The 167th Annual Convocation of the Grand Chapter Of York Rite Masons Of Louisiana

Kenner Louisiana March 15 thru 18, 2014

To the Grand Officers and members of the Grand Royal Arch of the State of Louisiana, and our distinguished out of state guests, I welcome each of you to the 167th Annual Convocation of the Grand York Rite Masons of Louisiana. I hope each of you have an enjoyable stay in Kenner during this grand session. To our out of state guests, we want to thank each of you very much for taking the time to visit this Grand Chapter session. If there is anything we can do to make your stay with more enjoyable feel free to contact me or any other companion, and we will try to meet your needs I want to thank all of the committees, who have worked so hard to make this rand Session a success. The ladies, who have served on the various committees, are greatly appreciated for their efforts during the session. To the elected and appointed officers I want to thank you for your hard work during these hard and trying times. Some of you have gone to great lengths to keep this part of Masonry alive. To the staff of this headquarters hotel, The Hilton New Airport, who have worked with us and given all the help and assistance to make this an enjoyable stay. As I have traveled the realm, one thing I have noticed is that we do not attract many professional people. They are out there, but we are not using all of our resources to entice people to join the Masonic fraternity. Do we have enough functions that reach out to the communities and people from all walks of life? Are there too many of I’ s and me' s and not enough of we. Some have said that the York Rite does not give enough to Masonry, yet these are the same people that do not participate in meetings and functions. Our session is held jointly with the Grand Council of Cryptic masons, and the Grand Commandery of Louisiana. To the most Illustrious Grand Master Larry Plaisance , and the Grand Commander Frank DuTreil I wish both of you a harmonious and successful session. Serving you as the Most Excellent Grand High Priest of Louisiana has been a great pleasure for me. Working with the Most Illustrious Grand Master, and the Grand Commander has been most enjoyable. Lastly to my companions I want to thank you again for giving me this opportunity and great honor.

Necrology The Supreme Architect of the Universe has called two of our Past Most Excellent Grand High Priests. Companion James G. Moore 1986, and Melvin R. Russell 1987. We have lost other companions and to these families we offer our sympathies.

Closing I wish to thank all the Secretaries for the work they have done this past year. There have been several new ones and I know that there is a dire need of education on timeliness and forms, for reporting. Timeliness is something that has seemed to go by the wayside including my own. A question arises on using the Grand Encampment WEB based system for our Grand Chapter. The initial cost would be roughly $1,000 with a yearly charge of $0.06 per entry which comes to about $120 for the 1st and increases from there. It is my humble opinion that this might help on the timeliness if the Secretaries buy in. It has been a pleasure working with ME Edward A. Reine this past year. Grand High Priest’s report which was assigned to us by the committee on distribution. This includes his report concerning dispensations granted, by-laws approved and mergers. Perpetual Membership Committee Report (Grand Chapter)

Most Excellent Grand High Priest: Your committee on Perpetual Membership respectively reports the following activity and statistics for the calendar year 2013 as pertaining to York Rite Perpetual Membership in this Grand Jurisdiction: Most Excellent Sir, on December 31, 2013, we completed eighteen years and three months of participation and activity in the York Rite Perpetual Membership Program. Under your leadership, the dollar amount invested grew by a total of $2,636.00. It has been a reasonably good year for York Rite Perpetual Membership investments considering the national economy. Perpetual Membership investments earned a total return of 5.45%. Activity for new membership purchases was normal. Please be assured that your Perpetual Membership Committee continues to seek the very best investment return for dollars invested in the program. Most Excellent Sir, your Perpetual Membership Committee consisting of Companions Ion Lazar, P.H.P. and Roy B. Tuck, Jr., P.G.H.P., have performed magnificently. Grand Chapter of Louisiana 2013-14

Philanthropies Committee Report

To the Most Excellent Grand High Priest, Officers and Members of the Grand Chapter of Louisiana:

Our Royal Arch Magazine (Winter, 2013 issue) reports that as of October 31, 2013, Louisiana has donated a total of $84,943.83 in regular donations, and $9,605.43 in memorial donations. Grand total contributions to the RARA are $7,316,849.23. The RARA supports four organizations researching CAPD (Central Auditory Perception Disorder).

