Refer to the Procurement Policy and Contract Manual for complete details. Applying the Local Business Pricing Advantage If the best value pricing offer is from a Category A, B or C business (refer Table 1 below) then this offer is regarded as the most advantageous. For contracts where quotations are sought (generally with an expected worth less than $250,000), if the best value pricing offer is from a Category D, E, F or G business, but a pricing offer from a Category A or B business is within: • 30 per cent of the best value pricing offer for contracts less than $50,000 • 25 per cent of the best value pricing offer for contracts between $50,000 and $100,000 • 20 per cent of the best value pricing offer for contracts between $100,000 and $250,000. then the offer from the Category A or B business will be regarded as the most advantageous. Invitations to offer (tenders) are generally utilised for contract greater than $250,000. For contracts where invitations to offer are utilised with an expected worth less than $1,000,000 per annum; if the best value pricing offer is from a Category D, E, F or G business, but a pricing offer from a Category A or B business is within 15 per cent of the best value pricing offer, then the offer from the Category A or B business will be regarded as the most advantageous. Applying the Local Business Weightings Local Content Scoring A 15 per cent weighting related to the business locality will be included in Council’s capability scoring evaluation criteria, allocated as shown in Table 1 following. FTEs (not contractors) C 9% Branch office on the Gold Coast, established for a minimum of six

Shire) business E 2% Queensland business F 1% Interstate business G 0% Overseas business

Gold Coast Awards Scoring A two per cent weighting related to Gold Coast Awards will be included in Council’s capability scoring evaluation criteria, allocated as shown in Table 2 following. Table 2

“That a report be brought back to Council on all conferences paid for by Council, attended by staff, contractors or consultants, on a three monthly basis. The report to contain details of the dates, cost, the relevant budget numbers they were charged to, and whether the attendees were speakers at the conference or convention.”

5 DISCUSSION A report of Council funded travel activities for Councillors and staff for the period 1 January to 31 March 2018 is provided as Attachment A. There were 27 travel requests processed within this period. The following table shows a comparison with the same period last year.

Also provided in Attachment B is a quarterly international travel comparison summary report. This report summarises total international travel related expenditure for the periods 1 January to 31 March 2018 and 1 January to 31 March 2017. The expenditure on travel and related activities from 1 January to 31 March 2018 of $48,224 represents 0.0029% of Council’s initial accrual budget of $1.640 billion for 2017-18. 6 ALIGNMENT TO THE CORPORATE PLAN, CORPORATE STRATEGIES AND

OPERATIONAL PLAN Not applicable. 7 FUNDING AND RESOURCING REQUIREMENTS All travel costs are funded from individual directorate budgets. 8 RISK MANAGEMENT Not applicable. 9 STATUTORY MATTERS The Local Government Regulation 2012 requires disclosure of overseas travel in Council’s Annual Report. 10 COUNCIL POLICIES • Corporate Travel and Accommodation Policy – Employees and Contractors. • Expenses Reimbursement and Provision of Facilities for Mayor and Councillors Policy. 11 DELEGATIONS Not applicable. 12 COORDINATION & CONSULTATION Not applicable. 13 STAKEHOLDER IMPACTS Not applicable. 14 TIMING This Report is for the period of 1 January to 31 March 2018.

The report lists activities undertaken by Council that require either airfares or accommodation for staff, contractors or Councillors to attend an event. All travel is subject to a formal approval process. Furthermore, there is regular corporate oversight through reports to the CEO and external disclosure via Council’s Annual Report. Overall, Council’s travel costs continue to amount to a very small percentage of Council’s overall annual budget i.e. 0.0029%. 16 RECOMMENDATION It is recommended that Council resolves as follows: That the information contained in the report be noted. 1 BASIS FOR CONFIDENTIALITY

1.1 I recommend that Attachment 1 be considered in Closed Session pursuant to section 275 (1) of the Local Government Regulation 2012 for the reason that the matter involves:

(e) contracts proposed to be made by it;

1.2 I recommend that Attachment 1 be deemed non-confidential except for those parts deemed by the Chief Executive Officer to remain confidential in accordance with sections 171 (3) and 200 (5) of the Local Government Act 2009.

