OBJECTIVES

Objectives of the council is:

To generate,

a voluntary movement on Health, Safety & Environment at National level

STRUCTURE

It is managed by 51-members Independent Board of

Governors headed by Chairman who is nominated

by Government of India;

The Director General, who is the Chief Executive of

NSC and Secretary to the Board of Governors, is

appointed by the Gov. of India on the

recommendations of the Board.

National Safety Council has 18 Chapters Covering

16 States & one Union Territory and 23 Action

Centers.

National Safety Council is established on 4th March 1966 and

So as the idea of commemorating the Foundation Day

of the council in the form of national awareness

campaign, the first national safety day was launched

in 1972 and has since been organized every year

It has expanded its duration now to a week

commencing from 4th March

To facilitate the industries to celebrate the National

Safety Day/Week Campaign, the council brings out

Safety awareness materials and utility articles with

safety message printed on them.

ACTIVITIES:

Training

Training is NSC’s core activity. The NSC has played a

leadership role in this area at national level and has over the

years developed a wide range of training programs to meet the

emerging needs.

Specialized training program

It conducts variety of Specialized Training Program during the

year keeping in view general requirements of its members

In plant Training Program

The council conducts training program at individual industrial

locations tailored to suit requirements of individual industries

at different levels.

Conferences on Health, Safety & Environmental

SAFETY AUDIT, HAZARD EVALUATION

AND CONSULTANCY SERVICES

The council has been undertaking Safety Audits

in wide range of industries and also providing

Technical Advice on Safety. Gradually it

expanded the Scope of the services to cover

Hazard Evaluations and providing

Comprehensive Consultancy services on the

matters of Health, Safety & Environment.

OBJECTIVES OF THE GUJARAT CHAPTER

I. to devise, advocate, encourage and promote

methods, procedures, research and public support

within its jurisdiction leading to increased safety

and health among workers by adoption of

precautionary measures of all kinds to prevent

accidents, minimize danger and mitigate the

consequences thereof;

II to organize and conduct program, lectures,

conferences and other activities for promoting free

discussion on all matters and questions relating to

safety measures, procedures and research;

III. to conduct educational campaigns with a view to

educational and information data, reports and all other

material relating to methods and procedures on safety

and to serve as a forum for the voluntary exchange of

such information, experience and ideas on safety and

scholarships for educational purpose and to award prizes for

suggestions and essays tending to further the interest in

safety;

VIII. to establish a library and to print and publish any

newsletters, periodicals, books, leaflets or films that the

Chapter may think desirable for the promotion of the aims

and objects of the Chapter;

funds of the Chapter in the shape of donations;

XII. to provide suitable premises for meetings and

carrying on the work of the Chapter for the purpose

of carrying into effect its objects;

such terms as it may think fit and proper without

prejudice to the interests and activities of the Chapter;

XIV. its jurisdiction and to erect on any such land any

building and to alter or add to and maintain any

building erected upon such land for purpose of

carrying out the aims and objects of the Chapter;

to pay out of the funds of the Chapter, all expenses of

and incidental to the raising of money, and to repay

and redeem any money borrowed;

XVI. to draw, accept, make, endorse, discount and deposit

Government of India and other promissory notes, bills

of exchange, cheques or other negotiable instruments

for carrying out the objects of the Chapter;

of may seem desirable or convenient either gratuitously or

otherwise;

XX. to regulate expenditure and manage accounts of the

Chapter; and

XXI. to do all other acts and things with the approval of the

Council as the Chapter may consider necessary, conducive

or incidental to the attainment or enlargement of the

aforesaid objects or any one of them;

State at Ahmedabad.

This workshop was Financed by the Ministry of

Environment & Forests, Government of India

Total 107 participants, amongst the Members of State Crisis

Group and District Crisis Groups, Dept of Police, Fire &

Medical Services, District Authorities, Industries producing

chemicals & Chemical Transporters and Institutes Training

the Drivers transporting the chemicals in the State were

directly benefited by the workshop

Audit, causes of accidents their prevention, Use, Storage,

Handling and transportation of Hazardous Chemicals,

Construction accidents in industries & their preventive

measures, Hazards & Safety Measures in Steel Industries with

case studies, Causes of Fire and its prevention were discussed

The opening session was held by Mr. Rajiv Mishra from MOEF giving a detailed appraisal on the Persistent Organic Pollutants arising out of Pesticides industry, various control / abatement / mitigation methods and latest standards adopted after the Stockholm conference / related notifications from our government etc.,

Dr. C. J. Naidu from Central Power Research Institute, Bangalore gave an exhaustive presentation on POP’s with special coverage on Poly Chloro Benzene(PCB) emanating from the transformer oils being used in power generation units, he gave a detailed review of the existing inventory (stock pile) potential of PCB’s in our country and the measures being adopted to reduce the risks by various conventional techniques and the need for going further with new ones (which are coming up through advanced studies/successful experiments in the developed countries) to improve the situation.

Dr. T. Basu from Hindustan Insecticides Limited (New Delhi) dealt with various information and data available on POP with special reference to DDT manufacturing process/ maintenance controls, waste management etc., including the importance of public awareness about the inevitable but safe use of DDT in malaria control . He also touched upon the practical control techniques, personal protective gears and other concerns.

Mr. Jitendra Sharma from NEERI, Nagpur gave a

presentation on the recent survey/study carried out

by his institute to facilitate the identification of

certain “ POP contaminated sites” in the country and

the significant findings which will go a long way in

improvement of the situation in other potential areas

through better preventive/ predictive actions.

The workshop was concluded through a

brainstorming among faculties and participants. The

specific questions and doubts from participants were

also duly addressed during this session.
