I am very pleased to announce that Rick Miller

has accepted an offer from the Master Builders Association of

Pierce County to become Executive Officer. A 10+ year veteran of home building associations, Rick directed operations for an association with over 3,000 members, numerous councils and committees, and over 300 events per year. Rick will head the MBA Pierce and be responsible for managing all activities of the MBA including working with our Board of Directors, staff, volunteers and members. He will serve as the main public contact and spokesperson for the organization and will represent the association in all professional business capacities. The MBA Pierce search committee reviewed a number of fine applications during the five-month long national search. In recommending that the Board extend him an offer, the committee was impressed by Rick’s breadth of experience and his years of service in leadership at another local home building association. On behalf of the MBA Pierce Board of Directors, I want to say that we are thrilled to have Rick become Executive Director. He has specialized in developing organizational structure, financial and cost analysis, budgeting models, expenditure and revenue forecasts, cost management and allocation and project accounting. As a skilled and effective communicator, his strengths and hands-on experience encompass all areas of responsibility that are charged to the position.

Rick is an experienced association professional with over twenty five years of experience in varying industries. He has worked in finance for several technology companies, as Controller at an executive aircraft company, and most recently in executive management at MBA King & Snohomish Counties. Anticipate seeing Rick around the MBA Pierce office during the next week or so with his first official day being November 3, 2014. Please take a moment to stop by the office, introduce yourself, and welcome him to MBA Pierce.

2013 and 2014 were busy years for the MBA Pierce’s Government Affairs program. In March 2014, MBA Pierce hosted a Housing

Forum which had over 60 attendees and featured RealEstats creator Leonard Magazine, Gardner Economics land use economist and

principal Matthew Gardner and Houzz.com’s Director of Community David Mayer. Their presentations included discussions on local, regional and national housing market progress and how the internet can impact home improvement, interior design, and decorating and landscape design.

MBA Pierce staff and members met with city mayors, councils and key land use and building staff throughout the year to keep an open dialogue with the jurisdictions throughout Pierce County. MBA Pierce hosted its monthly Legislative Strategy Committee and Forum meetings which provide members an opportunity to meet face to face with building officials and department directors from various jurisdictions to discuss issues affecting the building industry. MBA Pierce staff and members have also been meeting with jurisdictions monthly to formulate the Universal Base Plan Program, which would allow builders to submit a house plan for full review in one jurisdiction and have other jurisdictions accept that review with just a “light” review by their own staff.

Participating jurisdictions in this program include Pierce County, Tacoma, Auburn, Lakewood and Edgewood and it is expected to expand and include other jurisdictions in the coming months. The Universal Base Plan Program is expected to go live in October 2014. Key issues which were addressed this last year included local Shoreline Master Programs; Pierce County sewer capacity charges; stormwater management manual and NPDES permit update; impact fees, vesting and impact fee deferrals; educating governments on the positive economic impacts of housing; permit fees; electric vehicle requirements and pipestem lot regulations in Tacoma; tree preservation standards; comprehensive plan updates; community onsite septic systems; on-line government permitting systems; local transportation planning; affordable housing regulations; Pierce County Buildable Lands Report; construction and demolition waste services; capital facilities plans and more.

In 2014, the Builders Group made great strides in expanding its operation and garnering more member

activity under the leadership of its current steering committee. Current steering committee members include Gary Patterson, Mike Schwartz, Deb Hollenbeck, Cliff Kendall, Amanda Spruell and Bill Sager. In February, 2014 the

Builders Group held their first meeting at Milgard Windows & Doors in Fife. Over 30 builder members were in attendance and speakers gave presentations on Milgard Windows & Doors products and on the general contractors’ contract and how it relates to the insurance policy.

TheGroup also held a networking event at the Tacoma Rainiers and met at Signature Design & Cabinetry where they received education on Signature Design & Cabinetry products as well as a presentation from a Pierce County Building Official regarding electronic based inspections. In July, the Group hosted its first ever Family Day & Retro Check event where over 100 members and their families showed up to enjoy zebra, camel and horse rides while picking up their checks. Children were able to see and interact with baby pigs, rabbits, sheep, goats, wallaroos, play on a bouncy house and find some candy in the hay! The adults enjoyed the barbeque and networking opportunities which made for a memorable evening. Current Builders Group plans include a November 2014 meeting hosted by James Hardie Building Products; hosting a Family Day & Retro Check event in 2015; meeting in 2015 bi-monthly to offer more educational and business oriented meetings; pursue incentives for BuildersGroup members and more. Design Professionals CouncilIn its fifth year of existence at MBA Pierce, the Design

Professionals Council continues to be a positive force at MBA. 50 members strong with active networking and educational programs, the DPC is looking forward to 2015 with more growth in membership and opportunities to present to its members.

