At the Matriculation Examination held in the October Term, 1867, sixty-four candidates prese:p.ted themselves, of whom twenty-four passed. At that held at the commencement of the February Term, 1868, forty-seven can!lidates presented themselves, of whom sixteen passep. By a Special Repo"rt, bearing date the 31st of May, 1867, Your Excellency was informed that the number of Graduates admitted by the University to ·the Degrees of' J\:faster of Arts, Doctor of Medicine, and Doctor of Laws, was not l~ss than one hundred. · , . , . . ,: .

That Report was, by_ the direction of Your Excellency, published· in the Government Gazette on .the fourteenth day of June, 18()'7, .whereupon. the Senate was constituted.

The first meeting of that body was held in the University, on the second day of July, 1867; continued by' adjl;mrn'inent to the sixteenth day o.f that month, w4en the Reverend John Edw~rd Bromby, M.A., D.D., of Cambridge, was elected Warden.

' In the month of Octqber, 1867, a vacancy in the Council was created by the retiremept of the Honorable George Samuel Evans, LL.D. · ·

Intelligence of the event wa~ comm"'unicated to the Warden of the Senate, by whom that body was duly convened, and at a meeting held at the University on the twenty-second day of February, 1868, George Mackay, LL.D., .Barrister-at-Law, was elected. .. . , ·

~aving accepted the office, that gentleman has taken his seat a;t t'he Council &~. . .

, ·The large increase to the number of Students already mentioned, and the inauguration of the Senate, which will: in future be called on to perform its regular legislative functions in th~ Univer~ity at fixed periods, aggravate~ the inconvenience • arising from want of room. , - ·

Representations on this subject have been unfortunately often repeated,- but without producjng the desired effect.

Further space in the Lecture Rooms is urgently requ:ired ; the temporary ~xpedients resorted to annually to provide accommodation for holding examinations, and confeiTihg degrees, are found to be un:satisfactory and expensive, and the actually existing and yearly increasing causes of dissatisfaction justify the suggestion that steps

. should be taken to provide for additional buildings on a ·scale and of a character consistent with the importance and .dignity of the· institution-. the head of education in the country. . · ·· . , · · · ·

· In the Report of the last Academic Year it was ·stated that applications had been made to the Universities of Great Britain and Ireland, respectfully but earnestly requesting that the privilege of being admitted ad eu,ndem gradu~ and . ad-· e.undem statum should be granted to the Graduates and Undergraduates of tlns Umvers1ty.

Tqe Council have to report with regret that the Universities of Oxford, Cambridge, and Dublin have .declined to comply with the request, inasmuch as the privilege has not been as yet conceded to ~ny Universities in the United Kingdom, except by the three to each other· respectively, and it is not deemed expedient to accede to the application. ,

In compensation for this disappo.intment it is gratifying to be able to report that the replies to applications made to the governing bodies of various medical schools h'ave been both encouraging and complimentary. ·

1. Thus the Royal College of Physicians of London resolved-" That the course of study, and the nature of the examinations to be undergone previpus to graduation, by candidates for Degrees in Medicine and Surgery at the University of .Melbourne, being satisfactory to this College, the same privileges with respect to the membership of the College w'tlich are granted to the Graduates of the Universities of the United Kingdom shall be extended to Graduates of the University of Melbourne."

· 2. The King's and Queen's College of Physicians of Ireland resolved-" That the.Degrees of M.B., M.D., and M.C., of the University of Melbourne be accepted as

. a qualification for admission to examination for the License of thi's College." · 3. The Royal College of Surgeons, England, resolved-" That a Certificate of

having passed the Matriculation Ex~tmination (including Latin) of the University of Melbourne be recognised as equivalent to passing the Preliminary Examination for the Diploma of Member of this College ; that the Medical School of the University of Melbourne, and Certificates of the several courses of Lectures delivered there, be recognised by this CQllege ; and that the Degree of Doctor. of Medicine of the University of Melbourne be recognised under the condition conta.ined in paragraph 9 section 3 of the Regulations relating to the Diploma of Member." .

4. The Royal College of Surgeons of Edinburgh resolved-" That the curriculum, preliminary and professional, for the Degrees of M.B., M.D., and M. C., be recognised."

' From the Royal College of Physicians of Edinburgh, and the RoyaJ College of Surgeons, Ireland, answers have not yet been received. .

