COMXAND .COMPOSITION AND ORGANIZATION

I. MO The mission is to provide sea-based tactical air power for the defense of America's right to freedom of the sea as well as the protection of United States sovereignty. As part of this mission, IKE is capable of projecting tactical air power over sea and land, as well as providing tactical air defense, anti-submarine and anti- surface capabilities.

Named after the 34th president of the United States, USS DWIGHT D. EISENHOWER (CVN 69) is the third nuclear-powered aircraft carrier ever built. Originally named Eisenhower on February 21, 1970, the ship was renamed DWIGHT D. EISENHOWER on May 25, 1970.

The keel of the ship(designated hull 599 by Newport News Shipbuilding and Drydock Company) was laid on Aug. 15, 1970, and was authenticated by the late president's grandson, D. David Eisenhower 11. Five years later, on Oct. 11, 1975, Mrs. Mamie Doud Eisenhower, widow of the former president and the ship's sponsor, christened the ship during launching ceremonies at Newport News Shipbuilding and Drydock Company.

USS DWIGHT D. EISENHOWER (CVN 69) was commissioned Oct. 18, 1977 at Pier 12, Naval Station, Norfolk VA.

a. Immediate Senior in Command is Commander, U.S. Naval Air Forces, Atlantic.

b. The Commanding Officer is CAPT W.V. Cross, USN, whose biography is attached. He assumed command September 28, 1990.

15 Commander, Naval Sea Systems Command, VADM Peter Hekman visited IKE for a SRA progress tour and briefing. The Executive Officer and the ship's SRA coordinator, CDR served as escorts.

February

4 The Explosive Safety Review Team from COMNAVAIRLANT came aboard for a five-day inspection of IKE8s Weapons Department. The inspection resulted in an overall grade of outstanding. Technical Unit Two came aboard for a four-day inspection of IKE8s magazine sprinkler systems. The inspection resulted in an overall grade of outstanding.

20 Weapons Department set the standards of excellence during the accomplishment of a historic ammunition on load while at Gulf Anchorage. In less than twenty hours, IKE flawlessly received, stowed, and secured 1,683 lifts of ammunition

Fifteen flag selectees embarked IKE underway for an overnight tour. The visit which was part of the CAPSTONE program, was designed to acquaint flag selectees from the various armed services with the operational capabilities, tactical and strategic role of carriers. Commander Naval Air Force, U.S. Atlantic Fleet, VADM John Ready also embarked for an overnight visit underway. During which he hosted a luncheon and CVN orientation tour for ten AIRLANT staff personnel.

24 Dr. Peter Collis, Deputy Assistant Secretary of Defense for Medical Readiness and five senior business executives embarked overnight for an underway CVN orientation. Dr. Collis remained on board until the 27th and examined the ship's medical facilities.

25 RADM Gachot, FRN, Head, French Military Mission to the Supreme Allied Command Atlantic embarked overnight for underway visit. He was accompanied by CDR Patrick Dillenseger, FRN. Additionally, Art Franklin, a W E C reporter, and his cameraman embarked for an overnight visit. Mr. Franklin interviewed the commanding officers and various personnel in an effort to compose a story on life aboard a carrier.

26 RADM Portal, SPN, Head, Spanish Military Mission to the Supreme Allied Command Atlantic embarked IKE underway for an overnight orientation visit. He was accompanied by CAPT Ehilio Bonaplata, SPN. Joe Krebs, a WRC-TV (Washington, DC) reporter, and his cameraman also embarked. Mr. Krebs had been assigned to prepare stories on Navy aviators, JAG officers and carrier life.

4 The Torpedo Readiness and Training Inspection Team from NAVSEA Support Center Atlantic came aboard for a four-day inspection of IKE8s Weapons Department. The inspection resulted in an overall grade of outstanding.

6 IKE conducted parentlchildren predeployment briefs. The briefs were also conducted the following day.

6-7 IKE received a safety survey from the Naval Safety Center.

12 The following people were aboard IKE for a brief in-port tour of the ship's INTEL spaces: Mr. Keith Hall, Professional Staff Member and Budget Director of the Senate Select Committee on Intelligence, Mr. Kirk McConnel, Senate Armed Services Committee, Mr. Brian Daily, Senate Armed Services Committee, CAPT Bob Juengling, GDIP staff, and CDR , Office of Legislative Affairs.

14 Admiral Alain Coatanea and four other French Navy Officers visited IKE for a brief tour and luncheon. VADM J.K. Ready, COMNAVAIF&ANT, served as host.

15 Approximately 40 Army War College students visited IKE for a brief tour. The visit designed to give the students a better understanding of naval aviation.

2 2 IKE hosted and an overnight visit for the Office of Legislative Affairs. Mr. David Emerick, Military Legislative Assistant to Congressman Joel Hefley was aboard IKE for an orientation visit.

30 IKE hosted a change of command ceremony for COMCARGRUFOUR.

31 IKE held an Easter Sunrise Service. CAPT Tom Johnson, CHC, USN, Fleet chaplain, CINCLANTFLT served as guest speaker. The service featured gospel music artist Cissy Houston as guest soloist.

6 Ms. Elizabeth M. Tamposi, Assistant Secretary of State, Consular Affairs visited for a brief in port tour. She was accompanied by her executive assistant, Steve Moheban.