This report seeks approval in accordance with section 220(7) of the Local Government Regulation 2012 to adopt the amendments to the City Contracting Plan 2018-19 (Attachment 1).

4 PREVIOUS RESOLUTIONS

5 DISCUSSION

The Procurement Policy and Contract Manual (section 4.2.14 Exceptions to seeking competitive offers) provides that Council may enter into a contract without first inviting competitive offers for particular situations or categories of spend where it is impractical or disadvantageous to undertake a competitive process as follows:

Procuring under a government arrangement (e.g. Federal government, stategovernment or another local government) or an LGAQ arrangement (e.g. Local Buy).

The contract is made with a sole sourced supplier as the supply market is restrictedmaking it disadvantageous or impractical to seek competitive offers, as follows:

or is a proprietary item/brand • memberships/subscriptions/conferences (e.g. professional associations, industry

bodies, institutes) • training to organisations/bodies where alternatives do not practically exist (e.g.

professional associations, industry bodies, institutes) • ongoing licencing for existing systems • support and maintenance to existing systems.

Where Council resolves it is satisfied to single source as follows:

• where continuity of a previous/current engagement is required to maintain the continuity of expert advice, making it disadvantageous or impractical to undertake a competitive process

• where only one supplier is reasonably available to provide the goods and/or services • it is in the public interest to single source for a program or service category

(particularly in relation to innovative procurement and social procurement) • where the specialised nature of the services that are sought, makes it

disadvantageous or impractical to undertake a competitive process • where the confidential nature of the services that are sought, makes it

disadvantageous or impractical to undertake a competitive process. Contracts in the City Contracting Plan 2018-19 with a proposed designated “Sourcing Method’ of ‘Sole source’ have been investigated by officers. The contracting activities that are deemed to fit within the aformentioned exceptions to seeking competitive offers, contained within section 4.2.14 of the Procurement Policy and Contract Manual, have been amended from ‘Quotation Process’ where the estimated value of the contract is equal to or less than $250,000 and ‘Public Invitation to Offer (ITO)’ where the estimated value of the contract is greater than $250,000 to Sole Source or Single Source. The relevant details for the proposed sole/single source arrangements (including the name of the proposed organisation) are shown in Attachment 1. It is important to note the following regarding the composition of the City Contracting Plan 2018-19. The City Contracting Plan identifies programs of work which can be viewed strategically

from a procurement perspective. The City Contracting Plan is a living document and Council may, by resolution, amend

the Contracting Plan at any time before the end of the financial year to which the Plan relates. It is proposed that the City Contracting Plan come back to Council on a quarterly basis for any required amendments, as well as an acquittal of the previous quarter’s activities.

Contract lengths proposed in the City Contracting Plan for respective contracts (including proposed extension options) have been selected as advantageous based on market assessment, potential savings, and the utilisation of internal resourcing.

27 proposed contracts have been removed from the City Contracting Plan as they are no longer required.

45 proposed sole source contracts have been added to the City Contracting Plan.

one of which is a proposed single source contract. Proposed contracts identified as “(i) Low Value, Routine”, “(ii) Low Value, Non-Routine”

and “(iii) High Value, Routine” in the City Contracting Plan 2018-19 in accordance with Figure 1 below, are recommended to be awarded under delegation. Proposed contracts identified as “(iv) High Value, Non-Routine” are recommended to come back to Council for the award of the contract.

The suppliers identified in Attachment 1 will still be required to demonstrate value for money and agree to appropriate contractual terms with Council prior to the supply of any goods or services. Approval is sought to adopt the amendments to the City Contracting Plan 2018-19 as detailed in Attachment 1. 6 ALIGNMENT TO THE CORPORATE PLAN, CORPORATE STRATEGIES AND

7 FUNDING AND RESOURCING REQUIREMENTS Budget/Funding Considerations The City Contracting Plan provides the anticipated contracting activities in relation to operational services that support the implementation of the activities and priorities of Council’s Programs and Services as defined in the Operational Plan 2018-19.

