OBAMA THE QUEEN’S FOOLA LYING MASS MURDERER WHO IS FALLING FAST

October 12—President Barack Obama, on behalf of a dying British Monarchy, is engaged in a Nazi-inspired “Big Lie” cam-paign threatening nuclear war against Rus-sia and China. With the French Hollande government in tow, Obama is now an-nouncing military intervention into Syria, bringing Russia before the Internation-al Criminal Court in The Hague for war crimes in Aleppo, and declaring in Lon-don’s The Economist that he is personally responsible for the greatest economic re-covery of all time, all to which Hitler could have only blushed.

This is merely a British-directed cam-paign of lies and threats driven by total fear and panic as their empire and Monarchy crumble. They have absolutely no capacity to deliver on their threats or to prove their lies when challenged. The British are liter-ally going mad over the prospect of a total and final loss of power, as their trans-Atlan-tic financial system blows up and Obama faces possible war crimes tribunals.

Deutsche Bank represents one of many possible triggers for systemic blowout, and is literally twenty times larger than the Leh-man whale which hit in 2008. It has now been openly admitted that the European Central Bank covered up the bankruptcy of Deutsche Bank when it conducted the so-called stress tests late last year. Non-ex-istent assets, derived from sales that never happened, were booked as capital reserves by Deutsche Bank to hide the fact that they are doomed, unless they are put through a total restructuring, with their 46 trillion eu-ros in derivatives cancelled, and a return to traditional German retail banking. HSBC,

the flagship of the City of London’s offshore dope empire, put out an emergency warn-ing on Wednesday of an imminent blowout of the trans-Atlantic stock market bubble. Wells Fargo in the United States is quickly going under, as CEO Stumpf ran into retire-ment earlier today, as will 10 to 15 of the largest banks in the trans-Atlantic world, as this system unravels in the weeks ahead.

Regarding nuclear war bluster, former NATO Secretary General Rasmussen called on European states to begin a massive arms buildup to confront Russian threats, an empty fraud which can only be inspired by Hitler-in-the-bunker-like madness. The European states are bankrupt, are incapable of traditional military buildups, and there is already a growing backlash in Germany and elsewhere over the suggestion of new sanctions against Russia.

In Syria, the U.S., Britain, France and the Gulf States have spent billions of dol-lars building a hardcore Islamic State and Al Qaeda terrorist apparatus to overthrow the Assad government as a stepping stone to general war throughout Eurasia. Within little less than a year, Vladimir Putin has stepped in and ruined their entire scheme. Now, the Syrian Army, with Russian sup-port, is on the verge of crushing the terror-ist networks in Aleppo, while the French, the British and the Obama Administration accuse Putin and Russia of war crimes in Syria, all while engaging in outright geno-cide against humanity in Yemen.

So, to cover up their own guilt in decades of genocidal depopulation antics, such as forced sterilizations and imposed famines; scientific frauds such the ozone layer, glob-

al warming, and human overpopulation; British slave-based economic policies such as “apporopriate technologies”; and IMF criminal debt-slavery and financial control over entire nations, the lackeys of the Brit-ish Empire are now in a panic and actual terror over the looming crash of their entire system. Thus, the British are carrying out a vicious campaign to frighten and demoral-ize the American people—the very people whose Revolution was heard “round the world”—principally by turning the U.S. Presidential elections into a pornographic nightmare via controlled media.

There are real issues, as well, that are caus-ing panic and despair among the American people. First and foremost is the collapse of the physical economy, including the U.S. healthcare system—a collapse anticipat-ed from the outset by Lyndon LaRouche in March of 2009 when he compared Obamacare to the Nazi eugenics program Tiergarten 4. The collapse of jobs, the rise of drug addiction and suicide, combined with the destruction of healthcare services leaves a vast majority of Americans facing an impossible situation of 50 percent hikes in annual healthcare premiums and a dra-matic cut in available services, all while standards of living collapse. Even former President Bill Clinton recently told a rally in Michigan that Obamacare is a disaster: “You’ve got this crazy system where all of a sudden 25 million more people have health care, and then the people who are out there busting it, sometimes 60 hours a week, wind up with their premiums doubled and their coverage cut in half and it’s the craziest thing in the world.”

The American people have every right to be angry, but not to be intimidated or bul-lied by a pack of liars, among whom Pres-ident Obama truly reigns. The American people need to hear the truth: that the en-tire British-Saudi system, which owns Pres-ident Obama, is finished along with their bankrupt financial empire.

It is now time to escalate the fighting spirit which led to the dramatic victory in the JASTA fight against the 9-11 Brit-ish-Saudi Coup—a fight which delivered a devastating blow to the heart of the An-glo-Saudi Empire of terrorism, drugs, and destruction, and which revived Hamilton’s Spirit within the Halls of Congress. The American people should laugh at this fool called Obama, mock his British-bluster of lies, and end this Nazi-like charade of gen-

eral warfare. It is time to bring down this fraudulent system, so we can get on with the serious business of building a world of infinite opportunities at the very demise of the British Empire.

And the solutions are readily avail-able, starting with the reinstatement of Glass-Steagall and the immediate launch-ing of a Hamiltonian recovery spelled out in Treasury Secretary Alexander Hamilton’s Reports to the U.S. Congress on manufac-turing, credit and the national bank. These principles have been revived in Lyndon LaRouche’s Four Cardinal Laws, and they are ready to be implemented now.

Nations like Russia, China, and India are al-ready moving in this direction. It is now time for the United States to get on with the true future of mankind’s ultimate development.

The Four New Laws to Save The U.S.A. Now! NOT AN OPTION: AN IMMEDIATE NECESSITY

The following statement is for immediate action. The priority is assigned to all means and measures of public action, nationally and internationally, without reservation. That priority is existential for the policies of our republic, and for the general information of, and by all relevant circles world-wide, be-ginning this date of June 8, 2014.

