NEWSBITS APPL Training Corps member Kimberlee Riley is the new Assistant Director of the Orange County Regional History Center. A dynamic public/private partnership which began in the 1940s, Orange County and the Historical Society of Central Florida, Inc. continue to partner today in the operation of the Orange County Regional History Center. The museum, which showcases the vast collections of the Historical Society of Central Florida, is housed in the restored 1927 Orange County

Courthouse and features three floors of permanent exhibitions and also presents nationally important limited-run exhibitions. The museum is an Affiliate of the Smithsonian Institution and is accredited by the American Alliance of Museums, the highest honor a museum can receive. As Assistant Director, Kimberlee will supervise staff positions and oversee programs and operations including education, exhibits, collections, sales and marketing, development, and facilities maintenance. Additionally, she will be the liaison with Orange County departments on issues of policy and procedures and will represent the museum and Orange County in the community. APPL board member and author Audrey Peterman has just released her second book on the national park experience. Entitled Our True Nature! AGENCY NEWS Secretary of the Interior Ken Salazar has signed a Secretarial Order establishing the America’s Great Outdoors program in the Department of the Interior. The order formalizes the department’s support for President Obama’s landmark initiative to create a 21st century conservation and recreation ethic to reconnect Americans, especially young people, with the natural world. The Secretarial Order identifies projects in all 50 states that the department will help leverage its resources to get over the finish line, including conserving working landscapes; restoring rivers; and helping to create a new generation of urban parks. Bureau of Land Management Bureau of Land Management Acting Director Mike Pool has announced the selection of Jerome E. Perez as the BLM’s new director for the agency’s state office in Oregon and Washington. Perez is currently the Deputy Regional Forester for the U.S. Forest Service’s Intermountain Region in Ogden, Utah. He succeeds former Oregon/Washington State Director Ed Shepard.

National Park Service The important role Latino peoples have played in the history and development of the United States is highlighted in the National Park Service’s newest online travel itinerary, American Latino Heritage. The itinerary, which includes stops at nearly 200 historic sites in 33 states and the District of Columbia, as well as the territories of Puerto Rico and the United States Virgin Islands, is loaded with information, images, maps, and essays is available at: www.nps.gov/history/nr/travel/american_latino_heritage/ Each destination on the itinerary is connected to a park or program administered by the National Park Service,

including units of the National Park System, National Historic Landmarks, National Heritage Areas and National Historic Trails. Most are sites are also included in the National Register of Historic Places, which the National Park Service expands and maintains. Together they reflect the many diverse ways Latino peoples have contributed to and shaped the rich heritage of the United States for some 500 years. The National Park Service’s Heritage Education Services produced this itinerary in partnership with the National Conference of State Historic Preservation Officers. The American Latino Heritage itinerary is the 55th in the online Discover Our Shared Heritage travel itinerary series and is part of the Department of the Interior’s American Latino Heritage Initiative. The series supports historic preservation, promotes public awareness of history, and encourages visits to historic places throughout the country. for Workforce Management. As associate director, Vela will manage Human Resources, Learning and Development, and Equal Employment Opportunity programs affecting all employees of the National Park Service (NPS). He will ensure that the NPS has the people with the right skills, at the right place and time to carry out the mission.

• Jim Bacon has been selected as the new superintendent of National Park of American Samoa. Bacon will begin his new assignment in November.

• H. Tyrone Brandyburg has been selected as the new superintendent of Carl Sandburg Home National Historic Site. He will report to his new assignment in this month.

• Denice Swanke has been named superintendent of Little Bighorn Battlefield National Monument. She reports for duty at Little Bighorn Battlefield on October 15.

• Gayle Hazelwood has been selected as the next superintendent of Stones River National Battlefield. She will begin her new assignment on October 21.

• Reed Robinson has been named superintendent of Devils Tower National Monument. Robinson reports for duty on November 18.