Your RARA has provided grants to help support the Autism Speaks early diagnosis and early intervention initiative to investigate auditory processing disorders in children with autism. Many of the precursor symptoms of auditory processing disorders are seen in some children with Autism Spectrum Disorder (ASD). These symptoms include trouble paying attention and remembering information; poor listening skills; difficulty in processing information; behavioral problems; difficulty with comprehending language; and anxiety or confusion in social situations. Young children on the autism spectrum who exhibit precursor symptoms may be diagnosed with a central auditory processing disorder (CAPD) at a later age.

The RARA grant will enable Autism Speaks to address precursor symptoms of auditory processing disorders in an effort to create better outcomes for children who are at risk for developing both ASD and CAPD. In addition, the grant will go towards funding Autism Speaks’ efforts to educate healthcare providers and parents about the role of auditory processing disorders in a child’s autism diagnosis as well as encourage further evaluation for young children who demonstrate auditory processing difficult. Autism Speaks will also disseminate and share information developed in this effort with caregivers and clinicians including methods to treat auditory processing problems associated with ASD.

CAPD is a complex disorder characterized by the sounds a person hears not fully being interpreted and recognized by the brain. Approximately 2 to 5 percent of school-age children have CAPD along with nearly half of children who have a learning disability. There are many signs of CAPD, such as difficulty identifying where sounds are coming from or being able to tell differences between sounds. Making a CAPD diagnosis can be challenging as audiograms (or hearing tests) may be normal. Thanks to support from Royal Arch Masons, HHF has funded several researchers studying causes and better treatments for CAPD.

Youth Committee Right Excellent Grand High Priest and Companions, Your Committee on Youth reports that the Order of Rainbow for Girls and Order of DeMolay currently have seven Assemblies and seven Chapters each with opportunities to grow stronger with assistance from our York Rite Masons. They continue to develop our states youth as the leaders of tomorrow. This year has been another exceptional year for the young ladies who have been led by their Grand Worthy Advisor; Ms. Kailyn Ardoin. With only a few months remaining, the Committee would like to extend its commendation and best wishes to Ms. Ardoin and the state Assembly, who will hold the following events during the rest of her term: Obligation Sunday on April 6 Slidell #4 Official Visit on April 12(Sat), Lake Area #9 Official Visit & Homecoming on May 17 and Rainbow Grand Assembly will be in Alexandria on June 15-18 in Baton Rouge. Additionally, efforts are underway to reopen Baker Assembly #83 in Baker, Louisiana. If you are interested in working with a Rainbow Assembly, please contact Ms. Debbie Cockran-Hock at [email protected]. (Also, visit the Rainbow website at www.Louisianarainbow.com) Brother Kyle Cook was installed as State Master Councilor of the Louisiana DeMolay State Association on January 11, 2014. While he has only just begun his term, he has announced a few dates of upcoming events: March is DeMolay Month (celebrating 95 years of DeMolay worldwide), Legion of Honor observance March 18, Conclave will be near Eunice, LA on July 5-7, Fall Fest (Sports Conclave) in Sept/Oct, State Chevalier Observance on November 8, and Winter Workshop (Installation of State Officers) will be in Monroe on January 9-11, 2015. Currently the State Association is working with area Lodges to reopen chapters in Baton Rouge, Livingston Parish, New Orleans and the Feliciana Parishes. York Rite Bodies can, and have in the past, served as sponsoring bodies of DeMolay Chapters. York Rite Festivals Committee Report To the Most Illustrious Grand Master, grand officer and companions all: This year, we had several festivals throughout the state, Shreveport, Monroe, Alexandria, Baton Rouge, and Hammond. We did not have a festival in Houma which is usually a great success, but they brought their candidates to Baton Rouge. Houma however is starting 2014 year with a Festival on March 8, 2014 which I know will be great as usual and this committee wants to give special thanks to Bowdre McDowell, PIM to make this Houma a success each year. We have seen festivals in Leesville which was always a great success not to have one again this year. We encourage the Chapter to start the Festival again this will help them possible in growth in membership and activity in their York Rite Bodies. This Year we know that through festivals the majority of our membership has received their degrees. Therefore, we your committee encourage additional festivals for 2014. Perpetual Membership Committee Report (Grand Council)

