San Carlos City caps Panaad 2014

San Carlos City made history anew with the opening of the San Carlos Solar Energy, Inc. (SaCaSol) Phase 1 Project, the first and largest commercial solar power farm in the Philippines located within the 400-hectare San Carlos Economic Zone at Brgy. Punao. San Carlos City’s entries to the first Seal of Good Env i ronmenta l G o v e r n a n c e (SGEG)-Bronze Seal launched by the province won top awards.

The city received the Bronze seal award and PhP 20,000 as one of the Top 3 Best Implementer among the participating 9 LGUs in the province. SP Member Rommel Debulgado and City Administrator Gregorio Santillan received the award during the awarding rites last June 27, 2014 at the Provincial Capitol, Bacolod City.

For the school category, Pagbatangan Elementary School emerged as One of the Top 3 Best Implementer and received a bronze seal and PhP 20,000 while Iliranan and Tal-ot Elem. Schools received a bronze seal and PhP 7,000 each for their participation.

Carmel’s Inn and Restaurant was also awarded a bronze seal and PhP 7,000 under the Commercial Establishment Category while GENESYS Foundation, Inc. received a bronze seal and PhP 7,000, under the Non-Government Organization Category.

Abaca plant which is endemic to San Carlos City is now making waves as the city strengthens its support to the abaca industry through trainings on production and development of various abaca products.

Last April 21-24, 2014, twenty six inmates from San Carlos City Jail underwent Abaca Twine Making Training at BJMP Compound provided by the Cooperatives and Livelihood Development Office (CLDO).

A group of local trainers from So. Punod, Brgy. Prosperidad headed by couple Alberto and Perlita Cañete taught inmates the methods in twining abaca which will be used for making different items.

Said inmates were already known for their skills in producing several products made from different indigenous materials which keep them productive and which also provided them a source of income while inside the prison.

Earlier, CLDO also provided trainings on Abaca Macrame participated by 20 women from different barangays in the city at Consuelo Community Center, Brgy. Rizal last March 4 to 7, 2014.

Concepcion Jocson and Camelo del Prado of the Fiber Utilization and Technology department of Fiber Industry Development Authority-Manila conducted the training on how to make bags out of laced thread of abaca or macramé lace. Two staff from CLDO also joined in the training as future trainers in the abaca program for the city later on.

More trainings to boost abaca industry

“More knowledge and technical skills are very important in responding to calamity especially when it involves hazardous chemicals”, said Programma Uitzending Managers (PUM) Netherlands Senior Expert and Dutch Consultant Jean Luitjen during the two-day training for local responders on Emergency Response System on Hazardous Materials at Carmel’s Inn last June 23-24, 2014.

Luitjen said that rescuers should know the importance of familiarizing the signs and symbols of warnings for hazardous and radioactive materials like number and color codes especially at cargo vehicles, factories, hospitals and storage rooms so they would know how to handle any incident relating to it.

He also added that the city’s local disaster management should equip its responding team with at least 2 breathing apparatus as it is always a very important equipment in incidents involving chemical substances and gases particularly that the city holds several factories at its economic zone. He also emphasized that hospitals should have one exclusive room for patients contaminated with chemical substances.

CDRRMO equips local responders on hazardous chemicals, ICS

The city’s Bureau of Fire Protection Fire Brigade team landed third place during the 4th Provincial Fire Olympics of Negros Occidental in Bacolod City last March 31, 2014 at the closing ceremony of the Fire Prevention Month.

Said team called “Barangay Vamos” whose members were selected fire fighter volunteers from Barangays I, IV, V, VI, Rizal and Buluangan also took the third Place in the Bucket Relay and Make Break & Drag Competition. The group received a trophy and certificates.

Last year, the BFP was the over-all champion during the 3rd Provincial Fire Olympics.

City for specialized trainings on services and action plan and right use and maintenance of certain equipments.

Representative of Amity Volunteer Fire Brigade conducted the actual demonstration

on the systematic application of equipments and protective suits for rescuers relating to chemical substances contamination.

Participating responders include local police, hospitals, environment offices, bureau of fires, and DRRM units of San Carlos City and the municipalities of Calatrava, Toboso,

Vallehermoso, Don Salvador Benedicto and Canlaon City.

Earlier, 44 participants from Local and national government agencies and community disaster volunteers, mostly members of

the Response Committee of the CDRRM Council underwent a three-day Basic/Intermediate Incident Command System (ICS) Training last May 21-23, 2014 at Carmel’s Inn Function Room.

