Notes:

For Participation-based statistics, percentages are based on participation rates and cumulative

(i.e. previous attainment prior to expected year level is included).

For Roll-based statistics, percentages are based on the school roll as of 1 July 2013.

With the number of multi-level and accelerate courses it is difficult to make comparisons with

National data.

Multi-level courses at Year 10 for Level 1 (partial and full), Year 11 for Levels 1 and 2 and Year 12

for Levels 2 and 3 allow students to achieve some credits at varying levels. Therefore

participation data would be skewed if all students were included.

Year 10 results are not included in NZQA statistics. Therefore our students gaining NCEA Level 1

at Year 10 are not included in the NZQA statistics.

The General Graphs 2013

There has been a 7.5 % increase in Year 11 Level 1 results from 2012 after a 2.9%

decrease in 2012 on the previous year after a huge improvement in 2011. This is a larger

cohort with 28 more students than in 2012.

Year 12 results are marginally lower comparatively against Decile 7 schools and National

Girls. There is a 0.9% improvement in Level 2 since 2012 and a 4.2% increase since 2011.

There are twenty-five fewer students in Year 12 than in 2012 and, consequently the

impact of the performance of a few students is greater. Interestingly this cohort

performed much more poorly at Level 1 so this 87.3% pass rate at Level 2 is extremely

pleasing. It is also worth looking at the comparative roll-based data on page 10 which

shows that we are performing considerably better than the selected comparative data

especially at Levels 1 and 3.

Year 13 results are pleasing, ahead of all the selected comparative data and a 3.8%

improvement on 2012.

Across Year 11 and 13 we are considerably ahead of all selected comparative groups.

In Year 12 we are considerably ahead of National and National Girls and only

marginally ahead of Decile 7 (2%). This, however, is the cohort who performed less

well in Level 1 so these results are especially pleasing.

These figures include our accelerate students above Year 10 as these figures are ‘to

date’ not current year or previous years’ figures. Also included are Waimarie

students.

Compared to participation-based data we can see that we have only a small disparity

between our participation and roll based figures which is not the case for National,

Decile 7 or National Girls. Here at NPGHS we enter almost all our students in some

form of NCEA assessment which is obviously not the case in all schools. This may be

due to:

o Our wide range of multi-level and dual-year courses.

o Other schools may ‘bank’ results for dual year courses and only report in one

year.

o Other schools may choose not to enter those students who they may feel are

not capable of achieving.

This supports our belief that we are preparing students for NCEA thoroughly and

flexibly.

At each year level NPGHS is performing to a higher standard than the selected

comparative data especially at Years 12 and 13. Remember the Year 12 cohort

performed relatively poorly as Year 11 in 2012. Twenty-two students were no longer on

roll from 1 July; thirty-two students, however, gained NCEA Level 1 in Year 12 in 2013

At each year level selected comparative roll-based data is considerably below

participation-based data which suggests a significant number of students are not

attempting NCEA Level 1 nationally.

Our Year 11 roll-based and participation-based figures are within 2.2% which is in-line

with our policy of allowing the vast majority of students to attempt NCEA Level 1.

Twenty-eight students in Year 10 achieved NCEA Level 1: eighteen with Merit

endorsement and eight with Excellence endorsement. Statistics are not available for

achievement before Year 11 for comparison.

At Year 13 six students did not achieve Level 1 (one of these achieved Level 2). See

page 27 for details of those students who did not achieve Level 1 by end of Year 13.

There has been a 7.5 % increase in Year 11 Level 1 results from 2012. This is a larger cohort

with 28 more students than in 2012. This is the highest result we have had at NCEA Level 1

with a 17.8% rise since 2004. In 2011, we had the highest result for Year 11 than in the

previous 6 years. 2012 saw a slight drop of 2.9%.

This year has seen a rise of 6.6% at Level 1 in Year 11. Year 11 results have been a bit erratic over the last seven years with a considerable leap in 2011 and drop in the previous two. The trend remains upward.

The roll-based results are better against selected comparative data than the participation-based data with 13.5% above National, 6.4% above Decile 7 and 8.5% above girls nationally.