The Intermountain Region has awarded park ranger Jeff Wolin of Florissant Fossil Beds National Monument the region’s 2012 Freeman Tilden Award for excellence in interpretation. Wolin, with six other regional winners, is now under consideration for the National Park Service’s national Freeman Tilden Award, which will be presented in November at the National Association for Interpretation’s annual workshop. Wolin was nominated for his vision and work in developing the Park Service’s first Junior Ranger music compact disc, which is scheduled for release this month. Wolin wrote and/or musically arranged, performed and coordinated the production of 19 original songs about a wide variety of national park themes, resources and geographical locales. He wrote them as interpretive learning tools to help diverse youth connect with the national parks. Over the past year, Wolin, who accompanies himself on guitar, performed the songs across the country at a variety of Park Service and Department of the Interior special events. As the idea of producing a Junior Ranger music album began to take shape, he started collaborative partnerships between his Colorado park and the Washington Office, the National Park Foundation, Eastern National Cooperating Association, and New Orleans Jazz National Historical Park. Proceeds from CD sales are expected to provide long-term funding for the national Junior Ranger Program. The Arrowhead newsletter, produced by Eastern National for the Employees & Alumni Association of the National Park Service, is going digital! (Call to Action item #17) Starting with the next issue – coming soon – the Arrowhead will be available only on InsideNPS and will not be printed and mailed to employees’ homes. Providing the newsletter online reduces paper use and mailing costs, and when it's posted there will still be options to download it and print as needed.

U.S. Army Corps of Engineers Nominations from across the Corps to recognize an outstanding Partner for their contributions to the Recreation and Environmental Stewardship programs are now being accepted. Award recipients will be recognized in Portland, OR during the Association of Partners for Public Lands (APPL) annual conference, which will be held March 10-14, 2013. U.S. Fish and Wildlife Service The 2012 Refuge Photo Contest is now open and accepting entries through October 12, the end of National Wildlife Refuge Week. This year Southwest Airlines, the official airlines of NWRA, has generously donated the grand prize of $2,000 and 4 round trip tickets. The Sangre de Cristo Conservation Area has been formally established of as the nation’s 558th unit of the National Wildlife Refuge System. Noted conservationist Louis Bacon, a longtime advocate and proponent of landscape and wildlife conservation, is donating a conservation easement on nearly 77,000 acres of his 81,400-acre Trinchera Ranch. This action builds on his previously announced intention also to donate a perpetual conservation easement on the 90,000 acre Blanca Ranch, bringing the total amount of permanently protected land to nearly 170,000 acres. When completed, the two easements will represent the largest donation ever to the U.S. Fish and Wildlife Service (Service). The Blanca Ranch easement donation is expected to be finalized later this year. Colorado Open Lands will jointly monitor and support the conservation efforts with the Service. The agreement marks one of the first cooperative arrangements of its kind among the federal government, a private land trust and a private landowner. The U.S. Senate, led by Senator Chris Coons of Delaware and 25 co-sponsors, has officially designated October 14 – 20, as National Wildlife Refuge Week. The Senate resolution acknowledged the importance of national wildlife refuges for their recreational opportunities, their contribution to local economies and their role in keeping alive the American heritage of hunting and fishing. The resolution also reaffirmed the intent of the Senate to continue working to conserve wildlife and manage the National Wildlife Refuge System for current and future generations. Robert Steiner, an artist from San Francisco, CA, is the winner of the 2012 Federal Duck Stamp Art Contest, the only juried art competition sponsored by the federal government. This is Steiner’s second Federal Duck Stamp Contest win. His art previously appeared on the 1998-1999 Federal Duck Stamp. Of 192 entries in this year’s two-day competition, 17 entries made it through to the final round of judging. Paul Bridgeford of Des Moines, Iowa, placed second with his acrylic painting of a pair of northern shovelers. Gerald Mobley of Claremore, Okla., took third place with his acrylic painting of a pair of northern shovelers. Mobley’s art appeared on the 1985-1986 Federal Duck Stamp. You may buy Federal Duck Stamps at many national wildlife refuges, the U.S. Postal Service, or online at www.fws.gov/duckstamps/stamps.htm. Waterfowl hunters age 16 and older are required to purchase and carry the current Migratory Bird Conservation and Hunting Stamp – commonly known as the Duck Stamp. Conservationists, stamp collectors and others may also purchase the stamp in support of habitat conservation. A current Duck Stamp can also be used for free admission to any National Wildlife Refuge open to the public. Ninety-eight percent of the proceeds from sale of the $15 Federal Duck Stamp go to the Migratory Bird Conservation Fund, which supports the purchase of migratory bird habitat for inclusion into the National Wildlife Refuge System. Eligible species for this year’s Federal Duck Stamp Contest were the brand, Canada goose, common goldeneye, Northern shoveled and ruddy duck. The Fish and Wildlife Service’s new refuge trail finder enables visitors to search for hiking trails by state, trail name or refuge. Details about each trail include length, grade, slope and special features such as an observation deck, boardwalk or designation as a National Recreation or National Historic Trail. FEDERAL UPDATES The White House Office of Management and Budget (OMB) has proposed comprehensive reforms to the federal grantmaking procedures designed to reduce audit requirements, modify cost reimbursement rules, and reform complex administrative rules for federal grants to nonprofits and other entities. The reform effort is part of the President’s red-tape review initiative designed to increase efficiency and effectiveness of grant programs by eliminating unnecessary and duplicative requirements. Once the proposals are published, the public will have 60 days to submit comments, and then the OMB will finalize the new guidelines, presumably by early next year.

