Seed Certification Information System Funding

As per the paper released to NZGSTA members in September on the businesscase for the new Seed Certification database the SQMA is intending to apply afee increase on labels and a per kilo industry contribution This is to cover thefunding gap and contingencies in the Project budget It is desired that theseincreases are implemented in time to capture revenue from this comingharvest It is proposed that charges will be increased using two specificrevenue streams being labels and a contribution per kilo on proprietarycultivars This is so that costs are equally shared by both growers and seedcompanies

Analysis is being completed now based on the forecast harvest volumes for thisseason to calculate exactly the breakdown of costs foreach revenue streamThe target is to raise an additional $300000 to both complete the funding of thesoftware development and as a contingency for cost over runs

Initial estimates are that this could be about a 7c per label fee and 08ckgmachine dressed contribution on proprietary cultivars As soon as actualcostings are completed affected members will be advised If you have anyquestions about this intention please contact your president or vice presidentor the chair of SQMA Brent Sterling

The latest Arable Industry Marketing Initiative (AIMI) survey reporting the sizeof the 2019 NZ harvest of the 6 key cereal crops as at October 2019 found

middot Milling wheat Total tonnage of 74500t was up 14 compared to lastyearrsquos harvest 65000t

middot Feed wheat Estimated total tonnage 310600 t was up 13 comparedto 306000 t

middot Feed barley Estimated total tonnage 304800 t was down 05compared to 306500 t

middot Malting barley Total tonnage of 75000 t was up by 27 compared to73000 t

MPI consultations ndash Pelleted seedMPI has commenced consultations with the industry on a draft riskmanagement proposal associated with imported pelleted seeds for sowing Theproposals concern pelleted fodder beet seed vegetable seed (and flowersseed) their source countries sampling methods and sample sizes shows howMPI intends to manage those risks In the New Year MPI will initiate a formal public consultation on the importhealth standard which will describe requirements that will need to be met inorder for consignments of pelleted seeds to be considered for biosecurityclearance All stakeholders will be invited to make submissions over a 4-weekperiod MPI consultations ndash Proposed measures for pospiviroids on known seed

hostsMPI is currently assessing the risk of specific pospiviroids on known hosts onthe seeds for sowing and nursery stock pathway Pospiviroids are a) seed transmitted b) spread by mechanical means (humanand insect activities) c) spread via contaminated equipment or vegetativematerial (ie whole plants cuttings tubers and tissue culture) The specific known hosts in the seeds for sowing pathway areBrunfelsia undulata Brugmansia spp Capsicum spp Gloxinia sppNematanthus wettsteinii Petunia spp Solanum lycopersicum S melongenaVerbena spp and Vinca minor MPI will propose specific measures on these hosts via public consultation toreduce the likelihood of introducing Tomato chlorotic dwarf viroid (TCDVd)Tomato planta macho viroid (TPMVd) and Columnea latent viroid (CLVd) intoNew Zealand on the seed pathway A pre-consultation meeting will beorganized prior to the document be made public

Seeds Export Growing

According to the Ministry for Primary Industries (MPIs) December 2019 editionof the Situation and Outlook for Primary Industries arable seed exports areforecast to rise 17 per cent to $280m by 2020 Export revenue from Vegetable seed will grow the fastest at 20 followedby ldquoClover amp legume seedrdquo at 25 Currently Vegetable seed accounts for 38 of total export turnover ryegrass at21 and cloverlegume seed at 9 Other grains and seed has 25 share

VEGETABLE SEED BUSINESS GROUP - December 2019Charlotte Connoley ndash Chairperson EXPORT Brassica Seed to China there is no further update

Members have been informed about changes to requirements forimportation of Brassica rapa in Australia

IMPORT Dr Rose Souza-Richards has been appointed as Seed Health Manager withISF to begin 1 March 2020 This will likely disrupt the momentum andcommunication with which we have been working with MPI on their currentwork program

Pre-consultation is underway with MPI on the draft RMP and proposedchanges to the IHS for pelleted seed Members were advised of theproposed changes in an email 5 December and data in relation toimports of pelleted seed was requested to assist with our feedback toMPI As of writing discussion is ongoing with MPIBean Seed ndash Regulated pathogen list revision (see July 2019 minutes forfurther background)

M Leader has drafted a request for changes to the IHS for bean seed in light ofnew information completed by ISF in respect of regulated pathogens on beanseed In addition also the removal of the specifications on country of origin ofseed provided the requirements of the standard can be met

MPI still have a number of schedules on their work program for reviewThese include

Pelleted Seed ndash As aboveApiaceae ndash Plant Germplasm (Imports) team at MPI is awaitinginformation from the Risk Assessment team in relation to any newinformation that may complement the previous Risk AssessmentcompletedCucumis - a Risk Assessment has been completed for Cucumis due tothe emerging risk posed by Melon Necrotic Spot Virus MPI would beseeking public consultation in relation to this

Small seed lots - a review of small seed lots will occur once work on thepelleted seed schedule is completed