Year 12 data is marginally below Decile 7 and National Girls, and is a 0.2% increase

on 2012 and a 3.5% increase on 2011.

There is a 1.3% increase on last year with the number of Y13 students leaving school

with an NCEA Level 2 Certificate and we are above all comparative data.

1.4% of students in Year 13 did not achieve Level 2: see table on page 27.

Year 12 data is ahead of all selected comparative data, but is a 3.7% decrease on

2012. As stated earlier, this cohort did not perform particularly well at Level 1.

There is only a 3.9% disparity between our roll-based and participation-based figures

(which is larger than in previous years) for Year 12 compared to a 12.9% disparity for

National, 7.6% for Decile 7 and 12.1% for National Girls.

There is a 2.2% increase on last year with the number of Y13 (99.5%) students

leaving school with an NCEA Level 2 Certificate.

There is a 1.4% disparity between our roll-based and participation-based figures for

Year 13 compared to a 10.8% disparity for National, 4.4% for Decile 7 and 10.5% for

National Girls.

0.5% of students in Year 13 did not achieve Level 2: one student who left school after

1 July roll - see table on page 27.

Twenty students at Year 12 achieved Level 3; two more than last year and eight more than in 2011 and ten more than 2010.

Twenty-two achieved University Entrance; four more than last year and ten more than in 2011 and twelve more than 2010.

28.5% of those achieving Level 3 in Year 12 and 34% of those achieving UE from Decile 7 schools are from NPGHS. Thirty more students from Decile 7 schools achieved Level 3 and UE in Year 12 than in 2012.

Once again, the accelerate programme proves to be successful.

NPGHS Level 2 achievement has dropped by 3.9% since our high of 2012; we are still ahead

of previous years prior to 2012 with a 15.2% increase since 2005 and an 11.7% increase since

2007 and 2008.

National has seen an 8.3% increase since 2007 with a steady growth over the last four years.

NPGHS are above all selected comparative data with a 10.5% increase over National, 2%

above Decile 7 data and 6.6% above girls nationally.

These results are very pleasing. The 2009 UE result was the lowest in five years and very disappointing. There has been a 13.6% increase since then and this exceeds the peak in 2007 by 2.1% and is an improvement on last year of 2.1% and the previous three years by 7.4%.

For NPGHS there is a 10.9% rise on 2010 and our highest achievement in seven years.

Reasonably consistent across the last five years apart from a dip in 2010 and rises in the

last two years. The trend is upwards. National results have shown a general trend upwards

over the five years with an 8.4% increase from 2008.

A 0.8% rise on 2012 after a 5.6% drop from 2011 NPGHS (in-line with the Numeracy drop

nationally) after a particularly good 2011 which was the highest numeracy rate we have

achieved. NPGHS has been reasonably consistent.

National data has been generally consistent with a slight decrease (2.3%) in 2012 and a 0.6%

rise in 2013.i

For the first time since 2005 at Level 1 we are performing above all selected comparative data with an 11.5% increase from last year’s comparative low. We have improved 22.4% since 2005; 29.5% above our lowest in 2008.

Maori students achieving 87.8% pass rate at Level 2 exceeds results for all NPGHS

students for the first time which is a huge achievement. At Level 2 NPGHS Maori

students’ achievement is considerably ahead of National and other comparative

data: 9.7% above National Maori, 4.8% above Decile 7 Maori and 6.1% above Maori

girls nationally; with a 13.3% improvement on 2012 and a 32.2% increase on a 2011

low. We have also seen our Maori student roll at Level 2 almost double that of 2011.

With such small figures though individual student performance can have a huge

impact on the figures which explains the somewhat erratic figures over the years.

We have seen a 10.3% rise in Maori students’ achievement at Level 3 since 2012 and

a 17.2% increase since 2011. At Level 3 2005 NPGHS Maori students had been

roughly in-line with National and Decile 7 Girls’ figures. In 2006, 2007 and 2009 there

were considerable dips. 2008 saw a vast improvement before the considerable dip

of 2009. In 2010 there was an improvement of 7.1%, in 2011 a further improvement

of 6.4%, 2012 a 6.9% and in 2013 a 10.3% improvement which are very pleasing. The

2013 Maori students roll is almost double that of 2012 which is also extremely

pleasing. With such small figures in previous years though, individual student

performance can have a huge impact on the figures.

