Odisha government has asked its 3 lakh-odd employees to enrol into policy-oriented online

courses offered by institutions like IMF, World Bank and Abdul Latif Jameel Poverty Action Lab

for a grounding on fiscal policy, financial markets and institutions and macroeconomic

management among several other subjects.

The finance department in a letter asked all the departments to order the Group-A, B and C

employees to get themselves registered for the online courses offered by these institutions as

part of the holistic development of the skills of the employees.

“There are several online courses available in areas like poverty reduction and

macroeconomics which the employees have to attend and get the certificates on successful

completion, which would be entered into service books of employees. The employees have to

pay up for the course fees from their pocket and when they get the certificate then we will

reimburse the fees. However, no reimbursement will be done in case the employee fails to clear

the exam conducted by the institution,” said finance secretary AKK Meena.

Meena said the employees have to choose a course which is relevant to the government work

that they are doing. “If an engineer in RD or works department and wants to do a course in

road technology, we would encourage it. If a health department staff wants to do a course on

public health that are being offered by Harvard University, we would allow it. The idea is to

ensure advanced learning without taking leave from office,” he said. The employees can also

choose from courses offered by Indian institutes like IIM and IIT.

Institutions like IMF, World Bank and Abdul Latif Jameel Poverty Action Lab provide these

online courses through tie-ups with renowned institutions like Masachussets Institute of

Technology. MIT is currently offering courses on challenges of global poverty, foundations of

development policy, political economy and economic development and principles of

microeconomics. This year’s Nobel laureate for Economics, Abhijit Banerjee and Esther Duflo

are some of the teachers who will be imparting the online training.

The IMF’s online training program includes topics such as macroeconomic analysis, monetary

and fiscal policy, macro-financial linkages, balance of payments issues, financial markets and

institutions, as well as statistical and legal frameworks.

The state government has not made any separate budgetary allocations for reimbursement of

the training costs to the employees for this year as enough funds are available in the capacity

building heads of each department.

Officials said from next year, separate budgetary allocation may be made for the employees

once large number of employees start enrolling in the programme.

The e-learning is part of chief minister Naveen Patnaik’s 5T initiative -- technology,

transparency, teamwork, time and transformation -- to bring about radical change in

governance system. After getting elected for 5th consecutive term in May this year, Patnaik

has been busy sermonising his officials to be accountable to people while stressing on

implementation of 5T. The government has already decided to accord 20 per cent weightage

for the performance of government employees in the implementation of 5T components.

Government employees have welcomed the move saying anything that helps them do their job

better is always welcome, but said government should look at manpower crunch affecting

sanctioned government posts are vacant in the state. When someone is getting retired, the

posts are not being filled up. The employees are already overworked and an online course may

not help much in optimising their potential at the workplace,” said Braja Nanda, a leader of the

state government employees federation.

Former state finance minister and noted public policy analyst Panchanan Kanungo said such e-

learning courses would not improve the governance. “The government can take all measures of

modernising the administration through things like 5T. As on date, Odisha needs 2.7 lakh

skilled teachers starting from primary school to university which we don’t have. There are not

enough policemen to detect crimes. Similarly, the hospitals don’t have enough doctors and

skilled technicians. Till the time these things are not taken care of, e-learning would be of

little use,” said Kanungo.

SMS service messages, including ‘one time passwords’ (OTPs), resumed on Tuesday for 40 lakh

subscribers in Kashmir following several requests from the public, particularly the business

community, officials here said.

Though the Jammu and Kashmir administration allowed service providers to resume machine-

based messages, subscribers will not be allowed to send any messages from their mobiles, the

officials said.

The resumption of service messages will help the general public, especially business-persons,

receive service messages from banks, they said.

Phones fell silent on August 5, when the Centre revoked Jammu and Kashmir’s special status

and reorganised the state into two union territories -- Jammu and Kashmir, and Ladakh.

Mobile phones in Kashmir buzzed back to life after a gap of 72 days on October 14, but SMS

facilities were stopped within a few hours after the Army claimed terrorists were using SMS

services to mobilse people.

Over 25 lakh prepaid mobile phones and internet services, including WhatsApp, remain

deactivated for now, the officials said.

On August 17, partial fixed line telephony resumed in the Valley. On September 4, nearly

50,000 landlines were declared operational.