Most Illustrious Grand Master: Your committee on Perpetual Membership respectively reports the following activity and statistics for the calendar year 2013 as pertaining to York Rite Perpetual Membership in this Grand Jurisdiction: Most Illustrious Sir, on December 31, 2013, we completed eighteen years and three months of participation and activity in the York Rite Perpetual Membership Program. Under your leadership, the dollar amount invested grew by a total of $2,426.60. It has been a reasonably good year for York Rite Perpetual Membership investments considering the national economy. Perpetual Membership investments earned a total return of 5.45%. Activity for new membership purchases was normal. Please be assured that your Perpetual Membership Committee continues to seek the very best investment return for dollars invested in the program. Most Illustrious Sir, your Perpetual Membership Committee consisting of Companions Vernon Atkinson, P.I.G.M. and Carle Jackson, G.D.M., have performed magnificently. Each of these committee members go those many “extra miles” to effect the success of the York Rite Perpetual Membership Program. For their dedication and service, we are eternally grateful. State of the Order To: The Most Illustrious Grand Master, Grand Officers and Companions of the Grand Council of Cryptic Masons of Louisiana. We, your committee on State of the Order, wish to make the following report. We have read that portion of the Most Illustrious Grand Master’s report on opening remarks and find them to be both pleasing and in order. The Most Illustrious Grand Master has welcomed and thanked everyone who helped him during his year. That portion of the Most Illustrious Grand Master’s report on District Deputy Grand Master’s referred to us, reflects his recognition of these companions who have performed their given tasks with pride and honor for the Grand Council. We approve of him taking time, to thank these fine companions. The State of the Order portion of the Most Illustrious Grand Master’s report tells us of his observations of the condition of Cryptic Masonry in Louisiana. In these observations he states that there are conditions, both good and bad that needs changing and improved. We agree with his observations and options and approve of this section of his report. That portion of the Illustrious Grand Master’s report dealing with the 25 & 50 year member recognition was not completed. The portion of the Most Illustrious Grand Master’s report on visitations that has been referred to us, and upon examination we find he has traveled extensively during the year, in promotion of our order. We approve of this portion of his report. The Most Illustrious Grand Master has expressed his appreciation for everyone helping him during this Capitular Year, which included the Grand Officers, Committee Chairman and members, Ladies of the Hospitality Committee, his Wife Paula and all the companions of the state. Youth Committee Grand Illustrious Master and Companions, Your Committee on Youth reports that the Order of Rainbow for Girls and Order of DeMolay currently have seven Assemblies and seven Chapters each with opportunities to grow stronger with assistance from our York Rite Masons. They continue to develop our states youth as the leaders of tomorrow. This year has been another exceptional year for the young ladies who have been led by their Grand Worthy Advisor; Ms. Kailyn Ardoin. With only a few months remaining, the Committee would like to extend its commendation and best wishes to Ms. Ardoin and the state Assembly, who will hold the following events during the rest of her term: Obligation Sunday on April 6 Slidell #4 Official Visit on April 12(Sat), Lake Area #9 Official Visit & Homecoming on May 17 and Rainbow Grand Assembly will be in Alexandria on June 15-18 in Baton Rouge. Additionally, efforts are underway to reopen Baker Assembly #83 in Baker, Louisiana. (Also, visit the Rainbow website at www.Louisianarainbow.com) Brother Kyle Cook was installed as State Master Councilor of the Louisiana DeMolay State Association on January 11, 2014. While he has only just begun his term, he has announced a few dates of upcoming events: March is DeMolay Month (celebrating 95 years of DeMolay worldwide), Legion of Honor observance March 18, Conclave will be near Eunice, LA on July 5-7, Fall Fest (Sports Conclave) in Sept/Oct, State Chevalier Observance on November 8, and Winter Workshop (Installation of State Officers) will be in Monroe on January 9-11, 2015. Currently the State Association is working with area Lodges to reopen chapters in Baton Rouge, Livingston Parish, New Orleans and the Feliciana Parishes. York Rite Bodies can, and have in the past, served as sponsoring bodies of DeMolay Chapters. Work and Education Committee Report 2013-2014

The Annual York Rite Workshop held on January 18, 2014, was successful under the skillful direction and effort of M:E: C: Carle Jackson, PGHP. Attendance was up 20 percent from last year. Our thanks go out to him for assuming this responsibility. We are all aware that activity has dropped off in many of our York Rite bodies as well as other branches of Freemasonry. However, there are some bright spots. I personally have attended more York Rite ritual practice sessions in the last year than I had in the last 30 or forty years combined. Our Chapter has several newer members who are taking degree parts and we have conferred the first three degrees without outside help. I understand Chapters in other parts of the state are also working toward conferring more degrees outside of festivals. M: E; and M:I: Companion Finly Stanly's activity as Grand Lecturer of the Gr. Chapter and Council was curtailed by a broken hip and surgery during his 25th year as Grand Lecturer. I believe he has held that position longer than anyone else in our history.