There has been a huge 26.2% increase in University Entrance for our Maori students

since 2012 and at 70.6% this is our highest UE for Maori since NCEA began. We are

also considerably ahead of all other comparative data: 17.5% ahead of National

Maori achievement, 13.6% above Decile 7 Maori and 14% ahead of Maori girls

nationally.

2012 UE for Maori students was worryingly low especially considering the

improvement in Level 3 results and puzzling. It is important that we ensure all

students have courses that allow them to access university if they wish to follow that

pathway. Students who are following vocational pathways, however, may be

ineligible for UE. It was our aim to address this and seems to have worked.

2005 and 2006 we were roughly in-line with Decile 7 Schools. In 2008 we had a

considerable jump. 2009 saw a dip. 2010 saw a 6.5% improvement and 2011 a

10.7% further rise. With such small figures though individual student performance

can have a huge impact.

Included because the Ministry for Education has indicated that Level 2 is to be

considered the minimum qualification school leavers will be expected to have.

At Level 2 NPGHS Maori students’ achievement is considerably ahead of National

and other comparative data: 9.7% above National Maori, 4.8% above Decile 7 Maori

and 6.1% above Maori girls nationally; with a 13.3% improvement on 2012 and a

32.2% increase on a 2011 low. 2012 saw an 18.9% improvement.

100% of Maori students in Year 13 in 2013 left NPGHS with an NCEA Level 2

Certificate; an increase of 5.3% on 2012 and 23.8% improvement on 2011.

It is also important to compare this data with the roll-based data on page 43.

At Level 1 NPGHS Maori student achievement rates are significantly higher than all comparative data and 10.2% higher than 2012 with eight fewer Maori students. There is, also, a significant disparity between our Maori students and all students- 14.6% - which is the challenge we have to rise to. It is important to remember though that the trend shows that this gap is closing; in 2008 there was a 34.1% disparity between all students and Maori achievement and a 39.5% differential between NZ European and Maori achievement. With the small numbers of Maori students though individual student performance can have a huge impact.

There has been a significant increase in our Level 2 Maori achievement rates of 26.4% since 2011 which is even more pleasing when considering that our Maori roll at Year 12 has increased from 28 in 2011 to 50 in 2012 to 47 in 2013.

Level 2 NPGHS Maori student achievement rates are significantly higher than the selected comparative data: 14.8% above National Maori, 3% above Decile 7 Maori and 14.5% above Maori girls nationally. There is, also, a much smaller disparity – 3.4% - which is pleasing as it shows the gap is decreasing even whilst results are improving across the school.

It is important to note that we have managed to retain most of our Maori students in 2013 with Year 12 cohort (47) from a Year 11 cohort (55) in 2012.

30. Year 13 Maori Students at Level 3 Roll-based

Level 3 NPGHS Maori student achievement rates have improved by 12.6% on 2012 and 19.5% since 2011.

At Level 3 NPGHS Maori student achievement rates are considerably above all comparative data: 21.7% above National Maori, 11.5% above Decile 7 Maori and 15.2% above Maori girls nationally. Whilst there is, also, a significant disparity– 8.4% - this is down from 21.6% in 2011, which is especially pleasing since achievement rates are improving across the school.

It is important to note that there were far fewer students in the 2012 Year 13 cohort (20) as opposed to the Year 11 cohort (55) and Year 12 cohort (50). Therefore, the impact of individual students’ achievement is that much greater. In 2013 we were able to retain 37 Maori students from 2012 Year 12 cohort of 50 which is also very pleasing.

31. Year 13 Maori Students achieving UE Roll-based

At UE NPGHS Maori student achievement rates are considerably above all of the selected comparative data. There has been a huge increase of 24.9% on 2012 (40%) and from 48.1% in 2011 which is really pleasing and in line with the improved Level 3 results

There is, also, a significant disparity – 8.8% - which is the challenge we have to rise to. This, however, is down from a 31.6% disparity in 2012. If students are doing vocational courses these may not allow for UE. It is important that we ensure our Maori students have access to all pathways and are not excluded from UE.