People and Culture Not applicable. 8 RISK MANAGEMENT The Strategic Contracting Procedures will provide Council with greater flexibility to manage risks related with procurement activities and contributes specifically to the management of CO000379: Corporate Governance Compliance Framework and mitigation of Corporate Risk CO000435: Failure to achieve a sustainable long-term financial position leading to negative impacts on Council’s ability to deliver on its key focus area commitments. 9 STATUTORY MATTERS The Strategic Contracting Procedures are found in Chapter 6, Part 2 of the Local Government Regulation 2012. Section 220 Contracting plans (1) This section applies if a local government decides to apply this part to its contracts. (2) Each financial year, the local government must make and adopt a contracting plan. (3) A contracting plan is a document stating—

(a) the types of contracts that the local government proposes to make in the financial year; and (b) the principles and strategies for performing the contracts; and (c) a policy about proposed delegations for the contracts; and (d) a market assessment for each type of contract; and (e) the contracts that the local government considers will be significant (a significant contract) having regard to the market assessment; and (f) a policy about the making of a significant contracting plan under section 221.

supply under each type of contract. (5) A contracting plan must be consistent with and support the achievement of the strategic

directions stated in the local government’s 5-year corporate plan. (6) The local government must not make the resolution to adopt a contracting plan before the

local government adopts the annual budget for the financial year. (7) The local government may, by resolution, amend a contracting plan at any time before

the end of the financial year to which the plan relates. (8) The local government must allow the public to inspect and buy copies of the contracting

plan at the local government public office.

10 COUNCIL POLICIES Procurement Policy and Contract Manual. 11 DELEGATIONS The City Contracting Plan 2018-19 details which contracts are proposed to be awarded under delegation versus which contracts are proposed to come back to Council for the award of the contract. Proposed contracts identified as “(i) Low Value, Routine”, “(ii) Low Value, Non-Routine” and “(iii) High Value, Routine” in the City Contracting Plan 2018-19 in accordance with Figure 1 (above), are recommended to be awarded under delegation. 12 COORDINATION & CONSULTATION Directors and branch managers (budget owners) were engaged in accordance with the Corporate Budget and Planning Process to provide their contracting requirements for the City Contracting Plan 2018-19. Right to Information (RTI) and Information Privacy (IP) Legislation 2009 Not applicable. 13 STAKEHOLDER IMPACTS External / community stakeholder Impacts Section 220(8) of the Local Government Regulation 2012 requires Council to allow the public to inspect and buy copies of the annual Contracting Plan at Council’s public office.

This reduces the administrative cost to Council, as well as potential costs to suppliers who would be tendering/quoting needlessly. The contracting activities that are deemed to fit within the exceptions to seeking competitive offers contained within section 4.2.14 of the Procurement Policy and Contract Manual have been amended from ‘Quotation Process’ where the estimated value of the contract is equal to or less than $250,000 and ‘Public Invitation to Offer (ITO)’ where the estimated value of the contract is greater than $250,000 to Sole Source or Single Source. 2 EXECUTIVE SUMMARY Not Applicable. 3 PURPOSE OF REPORT The purpose of this report is to consider a future pathway to achieve the goal of a standardised process of assessing event economic impacts within the City of Gold Coast’s (City) major events portfolio and events owned by Council Controlled Entities. 4 PREVIOUS RESOLUTIONS At its meeting on 8 August 2017, Council resolved the following (via G17.0808.018): “That a report be brought forward examining options for the standardisation of economic impact methodology used by Council controlled entities and Council supported commercial events”. 5 DISCUSSION 5.1 Background There is currently no single, uniform method of calculating the economic impact of an event on the Gold Coast, within Queensland or across Australia. Various tourism bodies are starting to focus primarily on ‘visitor nights’ and ‘overnight visitor spending’ with ‘economic impact’ a secondary focus. The lack of standardisation presents difficulties in comparing the outcomes of one event to the next, REDACTED LKJLKJKLJLKJLKJLJK In working towards a standardised arrangement, the main areas that exist in the process which require the implementation of common principles include:

• tool used to calculate economic impact • selection and management of research providers.