The Nuclear Weapons Acceptance Inspection Team from Nuclear Weapons Training Group Atlantic came aboard for a five-day inspection of the Weapons Department. The department received an outstanding in ten of thirteen areas with an overall grade of outstanding.

11 The Mine Readiness Certification Inspection Team from Mine Warfare Inspection Group came aboard for a four-day inspection of the Weapons Department. The inspection resulted in an overall grade of outstanding.

18 IKE hosted eight leading members of Fort Lauderdale Navy League Chapters and affluent businessmen from the Fort Lauderdale area for an orientation tour.

19 IKE arrived in Fort Lauderdale for a three-day port visit. Over 50,000 tourist were received on board.

24 The Ship's Intermediate Maintenance Department (SIMD) was disestablished and the functions of this department were split between the Repair Division of Engineering Department and the 3-M/QA Department.

IKE hosted her adopted school, Jacox Elementary School. Over 650 students and staff members received for lunch and tours over a three day period.

Ohio Congressman John Kasich, House Armed Forces Committee and 17 members of the Ohio Young President's Organization visited IKE in port, Norfolk for a luncheon and tour.

Twenty journalists from Eastern and Western Europe visited IKE in port for a brief tour.

Seventeen flag selectees visit IKE at sea for a tour designed to familiarize them with the operational capabilities of the carrier. Concorde pilots and flight engineers along with four guests from Executive Aviation Inc., embarked IKE for an overnight visit.

Several legislative assistants visited IKE for an orientation visit overnight.

A congressional delegation (staff) of eight members from the House of Representatives embarked IKE for an orientation visit overnight.

Nine leading businessmen from TEXACO, Fischer Associates Inc., Dallas Fort Worth Teleport and other large cooperation embarked IKE for an overnight orientation visit.

Assistant Secretary of State, Consular Affairs Elizabeth M. Tamposi and her Executive Assistant Steve Moheban along with several CEO's embarked IKE for an overnight orientation visit.

A burial at sea was held for MMC Joseph F. Turic and YN2 John C. Loughlin.

19 Ambassador Jeane J. Kirkpatrick and other members of the advisory committee for Nuclear Failsafe and Risk Reduction embarked (in port) for a briefing focusing on the conduct of U.S strategic and non-strategic nuclear force operations in the LANTCOM theater.

More than 1,000 IKE crew members, families and friends gathered at the Virginia Beach Pavillion for the annual IKE Gala. The evening was coordinated by the Dental Department and financially supported by Special Services. The event featured:

- Surf and Turf dinner - Live entertainment by rock band Body Double - Door Prizes ranging from free meals donated by local merchants to a round trip air fare worth $2000

20 Ms. Julie Pacquing of the House Appropriations Committee visited for a brief in port tour. Later that afternoon three congressional staff members visited for a brief in port tour.

23 Dr. Erno Raffay, Hungarian Political State Secretary and RADM Paul W. Parcells, USN, COMTACWINGSLANT and other distinguished guests embarked for a brief tour in port.

27 Cynthia Lima of WVEC-TV Channel 13 and two associates embarked underway to produce a story on the future of the U.S. military.

- RFI rate 79.5% TAT 5.6 days on 23,148 repairable items processed. Discarding BCM-1's our RFI rate is 94.3% and BCM rate is 5.7%.

- ~pproximately 19,644 (84.8%) of the repairable items processed were processed in three days or less.

- There were 4,739 BCM actionstof those 3,435 (72.4%) were BCM-1, and 697 (14.7%) were BCM-7's.

- A total of 55,280 items were processed on IVDS/MAFS this month consuming 270,263 manhours.

- No defect (action code "A1#, malfunction code 799) 2,025 (8.7%). When discovered "YW (received bad from supply) 348 (1.5%). 107 (30.7%) of the **Y*# coded items were found to be A-799.

Note: AIMD's goal for RFI rate is 80% The goal for TAT is five days.

DENTAL - Achieved all time high dental readiness of 87% for CVW-69 personnel.

- Provided 5,279 annual examinations. - Recorded 13,852 patient visits. - Fabricated and delivered 291 crowns and bridges. - Extracted 2,333 teeth. - Provided 1,315 cleanings. - Completed 86 pulpectomies. - 30 patients from 8 different ships are transported to IKE for dental treatment.

ENGINEERING

- Completed all damage control competitive exercises with an average grade of 95.3 percent.

- Completed more than 10,000 plumbing related trouble calls. - Completed repair of the aft CHT Tank TLI system. - Produced 13,960 gallons of liquid oxygen. - Produced 19,925 gallons of liquid nitrogen. - Generated 7,095,365,000 BTUrs of air conditioning. - Rebuilt #4 Air Conditioning Motor-Controlled while underway after a major Class "C8' fire.

- Completely overhauled and made operational eight List Control Limit torques after eight years down time.

- Major POM work included repairing burnt rotor and starter windings on 3A and 3B 400 HZ Motor Generator Sets, rewiring Bridge and Travel Crane, requiring chilled water pumps. - Designed, built and operated five wire three phase 200V, 30KW wye-connected power system for US0 use in Arabian Gulf.

- During SRA '90, over 6,000 jobs were successfully accomplished by ship's company, NNSY, SIMA and defense/private contractors.

- Provided motor rewinding capabilities, machining services, both nuclear and non-nuclear welding and brazing services to ship's company, all embarked commands and deployed units. Completed the following:

- 876 welding or brazing evolutions - 32 controlled work packages - 410 major machining evolutions - 67 motors rewound
