The blueprint forhow Americanswould be disarmedduring a declaredcivil emergency is

contained in an Army manual that outlines a plan to confiscate firearms to prevent themfalling into the hands of rioters or dissidents.

Given the imminent introduction ofSenator Dianne Feinsteins draconian gun controllegislation, which would instantly criminalize millions of gun owners in the United States ifpassed, concerns that the Obama administration could launch a massive gun confiscationeffort have never been greater.

In July 2012, the process by which this could take place was made clear in a leaked US ArmyMilitary Police training manual for Civil Disturbance Operations (PDF) dating from 2006.Similar plans were also outlined in an updated manual released in 2010 entitled FM 3-39.40Internment and Resettlement Operations.

The document outlines how military assets will be used to help local and state authorities torestore and maintain law and order in the event of mass riots, civil unrest or a declaration ofmartial law.

On page 20 of the manual, rules regarding the use of deadly force in confrontingdissidents are made disturbingly clear with the directive that a, Warning shot will not befired.

Restrictions on the sale, transfer, and possession of sensitive material such as gasoline,firearms, ammunition, and explosives will help control forces in minimizing certain forms ofviolence, states the document on page 40.

The issue of gun confiscation is also covered in the manual, which makes clear that everyeffort will be made to prevent rioters and dissidents from having access to weapons.

A main consideration in the conduct of civil disturbance operations is to prevent liquor,drugs, weapons, and ammunitionfrom falling into the hands of rioters. Therefore, liquorstores, drug stores, sporting good shops, pawn shops, and hardware stores are main targetsfor looters and must be kept under close observation by means of foot and motorized patrols.Normally, businesses of this type must be identified in advance and included in emergencyplans, states the manual.

The document also instructs soldiers to protect control force personnel and civiliandignitaries in the disturbed area from the violent behavior of radical or extremist elementsby denying access to armories, arsenals, hardware, and sporting good stores, pawnshops,and gunsmith establishments, or other places where weapons or ammunition are stored. Toconserve manpower, consideration may be given to evacuating sensitive items, such asweapons from storesand storing them in a central facility.Urban warfare training drills focused on invading American towns and going door to door ingun confiscation exercises have been taking place for years. In 2009, a planned mock invasionof Arcadia, Iowa was scaled back by the Iowa National Guard after listeners to the Alex JonesShow threatened to protest the event.

In the aftermath of Hurricane Katrina, the New Orleans Police, National Guard troops, and U.S.Marshals confiscated firearms. Guns will be taken. Only law enforcement will be allowed tohave guns, New Orleans Police Superintendent Eddie Compass declared as he prepared toviolate the Second Amendment. The National Guard conducted warrantless house-to-housesearches, targeting not just Hurricane-hit areas under the pretext of stopping violent looters,but also high and dry homes that were not even affected by the storm.

The UN Arms Trade Treaty that has been identified by observers as a flagrant threat to thesecond amendment and which Barack Obama is determined to sign has its roots in a 1961State Department memorandum which explains how the United Nations will oversee"complete disarmament" of the American people under the ruse of preventing war. The UNArms Treaty has caused so much controversy because it outlines a plan to target "all types ofconventional weapons, notably including small arms and light weapons," according to Forbes'Larry Bell.Former US Ambassador to the UN John Bolton also warns that the agreement "is trying to actas though this is really just a treaty about international arms trade between nation states, butthere is no doubt that the real agenda here is domestic firearms control."

A letter sent last month by 130 Republican House members to President Obama argued thatthe treaty should be rejected because it infringes on the "fundamental, individual right to keepand bear arms". The letter adds that "...the U.N.'s actions to date indicate that the ATT is likelyto pose significant threats to our national security, foreign policy, and economic interests aswell as our constitutional rights."

Using the rhetoric of the threat post by terrorists, insurgents and "international crimesyndicates," the UN is busy trying to imply that all weapons are somehow involved in illegalactivity on a global scale and should therefore be controlled and regulated by a globalauthority.

This is precisely the same language used in a 1961 U.S. State Department briefing whichoutlined a long term agenda to carry out a "Program for General and Complete Disarmamentin a Peaceful World."

Invoking the threat of nuclear warfare, the document spells out a plan to create a "UnitedNations Peace Force" that would "enforce the peace as the disarmament process proceeds."While the document initially focuses on scrapping nuclear weapons, it later makes it clear thatthe only groups allowed to own weapons of any kind would be governing authorities, "for thepurpose of maintaining internal order," and the UN "peacekeeping" force itself, which wouldrequire "agreed manpower."

"The manufacture of armaments would be prohibited except for those of agreed types andquantities to be used by the U.N. Peace Force and those required to maintain internal order.All other armaments would be destroyed or converted to peaceful purposes," states thedocument. While the memorandum outlines a broader mandate to destroy nationalsovereignty, eviscerate national armies and institute the UN as the planet's supreme authoritywith a world army, the document serves as a stark reminder that the plan for the UnitedNations to oversee the abolition of the second amendment has been in the works for decades.

As Bell points out in his Forbes article, the threat of the Obama administration relying on a UNtreaty to do what successive administrations have tried but failed to accomplish taking a hugebite out of the second amendment is by no means far fetched.

After all, a plethora of UN treaties and international agreements have already stripped theUnited States of its sovereignty and its power to decide its own laws. The power to authorizeU.S. involvement in wars and conflicts has now been almost completely stripped fromCongress and handed to the United Nations.
