It was great to see many of you at thetown hall meeting on Wednesday.Hopefully it was informative for those ofyou who came. We only had an hour or soto cover the information and take ques-tions, so if you want to hear more from meon the issues facing the base, be sure totune into my weekly radio show on AFN.That show happens live every Fridaymorning from 7 to 8 a.m. on 106.0 FM, andyou can even suggest topics or submitquestions via Facebook. Let’s keep the conversation going!

It’s only about three weeks until the presidential election, and every-one is talking about it. Have you mailed your ballot yet? There is stilltime for a write-in ballot, so log on to fvap.gov or call our voting assis-tance office at 081-568-3888 to exercise your right to vote. As alwaysduring election cycles, remember to keep conversations polite and civiland, if you’re wearing a uniform, remember to remain neutral, as whileyou are in uniform you represent the service. It’s especially easy tocross this line on social media, where people have the propensity topost first and regret later. If you are in uniform, or if your social mediaprofile clearly identifies you as a member of the U.S. military, you arenot necessarily free to share your opinion. I encourage you to thinkbefore you post.

On the subject of social media, I want to encourage everyone to thinkbefore posting, regardless of the topic. There are a number of ways wecan cause harm by venting our frustrations on the Internet. Not onlycould we be bullying, threatening, or demeaning to someone, we couldbe putting our troops in harm’s way. We’ve all seen the AFN commer-cials on operational security. You may be upset that your wife’s deploy-ment just got extended for another two weeks, but your post about itjust told a foreign intelligence analyst that same information. Pleaseuse good judgment online.

If you’ve used the bowling alley or the movie theater this week, youknow they’ve both undergone some extensive renovation. Thanks toCommander, Navy Installations Command (CNIC), we now have 3Dmovies and a state-of-the-art bowling center that looks really sharp. Iencourage you to go check out those two facilities. I predict you will bevery impressed.

Tomorrow is the U.S. Navy’s 237th birthday. We’re honoring theNavy’s birthday today with a bell ringing ceremony on Capodichinoand again next week at the Navy Ball. There is a wealth of heritageand heroism in the annals of the United States Navy, and I encourageanyone connected to the Navy — sailor, civilian, family member, evena member of our sister services or NATO nations — to familiarizethemselves with these stories. Our stories hearken back to John PaulJones and his improbable victory over the British frigate Serapis, andcontinue through the years to the ironclad battles in the Civil War.They include the Great White Fleet’s cruise around the world; the bat-tles fought on, above, and under the sea in the Pacific during WorldWar II; and the counter-piracy and maritime security operations weare engaged in all over the world today. Many of you know that 70 per-cent of the world is covered by water. It is also true that 80 percent ofthe world’s population lives near the sea, 90 of the world’s commercemoves by water, and the U.S. Navy is 100 percent on watch around theglobe, keeping the seas safe. I’m proud to be a member of U.S. Navy.Today, only 1 percent of the country’s population volunteers to serve inthe military. For those in uniform, you have already done more for yourcountry than 99 percent of the rest of the population ever will. I hopeeach and every one of you take great pride in your service and will con-tinue take advantage of the numerous opportunities the Navy offers.

Have a great weekend!

Caserta’s Royal Palace needs preservation, superintendent says

Last week, the superintendent of the RoyalPalace in Caserta appealed to the government tohelp preserve Caserta’s treasured Bourbon palace, known in Italian as the Reggia di Caserta. In thepast 10 days, two parts of the façade collapsed dueto deteriorating iron clamps that anchor the mar-ble structures. Earlier, a piece of a façade’s tympa-num fell into a square.

In the last few years, the courtyards, vestibules, park and Palatine Chapel of the landmark havebeen featured in several Hollywood movies. Thebuilding's interior appeared in George Lucas's sec-ond Star Wars trilogy, where it was the home ofthe young Queen Amidala. It has also doubled asthe Vatican in two more recent blockbusters,Mission: Impossible III and Ron Howard's adapta-tion of the Dan Brown prequel to the Da VinciCode, Angels & Demons. The Reggia di Casertahas been a World Heritage Site since 1997.

