    THE OAKLAND ALAMEDA COUNTY COLISEUM AUTHORITY EXECUTIVE DIRECTOR

    THE OAKLAND ALAMEDA COUNTY COMMUNITY Nestled in between the San Francisco Bay and the California coastal mountains, the beautiful San Francisco East Bay enjoys a varied geography ranging from urban marinas to rolling open spaces to hillside lakes and streams. The region is one of the most ethnically diverse are in Northern California and the nation. Alameda County is the largest county in the East Bay, is the seventh most populous county in California, and has 14 incorporated cities and several unincorporated communities. The total population is estimated to be 1,510,271 as of April 2010, a 4.6% increase from April 2000. Oakland is the seat of County government and the largest city in the East Bay. The City of Oakland has a rich history, diverse culture and expanding local economy. Its temperate Bay Area climate - rated the best in the nation - combined with a vast network of arts, entertainment, recreational and educationally-enriching amenities make Oakland a thriving setting for its 447,000 residents and a tourist destination for thousands of visitors annually. The citys diverse landscape is a lively urban-suburban mix of beautiful hillside residential neighborhoods, a large stock of historic homes and buildings, two lakes and the Oakland Estuary. Oakland residents speak nearly 125 different languages and dialects. Oaklands diversity is also reflected in the more than 600 year-round cultural fairs and events citywide. Other recreational, cultural and entertainment activities take place in 106 parks, Lake Merritt, Jack London Square, Knowland Park Zoo, the Oakland Museum of California and the Paramount Theater, among other welcoming venues. For sports fans, Oakland is the only city in California with the big three professional football, baseball and basketball franchises: NFL Oakland Raiders, MLB Oakland Athletics and the NBA Golden State Warriors. Oakland is in close proximity to some of Californias most famous destinations - San Francisco is just minutes away and the world-renowned Napa Valley wine country is a short distance further. In addition, Oakland is just three hours from Lake Tahoe and the Sierra Mountains, less than three hours from Monterey, Carmel and Mendocino, and a short one-hour flight to Southern California. For longer trips, travelers can take advantage of the generous flight schedule offered by the numerous major carriers at Oakland International Airport. Encompassing a wide range of housing and educational choices for its residents while providing all the elements of an attractive urban city make Oakland a great place to live and work. THE OAKLAND ALAMEDA COUNTY COLISEUM AUTHORITY The Oakland Alameda County Coliseum Authority (The Authority) is a joint powers agency established by the City of Oakland and the County of Alameda to finance improvements to the Coliseum Complex and to manage the Coliseum Complex on behalf of the City and the County. It is governed by an eight-member Board Commissioners consisting of two

    members of the Oakland City Council and two members of the Alameda County Board of Supervisors. The City and County each appoint two non-elected commissioners. The Board of Commissioners meets monthly.

    The Authority contracts with AEG Facilities to operate the Coliseum Complex. On behalf of the Coliseum Authority, AEG books events at the Complex, provides game day operations for the Raiders and Warriors, maintains the Complex and manages the construction or installation of improvements to the Complex under and as provided in a contract with the Coliseum Authority. AEG employs the workers at the Coliseum Complex.

    The Coliseum Authority contracts with Levy Restaurants to provide food and beverage service at Oracle Arena and with the Oakland Athletics to provide food and beverage service at the Stadium. Each of those entities is responsible for hiring food and beverage service workers.

    THE EXECUTIVE DIRECTOR POSITION The Executive Director is the Authoritys Chief Administrator who directs, coordinates, and manages the day to day administrative activities and operations of the Authority. The position reports directly to the Board of Commissioners enabling the Board to fulfill its policy, oversight and governance functions. The Executive Director implements the strategic goals, and executes the vision of the Authority. The position directly oversees all vendor contracts including AEG for the Coliseum Complex operations, supervises an executive assistant and manages an operational budget of approximately $45 million. The Authority is looking for an influential public sector executive, solid operational administrator, strategic big picture thinker and visionary to address the following priorities and key responsibilities:

    Successfully negotiate the upcoming lease extensions of the three (3) sports franchises;

    Maintain and enhance existing relationships with AEG and the three (3) sports franchises that focuses on enhanced team and fan retention/attraction;

    Oversee AEG planned facility upgrades;

    Work closely with AEG to identify and pursue strategic opportunities to enhance the fan experience and increase venue revenues;

    In conjunction with the Board of Commissioners, the City, the County and the teams, identify feasible opportunities for a new stadium.