FUNDING OPPORTUNITIES National Endowment for the Humanities’ Sustaining Cultural Heritage Collections program provides support to meet the complex challenge of preserving large and diverse holdings of humanities materials for future generations by supporting preventive conservation measures that mitigate deterioration and prolong the useful life of collections. Support is provided for preventive conservation measures, which encompass managing relative humidity, temperature, light, and pollutants in collection spaces; providing protective storage enclosures and systems for collections; and safeguarding collections from theft and from natural and man-made disasters. The application deadline is December 4. Details are available at www.neh.gov/grants/preservation/sustaining-cultural-heritage-collections The Environmental Education Regional Grants program of the Environmental Protection Agency supports environmental education projects that promote environmental stewardship and help develop knowledgeable and responsible students, teachers, and citizens. The Japanese American Confinement Sites Grant Program provides support for identifying, researching, evaluating, interpreting, protecting, restoring, repairing, and acquiring historic confinement sites where Japanese-Americans were detained during World War II. The Migratory Bird Joint Ventures, Midwest Region program supports monitoring and applied research, projects to address conservation priorities, and proposals related to coordination, outreach, planning, and habitat restoration and enhancement for migratory birds. The Museum Assessment Program (MAP) of the Institute of Museum and Library Services provides support to museums to assess their strengths and weaknesses, and plan for the future. Types of assessment include organizational/institutional assessment, collections stewardship/collections management assessment, and community engagement/public dimension assessment. The Conservation Assessment Program (CAP) provides support to professional conservators to identify conservation priorities. Eligible applicants include museums, aquariums, zoos, gardens, science centers, and historical sites. The application deadline for both programs is December 1. The North Face has announced the opening of the second cycle of the 2012 Explore Fund™ grant-giving program, which will provide $125,000 in micro-grants to support non-profit organizations that are getting youth outdoors. During this cycle of The North Face Explore Fund, grants of up to $2,500 will be awarded to non-profit organizations with activities geared toward fall and winter activities based on three different focus areas: access to front and back country recreation, education for personal and environmental health, and connection to nature that will empower the future leaders of tomorrow. Applications for The North Face Explore Fund 2012 Fall/2013 Winter cycle are now being accepted online through October 8. The most promising projects will be announced on November 7. The Conservation Alliance is a group of outdoor businesses whose collective contributions support grassroots citizen-action groups and their efforts to protect wild and natural areas in North America where outdoor enthusiasts spend their time. Funded programs should focus primarily on direct action to protect specific threatened wild places and waterways. The Alliance is not looking for mainstream education or scientific research projects, but rather for active campaigns. Grants of up to $50,000 are provided. Before applying for funding, an organization must first be nominated by one of the Alliance's member companies. The upcoming nomination deadline is November 1. The Alliance will send each nominated organization a request for proposal, including instructions on submitting a full request, which is due December.