1. THE FACT OF THE MATTERThe economy of the United States of

America, and also that of the trans-Atlan-tic political-economic regions of the plan-et: are, now, under the immediate, mortal danger of a general, physical-economic, chain-reaction breakdown-crisis of that region of this planet as a whole. The name for that direct breakdown-crisis through-out those indicated regions of the planet, is the presently ongoing introduction of a general “Bail-in” action under the several, or more governments of that region: the effect on those regions, will be comparable to the physical-economic collapse of the post-“World War I” general collapse of the economy of the German Weimar Republic: but, this time, hitting, first, the entirety of the nation-state economies of the trans-At-lantic region, rather than some defeated economies within Europe. A chain-reaction collapse, to this effect, is already accelerat-ing with an effect on the money-systems of the nations of that region. The present acceleration of a “Bail-in” policy through-out the trans-Atlantic region, as underway now, means mass-death suddenly hitting the populations of all nations within that trans-Atlantic region: whether directly, or by “overflow.”

The effects of this already prepared action by the monetarist interests of that so-desig-nated region, will, unless stopped virtually now, will produce, in effect, an accelerating rate of genocide throughout that indicated portion of the planet immediately, but, also, with catastrophic “side effects” of compara-ble significance in the Eurasian regions.

The Available RemediesThe only location for the immediately

necessary action which could prevent such an immediate genocide throughout the trans-Atlantic sector of the planet, requires the U.S. Government’s now immediate de-cision to institute four specific, cardinal measures: measures which must be fully consistent with the specific intent of the original U.S. Federal Constitution, as had been specified by U.S. Treasury Secretary

Alexander Hamilton while he remained in office: (1) immediate re-enactment of the Glass-Steagall law instituted by U.S. President Franklin D. Roosevelt, without modification, as to principle of action. (2) A return to a system of top-down, and thor-oughly defined as National Banking.

The actually tested, successful model to be authorized is that which had been in-stituted, under the direction of the policies of national banking which had been actu-ally, successfully installed under President Abraham Lincoln’s superseding authority of a currency created by the Presidency of the United States (e.g. “Greenbacks”), as conducted as a national banking-and-cred-it-system placed under the supervision of the Office of the Treasury Secretary of the United States.

For the present circumstances, all other banking and currency policies, are to be superseded, or, simply, discontinued: as fol-lows. Banks qualifying for operations under this provision, shall be assessed for their proven competence to operate as under the national authority for creating and compos-ing the elements of this essential practice, which had been assigned, as by tradition, to the original office of Secretary of the U.S. Treasury under Alexander Hamilton. This means that the individual states of the Unit-ed States are under national standards of practice, and, not any among the separate states of our nation.

(3) The purpose of the use of a Federal Credit-system, is to generate high-produc-tivity trends in improvements of employ-ment, with the accompanying intention,

to increase the physical-economic produc-tivity, and the standard of living of the per-sons and households of the United States. The creation of credit for the now urgently needed increase of the relative quality and quantity of productive employment, must be assured, this time, once more, as was done successfully under President Franklin D. Roosevelt, or by like standards of Federal practice used to create a general economic recovery of the nation, per capita, and for rate of net effects in productivity, and by reliance on the essential human principle, which distinguishes the human personali-ty from the systemic characteristics of the lower forms of life: the net rate of increase of the energy-flux density of effective prac-tice. This means intrinsically, a thoroughly scientific, rather than a merely mathemat-ical one, and by the related increase of the effective energy-flux density per capita, and for the human population when considered as each and all as a whole. The ceaseless in-crease of the physical-productivity of em-ployment, accompanied by its benefits for the general welfare, are a principle of Fed-eral law which must be a paramount stan-dard of achievement of the nation and the individual.1

In principle, without a Presidency suited to remove and dump the worst effects felt presently, those created presently by the Bush-Cheney and Obama Presidencies, the United States were soon finished, beginning with the mass-death of the U.S. population under the Obama Ad-ministration’s recent and now accelerated policies of practice.

Interview with former Japanese IMF Man-aging Director Daisuke Kotegawa. Mr. Ko-tegawa personally dealt with the 1997 Asia Crisis on behalf of the Japanese Finance Ministry. He was interviewed by Michael Billington of Executive Intelligence Review on October 7, 2016.

MICHAEL BILLINGTON: Let me first ask you to give your overview of the current crisis, eight years after the Lehman shock, and why you think we did not restore a sane banking system after that shock, and why we’re now facing the crisis that we’re in.

DAISUKE KOTEGAWA: Well, basically, the people in charge in 2008 in the case of the Lehman shock were successful in stop-

ping this crisis from becoming something like the Great Depression in 1929. But they made some substantial mistakes which we didn’t do back in Japan in the late 1990s. The most important thing is that the au-thorities didn’t arrest anybody among the bankers who were responsible for this big problem. From our experience in Japan, we know that bankers will just repeat wrong-doing again and again, which would give them big profits. So, the only way we can stop them, is to get rid of those people.

BILLINGTON: Which has not happened at all in the United States. Many people were arrested in Japan, and none here. Do you want to say something about the failure to

restore Glass-Steagall and the failure of the Dodd-Frank bill to deal with this problem?

KOTEGAWA: Yes, the largest problem we have now is due to the abolishment of Glass-Steagall. Now investment bankers can get involved in a huge amount of a kind of gambling, using ordinary people’s money and deposits. These deposits are very, very important for the ordinary people; so the government cannot disdain these ordinary people’s deposits. That’s why the govern-ment has to maintain this kind of thing, a basic financial system. So, there’s no other option for those governments but to bail those banks out in order to maintain ordi-

FOR THE LOVE OF MANKIND: Agapē Is the Highest Reason for the Exploration of Space

Oct. 10—What happened to the higher mission of our space program? This very question is fundamental to our continued existence as the human species. This is the subject that subsumes Lyndon LaRouche’s “Four New Laws” to now save the United States, which he introduced in June 2014. What LaRouche presents in this econom-ic platform is not a matter of mere bank-ing policy or of breaking up the big banks. What he prescribes is what is needed to end Wall Street and the financial oligar-chy once and for all. What is required is the unleashing of the potential for human creative progress and productivity, a prin-ciple embedded in our nation’s Declaration of Independence, our Constitution, and its Preamble, and it is expressed in the work of the first Treasury Secretary of our nation, Alexander Hamilton.

LaRouche’s Four Laws are these: 1. The immediate re-enactment of the

Glass-Steagall law instituted by U.S. Presi-dent Franklin D. Roosevelt, without modi-fication, as to principle of action.

2. A return to a system of top-down Na-tional Banking, and thoroughly so defined. The precedents for this shall be taken from the banking and credit system established by Alexander Hamilton, as well as Abra-ham Lincoln’s action of creating a national currency (or “Greenbacks”), under Presi-dential authority.

