PROCEDURE FOR CATEGORIZING AND INVENTORYING WASTE I N STANDARD CONTAINERS

1.0 INTRODUCTION

The at tached procedure i s a method f o r us ing sur face dose r a t e measurements t o ca tegor i ze and inven to ry t h e r a d i o a c t i v e waste i n a con ta ine r . Th i s procedure i s based on c a l c u l a t i o n s t h a t r e l a t e t h e i nven to ry t o t h e su r face dose r a t e (Gedeon 1996).

2.0 BASIS AND ACCURACY

These c a l c u l a t i o n s (Gedeon 1996) a l so examined t h e parameters t h a t a f f e c t t h e su r face dose ra te - to - rad io i so tope inven to ry r e l a t i o n s h i p . leads t o t h e f o l l o w i n g conclus ions and requirements:

The su r face dose r a t e i s r e l a t i v e l y i n s e n s i t i v e t o t h e composi t ion o f t he waste ma te r ia l ; t he re fo re , a s i n g l e (upper l i m i t composit ion) curve y i e l d s a m i l d l y conserva t i ve i nven to ry . Th is conserva t i ve b i a s accommodates some o f t h e u n c e r t a i n t y assoc iated w i t h t h e method.

For t h e waste streams evaluated, t h e sur face dose r a t e i s dominated by 137Cs. i nven to ry o f 137Cs, a conserva t i ve b i a s i s i n t roduced i n t o t h e o v e r a l l i nven to ry de te rm ina t ion and c a t e g o r i z a t i o n . The g r e a t e r t h e su r face dose c o n t r i b u t i o n o f isotopes o the r than 137Cs, t h e g r e a t e r t h e b ias . t h e u n c e r t a i n t y o f t h e method.

Th is procedure i s o n l y app l i cab le i f 137Cs i s known t o e x i s t i n t h e waste i n s i g n i f i c a n t amounts.

Th is procedure should n o t be used i f t h e waste i s known t o con ta in s u f f i c i e n t q u a n t i t y o f o the r dose dominate isotopes, such as 6oCo.

Measured dose r a t e s are t o be con tac t readings made w i t h a CP meter. The c a l c u l a t i o n s assume t h a t t he cen te r o f t h e CP d e t e c t o r volume i s approx imate ly 2 inches from the con ta ine r sur face. I f an inst rument o the r than a CP i s used, ca re must be taken t o ensure t h a t t he cen te r o f that d e t e c t o r volume i s 2 inches from the con ta ine r sur face.

The 6 p o i n t s where t h e dose r a t e s should be measured a re t h e geometric cen te r o f each face o f t h e con ta ine r . o f t h e meadurements should be taken 90" apa r t on t h e circumference, half-way a long t h e l e n g t h o f t h e b a r r e l .

For l a r g e con ta ine rs , i t may be necessary t o take more than 6 readings. 4 ' x 8 ' wood boxes. S p e c i f i c a l l y , i f general con tac t readings a long the l e n g t h o f t h e box va ry by a f a c t o r o f 2.5 o r more, then a 14 p o i n t survey should be performed.
