CLARIFICATION
In pursuance of the Judgement of the Hon’ble Supreme Court of India, in the case
TMA Pai Foundation (2002) 8 SCC 481 and P. A. Inamdar v/s State of Maharashtra &
others 2005 (6) SCC 537, Unaided Private Medical & Dental Colleges have a right to
admit students and to hold Common Entrance Test, Therefore at this stage,
admissions to 50% of all seats in the Unaided Private Medical & Dental Colleges
inclusive of 25% seats of reserved category will be allotted to the member colleges by
the Competent Authority of AMUPMDC by centralized admission process on the basis
of merit cum preference from the qualified candidates in common entrance test
conducted by AMUPMDC.
50% seats (including 15% NRI quota) will be admitted by the Management of the
Colleges / Institution, on the basis of merit from the candidates qualified in CET
conducted by AMUPMDC.
The programme mentioned in this brochure is applicable for the admissions to be
given for the Academic year 2016-17 in the Unaided Private Medical & Dental
Colleges of Maharashtra for P.G. Courses in Medical & Dental Sciences.
The Association is conducting APGM/APGD-CET 2016 as per the order of the Hon'ble
High Court in Review Petition No. 120 of 2006 in Writ Petition No 6332 of 2005
dated 10/8/2006 and Writ Petition No. 5066/12 filed at Hon’ble High Court Bombay
bench at Nagpur vide their interim order dated 22/10/12.
However, it is made amply clear that after publication of the brochure, if there is any
legislation or judicial pronouncement not in consonance with above referred
judgments of the Apex Court AMUPMDC reserves its right to challenge the same.
APGM / APGD CET - 2016 Common Entrance Test for MEDICAL and DENTAL
Post Graduate Courses – 2016-17

1. INTRODUCTION
The entrance examination for the Post Graduate Courses in Medical and Dental
Courses in the State of Maharashtra for the Academic year 2016-17 shall be
conducted by the Competent Authority appointed by the Association of Management
of Unaided Private Medical & Dental Colleges of Maharashtra (AMUPMDC). The
entrance examination shall be conducted for all the seats except NRI seats in the
private unaided Medical and Dental Colleges.
2. COMPETENT AUTHORITY:
The Competent Authority Appointed by AMUPMDC will supervise the conduct of
APGM/APGD-CET 2016 and declare result & merit list. The Competent Authority will issue
necessary instructions to be executed.
3. NUMBER OF SEATS:
List of Post Graduate Courses and Seats available will be displayed on website.
Candidates should refer to the website of AMUPMDC ( www.amupmdc.org )
regularly for latest position.
4. ELIGIBILITY CRITERIA:
4.1. A candidate who has passed final MBBS / BDS Examination from a recognized
Medical/ Dental College included in the schedule of the Indian Medical Act
1956/ Dentist Act, 1993 and who has obtained full registration either from the
Medical Council of India/ Dental Council of India or Maharashtra Medical/
Dental Council or State Medical/ Dental Council after completing one-year
compulsory rotating internship will be eligible to appear for APGM/APGD-CET
2016.
4.2. The full/ permanent MCI/MMC/DCI/MDC registration is a condition precedent
for appearing at APGM/APGD CET and its proof including submission of
application for registration should be enclosed.
4.3. A candidate who has completed one year compulsory Internship or is likely to
complete the same on or before 31st March 2016 can appear for APGM/APGD-
CET 2016.
4.4. Candidates likely to complete their internship on or before 30/03/2016 should
submit documentary proof from their Principals/Dean of the college regarding
the likely date of completion of Internship. Candidate will be fully responsible for
submitting correct information in the Application Form.
4.5. Candidates who are previously registered and pursuing / completed the course
are not eligible for appearing at APGM/APGD-CET 2016. Candidates who have

