Economic News
Thai authorities were working overtime during the weekend after online was buzzing
with reports that 10’s of thousands of Thais were charged from less than $1 to $1,000+
for online transactions.
The move prompted the Bank of Thailand (BoT) and the Thai Bankers
Assocaition to hold a meeting over the weekend.
The issue was serious enough for Prime Minister Prayut Chan-o-cha to come out
to make a statement, thus prompting the Royal Thai Police to spring into action.
The issue was raised by people when people were charged for ‘EDC’ and the
transactions ranged from 29.99 baht all the way to 30,000+ baht per transaction,
with some being charged to the tune of 113,000 baht.
The transactions were charged to both credit card and to debit cards of people
who were using these cards for online purchases.
There have been many complaints from bank account owners that their account
Money has been cut in small amounts.
The BoT said it recognized the problem and decided to call an urgent meeting to
identify the cause, solutions and methods to prevent or help further.
The BoT has said that if the transactions were not undertaken by those who have
been charged could appeal and seek refund but the banks have said that it could
take up to 90-days to get a refund.
Reports suggest that as of this morning as many 20,000 people have been
impacted from this online hacking/transaction.
Bangkok Metropolitan Administration (BMA) has come out to say that gearing up for
Bangkok’s reopening in response to the government’s quarantine-free reopening plan on
November 1st.
Thai Restaurant Association president Thaniwan Kulmongkol said its agency
will join a meeting of the BMA’s committee to lay down policy for the reopening
of borders to welcome foreign tourists in Bangkok.
Other agencies to be present at the meeting are the Professional Tourist Guide
Association of Thailand, the Association of Thai Travel Agents and the Thai Spa
Association.
Previously, the private sector has offered guidelines to open a safe city and
recommends using a Digital Health Pass to reopen business. The BMA is said to
plan to embrace other approaches such as Thailand Pass co-developed by the
Department of Customs and the Ministry of Foreign Affairs to screen Thai and
foreign nationals before entering Thailand.
The Digital Health Pass is a system for issuing QR codes which show an
individual’s vaccination status and RT-PCR test results if required by public
services, restaurants and domestic flights.
Prior to the pandemic, Bangkok welcomed 66.9 million domestic and foreign
visitors in 2019. Out of this 24.8 million were foreign visitors who generated
close to 1 trillion baht to the economy.
The BMA aims to have 70% of the capital’s population to be fully vaccinated by
Oct 22, in line with its projected target.
The country’s reopening will help boost economic growth momentum next year if the
Covid-19 situation is well-managed, the Kasikorn Research Centre (KReseach) said.
Charl Kengchon, KReseach’s managing director, said the opening of the country
may drive GDP to positive growth of 3.7%. However, the centre has not revise
its economic growth forecast of this year which is predicted to see a contraction
of 0.5%. The centre will have to wait for clarity of the country’s economic
outlook again before it raise the country’s GDP growth outlook if it may reach
4% next year in a new round by the end of this month.
Phacharaphot Nuntramas, deputy managing director of Krungthai Compass, the
think tank of Krungthai Bank, is convinced that the country’s reopening will help
push Thailand’s economic growth next year if the country sees a return of 5
million foreign tourists. This could drive Thailand’s GDP growth to 6% next
year, compared with its previous forecast of 3.9%.
Thailand could achieve 1.3% economic growth this year, as forecast by the Fiscal Policy
Office (FPO), said Pisit Puapan, director of the Bureau of Macroeconomic Policy.
Factors to watch in the final quarter this year include the performance of the
export sector, domestic spending, and the results of the government's stimulus
packages. If all these factors fail to perform well, the FPO might cut its economic
growth forecast, Mr Pisit said. If the projection is downgraded, it would be a
minor change, he said.
The FPO is scheduled to announce its updated GDP growth projection on Oct 28.
The office projected GDP growth of 4.5% in 2022.
Smokers are set to see the new excise tax structure for new retail cigarette prices by 6-8
baht per pack from today as convenience stores and grocery shops announced.
