Professional dog walkers in San Francisco are on a shorter leash after new regulations tookeffect earlier this month. The new law requires dog walkers to obtain a license, limits thenumber of dogs that can be walked at one time to eight and requires a vehicle inspection andan approval of any vehicle used to transport dogs for commercial walking.

So far, the Recreation and Park Department, which is primarily responsible for the enforcementof the new rules, has been educating dog walkers on the new law, but that will soon changebecause unlicensed dog walkers can be fined.

"Most dog walkers do a phenomenal job, but some don't,"which is why the legislation is needed, said Supervisor ScottWiener, who authored the law. The department of Animal Care and Control is responsible forissuing permits, which cost $240 for the first year and $100 for yearly renewal thereafter. Newdog walkers will be required to complete 20 hours of training before they can apply for apermit.

Additionally, Animal Care and Control makes sure that operators carry a minimum of $1 millionin liability insurance.

To date, 56 dog walkers have completed the entire process and obtained their licenses andAnimal Care and Control has inspected 137 vehicles.

Angela Gardner, spokeswoman for the San Francisco Professional Dog Walkers Association,estimates that the city has roughly 300 professional dog walkers, but notes that the newpermitting process will help to get a much more accurate count.

However, enforcement of the new law could be a matter of being in the right place at the righttime.

The San Francisco Public Utilities Commission and Police Department will assist in enforcingthe law, but the primary responsibility falls on the Recreation and Park Department, which has11 full-time park patrol officers and three supervisors.

"Anywhere from two to four officers will be on duty at any one time, patrolling 220 parkscitywide, 24 hours a day," said Elton Pon, spokesman for the Recreation and Park Department."Enforcement of the new law will be one of many park regulations our park patrol officersenforce on a daily basis."

Pon explained that the department will soon be addingsix more officers to patrol the parks and that they areworking to educate the public on the new laws.

Dog walkers found to be in violation of the rules will besubject to a fine up to $50 for their first offense, withfines climbing up to $500 for multiple infractions within a12-month period.

In a city like San Francisco, where dogs outnumberchildren and backyards are few and far between, dog

Most dog walkers agreed that the limit of eight dogs per walker represented a goodcompromise, according to Gardner.

"If it was less than that it would start to impact people's ability to make a living, but if you arewalking more than eight dogs it can be hard to manage," she said.

As you may remember, the Supplemental EIS was released fora 90-daypublic commentperiod - September 6to December 4, 2013. After the government shutdown, the comment period was extended 5 weeks, to January 11, 2014. However,concerns expressed by some stakeholders have resulted in a second extension; the comment period now ends onFebruary 18, 2014.

In the next week, the information signsthat wereplaced at all sites addressed by the dog management plan will be replaced with updated versions, and updateswill be sent to the many people on the project contact list.

Regarding your voicemail. Regrettably we have not issued any approved permits yet because none of theapplicants could either obtain or wish to pay for the insurance requirement we are asking for. The insurance is atypical $1 million liability coverage but with the additional rider of naming the Town as additional insured ANDprimary/non-contributory coverage.

Marin County and East Regional apparently does not have the primary/non-contributory coverage requirementwhich is always a stumbling block for small businesses.

Our Town Attorney and Town Manager have not addressed the complication yet.

As a consequence, we’ve heard reports that the commercial dog walkers continue to walk their dogs illegally, ifnot more stealthily, in our open space.

This item should be a discussion point your analysis.

I think we have a good start, a lot of this topic has been covered in Appendix F of the DMP. We can meet withher, but maybe first schedule a meeting with us, and then follow up with her. I will try to send my notes thisafternoon to both of you.

On Friday, with your help, a-frame signs were set up at sites throughout the park - Stinson Beach to Rancho - toalert the public to the dog management plan public comment period and imminent public meetings. With only oneday's warning, you all pitched in to help solve what to me was a daunting task, both in scope and deadlines.

Big thanks to:Herman and Noemi - for graciously adding this task to all that's already on your shop's plate. Reyes and Duane - for being so cheerful and responsive in providing the needed A frames. Judy and Bob (hope I have his name right) on Billy's crew - for also pitching in with loan of additional A frameswith equal cheer (pls pass my thanks to them - I don't have their emails)Allen and James - for physically spending a good chunk of your Friday placing signs throughout Marin and SF.

Could never have done it without you all.