Throughout the year, artisansspecializing in making thesenativity scenes can be seen hardat work in their shops that lineVia San Gregorio Armeno. Theyproduce scenes of bark and mossthat locals can embellish to cre-ate their own vision of the nightof Christ’s birth.

In Naples, that vision mayinclude some modern-day addi-tions. The craftsmen of Via SanGregorio Armeno produce terra-cotta or wood-cut figurines ofthe Holy Family, a must for anynativity scene; but they also cre-ate representations of Naplessoccer players, notorious Italianpoliticians (Berlusconi comes tomind) and celebrities. Anotherperennial favorite for the pre-sepe is an electric-poweredNaples pizzaiolo, or pizzamaker, who can be seen slidingpizzas in and out of an oven.

I have never bought a nativityscene of my own. But that doesn’tstop me from admiring the workof these craftsmen who havespent their lives producing them.Visiting in October provides thechance to see them bent over theirwork, carefully carving a woodfigurine or painting a terracottastatuette. As it gets closer toChristmas, the crowds of localsand tourists flooding the streetmake it harder to see the artisansat work.

Of course, a visit to the streetin November and December isalso exciting, but for differentreasons. The number of items ondisplay triples in the days lead-ing up to the winter holidays, and the stores extend theirhours, creating a twinkling

A military spouse and a mother of two, Ramonahas donated most of her spare time to the USONaples for the past eight months. During theweek, she volunteers at the USO Support Siteoffice, sharing her knowledge of the area withnewcomers and community members, welcomingeach and every one with a warm smile. In thesepast months, Ramona has exceeded her simplevolunteer tasks by going above and beyond in dif-ferent ways, tangibly contributing to the successof countless USO programs including the USO

Pool Party, Pizza Fest, USO Free Bingo, USOTaste of Home Nights and many more.

Her passion, enthusiasm and dedication to theUSO mission have truly been extraordinary.During these events, Ramona has greeted thou-sands of military families to the area, has cookedfor hundreds of single service members, ensuringthey enjoyed a home cooked meal, and has liftedthe morale of children of all ages by engagingthem in fun games and activities. Since March2012, Ramona has donated close to 300 hours ofher time to the USO, providing a home away fromhome to the troops and their families.

With the upgrades to the quality of the picture

Hopes helps run the checkpoints and helps train basesecurity personnel how toadminister them.

“Security will introducethemselves, explain they areconducting a check point, andask the driver to submit to abreathalyzer test by askingthe driver to blow into adevice that will determine ifthere is any alcohol in the dri-ver’s system,” Hopes said.

If the test is positive, thensecurity personnel will sub-mit the driver to additionaltesting to determine theextent of intoxication. Theyhave many tools at their dis-posal to determine this. Onesuch tool is the Intoxilyzer5000, which can determine aperson’s precise blood alcohollevel.

If a driver refuses this test, then security personnel will

draw blood.Drivers whose blood alcohol

content readings are over thelegal limit will have theirkeys confiscated by security, and will face formal chargesand disciplinary action.

The increase in check pointsseems to be deterring DUIincidents among members ofthe NSA Naples command. Asof last week, NSA Naples’sailors had gone 111 dayswithout a DUI infraction.

Among the Naples-area mil-itary community as a whole, there have been 23 DUIinfractions so far in 2012,said Chief Air TrafficController (AW) Patrick Mick, the command Drug & AlcoholAbuse Program advisor(DAPA) for NSA Naples. Thatmay seem to be an increasefrom 2011, when 21 infrac-tions occurred throughout theentire year, but the numberscan be misleading, Mick said.

Because DUI checkpointshave tripled since 2010 and

doubled since last year, onewould expect DUI numbers toincrease by a similar amount,Mick said. Instead, the num-ber of DUI infractions hasremained relatively steady, indicating that drunk drivingincidents have actually gonedown by about two-thirds, hesaid.

Mick stresses that it’s notjust the check points that aremaking a difference.