Said training aimed at providing participants with the proper knowledge and basic skills on Incident Command System (ICS) and how it can be applied in the local set-up where the basic principles and the roles and responsibilities of a Responsible Official and an Incident Commander (IC) is very essential to the operation’s success including the accountability of every personnel responding to flood, typhoon, earthquake and landslide.

City officials and various stakeholders headed by the City Mayor deliberated on the final draft of the Comprehensive Land Use Plan (CLUP) and the draft for the Forest Land Use Plan (FLUP) last March 12, 2014 at the SP Session Hall.

City Mayor Gerardo P. Valmayor, Jr. said that CLUP is very important to the growth of the city as it serves as a guide especially that more industries are now coming in where environment protection must be primal.

CLUP aimed at managing population growth, rehabilitating the environment, improving basic services, utilizing land according to its highest use, and sustaining development of the city.

Member farmers of Agtutunoy, Mayupo, Mayana, and Aguikit of the Bago Watershed Integrated Farmers Association, Inc. (AMMA WIFA) in Brgy. Prosperidad received 80 cows last May 9, 2014 from the savings made from Rainforestation and Agro-Forestry project of the Bago River Watershed Rehabilitation Program.

City Planning and Development Coordinator Rufino Eraula who was also the Assistant Project Manager of said rainforestation and agro-forestry project said that the cattle dispersal was made possible due to the savings generated from the early completion of said rehabilitation project apart from the Woodlots Livelihood for charcoal making, fuel wood production and cash crop obtained thru said project funded by the World bank at P15.8M and counter-parted by the city at P3M.

Eraula said that the P1.7M made in savings was allotted to buy 80 cows ready for production which costs around P20,000.00 per head including documentation and transportation of said domesticated farm animals from various market sites.

He added that the farmers have agreed to allocate the first-borne calf of their cows for AMMA WIFA to serve as organization fund priced at P15,000 each when sold.

City Mayor Gerardo P. Valmayor, Jr. advised the beneficiaries to take care of their newly owned cows since said project was meant to help them improve their sustenance and summoned the City Agriculture’s Office to take charge of said farm animals in terms of providing vitamins, de-worming and artificial insemination for breeding.

Farmers benefit from savings on project

Ordinance must also be enacted to reinforce the implementation of CLUP for the next 10 years from 2014-2023. He added that it is important to include in the zoning ordinance specific provisions for disaster management specifically for overlay zones or hazard prone areas where regulated development must be observed due to the unpredictable weather conditions brought about by climate change.

He said adapting CLUP is a step towards

reclassifying various areas for development mostly in agricultural areas due to rural growth particularly Barangays Bagonbon and Quezon.

Forester and Consultant for FLUP Anselmo Cabrera on the other hand said that parallel to the development in CLUP are preparation of the FLUP since rural growth has already reached protected areas which might cause degradation of biodiversity particularly within the Bago River watershed Reserve, the Northern Negros Natural Park and the Mt. Kanlaon Natural Park where the big supply of water come from.

Cabrera said San Carlos City is one of the key areas in the country with abundant water supply and FLUP will now provide the framework for sustainable management and development of said protected areas and watersheds. He added that provisions for overlay zones in various areas covered by FLUP must also be included in the Zoning Ordinance.

The CLUP was formed as part of the grant by the Local Government Revenue Generation and Land Administration Reforms Project or REGALA Project financed by the Japan Fund for Poverty Reduction and administered by the Asian Development Bank in helping local government units initiate, implement and institutionalize interventions leading to reforms in local land management and delivery of service to people.

The city mayor reiterated the city government’s continuous support to education not only for the school children in the elementary but also in high-school and college by providing them appropriate classrooms.

He added that the city government is also working to have solar power planted in Camaniangan Elem. Sch. in coordination with San Carlos Solar Energy, (SaCaSol) Inc. so that s choo lch i ld ren can also enjoy the use of computer and electricity in

the school and have a source for recharging chargeable lamps also provided by SaCaSol for their use during nighttime.

The new Camaniangan school building uses low-cost interlocking compressed earth block (ICEB) known as the San Carlos Enviro-Blox made by the barangay residents thru the help of Julio & Florentina Ledesma Foundation, Inc. (JFLF) which transferred ICEB technology to the community so they can help in the construction of school buildings.