A 20% tax rate is applied to the retail price for cigarette packs costing up to 60
baht. If the retail price is 55 baht per pack, the state-run Excise Department has
increased the retail price of cigarettes priced at 55 baht per pack to 63 baht, 60 to
66 baht and 95 to 102 baht per pack.
The retail prices of imported cigarette brands are set to increase from November
1, from 60 baht per pack to 68-72 baht. However, retail prices for more expensive
products priced from 150 baht will remain unchanged for now.
SET-listed property developer Sena Development Plc (SENA) earmarked more than 2
billion baht to take over ongoing development projects to cut down on construction
period and operation costs.
CEO Kessara Thanyalakpark said the company plans to spend more than 2
billion baht to acquire 3 condo projects on Rattanathibet Road, Charoen Nakhon
Road and in the Bang Sue-Tao Poon area which will be developed under a new
brand called “FLEXI”, targeting Gen Y & Gen Z and the New Generation.
Kessara expected the sluggish condo market to pick up as the number of unsold
condo inventory decreases.
The company has marked the price of new con projects at between 1.5-2.5
million baht per unit. Kessara said the company is ready to wrap up 3 property
projects under the budget of 2 billion.
The impact of the pandemic caused SENA to cut its 2021 presales target to 7.111
billion baht from 11 billion, slashing its transfer target to 6.943 billion baht from
10 billion.
Meanwhile the price of food in Thailand is on the rise and one of the price rise is being
witnessed in the prices of pork.
The price of pork is on the rise and could reach as much as 100 baht/kg for live
animal as weakening Thai Baht has taken a toll on the animal feed prices which
has risen
This has prompted the farms to lower their output and as of now just about
25,000 live pigs are in the market per day, down by 50% from 50,000 in the past.

This week is set to be an interesting one as one of the maverick politicaians and a
workhorse of 2014 coup leader – Prayut Chan-o-cha, is set to hear the fate of his future
from the ‘Constitutional Court’.
Paiboon Nititawan, the party list MP from People’s Reform party, that had won
just 1 seat with a mere 30,000 votes in his bag, had merged his part with Palang
Pracharat party (PPRP) in August 2019.
As many as 60 MPs have petitioned the Constituational Court to hear the case of
how Paiboon had not shuttered his party’s operations before joining PPRP, a
prerequisite to jumping into a new party.
Under the 2016 constitution a party list MP loses his/her position as soon
as they quit or move from the party that they are representing (in this case
People’s Reform Party) but Paiboon continued to remain a MP in a new
bigger outfit – PPRP.
The constitutional court that has managed to give judgments that no Thais can
ever understand (remember how PPRP’s Secretary General – Thamanat Prompao,
was let off the hook for his conviction of drug dealing in Australia because
Australia was not part of Thailand’s sovereign area thus indicating that a
conviction as severe as heroin smuggling was ‘okay’ as long as it was outside the
sovereign state of Thailand).
The decision on Paiboon’s future is likely to give a new twist to how the
system can accommodate and be bent by those who are supposed to
protect it.
Thais don’t have to wait too long, they can tune in to another sitcom on
Wednesday for a good laugh.
60 MPs have asked CC to vote on Paiboon’s status
All eyes should be on Pheu Thai as it is scheduled to hold annual general meeting (AGM)
to be held in Khon Kaen province on October 28. The meeting is expected to focus on the
selection of a new executive board to replace 4 vacant seats including 2 deputy leaders
and 2 executive members.
Pheu Thai’s secretary-general Prasert Chanthararuangthong said the party will not
made any revelation about its PM candidate at the planned AGM on the day but
said it has someone in mind whom he believed will impress the public.
Pheu Thai is gearing up for the next general election with a fresh new logo although it
has yet revealed its PM candidate.
Phumtham Wechayachai, an adviser to Pheu Thai leader Sompong Amornvivat,
and leader of the “Care” group announced changes to the Pheu Thai’s new logo.
The party’s new logo is to give the party’s new look that is bolder and brighter
than the previous one. The party theme comes in a new font in the bright red
background. Phumtham said the bright red colour reflects the party’s long fight
for democracy while the word “tomorrow” is used to echo its determination to
thrive in the future like when the Pheu Thai-led government ruled the country.