A range of criteria is currently used to determine an investment level into a major event including: Primary-

• event-related visitation (ie. those residing outside of the Gold Coast) • economic impact on the Gold Coast local government area (LGA) • ability to build the Gold Coast’s reputation as a global destination.

Secondary-

• brand alignment • integration into existing calendar • risk level / financial model • community pride • social / cultural benefits.

One of the most significant variables in the desire to have a uniform method of calculating the economic impact of an event, is the accuracy of the system used to calculate the total number of persons at the event. Determining who is actually visiting the Gold Coast for the purpose of attending the event is equally important. A Memorandum of Understanding (MOU) exists between the City, Destination Gold Coast (DGC) and Griffith University (through its Institute for Tourism) around the development of a collaborative relationship of knowledge sharing in line with the Destination Tourism Management Plan (DTMP). A number of objectives of this MOU exist, with a relevant one being the “production of consistent, universally adopted sets of industry data”. To begin the process of moving towards a standardised system, a workshop was held in November 2017 with Tourism and Events Queensland (TEQ), DGC, Surfers Paradise Alliance (SPA), Broadbeach Alliance (BAL), Connecting Southern Gold Coast (CSGC), Economy ID and officers from the City’s Events Unit and Economic Development branch. This workshop was used to begin detailed discussions on the topic and subsequent one-on-one meetings were held to develop the contents and recommendations of this report. 5.2 Collection of data 5.2.1 How are surveys conducted Event organisers are currently using two main methods of surveying event attendees: Intercept at the event- This method involves randomly approaching event attendees and asking them if they would be interested in completing a brief survey.

ITEM 4 (Continued) STANDARDISATION OF EVENT ECONOMIC IMPACT ASSESSMENT CS105/274/-(P54) Post-event email- This method involves collecting the email address of event attendees at the point of sale of an event ticket (ie. via Ticketek) or at the event itself (ie. at a merchandise stand). A survey is then sent to this database post-event and could involve providing an incentive to achieve a high response rate (ie. complete a survey and go into the draw to win a prize). From an industry standard, both of these are regarded as acceptable as long as sound principles exist when they are being conducted. Where the ‘intercept’ method is being used, data must be collected randomly (ie. every fifth person who walks by). Where the ‘post-event survey’ is being used, event organisers must ensure any prize incentive to complete the survey does not appeal to a particular segment of the market (ie. while a free night in a hotel on the Gold Coast may appeal to the drive market, it may be of no interest to the intrastate or interstate audience, who may not be returning to the Gold Coast anytime soon). The method of collecting email addresses must also be of a random nature to ensure the quality of the data is not compromised (ie. collecting email addresses at the point of sale of a merchandise area could incorrectly skew the data towards a higher number of people who are in the city as a motivated event attendee as opposed to getting an equal mix of those who were just passing through). 5.2.2 Pen and paper versus iPAD When deciding whether to collect information from event attendees via pen and paper or directly into an ipad, both positives and negatives exist with each: Pen and paper- research indicates that this method can be more productive than using available technology (ie. ipads) as it is perceived as being more ‘humanised’. At the ‘Battle of Brisbane’ Boxing event held at Suncorp Stadium in 2017, of the two teams that were deployed to collect data (one team using pen and paper, one using ipads), the team using pen and paper was more productive, achieving a significantly higher number of responses than the team using ipads. A potential gap does exist however, where an event organiser has access to completed surveys and it is their responsibility to input responses into a piece of software (ie. Survey Monkey) in order to aggregate the research. While unethical, an event organiser could modify the data at this point (ie. change the amount that visitors spent on their trip) in order to skew the final result more positively. Obviously where email addresses are the only item being collected on-site (and the survey is emailed out post-event) this risk does not exist. To ensure sound governance principles, a third party independent of the event organisation should handle the transfer of any data. Ipad- this method will achieve a much higher accuracy of data (ie. it doesn’t have the variable of transferring hand written information into a database which can lead to data loss) and it also removes that time and cost of resources to transfer the data. It can however, be troubled with slow internet service leading to extended time to complete and submit surveys, or a higher rate of people declining to participate through fear of technology. The use of ipads can also be a significant barrier for certain segments of the community including older generations and people that don’t have glasses with them. Using ipads in direct sunlight can also be very difficult.