Deped Usec graces inauguration of new school building

Local barangay officials underwent three- day seminar/workshop on Laying the Foundation for Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) aimed at providing them the necessary knowledge about local governance and capacitating them for public service last Feb. 25-27, 2014 at Mambucal Resort, Negros Occidental.

Some 180 participants including barangay elected officials, secretaries and treasurers from the city’s 18 barangays attended said training/workshop initiated by the Department of Interior and Local Government (DILG) in coordination with the Liga ng mga Barangay San Carlos City Chapter to facilitate a smooth transition of administration.

San Carlos City DILG Local Government Operations Officer (LGOO) VI J Dignadice said that the role of DILG as the primary catalyst for excellence in local governance includes performance oversight and support in enhancing the LGU’s capacity on development by providing technical assistance to make LGU programs sustainable including the barangay level.

She said that each barangay official’s profile will be evaluated on their level of knowledge on said GREAT program so the right action plan can be provided in the formulation of Barangay Capacity Development (CapDev) Agenda.

Former DILG VI Regional Legal Officer and now City Director of Iloilo City, Atty. Ferdinand L. Panes was the resource speaker for the Issues and Legal Opinions on Barangay Governance and Administration.

Said workshop also outlined the Barangay Finance and Budgeting; Code of Conduct and Ethical Standards; Full Disclosure Policy; Strengthening Barangay Based Institutions; Barangay Development Planning; Formulating the Barangay Agenda for Governance and Development (BAGAD); and Formulating the Barangay Capacity Development (CapDev) Agenda.

Marshal Erwin Calinawagan showed a diagram of the latest fire that occurred at HC Rigor St. last March 4, 2014 with emphasis on the positioning of fire trucks and other mitigating equipments. He said that BFP used to have post fire analysis on their own but this time he wants to include in the picture the whole team of responders since each of them has its own very important role to play during rescue or fire fighting incidents.

Calinawagan eyed certain issues that need to be resolved conclusively to make operation smooth and fast including communication, coordination, and procedure proficiency. He said local fire volunteers and rescue groups must properly communicate with BFP Ground commander during fire incidents using a one band which is band four five forty or 14:540 fire base frequency; observe check-in /check-out policy among responders; synchronized time particularly for documentation purposes; strategic posting of fire trucks/vehicles for mobilization to avoid heavy traffic and conflagration; and to have each private volunteer group and barangay personnel undergo skills training by the BFP and other related agencies for capacity

enhancement and accreditation. He also added that it is much better for each group to conduct their own investigation to make post fire analysis consistent and fast.

SCCDRRMO Special Operations Officer III Joe Recalex Alingasa, Jr. said that their office will tap related agencies to train volunteer groups and barangay personnel about fire fighting since they are considered as first line responders. Proper assessment of the appropriate equipments needed for participating barangay will also be conducted, Alingasa added.

Fire Officer III-Chief Operations Marilou Dela Cruz talked about Fire Code of the Philippines or RA 9514 as guide for rescue volunteer groups in dispensing their duty.

City joins Project I4JThe city government represented by City Mayor Gerardo P. Valmayor, Jr. entered into a Memorandum of Understanding (MOU) with Dr.

Peter Koeppinger, Project Director of Partnerships for Integrity and Jobs (Project I4J) Consortium last May 21, 2014 at the City Mayor’s Officefor the development and sustainability of integrity mechanisms in business and investment related procedures in the city.

Said Project I4J which started in January 2014 and co-founded by the European Union and the German Ministry for Economic Cooperation and Development thru Konrad Adenauer Stiftung (KAS) aims to contribute to the reduction of poverty in the Philippines through integrity and the sustainable creation of jobs, the MOU said.

Atty. Chat Delima of the City Legal Office, local focal person of this project said, that 9 LGUs are already part of this project, 3 in Luzon, 3 in the Visayas including San Carlos City, and 3 in Mindanao.

DENR’s Administrative Order (DAO) No. 2011-06 authorizes all regional executive directors of DENR to deputize permanent LGU officials that may be assigned to the titling program as Deputy Public Land Inspectors and Investigators (DPLIs) who will assist in land adjudication, dispute resolution and other steps to facilitate and fast track land titling within its jurisdiction together with other members of the LMO.

although they will assist the city with its land titling activities, said project will unload the DENR of its massive work in land titling and will make titling easier for the city government in its various city projects and its residents especially that San Carlos is quite far from Cadiz City.

DENR Regional Technical Director Maximo Soriano, Jr. congratulated the city for being the first city in Negros Occidental to adopt said land titling program. He

can now fully implement scouting activities that help nurture the young girls’ potential to become good leaders. She added that this is now the second time that the city sent candidates to said program.