completed PG Diploma is eligible to appear for the APGM
CET-2016 for admission to PG Degree in the same subject only.
4.6. Candidate should preserve the printout of Application Form for his/her personal
records and for subsequent use.
5. CANDIDATES NOT ELIGIBLE FOR APPEARING :
5.1. Candidates who are not completing internship on or before 31/03/2016.
5.2. Candidates who are registered for PG Degree/Diploma and have not completed the terms.
5.3. Candidates who are previously registered and pursuing / completed the PG degree course or have obtained PG degree.
Candidates who have NOT obtained permanent MMC/MCI/MDC/DCI registration at the time
of submission of application form along with those who will be completing internship by
31/03/2016, such candidates will have to submit it by 02/05/2016 latest.
6. APPLICATION PROCEDURE:
The information Brochure and online application Form will be available from 05/02/2016 to 12/02/2016. Before filling Online Application form download information brochure of APGM CET 2016 and APGD CET 2016 and read the same carefully. The online form should be submitted as mentioned below.
6.1. Online application for APGM CET – 2016 and APGD CET – 2016 Link
will be available on www.amupmdc.org. Click on the above Link.
6.2. Go through the Instructions for filling online form. After reading Instructions,
applicant has to click NEXT button to display Online Application form.
6.3. Application form will be displayed.
6.4. Candidate should fill all the application form along with Scanned photograph
and signature.
6.5. System will validate required fields before allowing him for submission.
6.6. Eligible Candidate only will be able to submit the form. There is provision to
make changes in the Application Form. However, before Clicking on
the “SUBMIT” Button, Candidate should verify the Correctness of
entries made in application form. There is no provision to make
changes in the application form once “SUBMIT” button is clicked.
6.7. During submission system will ask the Candidate for Password.
6.8. Bank Challan will be Displayed in duplicate.
6.9. Candidate should take printout of Bank Challan, With this Challan pay the fee
towards the Application Processing & Exam Fee total of Rs 3,000.00 by cash in
any Branch of State Bank of India (account AMUPMDC) on next Working

Day onwards, from the day of Printing of Challan and obtain your copy of
Challan showing Journal ID/Transaction ID.
6.10. Unique Application No./Username will be available on challan for the fee Rs.
3,000/- for Application Processing Fee & Examination Fee and same details will
be mailed to the Candidate on his given E-mail ID.
6.11. ‘LOG IN’ Link will be available on www.amupmdc.org
6.12. Candidate should login with Application No. /User Name and Password to Verify
the Application Form.
6.13. Applicants need not send copy of Application Form or any Document to this
office. However he can take printout of Application Form for his/her personal
records.
6.14. The Applicants must possess the required criteria and education qualification
as mentioned in the Information Brochure of APGM CET 2016 and APGD CET
2016.
6.15. Please note that if you commit any mistake in filling the online Application
Form, it cannot be corrected by this office. The office will take no responsibility
of any kind for such Forms.
6.16. From scheduled date, Candidate can take printout of Admit card.
6.17. Candidate has to go to Centre with original Admit Card and Photo ID proof.
6.18. No documents to be attached with the application form.
7. ADMIT CARD
The Admit card will be available on our Website between on 13-02-2016. The
candidate can take printout of Admit card from our official website
www.amupmdc.org and go to the Centre with printout of admit card and Photo
ID proof.
8. CONDUCT OF APGM/APGD-CET 2016
8.1. All the eligible candidates are required to take the APGM / APGD CET-
2016 at their own cost.
8.2. The APGM/APGD-CET 2016 will be conducted on 14th February 2016 between 2.00
pm to 5:30 pm for Medical and 2.00 pm to 3.30 pm for Dental.
8.3. The APGM/APGD-CET 2016 will be conducted only at Mumbai.
8.4. The examination will be conducted in English.
8.5. APGM CET-2016 paper will be of three & half hours duration containing 300
multiple-choice questions (MCQ).
APGD CET-2016 paper will be of one and half hours duration containing 100
multiple-choice questions (MCQ).

Questions will be of single best response objective type with four answer
options. Each correct response shall be awarded one mark. There shall be no
negative marking for wrong answers. Scratching, Overwriting, Erasing, Tick
Mark and multiple answers will be considered as wrong answers and no marks
will be awarded to them.
8.6. A. - MEDICAL: The Common Entrance Test shall be of the standard of
MBBS Examination and shall cover all the subjects of MBBS Course.

9. RESULT AND MERIT LIST :
9.1. Result and Merit list will be declared later, after further orders of the Hon’ble
High Court. Latest positions will be updated on the website.
9.2. The Competent Authority shall conduct APGM/APGD-CET 2016, get the OMR
answer-sheets evaluated on computer and prepare the Merit list.
9.3. The Competent Authority, APGM/APGD-CET 2016, will prepare a Merit list
indicating Merit number, Name, Marks scored by the candidate.