An emerging method is via smart phone applications which can be a very efficient means of collecting data, but present limitations for certain segments of the community (ie. those not carrying their phone; those not proficient with smart phones etc).

5.2.3 Who is collecting the data Event organisers are currently using multiple methods of collecting data on-site at events:

• In-house staff • University students (Griffith and Bond) • Experienced surveyors • Volunteers.

REDACTED As long as staff are provided with a sound briefing on how to conduct a survey (ie. approach every fifth person, not only those who you are comfortable talking with; structured placement throughout an event site), using any of the above listed methods are acceptable means of collecting data. To ensure a strong process, where university students or volunteers are being used, it is recommended that at least two trained surveyors are included in the team. An opportunity exists in the market for independent research providers to provide this service and complete the research on behalf of an event organiser. This would remove any risk of data tampering and provide a high level of confidence in the information that is then used as inputs into an economic modelling tool. 5.2.4 Data confidence In order to achieve a 95% confidence level (industry standard) in the information obtained from event attendees, event organisers needs to gather responses from generally 400 persons (refer Figure 1 below).

ITEM 4 (Continued) STANDARDISATION OF EVENT ECONOMIC IMPACT ASSESSMENT CS105/274/-(P54) For most major events on the Gold Coast (who would be achieving an audience size of 10,000 or above), at least 400 survey responses would be required to provide a high level of confidence in the results (taking into account washing the data to remove anomalies). While difficult for any event that only lasts a few hours, most major events would run over at least 1 to 2 days, providing ample opportunity to collect the minimum number required. 5.2.5 The survey A standardised set of survey questions has been developed and is proposed to be used by:

• all Major Events the City invests in (with alignment to those that have Major Event funding through TEQ where research is included as part of the contract)

• all events delivered by Council Controlled Entities (excluding those that are activations and not programmed for an economic gain for the Gold Coast LGA).

The survey is an amalgamation of those currently used by Council Controlled Entities, along with the survey used by TEQ consultants (refer below). Additional questions could be added to this to cater for individual organisational needs or requirements (ie Culture Counts used by Arts organisations or sponsorship related questions). 5.3 Calculation of event attendance One of the most significant variables in the desire to have a uniform method of calculating the economic impact of an event, is the accuracy of the system used to calculate the total number of persons at the event. The current methods used to calculate this include:

ITEM 4 (Continued) STANDARDISATION OF EVENT ECONOMIC IMPACT ASSESSMENT CS105/274/-(P54) Ticketing / registration data- is a highly accurate means of calculating the total unique number of attendees along with total attendance. Total attendance is generally a higher number, as it includes individuals attending the event more than once. This method of calculating event attendance is used by 50.9% of the total events within the City’s major events portfolio and those owned by Council Controlled Entities (refer Figure 3 below). Ticketing could be in the form of a participation based event where individuals have to register to compete (ie. Gold Coast Marathon or Cooly Classic) or a spectator based event where tickets are purchased (ie. Australian PGA Championship or Opera on the Beach). Variables still exist with this method including the validity of the information provided by organisers, the accuracy of the calculation of additional persons attached to the event (ie. media, volunteers, family etc) and whether the ticket purchaser is the event attendee (ie. a ticket may have been purchased on behalf of a visiting friend). As long as there is a common standard for interpreting this, there is a high level of confidence in this approach. Device tracking- SPA have initiated the deployment of foot traffic monitoring sensors throughout the Surfers Paradise precinct during an event period to deliver highly contextual, location and event attendee behaviour analytics. This technology monitors the attendance within event zones across the precinct by passively analysing pedestrian activity 24 hours per day. The technology is depersonalised (ie. it is unable to collect personal information) and it is aggregated to ensure total protection of identity. The analytics provided include:

• total unique attendees to event zones during an event • dwell time in the event zone • peak attendance periods by day and hour • zonal reports for specified event activations and stage locations.