    KEY RESPONSIBILITIES: 1. Administers and insures the Authoritys compliance with the Coliseum Complex agreements, including bond trust agreements and bank agreements relating to the Authority's bonds, licenses with sports franchises, and operating agreements with subcontractors.

    2. Maintains a positive working relationship and continuing communication with the subcontractors that performs the duties of the operator at the Coliseum Complex. As necessary, may facilitate resolution of conflicts or disputes among such operator, sports franchises and other major tenants to insure compliance with the agreements and the profitability of the Coliseum Complex. 3. Under the direction of the Board, participates in the development of requests for proposals (RFP) for services and acts as staff to the Authority Board in the RFP evaluation process. At the direction of the Board, (1) participates in the negotiation of the agreements to which the Authority is a party; (2) evaluates potential costs of proposals and agreements; and (3) provides input in the proposal evaluation process with respect to best business practices at other comparable facilities and within the industry generally. 4. In consultation with Legal Counsel, reviews agreements to be entered into by the Authority to protect the Authority's interests and allow for the efficient and profitable operation of the Coliseum Complex. Reports to the Authority Board, as required, on the content of existing contracts and issues relating to the operation of the Coliseum Complex as necessary to keep the Board informed. Provides leadership on behalf of the Authority Board in the negotiation of a resolution of disputes over contract language and other issues and recommends best option for resolution if such negotiation is not successful. 5. In conjunction with the Public Relations consultant, develops and maintains positive relations with the print and electronic media on behalf of the Authority, Board of Commissioners and the Coliseum Complex generally. Writes press releases as directed. Makes public presentations to community, business and other civic groups as needed. Maintains a positive image of the Coliseum Complex as an asset to the community at large and as a world class sports and entertainment venue. 6. Analyzes operator financial statements and regularly reports findings and assessments to the City Administrator, the County Administrator, County Auditor and to the Authoritys Board. In consultation with the Auditor, prepares annual budgets for the Authority. 7. Maintains continuing and positive communications with the Authority Board, County and City management officials and staff, the facility operator, the Oakland Raiders, Oakland Athletics and Golden State Warriors sports franchises, and other users of the Coliseum Complex. 8. In consultation with the facility operator, reviews capital improvement, renovation and maintenance projects and annual capital budgets and recommends approval of capital improvement budgets to the Authority Board. In accordance with the requirements of the agreement between the facility operator and the Authority, approves requests for reimbursement from operator for capital expenditures. 9. Coordinates the scheduling and conducting of Authority Board, committee and staff meetings including but not limited to: preparation of agendas; staff reports on all agenda items; public notices; and minutes. Reviews all incoming correspondence to the Authority

    and prepares responses to such correspondence, as well as other required correspondence of the Authority. 10. In cooperation with the facility operator, markets the Coliseum Complex for community-wide events (e.g. weddings, corporate meetings, retreats, conventions, festivals) and national events requiring involvement of other organizations in the Bay Area community. THE IDEAL CANDIDATE The ideal candidate should possess the following expertise and attributes: Job & Skill Requirements

    Experience as a chief executive or other senior level role, within a public sector organization with operational management experience;

    Strong leadership; Solid general management and administration skills;

    Knowledge of the Brown/public records act;

    Demonstrated experience with multiple and large contract administration;

    Experience reporting to, managing and working with an elected board and/or governing body;

    A demonstrated record of effective fiscal management and Profit and loss experience;

    Experience with bond administration and financing is desired;

    Strong innovative leader; forward thinker; fearless, bold, and willing to take responsible risks;

    Knowledge of real estate commercial/ economic development, sports and entertainment is desired;

    Bachelors degree, advanced degree preferred.
