Members of the press weretaken on a tour of Boca Ra-ton Wednesday morning oninvitation of Mayor HalDane who drove them aroundthe industrial areas, newresidential areas and theproposed university site.

Discussing improvementsto the city the Mayor saidthe most pressing one wasto activate the sewerageplant at the Boca RatonAirbase and expand thepresent water system.

The old sewer disposalsystem estimated worth$2 million at present daycosts can be activated andgreatly benefit the communi-ty the Mayor said. It con-sists of a Bar Screen, twoprimary settling tanks, twoAero Filters, two secondarysettling tanks, a chlorinechamber, two sludge di-gesters and sludge dryingbeds and the existing pump-ing stations, force mainsand trunk sewers.

As the population of thecity grows and the areasexpand it will become neces-sary to provide additionaltransmission facilities fromthe new water treatmentplant and install a 500,000gallon elevated tank in thenorth section of the city.The north pumping stationat the airbase will operateafter repair.

City Engineering Consul-tants, Black and Asso-ciates, recommend that thertorth pumping station be re-habilitated in order thatthese facilities may beused on an emergency basis.

Based on present- projec-tions, in 1961, another con-struction program will beneeded to expand the pres-ent water treatment plantfrom a nominal 2 million gal-lons a day to a capacity of7 million gallons a day alongwith three additional 700gallon per minute pumps.

Total estimated cost ofwater system improvementsand activating one-half thesewer disposal plant is

$450,000.The reactivating of one-

half of the sewer disposalplant would immediatelytake care of the proper dis-posal of the existing col-,lection system now beingdisposed of through themaster septic tanks withoutfall into the El Rio canal.

Badly in need.of a sewersystem is the business zone.When a community remainssmall and widely spaced,septic tanks usually areadequate but as the area,expands the need for a sew-er system increases accord-ingly, officials stated.

Zone five includes theBoca Raton Hotel which of-ficials said is now servedby septic tanks too smallfor the capacity load. Apreliminary cost estimatefor providing sewers inthese areas, including thenecessary gravity sewers,pumping stations to reachthe existing sewerage sys-tems would be approximate-ly $450,000.

The issue would be takencaTe of by a ten per centutility tax ordinance, theproceeds of which would beused as a pledge againstthe second revenue certifi-cate issue.

Using this tax as a pledgeto finance the gravity collec-tion system, the cost couldbe assessed against theabutting property owners re-ceiving the benefits, thusmaintaining a revolving fundfor construction of sewersin all areas that requirethem, section by sectionor zone by zone.

The reconstructed sewagetreatment plant will be ableto serve approximately a pop-ulation of 20,000, officialssaid.

While the costs of theseprojects will be about$900,000 the" city is in avery advantageous positionnow to get lower contractorbids and interest rates onfinancing, officials stated.

A Check and A Check UpThe residents of Boca Raton will be call-

ed upon Sunday night to help save livesthat might otherwise be needlessly lost.

Cancer is America's number two killerand will strike in two out of every threehomes eventually. The need for researchcannot be overstated.

When a killer is at large all efforts mustbe made to corner it and strike it a devas-tating blow. An educated p'ublic is a muchsafer public.

The saying "Better late than never" istoo often a tragic pronouncement in cancer.More than 75,000 American lives couldhave been saved from cancer last year iftreatment had begun in time. These factsshould be remembered during this crusadeSunday night. In addition to giving, andgiving generously to cancel, make it a point

to have a health examination - - no matterhow well you feel.

Not only for research but part of themoney the Society seeks will be spent en-couraging Americans to make a healthcheck-up a regular habit. This is the bestcancer insurance. He who gives to theAmerican Cancer Society but fails to takea check-up is only robbing Peter to payPaul.

As the American Cancer Society sums itup: "Fight cancer With a check-up and acheck." This is the stuff of which our way oflife is made and we hope it will persist longafter cancer has been conquered. Boca Needs Utility TaxBoca Raton is one of the few remaining

communities in Florida that does not im-pose a utility tax ond it's residents. Thishas been a fine state of affairs . . .Up to now.

If the long range plan for water linedand sewerage is carried out the city needsmore money and rather than burden it witha bond issue the solution is a utility tax suchas the other communities have.

It needn't be excessive. Kept at a pro-posed ten per cent minimum it would keepa constant flow of money into the sewerproject and result in a healther community.

Boca Raton has been most fortunate inhaving an estimated two million dollar sew-erage plant and pumping station given to itby the government. Not to take advantageof such an installation in this fast growingcommunity would be disasterous.

A beautiful area, a progressive commu-nity, Boca Raton needs to keep pace withmodern conveniences and a sewer systemis certainly considered not only 9. conven-ience but a necessity.

When septic tanks reach a saturationpoint, not difficult in a rainy season, health

can easily be endangered. A sewer systemwould eliminate that.