“It’s sailors taking care ofeach other,” said Mick.

Capt. Scott Gray, the com-manding officer of NSANaples, has also startedincentive programs to encour-age sailors to make the rightchoice. If the command goes90 days DUI-free, then itssailors are authorized a dayoff. If the command goes 180days DUI-free, then itssailors get two days off.

“Bottom line is to have aplan, get that designateddriver, and if you drink, don’tdrive,” said Hopes.

The Periodic Health Asses -sment (PHA) is an annualmedical and dental check-upsailors are required to com-plete during their birth montheach year to ensure their indi-vidual medical readiness.

At Naval Branch HealthClinic Capodichino, the med-ical staff has created a four-step process to ensure every-body gets their PHA done in atimely manner.

“Before, there used to be afive-year, periodic physicalexamination that wasrequired,” said HospitalCorpsman 3rd Class AmiaStec, one of two PHA coordina-tors at Naval Branch HealthClinic Capodichino. “Then, a‘Birth Month Review’ (BMR)was created, and later in 2007,the BMR became the PHA,which is what we have today.”

Stec also explained thatsailors should get their PHAsdone during their birthmonth, since this is the bestway for everyone to remem-ber the requirement. Doingthis during the individual’sbirth month also helps pre-vent an overload of everyonetrying to get PHAs done whenthe semi-annual, PhysicalFitness Assessment (PFA)takes place.

The PHA is importantbecause not only does itensure individual medicalreadiness, but it also allows asailor to participate in thePFA, which requires a currentPHA to be on record, said Lt.Jennifer Maguire, the depart-ment head for community

health at Naval BranchHealth Clinic Capodichino.“The end goal is to make sureeverybody’s records are up todate, and I think our guys goabove and beyond to makesure this happens,” saidMaguire.

The four steps for the PHA atNaval Branch Health ClinicCapodichino involve signingup at the clinic’s front desk;completing and printing out aHealth Risk Appraisal (HRA)form online; checking out one’smedical record and completinga check off sheet for differentareas such as immunizations, dental, and optometry; andlastly, a consultation in personwith a corpsman or otherhealth care providers.

It is during the consultationsthat Hospitalman JamieKozlowski, the other PHAcoordinator at Naval BranchHealth Clinic Capodichino, believes sailors should addressany medical concerns theyhave. Sailors should not feelshy about doing so, Kozlowskisaid.

“The consultation is a sailor’schance to tell us any concernsand get them off their chest,”said Kozlowski. “We want towork with the sailor to get theright referrals and help them, whether it’s in areas such assmoking, nutrition, stress, injury prevention, or anythingelse regarding women’s andmen’s health.”

Stec also commented that thethree common issues sailorshave are high-blood pressure, high cholesterol, and highbody mass index, but theseproblems can be avoided.

“It’s easier to prevent prob-lems now then to treat them

later on down the road,” saidStec. “By the end of a PHA,there should be nothing hin-dering a sailor’s medical

FFSC Tip of the week:Retirement planning

Do you want to be a millionaire? Most people will sayyes, of course! Do you think you could be a millionaire

on a military salary? Most people would say, “No way;” how-ever, it is possible. If a 21-year-old sailor saved and invest-ed $3,000 a year or $250 a month for only six years and quitinvesting, by the age of 65 that person could have$1,047,608. If that same person waited until the age of 31and saved $3,000 a year for six years, the investment wouldonly total $403,898. A ten year delay in savings could cost$600,000. These scenarios use a rate of return of 10 percent, which is consistent with the average annual compoundedrate of return from 1926 through 2008. So, do you want tobe a millionaire? Start early and save often. Get help andideas at the Savings and Investing class at Fleet and FamilySupport Center. Call 081-811-6372 today for schedules andregistration.

What’s behind domestic violence?

Batterers use emotional, psychological, econom-ic and physical abuse

as ways of controlling victims.Abuse is not caused by stress, anger, or alcohol or other druginvolvement. Many people findit difficult to understand whypeople abuse their partners. This may be why, when wehear excuses like, “he had abad day,” “she lost her temper,”or “he was drunk and out ofcontrol,” we often accept themas viable reasons why theattack occurred.