3.The deployment of a new Federal Cred-it system to generate high-productivity trends in improvements of employment, with the accompanying intention to in-crease the physical-economic productivity and the standard of living of the persons and households of the United States. An increase in productive employment, as accomplished under Franklin Roosevelt, must reflect an increase in real productivi-ty, coherent with an increase in energy-flux density in the nation’s economic practice.

4. The adoption a Fusion-Driver Crash Program. The essential distinction of man

BILLINGTON: The center of the current threat of an explosion is the crisis of Deut-sche Bank, although many other banks are in similar if not quite as severe a situation. You have recently put forward a four-point proposal for what must be done if we are to prevent the Deutsche Bank uncontrolled collapse from causing contagion through-out the entire Western banking system, perhaps even in this month of October, I believe you said. Do you want to discuss that proposal?

KOTEGAWA: Yes, we have a way out; but before doing that, we need I think, two other conditions. Number one is the reintroduction of Glass-Steagall, so that these kinds of mistakes will not be repeat-ed; that’s number one. Number two is the people who are responsible for these kinds of crises should be punished. Those are the conditions. We have to control this kind of bigger crisis; and this would require a very extensive cooperation of banking supervi-sory authorities of all countries where the counterparties of Deutsche Bank are head-quartered. The first thing this group will have to do is to set, secretly, the specific day; where they are to settle all of these deriva-tives. Then, that would come down to the specific amount for each bank to get a bail-out. So, all governments have to be ready to supply the required amount of money to bail out those banks.

BILLINGTON: On the condition that they implement the preconditions you mentioned; the Glass-Steagall and the ar-rest of the criminals responsible.

KOTEGAWA: Yes.

BILLINGTON: You have indicated that there’s no solution to Deutsche Bank out-side of those conditions, but that it has to be nationalized, that the German government has to give confidence back to the bank by putting the state behind it. How would that function? And do you think it will happen?

KOTEGAWA: Well, the banking sector is different from the manufacturing sector. In the manufacturing sector, it takes time for any manufacturing company to become in-solvent; it takes 5-10 years. But the banking sector is basically a virtual world where the confidence in the system and also in a spe-cific bank is very important. It is very im-portant to make an announcement by the German government that the German gov-ernment will be standing right behind this bank. The best way would be for the gov-ernment of Germany to announce that they will partially nationalize Deutsche Bank, and insure that this bank will not collapse.

BILLINGTON: Do you have any expec-tation that the German government is go-ing to do that?

KOTEGAWA: This would be a big criti-cal issue, which I don’t know whether they are prepared to do, because this big prob-lem was created by the London branch of Deutsche Bank, where most of the em-ployees are either British or American. The Germans are not involved, so when I vis-ited Germany last June, I found there was so much disinterest in rescuing Deutsche Bank; rather, one of the people said, “Let that bank collapse.”

BILLINGTON: The impact of that, however, on the German economy would be devastating.

KOTEGAWA: No, the German econ-omy is very healthy compared to other countries in Europe; but if Deutsche Bank would collapse without any con-trol, that would have, I think, a tremen-dous contagion effect on other major banks in Europe. I just will refrain from specifying the names of those banks, but I should say that about 10-15 major banks in Europe would become insol-vent and disappear.

BILLINGTON: Mr. LaRouche’s pro-posal, which is very similar to yours, uses as a reference the former CEO of Deutsche Bank, Mr. Herrhausen. How do you see the difference between Deutsche Bank as it functioned under the Herrhausen administration and previous to that, compared to how it has functioned since that time?

KOTEGAWA: Well, if I just put it in a very simple way, that’s the differ-ence between a commercial bank and an investment bank. The investment bank does not create anything for the ordinary consumers, while commer-cial banks do not create huge amounts of profits for their banks. But they play a very important role to enhance the industries in certain countries. So, in a sense, I think commercial banks are very important for national economies

and for their de-positors.

BILLINGTON: You’ve made a very strong point of the necessity of arresting the bank-ers responsible for having destroyed these banks. You indicated to me at one point, that in Japan the arrest of the bankers had an impact in less-ening the bank-ing community’s impact upon the Diet, upon the parliament. How do you see the power of the Wall Street and London banks over the governments of Europe and the United States today, where of course, nobody has been arrested since the 2008 crisis?

KOTEGAWA: In 1997, the big crisis start-ed in Japan, starting with the degradation of the seventh largest investment bank in Ja-pan—named Sanyo. Then, just three weeks later, the fourth largest investment bank of Japan, named Yamaichi, was also degrad-ed; and I was in charge of dealing with the crisis. The next year, two big major banks—one named Long Term Credit Bank, the other named Nippon Credit Bank—both of them were partially nationalized. Then all of the board members of those four institu-tions were later arrested and put in jail. That did not stop there, and supervisors like the people who worked in the central bank of Japan, the Bank of Japan, and also my clique in the Ministry of Finance; some of them were arrested just because they had too many occasions to have dinner with those bankers, or those securities houses. They were put in jail. Some of my friends com-mitted suicide and died; but in those days I thought those things were very cruel ac-tions over those people. But after I observed here in the States what happened after the Lehman shock, I came to the personal con-viction that arrest of those bankers was nec-essary to get rid of their big power over our Parliament.

BILLINGTON: There has been not a single person arrested from the banking crisis of 2007–2008 in the United States; and in fact, the Department of Justice has explicitly stated that they had made the decision not to arrest any bankers, that it made it better for them to collaborate with the banks, rather than to arrest them. The result, I think, is now upon us. What is your concern about whether we can make it through this often fragile month of Oc-tober, not only in the United States, but in the entire Western banking system? Or, do you think that this has reached a point that it cannot go on any further without either a collapse or a Glass-Steagall solution?

KOTEGAWA: Well, I was in charge of the investigation of those failed financial institutions back in Japan; and I found that those people who worked in banks didn’t have any loyalty to their own banks, nor did they have any loyalty to their nation. Their interest was just for their own personal in-terests. Unlike some people’s imaginations, they are not smart people. Once they have a very good opportunity to have made for-tunes in investment banking, then they re-ally would like to repeat it. So, unless our authorities stopped them, it is highly likely that they would just repeat it. The govern-ment has to bail them out again and again, as long as commercial banking is linked

with investment banking. I am not a U.S. citizen, but I had a chance to watch a very famous movie about Bonnie and Clyde; and they robbed a certain amount of money by attacking banks, but the money lost from this big crisis cannot compare with the scale of the money which Bonnie and Clyde robbed. They were shot dead, while people who are responsible for this crisis are not even put in jail.

