Leakage checks

Product or equipment shall be checked for leakage;

• contains 3 to 30 kgs every 12 months

• contains 30 to 300 kgs every 6 months

• contains more than 300 kgs every 3 months

If the product or equipment;

• containing 6 kgs or less controlled substances

• hermetically sealed,

• lebeled with «Hermetically sealed» statement

Shall not to be checked for leakege.

• Turkish F-gas Regulation Registration in a Central Database and supplying data is required for:

• Producers, importers and exporters of more than 1 t of F-gas per year

• Natural and legal persons who are distributors or users or who recover, recycle, reclaim or destroy F-gases

• Manufacturers of products and equipment (containing 3 kg or more of F-gases)

• Operators of equipment (containing 3 kg or more of F-gases)

So far Central Database has not been established, but it is planned to develop and establish such database in the framework of the Project

• Turkish F-gas Regulation

• Operators to ensure mandatory recovery of F-gases from equipment by certified persons for recycling, reclamation or destruction

• For recovery/recycling/reclamation/destruction of F-gases ; Waste Regulation applies (Official Gazette No. 29314 of 2/4/2015)

IPA Project

Instrument for Pre-accession Assistance - IPA

Project “Technical assistance for increased capacity for transposition and capacity building on F-gases”.

Timeline: June 2017 – May 2020 (3 year project)

The Project will help Turkey to develop policies and supplementary legislative measures to phase down smoothly HFCs and other F-gases.

The following activities are planned in the framework of the Project:

A1 – Legislative gap analysis (report containing detailed comparison of the current EU F-gas legislation and Turkish F-gas Regulation)

A2 – Preparatory activities (series of consultation workshops, including Policy Makers Workshop and series of sector-related workshops)

A3 – Update of the national training and certification programme

A4 – Raise awareness of environmentally friendly alternative to F-gases

A5 – Reduction of F-gas emissions by implementing a national policy of periodic leak checks on systems and equipment containing F-gases (report on leak testing regimes in the EU Member States and the relevant regimes in Turkey, establishing a pilot leak testing regime in one region of Turkey)

A6 – Preparation of a national F-gas emissions inventory

A7 – Promote the phase-out and proper waste treatment/recovery of F-gases and ODS from relevant

A8 – Develop a fully-fledged integrated F-gas database system and harmonised electronic reporting system

A9 – Preparation of the proposed legislation for the transposition of the F-gas Reg. (EU) 517/2014 into Turkish legislation (development of a draft of the revised F-gas legislation for Turkey)

KigaliAmendment and Turkey

• Production and consumption of F-gases is growing fast because they are widely used as substitutes for ozone depleting substances (ODS), which are currently being phased-out under the Montreal Protocol.

• Recognizing the threat of F-gases to global climate, the international community decided in 2016 in Kigali on a Kigali Amendment to the Montreal Protocol.

• This amendment introduced HFCs as controlled substances under the Montreal Protocol and established HFC phase-down schedules (different for developed and developing countries) as well as import/export licensing and reporting requirements.

• Turkey is Party to the Montreal Protocol, but has not yet ratified the Kigali Amendment. The ratification process is still underway in Turkey.

• After completion of ratification process, The Kigali Amendment is going to be a part of Turkish national legislation

• According to the Montreal Protocol, Turkey is considered as A5 country. The HFC phase-down schedule as agreed under the Kigali Amendment refers to a baseline of 100% of the average consumption of HFC in 2020-22 + 65% HCFC consumed in 2009-2010 (in CO2 eq). The reduction starts with a freeze in 2024 and four reduction steps until reaching the final level of 20% of the baseline consumption in 2045. Due to the GWP-weighted counting, F-gases with a low GWP are favoured.

• A national quota system will be needed to implement Turkey’s obligations under the Kigali Amendment.

➢ As Turkey we belive that; with the new Kigali Amendment, the Montreal Protocol will be an even more powerful instrument against global warming.

➢ Apart from the obvious environmental reasons to limit F-gas emissions, there are several economic benefits from the early adoption of measures to reduce the use of F-gases.

➢ Avoiding F-gas leaks saves costs and improves energy efficiency.

➢ Turkey is a major producer and exporter of RAC&HP equipment Adopting new technologies will enable Turkey to gain competitiveadvantage on the market.

➢ Alternative technologies lead to energy efficiency and better products quality.