In addition to this agreeable intelligence, the Generaf Council of Education· and Registration of the United Kingdom have announced to the Council of this University that an amended Medical Bill was engaging their attention, amongst the amendments of which the recognition of Degrees conferred by Universities in the Colonial Possessions of, Her Majesty has received, and will receive, full consideration.

In the enumeration' of some of the restrictions which it was considered advisable to insert for the protection of the profession was one by which residence iri England for a year by the candidate for registration, previous to his admission, was to be maQ.e compulsory.

Recognising, to the fullest extent, tpe right of the Council of Education, who are charged with the grave responsibility of admitting to registration applicants who may arrive in England from distant countries, to require that they should have ample opportunity of satisfying themselves as to the integrity and social standing of such applicants, this condition has nevertheless been considered somewhat too rigorous.

A respectful remonstrance agai~st it has accordingly been transmitted through Your Excellency to the 'Right Honqr;able the Secretary of State for the Home Department, and it has been suggested that the object in view might be equally well attained by enabliqg a candidate to· apply for registration at any time after his arrival in"England, on producing with his degree a "bene decessit" from his University, and a Certificate of the nature· required, signed by the principal Officers of ~tate of the Colony in which the applicant may have resided, together with a satisfactory proof of his identity, such documents being under the seal of the. University" and .of the Colony and transmitt~d by the Governor to the Secretary of State.

A request was made that, if this suggestion met his approval and that of the Council of Education, provision to that effect might be made in the Bill. ·

Answers have not yet been received from the Chancellors of other Universities to whom letters were addressed.·

As was also stated in the Report of last year, letters were sent to the various U ni vers_ities on the Continent ·of Europe, asking for ipformation as to tli·e course of

study pursued in each, the conditions with which Students must comply to entitle them to obtain Degrees, and the mode of issuing and authenticating Diplomas. · · The following. is a list of those fl'Om which· answers furnishing the desired ' particulars' have heen received :- , .

,Advantage is taken of this opportLmit,)' to record the sense of obligation which· the Council is under to the distinguished principals of these institutions, fo:t; the· . considerate attention with ·which they ha.ve been pleased to supply so large an amount. of novel, interesting, and authentic information.

At the close of 1ast year an offieial announcement was made to the Council by Your Excellency, that the late Mr: Gi lchrist, formerly a merchant in New South 'Wales, had founded a Scholarship, of the vnlue of £100, tenable for three years, and ·opeii in ·alternate yearf1 to members of tl1e Universities of Sydney and Melbourne who may have actually taken the Degree of Bacht:lor of Arts, natives of Australia,· or· who shall have resided there for the five years immediately, preceding their graduation,. not exceeding twenty-two years of age, and of approved personal character. · · ·

. To each Scholar is allowed an option as to place of study between the Univer­sity of Edinburgh and University .Co11ege, London,. with a .view to graduation in one of the four faculties-Arts, S~ience, Law, and Medicine-in the University of London.

In consequence of the necessity for corresponding with the authorities· of the University of Sydney, puhlicatipn of the conditions has been delayed. ·

. In the month of November a vacancy in the Lectureship of Materia Medica, Therapeutics, and Medical Botany occurred by the death of ·Richard Eades, Esquire, .M.A. and M.B. · , •

The ditties of the office had been discharged l)y tl~e lamented gentleman in a 1 h,ighly efficient manner from the time of the opening of the Medical School to within ac short period of his decease, and his unexpected death deprived the university of one of the most zealous of its Lecturers. , · · Examinations for the cui'rent year in that department were conducted by Dr. James Robertson, Lecturer on the TheorJ and Practice of Medicine, who obligingly placed his services at the disposal of the Council. ·

·On th~ 27th January, in this year, Thomas James Sturt, Esquire, M.D., of the 1T niversity of London, was elected by the Council to the Lectureship. · William Charles Kernot, M.A., C. E., was elected. to the office of Lecturer for the Classes of the first and second years in the School of Civil Engineering, vacant by the resignation of Henry Martyn Andrew, M.A.

' And George CHen:ry Neighbour, B.A., Schol~r, was elected to the office of. Assistant Librarian, :Vacant by the resignatiop. of Charles Henry Herbert Cook, B.A. and LL.B. :· - ·

Each of the former incumbents of these .offices was. distingtiished in his career in this University, and. both proceeded to_ the. University of Cambridge to prosecute their studies there. The Council have had the satisfaction of electing to the vacancies gentlemen who h~ve, by. their- succes~, given proof of their ability and industry.
