ve been tasked to lead children’s church next week and need to get a couple of other volunteers to help out (because there is this one boy who is really wild!). At the national level, myself and the two other teammates, Marilyn Searcey and Lorie Lindley, quickly gained a sense of this need for connection, resourcing and training. The Spiritual Formation Department has many resources available for free and some they’ve developed themselves over the last several years to fill in the gap where there was a shortage of material. The SFD group would travel around and do district training events as well as resource regional kidmin conferences known as Huddles. Furthermore, we jumped on the Google+ Hangout train and used video-conferencing technology to connect kidmin leaders with other kidmin leaders across the country. We started this experiment with kidmin district directors and the connection piece and the conversation was phenomenal! The SFD group is looking into doing more of these virtual hangouts on specific topics for training, resourcing and connection. I say all of this to communicate to the WI District that I am a part of that I am both passionate and relentless in my field. Not only do I enjoy discipling and teaching children and youth, but I am also heavily invested in training those who serve and minister across the world to our young people. Additionally, the current, hot conversation regarding ministering to families is a vital one to influencing a generation toward the Gospel. I’m here for you. I know what it’s like. Global Partners

This year included four Nicaragua Partnership meetings in Eau Claire and participation in the team that traveled to Nicaragua for the Pastor’s seminar. In September the annual conference for District Directors was held in Indianapolis and we were able to interact will all seven GP global area directors and the director of the Jesus Film Ministry. The latter is probably the most effective church planting and evangelism tool ever devised. The statistics are accurate and amazing. In Nicaragua, we experienced a number of significant milestones. Under the direction of Mark Holmes the Pastoral Seminar team participated in the first graduation from the pastoral training program (five graduates), the first ordination program (four ordinands), and the first visit to the Nicaraguan field by a General Superintendent (Jo Anne Lyon). To describe the experiences as moving and dramatic is to greatly understate the case. Dr. Lyon prayed for each ordinand and presented to them a small wooden cross from the Wesleyan church in Africa as a symbol of the unity which we share in Christ and in our fellowship. All this in addition to the regular annual District Conference and the training provided by Wisconsin pastors on topics requested by the Nicaraguan churches. What a trip! Before we left Nicaragua we had a wonderfully candid discussion with Pastor Senior Osman who is our current District Director. He described the vision God has given him for church growth and planting in Nicaragua. We were greatly encouraged at several points as he shared. He has a plan and he is working it. As he put it: There is a saying in Nicaragua that we use when we are doing something we really enjoy, “I’m in my puddle.” When it comes to building infrastructure for ministry, I’m in my puddle! The year saw the departure of one missionary family (the Eckhardt’s left Nicaragua for ministry in Columbia) and the immanent arrival of another (the Schmitz’) to join the Knox family on the field. The missionaries on site and the growing ability of the Nicaraguan leadership is changing the role of the Nicaraguan Partnership committee. We are gradually reducing the amount of assistance we provide in several areas and changing the nature of our participation in others. Hannah Peterson directed a medical team in September and another in February. The med teams will be needed for the foreseeable future due to the poverty and economic condition in country. Kent Peterson continues to serve us as an advisor but the need for major construction manpower from Wisconsin has diminished significantly. Chopper Brown is our youth coordinator. In 2016 our current Partnership agreement ends, so what might be next for district mission focus? Where is God calling us? Some ideas include: - being project instead of country oriented - supporting Bible Schools in developing countries - another Latin American country with no Wesleyan presence, such as Paraguay - having 2 or 3 areas of focus, could include inside and outside the U.S. Special recognition needs to be given the Partnership Committee: Ardys Noreen, Paul Noreen, Mark Holmes, Dan Bickel, Al Tripp, Irene Tripp, Kent Peterson, Hannah Peterson and Chopper Brown. These folks are the heart of our Nicaragua Partnership ministry and spent significant time and effort to encourage and support the work there. Mike Knox often joined us via Skype. Northern Kids Camp

Kids Camp 2011 Pastor Jeremy Mavis Camp is always a fun time for the children. No matter what is going on, whether rain, lack of staff, or

homesickness, the kids seem to take the week as a unique, “away-from-parents-and-home” week and thoroughly enjoy it!

