Shell Offshore Inc. (SOI) herewith submits for your approval an I n i t i a l Plan of Exploration (POE) for the captioned leases.
This Plan is submitted in accordance with 30 CFR 250.34, effective December 12, 1979, and subsequent guidelines. A search for Cultural Resources is not required for tht captioned leases.
This Plan consists of a series of attachments describing details of OUT intended operations. The attachments we desire to be exempted from disclosure under the Freedom of Information Act are marked "Confidential."
The d r i l l i n g r i g we propose to use, the D r i l l Ship Discoverer Seven Seas, has previously been approved for use in the Gulf of Mexico.
D r i l l i n g and other operations w i l l be conducted under the applicable provisions of OCS Orders and other regulations, including those regarding the avoidance of potential d r i l l i n g hazards. Safety and pollution prevention and control w i l l be prime considerations during a l l operations.
SOI i s submitting a Shallow Hazards Report for the subject leases under separate cover. D r i l l i n g may commence as early as June 12, 1987 i f the D r i l l Ship Discoverer Seven Seas is available.

SOI's latest revisions to i t s " S p i l l Prevention, Control and Count erneASure Plan" were approved by the MMS on September 3, 1986. The d r i l l i n g plans proposed herewith w i l l rely primarily on the s p i l l equipment stored at the Clean Gulf Associates based i n Venice, Louisiana. Section I I I of the submitted plan l i s t s available equipment at these bases plus other bases from which additional equipment can be drawn. Sectior. I I l i s t s the preventive measures to be taken to minimize o i l s p i l l s and the reporting procedures to be followed in the event that one occurs. Section VI provides a detailed discussion of the clean-up procedures to be i n i t i a t e d , including a l i s t i n g of the personnel that make up the clean-up organization. The training of these personnel is summarized in Section X I I . Assuming two hours to load out equipment and a 12-knot cruising speed, a fast response unit can normally be on location Ja 7 hovrs.

DRILLING PHASE
A Jynamically positioned d r i l l ship w i l l be used for this exploratory d r i l l i n g . The sources of a i r emissions for a typical d r i l l ship are the main diesel set (17,000 bp), an auxiliary diesel set of about 700 hp, aod an emergency diesel set of about 120 hp. The m»in diesel set is assumed to have a 50 percent load factor and the auxiliary and emergency sets are assumed to have a one percent load factor. This totals a daily horsepower usage of 204,000 hp-hr. or a t o t a l horsepower usage of 65,280,000 hp-hr over the course of tbe d r i l l i n g period. Based on the emission rates for o i l - f i r e d reciprocating engines (Table 4.4 of EPA's Report 450/3-77-026 ent i t l e d "Atmospheric Emissions from Offshore Oil and Gas Development and Production"), the following gaseous emissions would be generated during the 320 days d r i l l i n g a c t i v i t y .

OFFSHORE LOUISIANA, MISSISSIPPI
The onshore support base for this a c t i v i t y w i l l be SOI's existing Venice Tenninal. This f a c i l i t y is located on the Mississippi River near Venice, Louisiana, approximately 35 miles upriver from the Gulf of Mexico. The physical plant covers 14 acres and includes 1,000 linear feet of waterfront, 3,000 square feet of offi c e 6pace, 3,200 square feet of personnel quartering space and 7,200 square feet of covered warehouse area. One 45-ton crane and t«»o fork trucks are used for material handling operations. No expansion of the Venice Terminal w i i l be required fcr this a c t i v i t y . In addition to the above, tubular goods w i l l usually be shipped by land to Venice from one of the contract warehouses located in Morgan City. Louisiana, which w i l l also require no expansion. Also, while personnel transported by helicopter w i l l be picked up and returned to SOI's Venice Terminal, both Air Logistics and PHI operate bases at Venice for refueling and maintenance.