Most people who use alcoholor other drugs do not abusetheir partners. And many peo-ple who never use alcohol orother drugs abuse their part-

ners. While it is true that per-petrators of domestic violenceare sometimes under the influ-ence of alcohol or other drugswhen the episode occurs, domestic abuse and alcohol orother drug abuse are two sepa-rate problems − neither iscaused by the other. Anyonewho abuses another personwhile under the influence ofalcohol or another drug needshelp for both problems.

Disagreements develop fromtime to time in relationships.Domestic violence is not a dis-agreement. It is a whole pat-tern of behaviors used by onepartner to establish and main-tain power and control overthe other. These behaviors canbecome more frequent andintense over time.

Emerging research andunderstanding of domestic

abuse also recognizes that insome relationships both part-ners use violence. In thesecases, the violence is not nec-essarily motivated by the needto control the partner, butrather begins as a disagree-ment that turns angry andthen becomes violent. Thispattern of domestic abuse isperpetrated equally by bothmen and women.

No one theory or factorexplains all types of abuse;however, research strongly sug-gests that men who witnessviolence as a child are morelikely to commit violencetoward their female partners asadults. For women, theresearch finds that violence ismore often motivated by selfdefense, fear, or defense of theirchildren, rather than a learnedbehavior from childhood.

Q: What exactly is Club Beyond?A: Club Beyond is a non-denominational group for kids in grades 7 through

12 that focuses on creating environments in which friends, fun and faith canconnect.

Q: Right… does that mean this is a "religious" program?A: Yes and no. It is religious in the sense that it is part of our chaplain’s

department; however, its scope is to serve the community at large. The pro-gram includes children of our religious services attendees, and it goes beyond(pun intended) to serve all the kids in our community.

Q: Is this a Protestant or a Catholic program?A: It is a community program. It includes kids of our Protestant community

and children who ascribe to the Catholic faith, in addition to kids with no par-ticular church affiliation. This is a non-proselytizing community youth pro-gram for the benefit of all of our families.

Q: So, how is Club Beyond different than any other pro-youth programwe already have on base?

A: On top of our recreational activities, games and trips, what sets ClubBeyond apart is the promotion of positive values and morals among our youth. We unashamedly believe one of the many byproducts of following God isstrengthening relationships, forming resilient character and fostering commu-nal responsibility.

Q: And how exactly do you plan on doing this?A: Through our people. Our people are the base of our ministry. We are seek-

ing to train and empower adults who not only direct games and skits, but havethe heart and the will to love kids. Let's face it, kids get bored easily. Back inmy time it was Sega, then Nintendo, then Super Nintendo, then Wii, thenXbox, and now it's Xbox Live (I think). The question is not whether we havethe latest toys to help our kids to stay out of trouble, but whether have adultswho care enough to get involved. Adults with Club Beyond are ones who willknow your son and daughter by name, who are willing to accept the kids asthey truly are, and yet love them enough to challenge them and to push themto reach their fullest potential. Our people and our faith are the difference.

Q: So, do you need any help?A: Yes! I am looking for adults who are willing to love and work with our kids.

Don't worry, we will do a good background check on you as a freebie. You onlyneed to come to one of our events and meet with me to get the process started.

Q: When does Club Beyond meet?A: Wednesdays at 5:30 p.m. at the Support Site Fellowship Hall (by the

library).

Q: How can we contact you?A: Reach me by e-mail at [email protected] or at 081-811-4603. You

can also stop by my office at the Support Site chapel.

During National Fire Prevention Week, which continuesthrough Oct. 13, the American Red Cross is focused on promotingfire safety and prevention.

It should be noted that we all should practice fire safety all yearlong. The Red Cross’ theme during this year’s Fire PreventionWeek is, “Have Two Ways Out.” The Red Cross recommends thatfamilies and households across America develop a fire escapeplan and practice it several times throughout the year with allmembers of the household. Each occupant should know at leasttwo ways to escape from every room in their house and have adesignated place at which they can all meet outside their housein case of a fire. Many fire hazards go undetected by occupantssimply because they do not take some time and follow a few stepsto fireproof their home.