January was a great month with our MBA Partners, Built Green, as we combined forces to put together a fantastic booth for the Home & Garden Show. Thank you to our meeting hosts – Wren & Willow, Hope Furnishings, Olympic Landscape & Irrigation, Albert Lee Appliances, Sound Concrete Countertops, Blue Dolfin Interiors, Milgard Windows and Doors, and Studio Home. Also special thanks to our program speakers – City of Tacoma, Lori Bemis of McGavick Graves, Devin Rosen of Water Concepts, Jason Wilton of Milgard Windows & Doors, and Gayle Kassen of Crescent Lighting. Our year started in December as the Remodelors Council had nearly 45

volunteers and more than 300 volunteer hours at the Festival of Trees Designer Day. In January we were hosted by PARR

Cabinet Outlet and we had a booth at the Tacoma Home Show. Studio Home showed off their new showroom in University Place in February. In March Orca Granite & Stone and Royal Cabinets provided a great venue and Mexican dinner. April we prepared for the REX Awards in May and heard from a Washington Historian at our dinner meeting at the STAR Center, hosted by Hyland Cabinetworks and Contour Countertops.

Our annual REX Awards was held at the new Allenmore Events Center, with nearly 120 in attendance it was a great night for all. In June we visited a new member site that collects many unique items – Earthwise Salvage. Our Crab Feed was the MBA’s General Membership Meeting this year at Chamber’s Bay. Gray Lumber, James Hardie, Marvin Windows, Milgard Windows and Doors, Hyland Cabinetworks, APP, AAA KARTAK Glass & Closets, and Contour Countertops all supported this great event.

Our Sizzling Steak dinner was one of the best ever this year at Contract Furnishings Mart in August and Crescent Lighting supplied us with great Spaghetti Factory dinner and information from Lutron in September. In

October we will visit Milgard Windows and Doors. The Tour of Remodeled Homes had 10 homes featured in Lakewood, Bonney Lake, Gig Harbor, University Place and North Tacoma. More than 250 guests visited the homes with comments like, “This house should be on the Street of Dreams” and “I hope you always do this tour, it is one of the things I look forward to every year!” Voting for our new chair will be held at our November meeting, hope to see you there!

Membership

In January, we started out the year with two brand new chairs – Membership Committee Chair Rob Hanlon, with the American Cancer Society, and Vice Chair

Chris Lockhart, with AAA KARTAK Glass & Closet. After having such a great year in 2013, we were committed to focusing on retention and growth in 2014. As of the writing of this report, we are showing increases in both - Membership has grown to 648 and our retention rate has increased to 78.3%. Over 120 new Builder and Associate members have joined MBA Pierce since January!

In February, 16 MBA Pierce recruiters traveled to the International Builders Show in Las Vegas as part of their “earnings” for recruiting new members in 2013. An extra bonus this year, IBS combined with the Kitchen & Bath Industry Show and made for an even more informative and interesting show! Also, MBA Pierce Member Benefit Partner, Associated Petroleum Products, rolled out their new National Fuel Program, offering local associations nation-wide the opportunity to participate in a fuel rebate program!

In May, part one of NAHB’s Recruit-Engage-Retain Membership Drive kicked into high gear and our membership recruiters got busy! September was month two of the NAHB drive and almost 30 new members became a part of MBA Pierce.

AuctionFor the first time in almost 20 years, the Master Builders

Association held a public auction to benefit its operations. In addition, a special “Raise the Paddle” was held to support. Rebuilding Together South Sound.The auction committee worked long and hard over a very short 12 week period to make it happen, and on May 16, it did! With over 100 people purchasing tickets, the event featured more than 75 silent auction items and 19 live auction items, ranging from trips to international resorts to tool chests to spa packages and more. One attendee said “I heard many –many - MANY compliments about quality of auction pieces for both silent and live auction.” Every single item sold, exceeding budget expectations and helping to fund MBA’s operations in 2014 and 2015.Many paddles were raised to benefit RTSS. When the math was done, $8,050 had been generously donated by attendees. Since RTSS is able to multiply donation dollars by four, that equates to $32,200 in services donated!

Golf Classic

This year’s Annual Golf Classic, although a little wet at the start, was another great day on the course. This year

sponsors were encouraged to decorate their holes and they did – we asked them to “Tell Us A Story” in keeping in linewith President Laureen Skrivan’s acceptance speech. From “Friday the 13th” to “Hook” to our winner – ServiceMasterof Tacoma’s “Alice in Wonderland” theme it was fun to see everyone thinking outside the box! We want to thank ourcommittee chairs – Jennifer Edwards, Cobalt Mortgage and Carol Pope, Bay Equity Home Loans and their great team –Terri Moss, Weststar Pacific Mortgage; Cathi Mahan, First

American Title; Bonnie Buffington (and team) CW Title; Randy Skeen, DrainPro; Randy Kruse, Colonial Life and Rob Hanlon, American Cancer Society for an incredible event.

