Order in exercise of powers conferred on State Government under Section 2, of the

Epidemics Diseases Act, 1897 to provide health services to COVID - 19 patients through

Ayushman Bharat-Niramayam empanelled hospitals and designated COVID-19 Service

Providers.

Keeping in mind the increasing number of Covid-19 cases across Madhya Pradesh, State

Government in exercise of powers conferred on State Government under Section 2, of the Epidemics

Diseases Act, 1897 read along with Disaster Management Act 2005, Madhya Pradesh Epidemics

COVID-19 Regulations 2020, Madhya Pradesh Nursing Home Establishments Act 1979 and relevant

provisions of Madhya Pradesh Health Act 1949, reiterates order June 3, 2020 PS/Health/Admin/2020

and hereby directs Ayushman Bharat empanelled healthcare providers as follows:

1. Ayushman Bharat Niramayam empanelled healthcare provider(s) empanelled under

General Medicine (M2) specialty and having bed capacity of 50 or more are directed

that COVID-19 suspected and confirmed patients falling under Ayushman Bharat

Niramayam beneficiary category shall not be denied COVID-19 treatment at healthcare

provider's facility. The rates for aforementioned treatment shall not be more than rates

as preseribed in Annexure A. Empanelled Hospitals must ensure all patients are

screened for Ayushman Bharat eligibility and eligible beneficiaries are enrolled and

treated on cashless basis.

All empanelled Hospitals are directed to reserve minimum of 20%% beds for cOVID-19

patients at all times and any denial/diverting of COVID-19 patients shall be treated asa

violation inter alia Memorandum of Understanding, Disaster Management Act 2005,

Epidemics Diseases Act, 1897, Madhya Pradesh Epidemics COVID-19 Regulations,

2020, Madhya Pradesh Nursing Home Establishments Act 1979 and Madhya Pradesh

Health Act 1949. Referral shall be permitted only in cases where patients are referred to

higher facilities for want of intensive critical care after due approval from

destined/referred healthcare facility. List of Ayushman Bharat Niramayam General

Medicine(M2) specialty empaneled healthcare provider(s) is provided at Annexure B

2.

and may be updated from time to time.

3. Healthcare providers under Ayushman Bharat Niramayam are instructed to create

designated COVID-19 wards to treat suspect or confirmed COVID-19 patients at their

premises in compliance with guidelines issued by Government of India, Ministry of

Health and Family Welfare, Indian Council of Medical Research and State Government.

Strict compliance to all requisite clinical and infection prevention control norms,

separate entry and exit, floors, treating staff etc., for COVID and non-COVID patients

in case the facility is partially utilized for treatment of COVID 19 patients.

All medical practitioners, Doctors, nurses and supporting staff whomsoever comes

under the category of essential services personnel in terms of Madhya Pradesh Essential

Services Maintenance Act, 1979 shall fully cooperate and extend support in smooth

functioning of the Healthcare Provider. Any obstruction against smooth functioning of

the Healthcare provider will attract relevant penal provisions under the said Act. The

Order shall be valid till April 30, 2021 unless revoked before Aforementioned date.