Phumtham said the new logo was launched to glorify the party’s success since it
was Thai Rak Thai. He confirmed that Pheu Thai is the only party that will field
candidates across 400 constituencies in Thailand and 100 list MPs in the party-list
system.
Interestingly, Pheu Thai’s plan to hold its AGM at the end of this month in Khon
Kaen raised speculation that it may clash with the Move Forward Party which will
hold its AGM in Khon Kaen on October 16. Pheu Thai has the highest numbers of
MPs in the northeast.
Pita Limjaroenrat, leader of the Move Forward Party, yesterday came out to
declare he will be the party’s candidate for the post of prime minister in the next
general election.
The Democrat Party is pushing for draft amendments to laws governing local elections to
allow MPs, senators and state officials to help candidates campaign for local elections.
Democrat Party deputy leader Ong-art Klampaibul said the party has assigned its
legal team to draw up amendments to laws governing local polls. He said the
party’s legal team has now completed amendment drafts and is ready to present to
the parliament president this week.
Ong-art said it made little sense that political parties are allowed by law to field
candidates for local elections but MPs, other political office holders such as
ministers, their secretaries and advisors are not allowed to help campaign for local
elections in fear of abuse of power.
The Democrats are convinced that by allowing MPs and state officials to help
parties campaign for local elections will help strengthen local politics and solidify
the country’s political system at the national level, Ong-art said.
The opposition Pheu Thai still keeps mum about its prime ministerial candidate.
However, there are reports that an MP in the northeast have called for Khunying
Potjaman Na Pombejra, his ex-wife, to take charge of the party as new leader.
In response to this call, former prime minister Thaksin Shinawatra has reportedly
shoot down the idea of having Potjaman taking the party’s helm, bragging that he
has several tactics to help Pheu Thai win a landslide victory in the next general
election.
There are reports that over the weekend Thaksin had recently made a video-call to
MPs to allow them to ask questions. Krieng Kalpatinan deputy party leader and
leaders of the northeast from Ubon Ratchathani inquired about the possibility of
giving Potjaman to lead the party in the next election battle because if Potjaman
took the position, she could be a magnet to attract old supporters.
When Thaksin heard the question, he smiled and replied: “Khunying Potjaman is
dislikes politics but in the past, she was forced to agree to it.
“Khunying [Potjaman] is probably too old and if absolutely not necessary
Khunying won’t ask for politics because she doesn’t like it. The second is
that she is not good at speaking. She can chair a meeting but she is not
good at going up and giving a speech on the stage to greet the people.”
Another report said the leader of Pheu Thai MPs in the northeast has also pushed
for Khunying Sudarat Keyuraphan, strategic chairwoman of the Thai Sang Thai
(Build Thai) Party to run party affairs instead if he fails to pressure party
heavyweights to tip Potjaman to take charge of the party.
The leader of Pheu Thai MPs in the northeast is said to plan to meet Thaksin in
Dubai at the end of this month to stress its demand. Speculation is already rife
that his call may face resistance from the Care group under a Pheu Thai
breakaway faction after its leaders have made clear that the group do not
welcome Sudarat’s return. Both Thaksin and Potjaman dismissed the possibility
of Sudarat’s return.
A majority of Thais are against the government’s plan to reopen the country to vaccinated
foreign tourists on November 1, according to a recent survey by Suan Dusit Rajabhat
University, or Suan Dusit Poll, citing their fear that tourists will bring in new infections
and not enough locals have been vaccinated against Covid-19.
The poll asked 1,392 respondents what they thought about Prime Minister Prayut
Chan-o-cha’s plan to open the country to fully vaccinated foreign tourists from
November 1.
A majority of respondents, 59.86%, disapproved of the plan while 60.10% think it
was not the right time to reopen the country. The respondents also said Thailand
should only open its doors to foreigners if more than 70 per cent of the population
has been vaccinated, the outbreak is brought under control and public health
facilities are prepared to deal with new variations of the virus.
When asked about important factors for the opening of borders,
78% of respondents said 70% of the Thai population must be vaccinated
before the opening of the borders to foreign arrivals
60% expect lockdown restrictions to be re-imposed
55% believe the health system will be overwhelmed
43% believe COVID infections will surge
31% said the health care system must be ready
65% said safety of tourist attractions and public venues must be ensured to
build confidence
29% said the opening of the borders will help the economy
74% believe more people will be employed
7% believe tourism revenue will increase
Meanwhile, the opposition Pheu Thai Party said it was not against the reopening
of the country but pushed for the government to cut down on the night time
curfew hours from 23.00-03.00 hrs from October 16.
At a press conference held yesterday on the government’s readiness to reopen
Thailand’s borders, Yutthapong Charassathien, deputy leader of the party, voiced
concern about Thailand’s infection rate which remains relatively high compared
with other countries in preparation for the reopening of the borders while
Thailand still has low vaccination rates, compared with major countries.
In the lead-up to the government’s plan to reopen the borders to vaccinated
foreign visitors on November 1, merely 35.8% of the population have received 2
shots, compared with other major countries that opened their borders to foreign
visitors. The US, 57.3%, Japan 66.5%, Germany 65.7%, France 67/2%, England
66.7%.
Preparations for elections continue to shape up and Palang Pracharat party chief and
Deputy Prime Minister and the man famous for his ‘borrowing of millions of dollar worth
watches from his dead friends – Prawit Wongsuwon, is set to be in Kanchanaburi later
this week for ‘meeting people to listen to their problems’.
This follows the visit by many other parties including Pheu Thai party which was
in Ayuthya province over the weekend.
This comes as the parliament is set to open for the winter session starting November 1
Incumbent Prime Minister and coup leader General Prayut Chan-o-cha and Democrat
Party leader Jurin Laksanawisit won the highest favour as prime ministerial candidates,
according to a new Super Poll survey.
The poll said a majority of public, 68.2%, supported Prayut as the top prime
ministerial candidate in the next general election while 59.3% of respondents said
they preferred Jurin due to his extensive political experience and strong
performance. Khunying Sudarat Keyuraphan was ranked 3rd
with 58.6% while
Korn Chatikavanij, the Kla Party’s leader, came 4th
.
Meanwhile, Pirapan Salirathavibhaga, an adviser to the Palang Pracharath Party
(PPRP) leader, has already came out to deny media speculation that he is on the
PPRP’s list of candidate for prime minister.
Pirapan brushed aside rumours that have been circulated around that he is being
touted as one of the PPRP’s prime ministerial candidates.
On protest news, the Ratsadon group announced on its Facebook to stage a rally on
October 1 to celebrate its 1st anniversary and reiterate its call for the resignation of Prime
Minister Prayut Chan-o-cha and his government, a rewrite of the constitution in all
sections and chapters and reform of the monarchy.

The Ministry of Public Health has finally moved to allow those who are looking to travel
abroad to be able to get the ‘Vaccination Certificate’ without having to go to the
Bamrasnaradura Infectious Disease Institute that one had to go.
The move comes as complaints have been made as the Bamrasnaradura Institute
used to tell people to line up from 02:00 hrs in the morning to be able to get one
of the 160 queues that the institute gave out each day to those seeking their
vaccine passports.
Now those seeking the vaccine passport to go abroad can ‘apply’ online (Thailand
4.0 finally has managed to arrive in this ancient institute).
As many 8,976 people had applied from the walk-in centre from April until
October, and overall throughout the country as many as 31,000+ people were
seeking the vaccine passports.
The Center for Covid-19 Situaiton Administration (CCSA) has setu up a ‘Regional
CCSA’ to sort out the problems of the rising cases in the south of Thailand.
This body is set to start its operations today and comes as the South of Thailand is
starting to become the epicenter of the outbreak of Covid-19 in Thailand.
Today the 1st day of sale of antigen test kits are going up for sale at 40 baht a test set but
there is a catch to this.
They can only be purchased in a box of 20 and cost 800 baht