9.4. Statement of Marks will be available on the website of AMUPMDC with unique
QR code. The candidate can take print of the Mark Sheet from the official
website and go to the allotted college.
9.5. There will be no revaluation of the answer sheets. However the candidate can
apply for verification of marks to the Competent Authority directly within 5
days from the date of declaration of the result in the prescribed format available
online on our official website (www.amupmdc.org). The fees for verification
will be Rs. 1,000/- (Rupees One Thousand Only) and it paid through challan
through online. The candidate will be given photocopy of the answer sheet and
model answer key after verification of OMR answer sheet is done by computer.
10. TIE-BREAKER:
10.1. To be eligible for selection to Medical / Dental Postgraduate Courses a
candidate belonging to open category must secure not less than 50% Marks
and candidates belonging to reserve category must secure not less than 40%
Marks at APGM/APGD CET – 2016.
10.2. Determination of the Inter-se merit of candidates obtaining equal
APGM/APGD-CET 2016 marks: In case of two or more candidates
obtaining equal marks in the APGM/APGD – CET 2016 the inter-se merit of
such candidates will be determined in the order of preference as under-
10.2.1 i) For PG Medical Students :- The candidate with more aggregate
marks (converted into percentage) at First, Second and Third MBBS
Examination (Part I & II) taken together shall be preferred.
ii) For PG Dental Students :- The candidate with more aggregate marks
(converted into percentage) at First, Second, Third and Final BDS
Examination (Part I & II) taken together shall be preferred.
If the tie still persists.
10.2.2 i) For PG Medical Students :- If the The candidate with more aggregate
marks (converted into percentage) at Third MBBS Examination
(Part I & II) will be preferred.
ii) For PG Dental Students :- The candidate with more aggregate marks
(converted into percentage) at Final BDS Examination (Part I & II) will be
preferred.
If the tie still persists.
10.2.3 i) For PG Medical Students :- The candidate with more aggregate
marks (converted into percentage) at Second MBBS Examination will be
preferred.
ii) For PG Dental Students :- The candidate with more aggregate marks
(converted into percentage) at Third BDS Examination will be preferred.
If the tie still persists.
10.2.4 i) For PG Medical Students :- An older candidate will be preferred over
a younger candidate.

ii) For PG Dental Students :- An older candidate will be preferred over
a younger candidate.
11. In case of any typographical error in mark sheet e.g. name, age, sex, category, etc.,
representation should be submitted within 24 hours from the date of distribution of
mark sheet, to the Competent Authority, AMUPMDC, Mumbai.
12. RESERVATIONS :-
12.1. 25% of the total seats are reserved for SC, ST, VJ, NT1, NT2, NT3, OBC Categories.
Reservations of seats for the above categories will be as per Govt. Notification No.
MED/2006/1196/CR-206/06 Edu – 1(2) dated 24/06/06 and will be required to submit the
Caste Certificate and validity certificate from the appropriate authorities of Govt. of
Maharashtra.
Candidates who want to claim the benefit of constitutional reservations have to make such
a claim in the original application form for CET. Later request will not be considered.
12.2. As notified in Government Gazette dated 20-11-2007 50% of the total seats including
reservation category will be allotted by the Competent Authority of AMUPMDC by
centralized admission process from eligible candidates qualified in AMUPMDC CET strictly
on merit basis and remaining 50% seats (inclusive of 15% NRI quota) will be filled by
Management of Colleges strictly on the basis of merit from the candidates qualified in
Common Entrance Test conducted by AMUPMDC.
13. SELECTION PROCESS
13.1. To be eligible for selection to Medical / Dental Postgraduate Courses a
candidate belonging to open category must secure not less than 50% Marks
and candidates belonging to reserved category must secure not less than 40%
Marks at APGM/APGD CET- 2016
13.2. The selection to a Course/College will be made as per Merit-Cum-Preference
given by the candidate.
13.3. Admissions to P. G. courses for the Academic year 2016-17 will be done by
filling the Preference form Online. The Preferences filled in by the candidate will
be centrally processed by computer on the basis of Merit Cum Preference the
selection to be made and the list of selected candidates in each round will be
declared on the website of AMUPMDC. As per the selection list the candidates
will report to the allotted college and report within the stipulated time.
13.4. The Preference form to be filled later as after the order of the Hon’ble High
Court.
13.5. The list of subjects and college codes will be displayed on the website.

