ODPEM to Update PM on Earthquake Preparedness T HE OFFICE of Dis- aster Preparedness and Emergency Manage- ment (ODPEM) is to update Prime Minister the Most Hon. Andrew Holness on the country’s state of pre- paredness for a major earth- quake. The Prime Minister, who is also Chairman of the National Disaster Pre- paredness Committee, said ODPEM is to apprise the Government of areas of need as well as the protocols governing response to a major earthquake. “I am engaging ODPEM to ensure that, as far as pos- sible, all the critical first responders and relief agencies are in a state of preparedness and able to function effec- tively in the event of a seri- ous earthquake or similarly catastrophic event,” Mr. Holness said in a release issued by the Office of the Prime Minister on April 20. He added that public education will also be an area of focus, as it is impor- tant to inform citizens of steps they can take to better prepare for a catastrophic earthquake as well as the role they can play in safe- guarding lives in the event there is one.” Mr. Holness commented that the catastrophic earth- quakes that affected Japan and Ecuador recently, as well as the tremor that impacted Barbados and St. Vincent, bring into sharp focus the importance of dis- aster preparedness. “These events underscore how critical it is to have effective protocols in place to respond and coordinate relief effort in the event of an earthquake,” Mr. Holness said. No Reduction in PATH Payments to Beneficiaries THE MINISTRY of Labour and Social Security is advising that there has been no reduction in the benefits provided by the Programme of Advance- ment through Health and Education (PATH). This assurance has come from the Chief Technical Director in the Ministry, Dionne Jennings. The advice is in light of concerns that have been circulating regarding a reduction in the pay- ment to beneficiaries of the Programme. Mrs. Jennings also reminded the beneficiar- ies that children attending primary and secondary schools are required to maintain an 85 per cent attendance record in order to receive the full payment of their benefits. “When we had done some of the checks and verifications, there are some persons who did not comply with the atten- dance requirement. And so persons would not have received the full benefits if they had not met the compliance requirement. They would have just received the basic benefits,” she explained. The payment which was made on April 15 is based on school atten- dance during the months of January and February Mrs. Jennings is encouraging beneficiaries who have queries about their payments to contact the Ministry’s office in their respective parishes. CSJP Gets More Than $1 Billion Prime Minister the Most Hon. Andrew Holness THE MINISTRY of Health is to spend some $1.32 billion under the Health Services Improvement Pro- ject to support enhanced service delivery in the pub- lic health system. This is contained in the 2016/17 Estimates of Expen- diture, tabled in the House of Representatives on April 14, by Minister of Finance and the Public Service, Hon. Audley Shaw. The targets for the fis- cal year under the project include: procurement of a Hospital Management Infor- mation System (HMIS), the preparation of designs for the construction of four polyclinics, as well as vector control support. The rehabilitation of health care facilities and the acquisition of a Linear Accelerator to be used in cancer treatment are also included in the targets. The project is being funded by the National Health Fund (NHF). Some $24 million has also been allocated, through the Consolidated Fund, to upgrade the water supply system at the Bellevue Hospital. Chief Technical Director, Social Security, Ministry of Labour and Social Security, Dionne Jennings The Rowlands Field Health Centre in St. Thomas MORE THAN $1 billion has been allocated to the Citizen Security and Justice Programme (CSJP) III, to carry out crime and violence prevention pro- grammes in targeted com- munities. This is outlined in the 2016/17 Estimates of Expen- diture, currently before the House of Representatives. The money allocated for the new fiscal year will go towards the continuation of social interventions in 50 communities by providing: parenting education and counselling interventions; vio- lence interruption services; support to 45 Community Action Committees; and support for community infrastructural projects, inclu- ding multipurpose centres. It will also be used for job training (at the Jamaica Defence Force) and employ- ment internship opportunities; business development training and small grants; support to develop 14 community safety plans and 14 com- munity profiles (to include women’s and children’s safety audits); social mar- keting and media campaigns (particularly on gang cul- ture and social norm trans- formation); and the devel- opment of a case management system for adequate moni- toring of interventions. An entity of the Ministry of National Security, CSJP aims to prevent and reduce violence, strengthen crime management capabilities, and improve the delivery of judicial services. A SUM of $651 million has been allocated to the Strategic Public Sector Transformation Project in the 2016/17 Estimates of Expenditure, now before the House of Representatives. The project, which is being funded by the United Kingdom’s Department for International Development, the Government of Jamaica and the International Bank for Reconstruction and Development, is aimed at strengthening public res- ource management and support for selected public sector institutions, in facili- tating a more enabling environment for private sector growth. Earmarked activities for this fiscal year include: the continuation of the design and implementation of the Public Investment Manage- ment Information System (PIMIS); and conducting public investment man- agement stakeholder sen- sitisation workshops in all Ministries, Departments and Agencies. Other activities include supporting the process of investigating the viability of entities being considered for merger, contracting out, divestment or closure as appropriate, by conducting a detailed operational review; training of National Com- pliance and Regulatory Authority (NCRA) staff; and beginning the prepa- ration of Jamaica National Agency for Accreditation (JANAAC) to offer ISO17020 accreditation. The project is being implemented by the Ministry of Finance and the Public Service. The project, which started in August 2014, is slated to end in January 2020. Transformation Project Gets $651 Million The Waterhouse Community Multi-purpose Centre was constructed through the Citizen Security and Justice Programme (CSJP). It was officially opened last year.
