The Offshore Challenge

■ Numbers are in decline and youth is not transitioning into offshore sailing

■ The demographic of sailors is diverse and changing, e.g. changing focus on family commitments see some preferring day racing whilst a core remains who love overnight events leading to constant debate over calendars

■ Safety regulations are changing and varied in their value leading to frustration for owners

■ Increasing focus on Compliance for Organizing Authorities raising the risk profile of running offshore

■ Competition from other sports providing high levels of exhilaration in short time frames that are more attractive to youth

What can OWRA(Inc) Do

■ Provide a shared resource that delivers more efficiencies, better governance, and improved safety compliance outcomes to those participating yacht clubs

■ Implementation of a quality system for race entry and management of yacht documentation

■ Work with the OA’s to produce a quality publication annually with notice of race and calendar of events.

■ Increased promotion and advertising of ocean yacht racing.

■ Work with OA’s to improve the quality of safety standards of competing yachts

■ Organise training and development of the start crew and support volunteers.

■ Pursue Sponsorship opportunities and State and Federal Government sports grants

■ Maintain and refine the calendar to provide a diverse range of events that cater for youth, family and tradition

So What’s Different?

■ As an Association ORWA(inc) can raise funding through multiple avenues

■ This will allow ORWA (inc) to engage an employee to assist with the work required to implement the changes needed in Offshore Racing

■ Single point of contact for owners and clubs for race entry and documentation leads to high level of compliance for clubs and ease of use for owners

■ Active promotion of the sport leads to increased participation and funding from sponsors and governments

How does this Work?

■ ORWA (inc) provides a shared service to the clubs for race entry, results, safety compliance and volunteer training

■ Clubs pay a fee for this service of $2k per Bluewater race and $1.5k per offshore race. (With some caps)

■ Owners pay a fee of $300 per year to belong to the Association

■ Clubs have a reduced risk due to improved standard of compliance documentation and share cost of the systems required to do this

■ Owners have a single, easy to use, race entry system and a direct say in the running of the association

■ Clubs benefit from increased participation = increased membership

Olympics

■ The inclusion of offshore into the Olympics provides an opportunity to promote the sport and increase participation

■ WA has a number of boats of similar size to those proposed for the Olympics.

■ There are a large number ofexceptional sailors in WA that have potential to via for national selection.

■ ORWA (Inc) will ensure events are runthat support the training required forthese potential countryrepresentatives

Sydney to Hobart

■ WA has regularly had yachts participating in the S2H with six boats in the 75th anniversary in 2019.

■ This is one of the opportunities to attract youth by providing pathways to this event though competing in offshore in WA

■ WA has been very competitive in S2H and continued representation of our state at this international level event is critical to the promotion of offshore.

Budget

■ Formation expenses include laptop and setup for race management softwar

■ Revenue is a mix of owners fees and shared service fees from clubs. In year two increased sponsorship is assumed

■ Expenses are largely for wages, prize night and training for volunteers

■ Current ORWA sub committee has $7k in account and assumes a $10k seed funding from YWA

■ If there is a short fall in revenue expenses on prize night and training can be reviewed.

Constitution – Key Points

■ Aims and Objectives are similar to those developed by YWA for ORWA

■ ORWA (inc) is a registered Association that consists of Ordinary Members and Associate Members

■ Only Ordinary Members can vote to elect the Board of ORWA (inc) which is limited to six members

■ A minimum of 4 members of the Board must be Ordinary Members