SPA have utilised this technology for over 5 years (across a number of different suppliers) and subsequently have a database of precinct attendance across peak and off peak periods across the calendar year. With previous providers, SPA’s methodology was to measure event attendance as “above seasonal average” (ie. total attendance to the event zone across the period of the event minus the seasonal average calculated from 5 years of data across the various seasonal periods). The current supplier however, is capable of detecting all unique mobile devices in an event zone. REDACTED LKJLJLKJLKJLJKLJKLKJLKJKJLLL KLJKLKJLKJKJLL. The strength of this technology is that it can provide live physical counts across the event zone as measured by mobile sensors as well as providing event specific summaries of attendance across the event times. This method does require some analysis and refinement of the raw data to calculate the actual total numbers attending the event. This includes increasing the numbers in proportion to those who are not carrying a phone (ie. younger children or adults on holidays). This variable is established as part of the survey (refer to question 16 of draft major event survey).

ITEM 4 (Continued) STANDARDISATION OF EVENT ECONOMIC IMPACT ASSESSMENT CS105/274/-(P54) The rapid emergence of mobile technologies to measure unique foot traffic counts in event zones may be considered best practice in the field of event management in the future. As new suppliers enter the market, the lowering cost of this technology could make it possible for this to be used in a more widespread way on the Gold Coast. A number of suppliers of this type of technology have both entered and exited the market in recent years, which is a matter that will need to be addressed as part of any procurement process. Grid density calculation- The grid density calculation is a technique used to estimate the number of people in a crowd during an event. The most accurate method is to count each individual person, which is recommended and practical for crowds under 200 people. For large crowds where counting each person is not possible or practical, a grid density calculation gives an estimation based on sound principles. Using this methodology, an event site is divided and measured into three zones of low, medium and high density. Each of these zones are then sub-divided into grids. The areas comprising grids and zones should be defined by landmarks to support the count, such as buildings, roads etc. It is vital for these zones and grids to be maintained for the entirety of the event (refer Figure 2 below).

To calculate each zone, the average number of people in the grids should be counted and assessed for density (low, medium or high). An hourly count for consistency is recommended, in order to account for changing crowds. The average number from all grids in the zone is then extrapolated to arrive at the entire density for the zone.

Aerial photographs or video surveillance are also helpful to assist with counts. Grid counting should be supported by primary data such as an intercept or online survey in order to refine the numbers derived from the grid density calculation to ensure it factors in people attending multiple times across the event period. • TEQ have a panel of independent consultants that they use, however in the majority, an organisation called Strategic Facts manages this process on its behalf. They use a process that does calculate an event’s economic impact, however their reporting focusses more on ‘visitor nights’ and ‘overnight visitor spending’. Events that receive a Major Event investment (or are classified as Tier 1 within the Queensland Destination Events Program, QDEP) from TEQ are required to have this research conducted by one of its consultants. On the Gold Coast, these events include:

This tool has continued to be updated over the past 5 years to include assessment of both

• A small number of events (eg Swell Sculpture Festival) have previously used an organisation called Destination Research (based in Ballina) to both collect data and calculate the economic impact of their event.

• Utilising the ‘domestic overnight sports tourist’ spend of $265 per day (Source - Tourism Research Australia for year ending June 2017), some event organisers calculate the economic impact of their event by multiplying the number of out-of-region visitors by the number of days of the event by $265. This is a basic total expenditure calculation, as opposed to the calculation of an event’s economic impact and while providing an indication, is not regarded as the most accurate method possible.