City Mayor Gerardo P. Valmayor, Jr. praised the efforts of the three girl scouts for their projects. Dela Victoria’s project is the Beautification and Utilization of Blighted Area at Brgy. III, Sagum’s project is Feeding at Day Care Center of Brgy. VI and Silva’s project is Rehabilitation and Beautification of Fatima Day Care Center at Brgy. Rizal.

The mayor added that said projects set as “inspiration not only for the youth but for everybody to support and sustain what the girls had started since a lot of hard work was made on these project and serve as catalyst of change for the betterment of the people and the community.”

“The need of the schools is really the main priority of this administration,” said the grateful Asst. Schools Division Superintendent Arlene Bermejo during the Switch-On ceremony of the city’s P 243,000 electrification project at far-flung Iliranan Elementary School last Feb. 7, 2014.

She added that several computers were

already set up following said electrification project. She thanked the city government for always supporting DepEd’s duty in providing schoolchildren even in mountainous areas equal access to education.

Problems on flood and stagnant rainwater at Brgy. V (beside City Homes going to Andres Bonifacio Central School) were also addressed by the road widening and drainage installation at Campo Siete creek to Galicia creek outfall completed last March 26, 2014. Said projects were funded from LDRRMC Fund at P4,678,500.

The city government also ushered Pantawid Pamilyang Pilipino Program staff into the newly renovated office at the 2nd floor of the Public Market building last March 26, 2014. Said renovation cost the city P300,000.

Meanwhile, DepEd District III Supervisor Marilyn Jimenez thanked the city government for its continuing support to education particularly for the newly repaired 4 classroom building at Balabag Elem. Sch. in Brgy. Quezon which was turned-over by the city government to DepEd last March 25, 2014. The city government appropriated

Merry Cris Lopez won top awards in the Western Visayas Regional Athletic Association Meet in Iloilo City last Feb. 9-14, 2014, silver medal for the 200 Meter Dash run; gold medal for 400 M dash; gold medal for 4x100 Relay and gold medal for Shot Put contest. Lopez was also sent to the national games last May 4-10, 2014 at Sta. Cruz, Laguna.

Cooperative & Livelihood Development Office (CLDO) last Feb. 12, 2014 at the Bagsakan, Public Terminal.

Senior Cooperatives Development Specialist, Raymund Gepitulan said that the 6 negocarts came from the proceeds of the P20 per day installment paid by previous beneficiaries of 10 negocarts provided by the province and 5 negocarts from the Department of Labor and Employment (DOLE).

Rolling stores recipients include Joan Gotib, Melba Kilayko, Jovelyn Sabilo, Marlin Teleron, Pepito Verana and Fatima Porsuelo.

Gepitulan said the new beneficiaries will pay the same amount of P20 per day for three years to own said rolling stores valued at P14,000.

On the same date, Kasangga Partylist also distributed motor oil to Nabingkalan Tricycle Operator and Drivers association (NATODA) thru CLDO.

Said partylist has been aiding NOTODA by giving said group various products including tires and spare parts for free.

On the other hand, the Natural Park Farmer’s Association (NPFA) got the needed capital for their project after the city government thru the city mayor turned over a loan

“Construction of the initial 36 housing units of the 197 units to be constructed at the 2.5 hectare lot owned by the city government in Brgy. Rizal will start in September 2014”, said Oscar Limpio, Housing and Homesite Regulation Officer IV of the San Carlos City Integrated Housing Authority.

Said development followed the signing of the Memorandum of Understanding (MOU) entered by City Mayor Gerardo P. Valmayor, Jr. with multi-partite partners last May 15, 2014 for the San Carlos LGU Community-Led Social Cooperative Housing project.

Limpio said their office is just waiting for the necessary documents to be completed but everything has been planned and at the ready for the initial construction of the two-storey housing units which will be undertaken by the Earth Based Habitat Builders Multi-Purpose Cooperative and will be completed before 2015 ends.

Said project hopes to serve at least 500 families from the rank-and-file employees of the local government of San Carlos, DepEd, PNP/BJMP, Bureau of Fire Protection and other low-income who can avail of the house and lot package of P450,000. The housing unit that will be constructed on 80 sq. meter-lot with a floor size of 50 sq meters and will use interlocking compressed earth block (ICEB) known as the San Carlos Enviro-blox technology.