BILLINGTON: Let me ask last, I know that you have, over your years of experience here at the IMF and otherwise, established very close friends around the world: across Europe, the United States, Brazil, Russia, China. As you know, in a very real sense, the world is divided between two paradigms now. One that you’ve described—the gen-eral breakdown crisis, unrestrained specu-lation; and on the other hand, among the BRICS nations and the New Silk Road pro-cess in China, the emergence of a paradigm based on development, based on building infrastructure: railroads, water projects, nuclear power. And you have had some contact with some of the people involved in that paradigm as well. What is your advice to America and to Europe in terms of our relationship with this Russia-China-India nexus of nations and this New Paradigm?

KOTEGAWA: After this kind of financial crisis, the most important thing is to create the real demand all over the world. Not just the money game, which has been enhanced by the so-called “quantitative easing.” Those emerging countries, including the BRICS, have a gap between their current economic living standard and the desire for a living standard. So this is a source of a big poten-tial for economic growth in the future.

BILLINGTON: The United States gener-ally gave up on investing on infrastructure in the rest of the world, or actually even within the United States, the argument being that this is better left to the private sector. The result seems to be that while the BRICS-centered nations, the New Silk Road countries, are investing in huge infrastruc-ture projects across Asia, South America, Africa, the US and European industries are very little involved in that process. How can we get the tremendous opportunity to the Western industries to recognize that this would be to their benefit, as well as to the rest of the world?

KOTEGAWA: To be very frank, I see there is very little space left out for the im-provement in infrastructure, both in Japan and also in Europe. But that is not the case here in the United States. I must say that the highway system, the railroad system here in the States is inferior to their counterpar-ties in China. China has much, much bet-ter railroads; they have much, much better highways. This kind of infrastructure can contribute a lot to the national economy.

Or, similarly, later, the modern phys-ical-scientific standard implicit in the argument of Bernhard Riemann, the ac-tual minimum (echoing the principle of Brunelleschi), of Max Planck, the actual maximum of the present maximum, that of Albert Einstein; and, the relatively latest, consequent implications of the definition of human life by Vladimir Ivanovich Ver-nadsky. These values are, each relative abso-lutes of measurement of man’s role within the knowledge of the universe.

This set of facts pertains to the inherent fraud of the merely mathematicians and the modernist “musical performers” since the standard of the relevant paragon for music, Johannes Brahms (prior to the degenerates, such as the merely mathematicians, such as David Hilbert and the true model for every modern Satan, such as Bertrand Russell, or

Tony Blair).The knowable measure, in principle, of

the difference between man and all among the lower forms of life, is found in what has been usefully regarded as the natural-ly upward evolution of the human species, in contrast to all other known categories of living species. The standard of measure-ment of these compared relationships, is that mankind is enabled to evolve upward, and that categorically, by those voluntarily noëtic powers of the human individual will.

Except when mankind appears in a mor-ally and physically degenerate state of be-havior, such as within the cultures of the tyrants Zeus, the Roman Empire, and the British empire, presently: all actually sane cultures of mankind, have appeared, this far, in a certain fact of evolutionary prog-ress from the quality of an inferior, to a superior species. This, when considered in terms of efficient effects, corresponds, with-in the domain of a living human practice of chemistry, to a form of systemic advances, even now leaps, in the chemical energy-flux density of society’s increase of the effective energy-flux-density of scientific and com-parable expressions of leaps in progress of the species itself: in short, a universal phys-ical principle of human progress.

The healthy human culture, such as that of Christianity, if they warrant this affir-mation of such a devotion, for example, represents a society which is increasing the powers of its productive abilities for progress, to an ever higher level of per-cap-ita existence. The contrary cases, “the so-called zero-growth” scourges, such as the current British empire are, systemically, a true model consistent with the tyrannies of a Zeus, or, a Roman Empire, or a Brit-ish (better said) “brutish” empire, such as the types, for us in the United States, of the Bush-Cheney and Obama administrations, whose characteristic has been, concordant with that of such frankly Satanic models as that of Rome and the British empire pres-ently, a shrinking human population of the planet, a population being degraded pres-ently in respect to its intellectual and phys-ical productivity, as under those U.S. Presi-dencies, most recently.

Chemistry: The Yardstick of HistoryWe call it “chemistry.” Mankind’s prog-

ress, as measured rather simply as a species, is expressed typically in the rising power of the principle of human life, over the abilities of animal life generally, and relatively abso-lute superiority over the powers of non-liv-ing processes to achieve within mankind’s willful intervention to that intended effect. Progress exists so only under a continuing, progressive increase of the productive and related powers of the human species. That progress defines the absolute distinction of the human species from all others presently known to us. A government of people based on a policy of “zero-population growth and per capita standard of human life” is a mor-al, and practical abomination.

Man is mankind’s only true measure of the history of our Solar system, and what reposes within it. That is the same thing, as the most honored meaning and endless achievement of the human species, now within nearby Solar space, heading upward to mastery over the Sun and its Solar sys-tem, the one discovered (uniquely, as a mat-ter of fact), by Johannes Kepler.

A Fusion economy, is the presently ur-gent next step, and standard, for man’s gains of power within the Solar system, and, later, beyond.

On the Verge of a New Renaissance for Mankind, or Nuclear WarA presentation by Helga Zepp-LaRouche, prepared on October 6, for an October 13 simultaneous event with assemblies of economists in Guatemala, Mexico, and Peru.

Thank you so much for inviting me to address your conference. The world is in a very, very dangerous situation. Everyone who watches the strategic development day to day can see how the confrontation between the United States and Russia is increasing. Just a few days ago, the official coordinator for cooperation between the Russian and German government, said on Channel 2 of German TV, that a direct military confrontation between the United States and Russia can no longer be exclud-ed. What he referred to was the complete breakdown of negotiations between Russia and the United States over the Syria crisis.

I think everybody knows that if it comes to war between Russia and the United States, it would be a global war, and it would lead to the annihilation of all of mankind in all likelihood.