Some other safety steps we can follow are: – In case of a fire, follow the escape plan that your family has

developed. – Once you are out of the house, stay out and call emergecny

personnel. On base, the number to dial is 911, while off-basethe correct number for base emergency services is 081-568-4911. To call host nation services in Italy, dial 115 for fire,112 for police and 118 for an ambulance.

– Install smoke alarms on each level of your home and insidebedrooms. Replace the batteries at least once a year. Perfommonthly tests of the smoke alarm by pushing the test buttonthat is located on the alarm.

– Prepare and have handy a family emergency kit that you cangrab on your way out of the home.

You can go to the Red Cross website at www.redcross.org/pre-pare/location/home-family/prevent-home-fires for further infor-mation on home fire safety. The local Naples American Red CrossDisaster Action Team is available to assist the community in cop-ing with a home fire. Answer to last week’s puzzle

Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain aSojourner Permit within eight days of arrival in Italy. This is different froma visa, which is merely an approval for entry into the country.

All applicants over 14 years of age must apply in person, as each person'ssignature is required at the time of application.

NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COM-ING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT.

As part of the Area Orientation process, the U.S. Region Legal ServiceOffice (RLSO EURAFSWA) assists in the preparation and oversees the acqui-sition of the Sojourner Permit for all personnel attached to U.S. Navy com-mands in the Naples area. Army and Air Force personnel stationed at JFCmust apply through the Carabiniere at the JFC Provost Marshall's Office,Building L.

Naples’ tennis team plows aheadBy David Steadham, Wildcats tennis coach

On Oct. 6, Naples fans had the rarechance to see the Naples cross coun-try team cruising around base. Forhomecoming, the team raced atNaples High School at the SupportSite, instead of at the usual course atCarney Park. The team definitelyput on a good show for the specta-tors.

The middle school students startedthings off with a 1.5 mile race.Eighth-grader Ethan Hejl finishedfirst for the boys with a time of 8:28,while seventh-grader GraceVandelac led the female finisherswith a time of 9:17.

Then the women’s varsity teamraced Aviano, last year’s runner-upin the European championship tour-nament. Destiny Mora continuedher unbeaten streak, with teammateCaroline Bracken following closebehind. They both outpaced Avianofront runner Shelby McHugh withtimes of 20:37 and 21:42. IsabellaLucy finished fourth overall with atime of 22:13, her best so far this sea-son. After Aviano’s Claudia Howe fin-ished in fifth place, it was all Naples.Alex Guinn (22:26), Amber Sheline(22:30), Jessica Poluhowich (22:35),

and Isabela Melendez (23:13) tookspots six through nine to seal anoth-er Naples victory. The Napleswomen remain undefeated this sea-son.

The men’s team showed remark-able improvement and growth thisweek. Four out of the top five Naplesfinishers had personal best times.Jacob Gray continued his ownunbeaten streak, winning in 17:39.He had teammates Bret Baldwinand Evan Bradley on his heels; theyfinished second and third with timesof 18:01 and 18:02. Aviano’s JoshuaCoudright ran tough to prevent asweep, placing fourth with a time of18:09. Luca Melendez (18:10), SamChaston (18:12), Matt Collins (19:37)and Dylan Kessler (20:22) closed outthe top seven Naples finishers.

Coach Chip Noonan was thrilledwith the way the men performed.

“We had our one to five finishers inwithin 33 seconds of each other withan average time of 18:00,” Noonansaid. “That’s one of the best spreadswe’ve had in years. If the team con-tinues to run like this, we will bevery tough to beat at Europeans.”

The cross country team travels toVicenza this weekend. TheEuropean Championship Meet willbe held in Baumholder Oct. 27.

Noonan predicts the team’s toughestcompetition will come from SHAPE,who returns to Division II this year.