Community Involvement

On April 25, more than 25 members and their staff supported Walk a Mile In Her Shoes for the Sexual

Assault Center of Pierce County. MBA Pierce has been one of the largest groups supporting the walk for several years and raised nearly $1,500 this year alone. The center’s Executive Director, Tasha Smith, says these donations help ensure there is always someone on the line when victims call in. Thank you to our teams including Rick Hjelm, Tara Waits, and the Phase II crew, Barb Berntsen, Josh Dunn, Dawn Fast, Shiela Off, and our most spirited walker Scott Lee Wilson.

MBA Pierce participated in another successful PierceCounty Career Day at the Washington State Fairgrounds.

This year MBA members passed out backpacksand were judges for the 2nd annual dog house competition.While competition was stiff, members awarded studentsfrom John Rogers High School with first place for thesecond year in a row. They also won the “People’s Choice”award from students. Second place went to the studentsat Lincoln High School. Nine dog houses were built for thisyear’s competition.The goal of Career Day is to bring contractors, government,educators, and community based organization together topromote construction industry jobs to high school students.This year 2,300 students attended the event.

Starting in March members participated in our very own Builders in Schools program. This year’s change to Mt.

Tahoma High School meant members could develop their portions of the program to focus on how students could move into a career in the building industry after High School or College. Students were so enthusiastic that many of the participants offered job shadows, mentoring programs and additional advice. As a speaker in this program, it was heartwarming to see so many students engaged with our message and eager to learn more. Thank you Darren Dickerson, Ernie Dittmann, Karen Carston, Duncan Susag, Joe Maxwell, the team at Wren & Willow, Inc. for your participation.

Rampathon 2013 was a huge success thanks to thesupport of the MBA of Pierce County. Rebuilding

Together South Sound partnered with the MBA to build 5ramps for 5 female homeowners living throughout PierceCounty. Collectively our teams constructed 138 feet oframp, volunteered 320 hours and completed projects fora market value of over $15,000 to ensure the safety ofthese 5 women. The women are veterans, mothers andgrandmothers who want to live in their homes for as long aspossible. Because of the MBA of Pierce County’s supportand hard work, these women’s lives have been improvedand their homes have been made safer.

NPDES Permit hearing: The Washington State Department of Ecology (Ecology) is proposing to revise and reissue the Construction Stormwater National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge General Permit (CSWGP). The current permit was issued in December 2010 and will expire on December 31, 2015. Prior to releasing a draft permit for public comment, Ecology will hold a series of listening sessions that will provide a forum for permit holders and other interested parties to provide informal feedback on the current CSWGP, and suggestions of how it should be revised. The listening sessions are open to the public. Registration is not required, with the exception of the Statewide Webinar listening session. There will be a session on October 16, 2014 at 1:00 p.m. over at the Pierce County Environmental Services Building, 9850 64th Street W., University Place, WA. DOE Low Impact Training: The Washington State Department of Ecology (Ecology) will be hosting a series of free Low Impact Development trainings over the next several months. The classes will range from introductory courses to advanced courses on various subjects including the Construction Stormwater National Pollutant Discharge Elimination System (NPDES) permit, bioretention, permeable pavement and various other topics. course catalog for specific courses, dates and locations.Pierce County: Pierce County has begun a virtual inspection program which allows an inspector to remotely view the site using a webcam controlled by the inspectee via Skype or Facetime. Virtual inspections are being done for footings & foundation additions, re-inspections, final inspections for homeowners, water-heater & furnace replacements, verification of code enforcement, sewer & water lines and insulation. Puyallup: The City of Puyallup is currently pursuing a WSU Low Impact Development Frontage project which they hope to use as a model LID project for the region. The project is being completed in 5 phases with phase 1 focusing on roadway and stormwater improvements on West Pioneer from Clark’s Creek to Fruitland Avenue. The City will be applying for construction funding of phase 1 in fall 2014 from the Department of Ecology and would utilize a Right-of-Way donation from WSU as match for this project. Phases 2 and 3 will cover improvements to both Fruitland Avenue and West Pioneer and they are currently in a planning and design stage. The City is currently seeking grant funding for these two phases and the 2015-17 capital budget requests will cover non-roadway-specific aspects of the project. Government Affairs Continued MBAKS NPDES permit appeal: Recently Washington’s vested rights doctrine has been attacked on a legislative level. Earlier this year HB 2234 and HB 2245 were introduced and both bills attempted to diminish developer’s vested rights by delaying or prohibiting vesting under certain circumstances. The Phase 1 permit requirements include special conditions which state that new and burdensome Phase 1 permit requirements “shall apply to projects approved prior [to] July 1, 2015, which have not started construction by June 30, 2020.” This requirement would embolden anti-vesting advocates and erode the certainty developers and builders traditionally have enjoyed with respect to the rules that will apply to their projects. BIAW is filing its own amicus brief and MBAKS is filing an amicus brief that locals can sign onto in an effort to appeal the above listed NPDES permit requirement. The cost to prepare/file the amicus brief is $23,000 of which MBAKS has already raised $12,000 from its members.