We had 80 campers this past year. We were down about 30 campers compared to Kids Camp in 2010. I’m

postulating that most of the downturn in numbers are due to economics, rather than a ministry shift in the

importance and continued usefulness of camp. It seems to me that churches that “own” the importance and are “involved” in the planning and implementation of Kids Camp, as well as provide financial resources and funding

for the kids to go to camp are the ones that are able to get kids to camp. Nothing greases the wheel for a family to be willing to send their child to camp more than a full or partial scholarship. So my encouragement for

the continued vitality and importance of this unique week of camp in a child’s life is that your church consider

making full or partial scholarships available for children to be able to use for Kids Camp.

The topic of conversation during chapel in the morning and in the evening @ Kids Camp was “Jump! Put Your Faith in Motion!” This curriculum is from the reThink store (which is attached to the Orange group) and

consisted of walking the students through the stories of the life of Paul. The teaching times encouraged the campers to ask and entertain the questions we often all have about God. My friend, Suzanne Fisher, did the

storytelling for the week. The counselors were the small group leaders that led the students through pre-chapel

devotions and exercises as well as post-chapel activities. Many of the counselors experienced the void of “Christian education” and spiritual instruction in these kids, and they learned how elementary and basic they

needed to be in relating spiritually with them while trying to instruct as well.

While Kids Camp 2011 was a great week for the campers, it was a challenging week for me. Part of it was a

failure of leadership on my part, while the other part of the challenges could be stated a lack of “ownership” and cooperation among the churches in our district in regard to Kids Camp. I can state and try to encourage

and provide great reasons why a week spent with kids can be incredibly instrumental and transformational in the life of a young child’s heart. But I want people and churches to be involved in Kids Camp because they think

it is important, not because I “force” their artificial involvement. In order for Kids Camp to move forward, WE

need to partner and work together and be present at camp with these kids. We lacked spiritually mature men at camp this past year (such a travesty!). Our activities breadth was limited because there wasn’t anyone (literally)

to step in and do it! Our experience classes (a break time of sorts for our counselors) was non-existent this year. I ended up personally filling in these gaps. No problem for one week, but I cannot do this again the

following year. I will own part of the responsibility of not leading well in getting people to be involved, but I also need the district churches to carry that responsibility as well. I was really bummed at the missed opportunities

(especially with the boys) @ Kids Camp 2011 in regard to the discipleship and evangelism with the children. We

should all be bummed, too.

I’m not trying to make this report negative. I’m trying to share in this report the successes of camp as well as the challenges of camp. There are things going well. And there are things that are not. Let’s keep doing the

things that are going well. And let’s take care of the challenges so they are not challenges anymore.

BY-LAW CHANGE

USF Notification (Section IV:B.1) Whereas it is the District Treasurer’s responsibility to notify the churches of where they stand in relation

to what has been paid and what may still be owed;

Whereas the means of notification can come in a variety of ways; Resolved, That By-Law Section IV, B.1 be changed by deleting the words “mail to” and adding the word

“notify”. The statement would then read: Section IV:B.1. District Treasurer. The Treasurer shall prepare and mail to notify each church fifteen days prior to the close of the fiscal year the amount paid to date and the amount still due for USF and district assessments.

DISTRICT RESOLUTION CHANGE

Officers Honoraria (#4)

Whereas the responsibility for the administrative fund is now in the hands of the District Board of Administration (Discipline 1233:17) rather than in the hands of the District Conference;

Whereas the resolution states that the honoraria is to be paid from the Administrative Fund; Whereas duties for some of the offices may vary, according to what is done through the district office

personnel and/or other personnel, therefore affecting the amounts; Resolved, That resolution #4 be stricken: Resolution 4. We recommend that honoraria of $1,500 be paid to the Assistant District

Superintendent, $1,500 to the District Secretary and $2,000 to the District Treasurer from the Administrative Fund.

and a new statement be put in place as follows: Resolution 4. We recommend that honoraria be set by the District Board of Administration to be paid

annually to the Assistant District Superintendent, District Secretary and District Treasurer from the Administrative Fund.