• The City has an annual subscription to a platform called Economy ID which is a web based site that aggregates economic data on local economies. The platform feeds off Australian Bureau of Statistics and National Institute of Economic and Industry Research data and is modelled by leading national economists. As part of this platform, an event economic impact assessment tool is available. The tool relies on a number of accurate inputs (ie. total attendance, daily spend, significance of event) to calculate an events economic impact. As long as the inputs going into this tool are accurate and obtained using a standard methodology, the means of which an events economic impact is calculated through Economy ID would be regarded as accurate. As part of this package, access is provided to economic experts to help advise / answer questions about the process. This platform is used by the City Events Unit at present, to model the potential outcomes that an event may provide the Gold Coast economy (refer Figure 5 below).

OPERATIONAL PLAN As part of the DTMP, a key action that is underway is to “review the ROI and KPI’s for all major events using government standards and establish streamlined application and reporting templates for all events”. 7 FUNDING AND RESOURCING REQUIREMENTS The City’s Economic Development team currently fund an annual subscription to Economy ID REDACTED KKKKK as part of the Economic Development Strategy and associated work. The event economic impact tool can be accessed as part of this subscription at no further cost, however is kept behind a login wall as it is not deemed for public use. 15 CONCLUSION There is currently no single, uniform method of calculating the economic impact of an event on the Gold Coast, within Queensland or across Australia. This presents difficulties in comparing the outcomes of one event to the next, REDACTED LKLKL LK In working towards a standardised arrangement, the main areas that exist in the process that require the implementation of common principles include:

• collection of data • calculation of event attendance • tool used to calculate economic impact • selection and management of research provider.

1. Data collection methodology- when it comes to the collection of data, event organisers are currently using two main methods of surveying event attendees - intercept at the event and a post-event email. Both of these are regarded as acceptable as long as sound principles exist when they are being conducted, as are the use of both i-pads and pen and paper as the physical means of collection. In terms of ‘who’ collects the data, an opportunity exists in the market at present for independent research providers to provide this service and complete the research on behalf of an event organiser. This would remove any risk of data tampering and provide a high level of confidence in the information that is then used as inputs into an economic modelling tool. 2. Attendance calculation- the accuracy of the system used to calculate the total number of persons at an event is critical to effective economic impact modelling. A number of systems are currently used across the city including information from registrations / ticketing databases, digital technology and grid density calculations. The rapid emergence of mobile technologies to measure unique foot traffic counts in event zones may be considered best practice in the field of event management in the future. As new suppliers enter the market, the lowering cost of this technology could make it possible for this to be used in a more widespread way.

Economic Impact- the model used to perform the final set of equations and provide indirect and direct economic impact is based on a set of economic principles and predictions. The multipliers are built by economists and therefore will vary from model to model. Whilst the accuracy of the inputs (process and methodology for visitor numbers and expenditure) are paramount, the model itself should also be standard. 4. Process- a single variable overarches the entire desire to standardise the process of assessing event economic impact and that is to have an agreed methodology that encompasses the above 3 listed items (collection of data, calculation of event attendance and the tool used to calculate economic impact) in addition to the appointment of a research provider. The execution of a procurement process to identify research providers that will operate independently from event owners is an important and significant step in moving towards a more robust system where there is a greater level of confidence in event reporting. A workshop will be held with TEQ, DGC and Council Controlled Entities (Surfers Paradise Alliance, Broadbeach Alliance and Connecting Southern Gold Coast) to develop agreed, strong and enforceable guidelines that will be used in the specifications document as part of the procurement process. 16 RECOMMENDATION It is recommended that Council resolves as follows: 1 That the report/attachment be deemed non-confidential except for those parts deemed

by the Chief Executive Officer to remain confidential in accordance with sections 171 (3) and 200 (5) of the Local Government Act 2009.

2 That Council endorse the course of action as follows to achieve the goal of a standardised process of assessing the economic impact of major events:
