1) Can Council confirm which local roads are currently assessed as being suitable for road train access, to support local agricultural businesses? Answer Approved Road Train Routes are: Bypass Road, Hornby Road and Frost Road from Wembley Boundary Road to 400 metres north of Chappell Road.

2) What process is required to obtain road train access approval for Council Local

Roads, again to support local agricultural businesses? Answer The National Heavy Vehicle Regulator (NHVR) manages the access of heavy vehicles to ensure a safe, efficient and sustainable road network for industry. The NHVR coordinates a range of access applications from start to finish, liaising directly with road managers (both state and territory road authorities and local government) to manage applications and issue permits. The process is:

• The applicant (transport operator) applies to the National Heavy Vehicle Regulator to gain access on a specific road.

• The NHVR then sends a request to Road Manager for access. • In DCBW case, The Road Manager then inspects the road and carries out

a Risk Assessment (provided by the LGA). • Depending on the out come of the Risk Assessment the Road Manager

will then respond to the NHVR with an approval of the application, a refuse of the application with reasons, or ask for a Route Assessment be carried out.

• The NHVR then conveys the decision back to the applicant.

1. Acquire filling to cover previous rubble removal to a desired standard deemed proper by the landowner to continue broadacre cropping; and

2. level nearby land also from previous working to a more level nature to allow the landowner broad acre sprayer access and not damage his machine; and

3. Once piles of rubble are exhausted that an access track be made to the current working area and rehabilitation be done right up to the access track to regain as much cropping area as possible.

The Country SA PHN is the primary health network covering the country regions of South Australia. Established by the Federal Government, PHNs are now operating Australia-wide. The key objectives of the PHNs are to increase the efficiency and effectiveness of medical services for patients, particularly those at risk of poor health outcomes, and to

CEO Andrew Cole and his wife Janet flew in to Canberra, also on the Saturday afternoon. Mayor Axford and Andrew Cole represented the District Council of Barunga West at this important 4 day National LGA forum for 2017. The Regional Co-operation & Development Forum was held on Sunday 18th June at the National Convention Centre, opened by the Minister for Regional Development, Senator, the Honourable Fiona Nash, with the title 'Pillars of Regional Growth'. Impressive presentations were shared, in particular 'Insights from Tallangatta' and the National LGA Category Winner, Meander Valley Council's promotion called 'Valley

A Workshop after lunch was entitled 'Transitioning Regional Economies' presented by the Productivity Commission. A welcome Reception followed, in the Exhibition Hall Sunday evening for two hours for all participants to get to know one another. Monday morning, the ALGA Conference was in full swing by 9:00am. An intriguing topic was entitled 'Why Social Media is the New Town Hall'. Optus spoke at length about one new issue now challenging our Councils; and that is Cyber Security. The evening concluded with Dinner at the Convention Centre. On Tuesday ALGA President, David O'Loughlin chaired the Debate on Motions. With well over 100 motions to be dealt with, the process was professional and decisive, moving on at a quick-fast pace. The motion that caught the media headlines came from the Hobart City Council Mayor "That the National General Assembly encourage Australian councils to consider efforts they could take to lobby the Federal Government to change the date of recognition of Australia Day". The motion passed by two votes, but we now understand this Motion had not met the Assembly guidelines as it had not been voted on by the Hobart City Council. At 5:30pm Tuesday, Council representatives from the Federal seat of Grey, met at Rowan Ramsey MP's office at Parliament House. It was wonderful to catch up with former Senator Allan 'Spratter' Fergusson and the other Parliamentary Whip, who works with Rowan. Parliament was sitting at the time, with Rowan required to quickly present himself within the House for voting purposes. The official Dinner followed in the Great Hall of Parliament House. Wednesday mornings key note speaker was ABC's Leigh Sales who spoke on 'Disruption in Media and Politics, and What that Means for Communities'. The Conference concluded at lunch time, with most delegates flying home that afternoon. I was given the opportunity to meet in a delegation with Wakefield Regional CEO, Jason Kuchel. We spoke on behalf of seven Councils who are currently lobbying the SA State Government and the Federal Government for funding to upgrade the road to a dual carriageway through Port Wakefield. Supported by Liberal candidate for Frome, Kendall Jackson; Jason and I met with Federal Minister for Infrastructure, Hon Darren Chester to discuss funding requirements to see this important road network upgrade go ahead, for the much needed freight route improvements and to benefit our tourism industries. We received a most amicable hearing and will continue to lobby funding for this project without delay. Thank you to my Council for the privilege of travelling to Canberra to participate in this Conference. It is a very beneficial networking opportunity with Council colleagues, politicians and guest speakers. I consider this function to be an outstanding privilege to represent the District Council of Barunga West, and trust that our Council benefits considerably by our attendance. August 2017 14.1.1 Murray Darling Association Membership Author: Andrew Cole, Chief Executive Officer Attachments: A1 MDA Letter to Legatus A2 MDA Region Map Strategic Plan reference: 4.2 Embed the culture we want 1. PURPOSE The purpose of this report is to inform Council of the current discussion concerning the Murray Darling Basin and the questions raised by regional Council’s in membership of the Murray Darling Association (MDA). 2. SUMMARY The MDA is a member organisation consisting largely of local Councils that are affected by water issues relating to the Murray Darling river network, stretching from Queensland to South Australia. The cost of membership for the District Council of Barunga West is currently $540 p.a. 3. RECOMMENDATION

For Members Information. 4. DISCUSSION With the current level of debate concerning the success of the current Murray Darling Plan, introduced by the Federal Government in 2012, it is timely to provide information concerning Council’s membership of the Murray Darling Association (MDA). The MDA is a member organisation consisting largely of local Councils that are affected by water issues relating to the Murray Darling river network. The cost of membership for the District Council of Barunga West is currently $540 p.a. The membership fees are determined by size of population. There is an active discussion occurring within the Central Local Government Region concerning the ongoing value of membership of the MDA. Attached to this report is a letter to the Legatus Group from the MDA.

SOCIAL/ENVIRONMENTAL CONSIDERATIONS Water is a critical input to both agricultural and township establishments, by nature of the main water pipe sourcing Murray river water for use across the region.

14.1.2 Town Boundary Review 2017 Author: Andrew Cole, Chief Executive Officer Attachments: Nil Strategic Plan reference: 4.2 Embed the culture we want (Legislative Compliance) 1. PURPOSE The purpose of this report is for Council to consider endorsing a review of township boundaries for a period of public consultation over new proposed boundaries in light of the introduction of the recent Environment Protection (Air Quality) Policy 2016 2. SUMMARY The introduction of the recent Environment Protection (Air Quality) Policy 2016 has required Council to consider updating township boundaries within the Council area. It is proposed to submit a set of proposed boundaries to a period of public consultation prior to considering submitting new boundaries to the Surveyor-General’s Office for processing. 3. RECOMMENDATION That a revised set of Town Boundaries be prepared, for Council consideration at the next Ordinary Meeting of Council, for a second period of public consultation prior to Council considering formal adoption. 4. DISCUSSION A set of proposed town boundaries have been submitted to a period of public consultation since the May 2017 Ordinary Meeting of Council. This revised set of township boundaries would be submitted to a further period of public consultation prior to Council considering a set of township boundaries for adoption. 5. GOVERNANCE CONSIDERATIONS The adjustment of township boundaries will support the enforcement of the new Environment Protection (Air Quality) Policy 2016. 6. RISK ASSESSMENT None Identified. 7. I Membership Discounts In July 2015, at meeting 348 the board considered the 2015/16 membership fees and noted that that in the past a ‘non-riparian’ discount had been applied to some membership fees. This had created divisions within regions and claims of inequity owing to the irregular application of the discount. It was noted that all LGA’s contain riparian zones, and that all have an equal interest in ensuring that local government is effectively represented at the state and federal level in the management of our Basin resources. At that meeting the following motion carried, and the minutes were distributed via email to member councils, and posted on the MDA website. Motion: That the board

a) Adopts the above fee schedule for the 2015/16 year b) Explicitly extinguishes any distinction between riparian and non-riparian

categories of membership c) Resolves that all new members will pay full rate from commencement. d) Will phase out all discounts by 2020.