14. PREFERENCE FORM:
Candidates securing less than 50% marks (Open category) and less than 40%
(Reserved category) need not fill in the preference form as they are not qualified in
CET.
14.1. Candidate will fill in the relevant information along with his/her Roll No. Merit
No. of APGM/APGD CET 2016.
14.2. Only one Preference Form should be submitted online.
14.3. Incase the candidate is not eligible for admission as per the rules. The
preference form submitted online will be rejected by the system. Candidates
securing less than 50% Marks (for Open Category) and less than 40% (for
Reserved Category) need not fill in the preference form as they are not
qualified in Common Entrance Test.
14.4. Candidates claiming constitutional reservation should submit a set of
xerox copies of the certificates:- Caste, Caste validity and Non Creamy
layer Certificates for the last financial year. If non creamy layer is not
submitted benefit of Caste Claim will not be entertained.
14.5. Candidate should read all the instructions before filling in the Preference Form.
Candidate should carefully fill in the correct subject and college code and after
submission take one printout for their personal record.
The same subject and college code should not be filled in more than once. In
case the candidate fills the same code more than once higher preference will
be considered and subsequent repeated preference will be ignored. If the
candidate fills any wrong code of subject and college, it will be rejected.
14.6. Candidate can fill minimum 1 preference or any desired number or maximum
preferences available. The same subject and college code should not be filled
more than once. In case the candidate fills the same code more than once,
higher Preference will be considered and subsequent repeated Preference
Number will be ignored. If the candidate fills any wrong code of subject and
college, it will be rejected.
14.7. If a candidate does not give Preference for a particular subject and college then
it means that he / she is not interested in those subjects and college
combinations. Candidates should note that there will be No Change / Addition /
Deletion in the Preference at a later stage.
14.8. The Candidate selected as per his / her Merit cum Preference for a particular
subject in the particular college, then he / she has to join the course as per

procedure. In failure to join the allotted course within the stipulated time,
he/she is debarred from subsequent admission process of APGM/APGD-CET
2016.
14.9. In case the candidate is not selected in the first round, then he/she remains
eligible for the subsequent round for the preferences which he/she has given in
the Preference Form.
14.10. For filling of vacant seats after first round same Preference Form will be
considered and no separate Preference Form will be required to be filled in by
the candidate.
14.11. Candidate should submit only one Preference Form, Submission of more than
one Preference Form will lead to disqualification.
14.12. Candidate should note that the Preference of subject and college
combination codes once entered in the Preference Form shall be final and
irrevocable. Thereafter, there can not be any change, addition or deletion
of Preferences entered by the candidate. This final data shall be used in
entire selection process for the admission to Postgraduate Courses.
15. SELECTION PROCEDURE :
15.1. The collected data will be processed on computer for the selection of
candidates for P.G. Medical and Dental Courses.
15.2. The selection will be done as per Merit and Preference given by candidates in
the Preference Form.
15.3. The list of candidates selected for P.G. Medical and Dental Courses shall be
displayed on the AMUPMDC web site www.amupmdc.org
15.4. There will be 3 CAP rounds. Dates of selection list will be declared later and
thereafter the second and subsequent rounds will be notified on website by the
Competent Authority. The first selection list will be declared on the website of
AMUPMDC and the list of selected candidates will be sent to all concerned
colleges. Selected candidates will report to the allotted college within the
stipulated time with all the original certificates and pay the fees.
15.5. If the Candidate does not report within this date, his/her selection stands
cancelled and he/she will be debarred from the subsequent process.
15.6. The Following Candidates will not be eligible for subsequent admission
process:
15.6.1 Accepting registration but not reporting to the College and/or not paying
the fees.
15.6.2 Reporting to the College but not attending the residency programme
regularly.
15.6.3 Unauthorised absence during the residency.
15.6.4 Paying the fees but not attending the residency.

15.6.5 If the admission given by the Competent Authority is cancelled by the
Dean as a disciplinary action /defaulter.
15.6.6 If postgraduate registration given by the Competent Authority is cancelled
by the candidate.
Filling Vacant Seats: 15.7. After selection in first round if the candidate desires to retain the same selection
(Subject & College) and does not want to take any further betterment then
he/she can do so by filling in "Status Retention Form" in prescribed proforma
(Annexure C). Status Retention Form is to be submitted to the Competent
Authority through the College only, where he/she is admitted. However,
candidate should note that after filling in Status Retention Form, he/she will be
deleted from the further selection process for the academic year 2016-17.
15.8. After the first round the vacant seats, if any, will be filled in the second round and later
a subsequent round of selection by declaring the selection list on the website of
AMUPMDC. Selected candidates in second round will report to the allotted college
within the stipulated time for these seats the selected as well as the not selected
candidates are eligible except those who have opted for status retention.
15.9. All the candidates selected in the first round except the candidates who have
submitted the status retention form as per procedure will be considered for
betterment (higher preference exercised) in the Second Round. The shift in
such betterment shall be compulsory and mandatory. Such candidates will
have to collect the original certificates and admissible refund of fees as per
procedure mentioned in APGM/APGD-CET 2016 Brochure and join the New
Course and College.
15.10. Any seat remaining vacant after the Second round will be filled in the Third
round. If any seats remaining vacant after the third round will be filled-in by the
respective Colleges by inviting applications from the Eligible candidates by
giving advertisement in news papers.
15.11. The last date of admission process for filing vacant seats for post Graduate
Medical and Dental Courses will be announced as per Court orders.
15.12. The candidates must produce original certificates at the time of
admission and a set of attested photocopy of each of the document as
per the list given below:
Mark Sheet of APGM CET-2016 / APDG CET-2016
Nationality Certificate or Valid Passport.
Proof of Age.
Statement of MBBS/BDS marks of 1st year, 2nd year Final year (Part I II Exams).
MBBS/BDS Degree / Passing certificate.
Attempt Certificate of all University Examinations.

Internship Completion Certificate or Certificate indicating the likely date of
completion of Internship.
Registration Certificate of MMC / MDC / MCI / DCI.
Caste Certificate and Caste Validity certificate and Non creamy layer Certificate
issued by the appropriate authorities of Govt. of Maharashtra.
15.13. Canvassing directly or indirectly for the allotment of seat would disqualify the
candidate for admission. Influencing the staff by unfair means will lead to
cancellation of allotted seat and such candidate will also face disqualification
for appearance in the subsequent APGM/APGD CET.
15.14. Candidate selected for admission shall be subject to disciplinary rules of
University/Institution/Government and Management.
15.15. A candidate selected for Postgraduate Degree / Diploma course will not be
allowed for change of subject/College/Institute/on mutual basis.
15.16. In case of dispute in the matter of allotment of seat/course/institution or any
other matter pertaining to the provisional selection or cancellation of admission,
the decision of the management of the concerned institution shall be final and
binding.
15.17. Candidate who has confirmed his / her admission may cancel it by submitting
an application to the concerned Dean.
16. FEES :-
Fees Structure will be as per the declaration of Shikshan Shulka Samiti, other appropriate authorities/judicial pronouncements. The fees declared by the Shikshan Shulka Samiti is displayed on the official website of the samiti i.e. www.sspnsamiti.gov.in.
17. THE PROCEDURE FOR CANCELLATION:
17.1. Candidate canceling his/her admission on or before 30/04/2016 will be eligible
for subsequent APGM/APGD-CET 2016.
17.2. Candidate Canceling his/her admission after 30/04/2016 will not be eligible for
subsequent two years of APGM/APGD CET.
18. REFUND OF FEES
18.1. If the change of college/course for betterment is done by the Competent
Authority for the same year the deduction of Rs. 1,000/- is allowed as
administrative charges and balance fees should be refunded to the student
immediately within three days from date of cancellation.

18.2. Candidate who has confirmed his / her admission wishes to cancel his / her admission
up to last date of joining of last CAP round .for any reason except betterment
candidate will have to pay one month Tuition fees.
18.3. If a candidate cancels his / her seat after date of joining of last CAP round and
the seat is not filled in before cut-off date by the management there will be no
refund of Fees.
18.4. If a candidate expires within three month from the date of admission, full refund
shall be made after deducting Rs. 1,000/- as administrative charges.
19. DISCIPLINE:
19.1. Any candidate / authorised representative or accompanying person is found
obstructing the admission process, trying to influence in unlawful manner /
creating nuisance, the candidate shall be liable for disqualification from the
process of selection. The decision taken by the Management in this respect
shall be final and binding.
19.2. All candidates selected shall be subject to the disciplinary rules of the Institution, University, Government and Management.
20. LEGAL JURISDICTION:
All disputes pertaining to the conduct of examination and selection process
shall fall within the jurisdiction of Mumbai High Court bench at Mumbai only or
of the legal jurisdiction of the Institution concerned.

Instructions for filling up of forms
1. Read all the instructions in the Brochure before filling the forms.
2. The forms will be computer scanned.
3. Write with black ball point pen in boxes using English Capital letters.
4. Do not make any stray marks on this form.
5. Do not staple, pin, wrinkle, scribble, tear, wet or fold the main application

Important Instructions To Candidates
1. Candidate must preserve Admit card safely & bring to the examination
hall and produce the same on demand by the examination staff with
Photo ID proof.
2. Candidate should be present in the examination hall at least thirty
minutes before the examination begins.
3. All details like Roll number, question booklet number & version code
must be entered carefully on the answer sheet and the question booklet.
4. No candidate will be allowed to leave the exam hall during the exam hrs.
5. All entries on answer sheet must be made only with Black ball pen.
6. Use recent 3.5 x 4.5 cm Photographs only. Photographs on application
form, Authority letter or any other document of APGM/APGD-CET-2015
should be taken from the same negative.
7. Please note that admit card is just an enabling provision for appearing
APGM/APGD-CET-2015 and does not imply that the candidate satisfies
all the requirements of eligibility conditions of admission.
8. All further correspondence will require quoting of your application
number.
9. All payments to be made in favour of "AMUPMDC" payable at Mumbai.