For prospective developers, buyers andnew residents, a sewer system would help tomeet FHA requirements and make homeseasier to maintain.

Sure, we gripe about our taxes, but . . .what would it cost us to hire a full timeteacher for our children . . . if we'had nopublic schools? Have you ever attemptedto eat meat that wasn't inspected? Usemedicines not approved? Tried paving yourown roads? Taxes pay for inspection, gas-oline tax pays for our roads. And whatabout national defense? How long wouldwe be protected if it depended on eachfamily to pay their own way?

The small amount of money we spendon taxes buys us protection beyond com-pare.

The utility tax would add greatly to ourbenefits, health-wise and economicallyspeaking. It is needed in Boca Raton andthe wise city fathers are looking after ourinterests when they propose such an im-provement. Let's go all out for a betterBoca Raton.

Bookie Case Set for Hearingr,ast Friday Results In Mistrial

<st and it was against hisoelief to work after 6:39 pl.m. the case against EddiePage charged with book-making was declared a mis-trial Friday.

The 36 year old Page,alias J. J. Carr, is chargedwith bookmaing Jan 30 andat other various times bytaking horse racing bekts.

A six-man jury was select-ed Thursday by County So-licitor Charles A. Nugentand Defense Attorney Ed-ward Starr. Judge EdwardG. Newell presided.

Detective Charles McCut-cheon, one of the men whoparticipated in the raid tes-tified that Page threw racingparaphernalia from a win-dow of his apartment in BocaRaton.

Also testifying was Depu-ty Constable Jack Tuite whoserved the search warrent onPage during the raid.

Solicitor Nugent said thatPage was arrested in Ft.Lauderdale on a similarcharge about one month af-ter his arrest here.

The trial has beenfor August 4th.

Those who travel the ESP trail walk a lojidy road.Faces turn away as fear and atavistic thoughts of witchessurround the warefarer. Soon the travelor learns to keepsilent counsel and a great girt begins to disintegrate.

Who at ope time or another nas not felt the presence ofsomeone an infinite distance away? Who has not dreamedof a loved one and had it followed by news of one kindor another? Or who has not arrived at a strange place andis flooded with a sense of familiarity?

Extra sensory perception, a kind of seventh sense, isgiven to many. It's one of the least understood of any ofthe senses. A casual conversation the other day broughtESP to mind. The speaker told how a girl she had hadseveral experiences with this almost unknown sense. Shewas badly frightened when many of her dreams were re-enacted later, usually to the smallest detail. A grease spoton a white dress, the identical words spoken at~a funeralservice, which before her dream she was not familiar with,,a brother wounded during the war, her dream and the timeof the injury were the same. As she grew older the ESPdiminished and she very seldom exp'eriences it now andshe's glad.

Should like to think that it would be similar to havingan extra window to look out upon the world and not tocause fright, Time will tell.

Lives are endangered more through igenorance of sim-ple safety rules and rules of the water than any other way.In the hands of a well schooled boatman, a boat becomesa pleasure to others as well as to the operator.

Carelessness can claim lives and so can lack of know-ledge. To know how to act in an emergency is the bestform of boating insurance. James Braxton, alias Ste-wart, 51, and Ernest Moore,32, admitted breaking intothe home of Mr.' and Mrs.Claude Ross on SR 7, Boyn-ton Beach, after they learn-ed of the accident in BocaRaton where Mrs. Ross waskilled and Claude Ross hos-pitalized.

The pair were employedby the Ross family as farmlaborers and lived on theproperty. The burglary wasreported by two other Ne-groes to the Sheriff's De-partment.

Braxton and Moore werearraigned before CriminalCourt Judge Edward G. Ne-well who remanded them tothe custody of the Sheriff'sDepartment before sentencing.

Section 1. The City Commissionhereby resolves and determinesthat it is necessary for the publicsafety and welfare that a sidewalk,curb, tnd gutter be installed an theEast side of S.E. 1st Street be-tween East Palmetto park Road endEast Royal Palm Road, Boca Raton,Palm Beach County, Florida, In ac-cordance with city specifications,plans and costs estimates on filein the office of the City Engineer.

Section 2. That the cost of saidpaving shall be assessed on afront footage basis against proper-ty abutting upon the improvementsand that 100% of the total costshall be borne by such abuttingproperty.

Section 3. The total cost of theproposed paving of said sidewalkIs estimated as $1,570.00; saidestimate to Include installationof curb and gutter.

Section 4. The method of paymentshall be by assessment of abuttingproperty on a prorata front footsgebasis. Property owners who do notpay in cash before the commence-ment of work may pay the lien as-sessments against their propertyin five epjial annual installments,together with interest thereon atthe rate of 8% per annum, plus theoverhead, legal and administrativecosts contingent upon the creationof liens and assessments.PASSED AND ADOPTED THIS22ND DAY OF APRIL, 1958.