are extremely modest, and that the capacity for influence is significant, he suggested a membership proposal based on current rates. In consideration of both the transition, and the group membership, the MDA instead offered an overall discount of 20%. 2017/18 membership fees The 2017/18 council member base rate is calculated at 28.4 cents per head of population, increased from 27.5 cents per head in 2016/17; The 2017/18 council member cap is set at $6,180.00, increased from $6,000 in 2016/17. Benefits I acknowledge that the significant rate of reform and development within the organisation over recent years has created challenges, particularly in relation to our engagement with member councils. However the MDA now model organisation, with a strong board, regular region meetings, excellent governance arrangements, and a growing capacity to bring local government to the table at ministerial and departmental levels in issues of water, agriculture, economic and social development. Our membership growth rates, and our regional and national engagement levels and achievements are at an all-time high. We are ensuring local government is involved with input to the National Carp Control Plan; in understanding the impacts of Snowy 2.0; ensuring our member councils are ahead of the curve as we plan for the challenges and opportunities brought about by new and emerging industries; and we have input into matters effecting agriculture, tourism and economic development as the Basin Plan continues to be rolled out. 4. BACKGROUND Work Health and Safety Act, 2012, AS/NZS ISO 31000:2009 Risk Management - Principles & Guidelines 5. DISCUSSION Involvement with the identification, investigation, and treatment options of the dumping of asbestos at the Port Broughton Waste Transfer Station has taken considerable participation away from the KPI Action list. Further to this, the current Regional Risk Coordinator Bob Raymond has taken a new position within the LGRS and been replaced by Alan Jackson a fellow colleague from Barossa Council, with transition and development planning taking place. Alan will present with a hands on approach and an understanding of the level of commitment and resource required meeting the Performance Standards for Self-Insurers, as requested by LGRS and Return to Work SA. Further to this it is anticipated Alan's knowledge around the Skytrust Management tool, will assist our organisations better understanding and application. However, an appreciation should apply toward the time commitment directed at the data collection and download for the successful implementation and application of the tool. Discussion with the founding organisation QHSE indicate a three-year period as acceptable considering this organisations resource and commitment in other fields. Contractor management continues to improve. Most DCBW contractors have now acquired understanding and acknowledge their legislative obligation under the WHS Act to ensure provision of a safe place to work and the corresponding documented evidence coinciding with that. Development and application in this area will continue to evolve as our WHS Management system develops.

I am writing to you regarding the new boat ramp fees. I spoke to one of the girls in the council office and she told me that the fees had increased from $55 to $85 for an annual boat ramp fee. I could not believe they had gone up so much in one year. I said this to her and she replied that the fees have been increased in line with other boat ramps. If this is the case then I think council should look at what facilities are at Fisherman Bay compared to other boat ramps. Fisherman Bay do not have an adequate area to park cars and boat trailers during long weekends and School Holidays. There is no wash down area for boats, no tap and hose, no fish cleaning area. The biggest problem is the bay channel at low tide. Many areas you run aground trying to negotiate the very narrow, shallow channel. The channel desperately needs dredging. This is a very big concern, because our motors do not like sand in them. Quite a few times we have not gone out fishing because of the low tide and the potential damage that may be done to our motor. As you are aware we have a lot of low tides. If you are going to charge top dollar for the boat ramp fees, I think these issues should be addressed.