Now, there is a second danger to civiliza-tion which could also lead, in the end, to a nuclear war, and that is that we are facing a total collapse of the trans-Atlantic financial system; one much, much worse than 2008. The IMF has named Deutsche Bank as the bank with the most risk in the whole glob-al financial system, and depending on the outcome of the [request to the] Department of Justice to reduce the fine of $14 billion which the DOJ has fined Deutsche Bank for criminal manipulations regarding the mortgage crisis in 2007-2008—because $14 billion would mean de facto the insolvency of Deutsche Bank—the whole system can go in the coming says.

Now, Deutsche Bank is maybe the worst case, but by far not the only one. Deutsche Bank has $42 trillion in outstanding deriv-atives, which is about 12 times the entire GDP of the German economy per year, and it’s still about 3 to 4 times the GDP of the entire European Union. Therefore, it is obvious that if Deutsche Bank collapses, neither the bail-in law which is now law in the entire European Union, nor the bail-out would be sufficient to solve the prob-lem. And if you look at the engagement of these derivatives with the banks which are counterparty to Deutsche Bank, it involves the entire too-big-to-fail banking system of the trans-Atlantic system, and if Deutsche Bank goes, it could be like the super-nova, evaporating in a very brief time.

A similar situation is true for the Italian banks, for the British banks after the Brexit, and we should not overlook that all of these banks have large fines to pay for crimes. Deutsche Bank had to pay because they manipulated and cheated the customers in the real estate market in the United States. Wells Fargo just had a hearing in the U.S. Congress because they set up 2 million fraudulent, fictitious bank accounts to steal. Then you have the Hongkong Shanghai Banking Corporation (HSBC), which is openly laundering the entire drug money of the Mexican drug mafia, and they were all involved in the LIBOR manipulation, which caused the three-digit billion losses for their customers.

Without doubt we are heading towards an October crisis. This is not going to be a crisis after the U.S. election: this is now! And all the means of the central banks, i.e. quantitative easing since 2008; negative in-terest rates, which kills the savings of the population; and now they are talking about “helicopter money” which is really the last straw—ll of these tools no longer function.

There is a remedy, and that is, you have to implement immediately the Glass-Stea-gall banking separation law, exactly as Franklin D. Roosevelt did in 1933. Lyndon LaRouche has enlarged this concept to say that you first have to write off the specula-tive part of the banks; but then you have a lack of liquidity and therefore, you have to have a credit system in the tradition of Alexander Hamilton, which issues new, large credits for productive investments. You also have to increase the productivity of the economy, you have to have a science driver, and the international space program with global cooperation as well as the van-guard technologies which are developed in that process, is the pinnacle of scientific ad-vancement.

We also need what Roosevelt did at the time, a Pecora Commission. Pecora was the New York State attorney, who investigated

the CEOs of the Wall Street banks under oath at the time, to then send many of them to jail. And as a Mr. Kotegawa told us (see interview in this issue), if you don’t do that, you cannot reinstate the confidence in the banks, because people will have lost com-plete confidence in the system.

There is good reason that this can be done. In the United States both parties, the Republicans and the Democrats, have the Glass-Steagall Act in their platforms and despite the fact that Hillary Clinton is not for Glass-Steagall, it is important that in times of crisis such provisions are there. And there is a renewed optimism that you can mobilize the Congress—even if normal people have little hope that the Congress will do something useful—they just voted up the JASTA bill overriding the veto of President Obama, which was a major shift in U.S. policy that provided the families of the victims of September 11th [the oppor-tunity] to sue the Saudi government. This is a tremendous victory, because what was victorious in this situation was a sense for justice. It was completely unjust that the victims of the September 11th terrorist attack would not have the ability, and the families in particular, would not have the ability to bring the criminals responsible for that terrorist act to court. This has now occurred, and there is a tremendous sense that you can move the U.S. Government when people are united for a good plan and they act together.

There is an equal yearning for justice con-cerning the banking system. The banking system has provided unbelievable profits for a few, while the people they are looting become more and more impoverished. So the time to act is now.

A New Silk Road, a New Financial Order

Now, the other important aspect is that the alternative financial system is already in place. Since 2013, when President Xi Jin-ping announced the New Silk Road, there has been an unbelievable development internationally to establish a new finan-cial and international credit system. In the tradition of the ancient Silk Road of 2,000 years ago during the Han Dynasty, which at that time was an immense exchange not only of goods, but of culture, of ideas, and most importantly of technologies, e.g. the means to produce silk, make porcelain, and other such vanguard technologies of that time; this same kind of exchange has been occurring now for three years among the nations of the New Silk Road, and with the most modern technologies.

This is the largest infrastructure plan in all of human history: It is about twelve times

larger than the Marshall Plan was which was helping to reconstruct Europe after the Second World War, in terms of actual buying power. Right now it encompass-es $1.4 trillion; it already involves 43% of the world economy; and 4.4 billion people from 70 coun-tries are participating, and it is the long-term development strategy under the leadership of China. As a matter of fact, it is the only stra-tegic plan to overcome this present geopolitical confrontation that I

mentioned in the beginning, because it is based on the idea of a “win-win coopera-tion” of all countries on this planet.

Very important, in respect to the financial crisis, these countries have started to set up an alternative financial system. They have started the Asian Infrastructure Invest-ment Bank (AIIB), where immediately 70 countries wanted to be founding members,

despite enormous pressure from the Unit-ed States not to do so. Even close allies of the United States, like Great Britain, Japan, South Korea, Germany, France, and Cana-da all wanted to be founding members of this new bank, which has a starting capital of $100 billion, and which can be expanded and will be. They have also created the New Development Bank, the bank of the BRICS countries; the New Silk Road Fund of $40 billion; the Maritime Silk Road Fund; the Shanghai Cooperation Organization has created a new bank; and they have created something called the Contingency Reserve Arrangement which began as a pool of $100 billion, helping the BRICS countries and other developing countries to fend off ma-nipulative speculative attacks like those of George Soros and other speculators.

It is very important that this idea of the New Silk Road is expanding with an unbe-lievable speed, and many countries, not only in Asia, but also in for example, Eastern and Central Europe are picking up on it. There is now a cooperation between China and Greece, Serbia, Hungary, Czech Republic and even Poland, all working on high-speed trains and infrastructure cooperation. And the idea is to extend this kind of a New Silk Road into the Middle East and into Africa, to address the very, very dramatic situation there; to reconstruct the Middle East after the war, and to develop Africa, so that also the refugee crisis, which is one of the largest humanitarian crises in the world ever, that we can now create conditions where Africa and Southwest Asia are being industrialized so that people will not want to leave their home, but rather, will want to help build up their nations.

All of this is not just business. The Silk Road is by no means only infrastructure in the narrow sense, connecting A to B through trains and ships, but it is also not just a replacement of American imperi-alism by Chinese imperialism, which is what some media are trying to insinuate. The New Silk Road, put on the agenda by China, is truly a completely different mod-el of cooperation among states. It is based on dialogue, partnership and cooperation; and China does not want to be a new he-gemon, but wants to have cooperation with all countries based on a “win-win” mutual benefit, where each country has their own advantage.

China has said many times, as a matter of fact, Xi Jinping has used the formula-tion that what is needed is a “community of shared destiny.” Now, this is what the Schiller Institute has promoted for 25 years when we proposed the Eurasian Land-Bridge when the Soviet Union collapsed, and expanded it in the 25 years since, that the Silk Road must become the World Land-Bridge. We have always said that we need a completely new paradigm based on “win-win cooperation”; and that is exactly what is now pushed by China.

Now people always have suspicions, “What is the real aim of China?” But I have come to the absolute conclusion that China means exactly what they say, that the world must not be run on the basis of a zero-sum game, but on the idea of a harmony of all nations.

A Government of the WiseNow, 2016 is the 2,567th birthday of Con-

fucius and you have right now a total revival of Confucian philosophy, in all of China, in all schools, universities, cities, and there is right now a two-and-a-half-thousand-year-old history of Confucian tradition in China, with the very short except of the ten years of the Cultural Revolution. This has shaped the Chinese mind to a very large extent—

the Confucian idea that the world should be organized in a har-monious way—by allowing the harmo-nious development of all nations, of all fam-ilies, of all individu-als; and that a coun-try cannot do well, if their neighbors are not doing well. This idea of Confucius that

politics must be based on love is now asso-ciated with the idea that politics has only one aim, and that is the happiness of people, an idea which used to belong the American Declaration of Independence, and an idea which is also very, very known in the histo-ry of European humanism.

Confucius also taught that people ought to have a life filled with learning, and that they should perfect themselves without lim-it, and that the highest ideal of man is the chun tzu, the wise man who perfects him-self in the highest degree. And out of this comes the idea that the sage king is morally much more attractive than the hegemon. This is the same idea as Plato’s “philosopher king,” that only the wisest and most moral people should rule.

Now, while the hegemon rules by forcing the underlings into submission, the wise king and the wise leadership elevates the people through inspiration. At the recent G20 meeting in Hangzhou, which occurred for the first time under the leadership of China, they have made a wonderful propos-al to put the whole world economy on the basis of innovation and to share whatever scientific and technological breakthroughs are being made, immediately, with all other nations, but especially the developing na-tions, so that their development is not being held up.

Since then, they have announced scien-tific and technological cooperation among the countries along the New Silk Road; they opened up science and technology parks, huge exchange of scientists and youth, in order to spread these ideas in the quickest possible way. All of these policies are a re-flection of the Confucian philosophy.

If you study it more closely, you will real-ize there is a tremendous affinity between Confucian thinking and European human-ism. They are much closer and much more related than most people are aware. While in China, a Confucian Renaissance is fully underway, it is the West which is in urgent need of such a cultural renaissance.

The Western world has plunged into a terrible moral degeneracy and decadence: If you look at the drug addiction, the case of Mexico, for example, is famous. The drug lords have taken over much of the country. But in the United States drug addiction is the most important cause for the rising sui-cide rate, which has quadrupled since 2001 since Bush came into office, with suicides in all age groups. If you look at the violence in the United States, but also in other West-ern parts, you have the police violence, you have the school shootings, you have por-nography, you have the total brutalization of behavior, which is a breakdown of civi-lized relations among people.

So we need urgently, if you want to save humanity, we need a Renaissance of Classi-cal culture. We have to go back to an image of man which emphasizes that which sepa-rates man from all other living species, and that is the creativity of the mind of the hu-man being. The problem with popular cul-ture is that it de-emphasizes this creativity. Pop music, for example, if young people go to discos, it almost always goes along with drug consumption, something which de-stroys the creative faculties of the mind.

Create a Global Classical RenaissanceWe need a Classical culture which em-

phasizes the beauty of the best traditions of Greece, for example, Greek architecture, Greek historical dramas, Greek philosophy, but also the beauty of Dante, of Petrarch, of the Italian Renaissance; in the Spanish culture, of the Andalusian renaissance, of Cervantes, of Goya; in Germany, Schiller, Beethoven, and many other great thinkers.

Now, why is Classi-cal culture so absolute-ly important? Rather than being a soap op-era, where you add ir-rational emotions one after the other, with-out rhythm or rhyme, you have in Classical culture either a poet-ical or a musical idea, and then, according to very strict princi-ples of composition, you develop that idea until it is exhausted, in a thorough-compo-sitional way; and then you come to a conclu-sion on a higher level of reason. And when

you train your mind in this way, in Classical thinking, you become more creative. It leads to an education of the emotions, because if you only rely on your senses, you are just reacting. That is why Friedrich Schiller de-manded the aesthetical education of man: namely, through Classical art, the aestheti-cal education teaches man to feel more no-ble and to educate our emotions up to the level of reason, so that you can blindly fol-low your impulses, because then they will never differ from what reason commands. This is why we have to reintroduce beauty into art, and the great German poet Fried-rich Schiller said “Art which is not beautiful should not be called art.”

In the Greek Classical period, you had the ideal of the identity of the beautiful, the truthful, and the good. And you cannot be truthful if you are not trying to develop the idea of beauty, and you cannot develop the good without being truthful. So there is an inner connection between these because they address the same faculty in the human mind.

The future of mankind very clearly will be in space. If you look at the evolution of man, or even of life as it developed through photosynthesis from the oceans to land, from lower to higher species, and eventu-ally the creativity of mankind. Man settled at the rivers and oceans first; then through infrastructure development, opened up the landlocked areas of continents. And now with the New Silk Road we are com-pleting that phase of the evolution, where man through infrastructure, develops the landlocked areas of all continents. And the natural extension of that infrastructure de-velopment will be the opening up of nearby space, probably first a colony on the Moon, and that will be the launching pad for fu-ture space operations as our energy sources become more dense. We will be able to even understand much better what is the posi-tion of our planet in the Solar System, in the Galaxy, and we will develop a much deeper understanding about the laws of the uni-verse and the relationship of creative men-tation to that Universe, because our mind is obviously not outside of the universe, but it’s part of the universe, and it is the most developed part.

Many more studies have to made about the connection between the mind and the universe at large, and the better we under-stand that connection, the more rational we will become as a human species. The great German space scientist Krafft Eh-ricke developed the beautiful notion of the “Extraterrestrial Imperative,” that man becomes truly adult when we understand and conquer space more deeply, because only then will man become fully rational.And Krafft Ehricke, who was a close friend of ours, said at the end of his life, that the importance of great Classical art was ab-solutely crucial, because even if science is emphasized and developed, this does not yet indicate whether it is applied for some-thing good, or for something bad; it is al-ways man who applies that science which makes the difference.

And therefore, the aesthetical and moral education to beauty and to the good is what will make the longevity of the human spe-cies possible.

Now, this is why we are saying, so em-phatically, that the economic development of the New Silk Road must be combined with a Classical Renaissance of Classical culture, and that we must bring forward the best traditions of each culture, of Chinese poetry and philosophy, of Chinese paint-ing, of Indian philosophy, of African won-derful philosophical contributions from the time of Timbuktu; of other great cultures, and each had a high phase in their culture, like the Arab Renaissance of the Abbasid Dynasty at which point the Arab culture was the most developed.

We have to make the best phases of these periods known, and then have a dialogue between these cultures and out of this will generate a love for the other culture; and we will indeed reach a new paradigm of civi-lization.

If we make this universal cultural heri-tage known to all children, through univer-sal education, I think the future will be that such geniuses as Bach, Schiller, Einstein, will not be an exception. There will not be just a second Einstein, but we will have many, many geniuses because we will pro-vide children with a much, much better op-portunity to unfold all the potentials which are embedded in them.

Now, I think we are not only on the verge of a potential global war, but with the New Silk Road we are also at the edge of entering a completely new paradigm of civilization, what I call the “Adulthood of Mankind,” where we stop behaving like stupid two-year-old little boys kicking each other in the knee.

We are really at an important historical moment, and I would ask all of you to join in a Renaissance movement, because I’m absolutely optimistic that if all good people on the planet are working together to this aim, we can succeed.

from all lower forms of life, and hence, in practice, is that it presents the means for the perfection of the specifically affirmative aims and needs of the human individual and social life.

The Passion Flows from Understanding Man

What is required at this very moment, for this nation and the world, is not mere-ly an economic recovery. We must have a LaRouche-Hamilton vision for an Eco-nomic Renaissance. In its essence, it goes far beyond merely building infrastructure and putting people back to work. We must rekindle a passion to create the future! What is required is a complete revolution in science in the terms that LaRouche is de-manding today and in what is now being set as a cultural standard in China, as exempli-fied by the direction of its space program and its commitment to a win-win strategy for mankind.

This revolution in science must start with a renewed conception and understand-ing of the true nature of mankind—what it means to be truly human. How do we advance the conception of mankind as ca-pable of acting for the benefit of all, from

the standpoint that we are thereby going to advance and share in the greatest potentials for mankind that ever existed? This is ex-pressed most poetically in the combination of 1 Corinthians 13 and in Krafft Ehricke’s Three Laws of Astronautics.

That memorable chapter of 1 Corinthians unfolds the concept of agapic love: “Charity [agape] suffereth long, and is kind; charity envieth not; charity vaunteth not itself, is not puffed up, doth not behave itself un-seemly, seeketh not her own, is not easily provoked, thinketh no evil; rejoiceth not in iniquity, but rejoiceth in the truth.”

Krafft Ehricke addressed this question of the common aims of mankind in fulfill-ing its greatest potentials, and saw that the pathway is through “leaving the confines of one small planet” to expand our explo-ration and settlement to other worlds. To that end, he formulated these Three Laws of Astronautics:

1. Nobody and nothing under the natural laws of this universe [can] impose any lim-itations on man, except man himself.

2. Not only the Earth, but the entire So-lar system, and as much of the universe as he can reach under the laws of nature, are man’s rightful field of activity.

3. By expanding throughout the universe, man fulfills his destiny as an element of life, endowed with the power of reason and the wisdom of the moral law within himself.

The Love of the OtherThe subsuming process of all these

works—and what lies at the heart of LaRouche’s proposal—is mankind’s discov-ery of the meaning of mankind. What is the purpose for which we exist? How do we implement and advance the creative power which is uniquely human? LaRouche de-veloped his four laws from a Hamiltonian standard based on an underlying principle of an unconditional—that is, agapic—love for mankind, to create its future.

The Hamiltonian principles which set the standards for our nation’s economic policies do not arise from the standpoint of money having some intrinsic value, but from an understanding of the value of the human mind and of increasing the produc-tive powers of mind. Hamilton’s principles of economics come from the idea of hap-piness, an agapic principle adopted in our Declaration of Independence from the Ger-man philosopher and economist Gottfried Leibniz. That is what you will find when

you read the four major reports to the Con-gress by Alexander Hamilton.

This is the essence of what the British Empire and its financial oligarchy—repre-sented by Wall Street and its stooges—have made every effort to destroy since the mur-der of Hamilton by the British tool Aaron Burr. Our nation’s greatest leaders—includ-ing John Quincy Adams, Abraham Lincoln, Franklin Roosevelt, and John F. Kennedy—understood and consciously engaged in this fight to defeat this enemy of the creative progress of mankind.

These Presidents understood more than just Hamilton’s conception of national cred-it or of banking. They understood a unique principle of the United States to be the ad-vance of the productive and creative powers of every living being in this nation and on this planet—what LaRouche would later define in his science of physical economy as the in-crease in relative potential population density.

Only YesterdayPresident Franklin Roosevelt, a devout

student of Alexander Hamilton, was in-spired by his great-grandfather, Isaac Roo-sevelt, who worked directly with Hamilton. This laid the basis for FDR’s victory over the Wall Street looters of his day and his ability to unleash the greatest productive machine the world had ever seen. The period of Franklin Roosevelt through that of John F. Kennedy was known as the Golden Age of Productivity. Today we need a golden age of productivity for the world, and that is just the future that China has set out to create,

with more than half of the world already joining in. The United States must take its rightful place and make its due contribu-tion in bringing about this very future.

Our Golden Age of Productivity con-tinued with the development of our space program under the visionary leadership of great space pioneers such as the little known genius, the German-American aeronautical engineer, Krafft Ehricke.

When the National Aeronautics and Space Act was passed by Congress in 1958, creating NASA, the declaration of purpose stated: “The Congress hereby declares that it is the policy of the United States that ac-tivities in space should be devoted to peace-ful purposes for the benefit of all mankind.” The Act goes on to define that the aero-nautical and space activities of the United States shall be so conducted as to contribute materially to one or more of the following objectives:

1. The expansion of human knowledge of phenomena in the atmosphere and space.

2. The improvement of the usefulness, per-formance, speed, safe-ty, and efficiency of aeronautical and space vehicles.

3. The development and operation of vehi-cles capable of carrying instruments, equip-ment, supplies, and liv-ing organisms through space.

4. The establishment of long-range studies of the potential benefits to be gained from, the opportunities for, and the problems involved in the utilization of aeronautical and space activities for peaceful and scientific purposes.

5. The preservation of the role of the Unit-ed States as a leader in aeronautical and space science and technology and in the application thereof to the conduct of peaceful activities within and outside the atmosphere.

6. The making avail-

able to agencies directly concerned with national defenses of discoveries that have military value or significance, and the fur-nishing by such agencies, to the civilian agency established to direct and control non-military aeronautical and space activ-ities, of information as to discoveries which have value or significance to that agency.

7. Cooperation by the United States with other nations and groups of nations in work done pursuant to this Act and in the peace-ful application of the results, thereof.

8. The most effective utilization of the scientific and engineering resources of the United States, with close cooperation among all interested agencies of the United States in order to avoid unnecessary dupli-cation of effort, facilities, and equipment.

Devotion to the exploration of space must start with a love for, and commitment to the creative development of all mankind. The vision for space exploration and settle-ment was never merely a race or a matter of military dominance, contrary to the wild ideas of some in the scientific community. The space program as envisioned by Eh-ricke was a commitment to the future of mankind.

When NASA was established, Ehricke had already written some profound works on the idea of space travel and what he called mankind’s extraterrestrial impera-tive. He had written an imaginary account of space travel in the year 2050, in 1948—ten years before NASA (published in part in 21st Century Science & Technology, Spring 2003).

Ehricke understood the unique quality of mankind that defies the oligarchy’s rejec-tion of our creative human identity—that creative identity which is essential for man-kind’s mission to develop our Universe. He states, “By expanding through the Universe, man fulfills his destiny as an element of life; endowed with the power of reason and the wisdom of the moral law within himself.”

Nuclear Power and Fusion PowerPresident Kennedy thinking intersect-

ed Ehricke’s concept of mankind. At the groundbreaking ceremony for the Hanford nuclear generating plant in Hanford, Wash-ington, on September 26, 1963, he said, “This great, rich country of ours has a long, unfinished agenda, but it has always had that agenda in creative times, and this is a creative time in our country and through-out the world.”

LaRouche’s fourth law calls for a Fu-sion-Driver Crash Program. Obama’s re-jection of the “essential distinction of man from all lower forms of life” was precisely the idea at the core of his attack on our na-tion’s space program and his rejection of a revolution in science through a fusion driver program. His attacks on our nation’s manned space program and our fusion re-search programs have been brutal. Obama had the nerve to say that we don’t need any “fancy fusion.” Now you’ve seen not only the shutdown of our manned space pro-gram, but the termination of work toward breakthroughs in advanced scientific and technical programs, such as the fusion re-search and development program at MIT, and with serious repercussions for the fu-sion program at Princeton, along with the U.S. rejection of cooperation with other na-tions on such projects.

It is all being shut down because we didn’t demand Glass-Steagall. We didn’t insist on the Hamiltonian credit system to put the necessary credit into these great scientific endeavors and large-scale infrastructure. We chose instead to bail out Wall Street, to protect the looters and let more and more people die. This was not the standard of Hamilton, nor of Franklin Roosevelt or John F. Kennedy.

Kennedy understood the importance of the nation’s space program as a science driver program for progress in the economy across a broad front. And he understood nuclear power production as the comple-ment to the space program, in terms of its effects on the economy as a whole. At the Hanford groundbreaking ceremony, he said, “We must hasten the development of low-cost atomic power. I think we should lead the world in this. ... Our experts estimate that half of all electric en-ergy generated in the United States will come from nuclear sources.”

Kennedy knew that it was essen-tial to unleash the creative powers of every person in this nation. At Han-ford, he spoke of “All of the trained and educated men and women who are making our country over, who are building a better standard of living for our people—this is a time when we wish to encourage the release of energy, human ener-gy, which is the most extraordinary of all.” Today that vision for human development and cooperation is be-ing carried out by what China is do-ing in the development of its space and nuclear programs.

Implement LaRouche’s Four Laws!

LaRouche is emphatic that China has to be a model from the stand-point of the space program. The standard that China has set for itself and the world reflects nothing less than a renaissance and a new para-digm for the progress of all mankind. China’s space program is organized around a national commitment to cultural and sci-entific advance, and because of this, China is now going to the far side of the Moon, unlike any other nation—doing something that no other nation has done. What does this mean? This is a breakthrough toward a revolution in science, a breakthrough for the benefit and progress of all mankind.

This is the very principle of LaRouche’s four laws.

What China represents for the world today is what the United States and its founding principles once represented. What is re-quired of our nation today is the revolution in science that LaRouche is calling for—a revolution in the conception of the nature of mankind: what it means to be human, what we are as a species.

We have to pull our na-tion out of the depths of the dark age conditions that have dominated much

of the trans-Atlantic world in the recent de-cades. We must stop the mass killings and reverse the upward trend in suicides in the United States and around the world. That is why we are going to implement LaRouche’s four laws now. It is time to shut down Wall Street now! End the financial speculation! We must redefine our national commitment to humanity. We have the potential to bring

about a Renaissance for all of mankind, if we choose to do so—based on a true under-standing of what mankind is, and what our future must be. It is time to begin the imple-mentation of LaRouche’s four laws by re-in-stituting the Glass-Steagall Act. Demand that Congress get back to Washington now, to pass Glass-Steagall! It has a responsibility to this nation and to mankind.