AIMIM chief and Lok Sabha MP Asaduddin Owaisi lashed out the Shiv Sena for supporting the Citizenship Amendment Bill.(ANI)

All India Majlis-e-Ittehad-ul-Muslimeen (AIMIM) chief and Lok Sabha MP Asaduddin Owaisi

lashed out the Shiv Sena on Tuesday for supporting the contentious Citizenship Amendment

Bill or CAB and described it as “Bhangra politics”.

“This is Bhangra politics. They write ‘secular’, in common minimum programme, this bill is

against secularism and Article 14. It is politics of opportunism,” he said according to ANI.

Last month, the Maharashtra Vikas Aghadi (MVA) coalition government in Maharashtra

comprising the Sena, Congress and the nationalist Congress Party (NCP) promised secular and

inclusive governance in a document spelling out its five-year agenda.

During the debate in the Lok Sabha on Monday, Owaisi tore up the bill, alleging that it was

aimed at making Muslims “stateless”. He also warned that it would lead to another partition.

The Shiv Sena which backed the government on the CAB in Lok Sabha on Tuesday, prepared

the ground to take a sharp u-turn in the Rajya Sabha on Wednesday with party boss and

Maharashtra chief minister Uddhav Thackeray saying his MPs would back the contentious law

only if the government accepts its suggestion to hold back voting rights to brand-new citizens

for 25 years.

The Lok Sabha passed the bill with 311 MPs voting in favour of it while 80 voted against it.

In his plea, Singh, 32, also asked the Supreme Court why it was continuing with death penalty

as a punishment when lives are already getting shorter. His petition referred to the Vedas,

Puranas and Upanishads to argue that there was a time, in Satyug, when people lived for a long

time. Not any longer, he said.

Akshay Singh’s petition pointed to air pollution and unclean water in Delhi. “Everyone is

aware of what is happening in Delhi NCR in regard to water and air. Life is going short to short,

then why death penalty?” Singh asked in his petition.

Singh and three others had raped and murdered a 23-year-old paramedic student on her way

back home in December 2012. A male friend who was with her at the time of the crime was

thrashed and the woman, brutalised and dumped on the highway.

The four have been on death row for a few years now.

Akshay Singh’s petition argued against the death sentence.

“The death penalty is the premeditated and cold blooded killing of a human being by the state

in the name of justice,” he said, explaining it as an effort by the government to “promote

simplistic responses to complex human problems rather than pursing their root causes”.

The petition sought systemic reforms in the criminal justice system and argued that the

certainty of punishment was an effective deterrent, not severity of punishment.

The petition comes against the backdrop of reports that a presidential mercy plea filed by

some of the accused would be rejected soon. Once the legal challenges are over, a Delhi court

will issue a black warrant and start the process of execution within the jail premises.

Afzal Guru, convicted in the 2001 Parliament Attack case, was the last prisoner to be executed

in Tihar jail in February 2013.

Rohit Sharma might not be firing in ongoing India vs West Indies T20 series but he is surely

entertaining fans on Instagram. Kedar Jadhav recently posted an image of himself on the

popular photo-sharing app and captioned it “Be fearlessly authentic. Have a happy Monday!”.

Kedar was wearing an ethnic attire and the fans were taking a liking to his ‘authentic look’.

However, it was Rohit’s comment on the post that captured the imagination of the fans.

Indian vice-captain left everyone in splits as he commented “Zeher bhai zeher” on Kedar’s

Young all-rounder Shivam Dube paid rich tributes to vice-captain Rohit Sharma after he scored

his maiden T20I fifty against West Indies in Thiruvananthapuram on Sunday. Despite Dube’s

scintillating innings, India couldn’t get the better of Windies as they succumbed to an eight-

wicket defeat in the second T20I.

The third and final match of the series will be played at the iconic Wankhede Stadium in

Mumbai on Wednesday. Dube praised Rohit for his motivational words before the game and

stated that helped him do well against reigning World T20 champions.

The official handle of Mumbai Indians quoted Dube as saying: “Rohit Bhai helped me and he

said ‘stay calm and back your strength’. I think that was the motivation I needed from a senior

player: Shivam Dube”

Dube slammed 54 off 30 deliveries in the second T20I, including three boundaries and four

towering sixes. Not to forget three sixes in one Kieron Pollard over.

Chahal is on the threshold of a fine milestone as he needs just one scalp to become the highest

wicket-taker for India in the shortest format. He is currently tied with Ravichandran Ashwin at

the top spot with 52 scalps each. One more wicket will help the leggie become the outright top

spot holder in this illustrious list.