It is important to note that there were far fewer students in the 2012 Year 13 cohort (20) as opposed to the Year 11 cohort (55). Therefore, the impact of individual students’ achievement is that much greater. In 2013 we were able to retain 37 Maori students from 2012 Year 12 cohort of 50 which is also very pleasing. Once again though with the small numbers of Maori students though individual student performance can have a huge impact.

35. Percentage of Maori Students gaining Level 2 by Year Level: Roll-based

The Year 12 results are very pleasing as previously discussed. This cohort did not do well at Level 1

but has considerably improved their performance in 2013 which is very pleasing as the retention rate

has also been reasonably high (55 in Year 11 in 2012 and 45 in Year 12 in 2013).

The Year 13 results are extremely pleasing. This cohort performed well at Level 2 in 2012 and the

retention rate was high with 50 in Year 12 in 2012 and 37 in Year 13 in 2013. 40 Maori students

achieved Level 2 in 2013 hence 105.4% with a 1 July roll of 37.

The MoE uses Level 2 as its benchmark for the minimum qualification that school leavers are

expected to have.

Thirty students achieved Level 2 English in Year 11 with sixteen students who had

certificates endorsed with Merit and nine students who had certificates endorsed

with Excellence.

Once again more achieved certificates endorsed with Excellence (8.6% increase).

More achieved certificates endorsed with Merit, up 3.3%. Consequently overall

endorsement rose by 11.9%.

There has been a 3.7% drop in certificates endorsed with Excellence since 2012 but a

5% rise in certificates endorsed with Merit which means an overall rise of 1.3%.

NCEA Level 3 Endorsements at Year 13

Twenty Year 12 students achieved NCEA Level 3: five with certificates endorsed with

Excellence and eight with certificates endorsed with Merit. This is a 13.9% drop (two

students) of certificates endorsed with Excellence and an overall rise of 9.4%.

At Year 13 we once again see an improvement in certificate endorsement since 2012

with a 4.9% rise in certificates endorsed with Excellence and a 3.7% drop in

certificates endorsed with Merit with an overall improvement of 1.5%.

Summary of Analysis

It is difficult to make comparative analyses with the number of accelerate and multi-

level courses we run.

Year 11 results are pleasing with a 7.5% increase from 2012 after a 2.9%% decrease

from 2011. This is the highest result we have had at NCEA Level 1 with a 17.8% rise

since 2004.

Year 12 results are very pleasing with the highest participation results in nine years

with a 16.6% rise from 2007 and probably the highest results since NCEA was

implemented.

Year 13 results are very pleasing for 2013 with the highest achievement in ten years

and probably ever at NCEA. Retention rates have also been relatively high with this

cohort with 260 in 2011 to 248 in 2012 and 209 in 2013. Maori Students are underachieving in comparison to our cohort at Level 1 and Level

3 and we need to continue to address this, however, the trend is that the gap is

narrowing.

Level 1 Maori results are very pleasing with an 11.5% increase from last year’s

comparative low. We have improved 22.4% since 2005; 29.5% above our lowest in

2008.

There has been a huge improvement in Level 2 Maori achievement in Year 12 with a

32.2% and 26.4% improvement on 2011 participation and roll-based respectively.

With an achievement rate of 87.8%, Maori students’ achievement has surpassed the

whole school achievement rate for the first time.

Maori retention rates from 2011 Year 11 (55) to 2012 Year 12 (50) to 2013 Year 13

(37) were pleasing in comparison to the 2010 (35) to 2011 (28) to 2012 (20).

It is difficult to draw meaningful conclusions for our Pacific Island students from the

small numbers year on year. We do, however, seem to be meeting the needs of the

vast majority of these students. It is important that we continue to track individuals’

progress.

Our most able students are achieving at a very high level including our accelerate students.

Our multi-level courses appear to be meeting the needs of our less able students when we

look at the Level 1 and 2 pass rates at Year 12 and 13.