TRAINING amp DEVELOPMENT Request for expressions of interest for a Seed Technology course proposed tobe held at Massey University in 2020 Proposed course would be tailored toparticipant requirements and would be over two days one night to minimisedisruption to businesses Please email charlottespsnzcom to register yourinterest CODE OF PRACTICE To date we have three accredited members who have successfully completedaudit

A ldquoQuality Markrdquo and Accreditation Certificate have been developed foruse by accredited membersThe focus for the committee moving forward will centre around gettingmore members accredited terms of reference around application and useof the Quality Mark by accredited members and promotion of the COPand Quality Mark

WORK IN PROGRESS Seed Treatments - a working group has been created to review the list ofApproved Treatments for vegetable seed that currently form part of the IHSThe working group consists of C Connoley (SPS) D Potter (Syngenta) MLeader (Bayer) and A Culley (Seed amp Field)

On 11 December the Association hosted diplomats from Pakistan and officialsfrom MPI EPA and MFAT The VIPs visiting Christchurch met with industrymembers involved with pea seed exports to the sub-continent and otherinternational markets In a specially arranged field trip the delegation visited apea seed breeding facility met with growers received a presentation on qualityfield practices and processes and saw a state of the art seed cleaning andprocessing site

Conference 2019 report

The NZGSTA held its 101st annual conference over 23-24 October at theNovotel Hotel in Rotorua The event brought together 102 delegates and 8 exhibitors were representedOver the 2 days there were 6 speaker presentations which included ProfessorPaul Spoonley who discussed ldquoA new rural demography trends andChallenges The Association also hosted four business group meetings socialevents gala dinner and a post-Conference field trip to Scion and a localblueberry farm Vegetable code of practiceFollowing on from the adoption of the Code of Practice for Vegetable Seed forSowing at the Brisbane conference in 2016 the audit component wasdeveloped and became effective late 2018 Since then 3 companies havesuccessfully undergone audit and have become accredited with several othercompanies currently looking into this also Feedback from members who haveundergone the audit has been positive with good levels of compliance acrosscritical points Development of a quality mark has been established andpromotion of this will be the next stage once a critical mass of accreditedmembers is obtained

NZGSTA submission on the Essential Freshwater reviewIn October the Association (jointly with the NZPBRA and the SQMA) submittedcomments in response to the Request for submissions by the Ministry for theEnvironment on its Essential Freshwater discussion document Amongst other views the Association commented that ldquoThe on-going and future viability of the NZ arable industry including the seedand food production sectors must be built on continuing access to suitablecropping land and availability of freshwater It also requires a successful andsustainable pastoral (livestock) industry In the alternative there is a probabilitythat local high value specialist seed production will be at risk and becomepotentially unfeasible and be forced to relocate off-shore Moreover anyreduction in arable production will undermine our growers and likely causedamage to regional NZ and the wider economyrdquo A copy of the submission is available on request fromtriciaradfordseedindustrynzconz

ICPR changesThe following importing countrys phytosanitary requirements (ICPR) for plantproducts has been updated with the following changes USAA new protocol effective December 2020 requires seed imports to beunloaded and quarantined at centralised exam station near the port of entrythen tested and reloaded for shipping to Oregon warehouses The change is because US Customs and Border Protection inspectors nolonger want to incur the cost of traveling to about 20 Oregon warehouses ayear and also because they want to visually inspect containers as theyrsquoreopened ArgentinaArgentina has added new additional declaration (AD) requirements whenexporting seeds of celery carrot fennel and parsley as followsldquoThe consignment was found free according to the result of the test by the PCRmethod (with a representative sample of 10000 seeds) from CandidatusLiberibacter solanacearumrdquoOR ldquoThe consignment was subjected to hot water treatment (temperature of 50degC

for at least 20 minutes) and was found free from Candidatus Liberibactersolanacearumrdquo PeruNew additional declarations and treatment requirements for ryegrass seeds

2 The seeds come from mother plants that have been inspected andevaluated by analytical techniques and are free of Pseudomonassyringae pv syringae Xanthomonas translucens pv graminis and Loliumperenne partitivirus (Indicate the diagnostic technique used for eachpest)

The seeds are free from Fusarium poae Monographella nivalis PyronophoradictyoidesGloeotinia temulenta Pyrenophora lolii Tilletia walkeri Anguina agrostisAlopecurusmyosuroides Anthemis cotula Bromus diandrus subsp rigidus Bromussterilis Carduus nutansEchium plantagineum Phalaris paradoxa Polygonum hydropiper andPolygonum lapathifolium(Corroborated by laboratory analysis) -Pre-shipment treatment withImazalil at 80 mg ai per kg seed amp triadimenol at 220 mg ai per kg seedAny other equivalent action products

3 A new import condition on the containers which states

The containers will be new and first-use closed and resistant to handling freeof material foreign to the product duly labeled with the name of the product andthe exporter and the origin AustraliaNew requirements for Brassica rapa Eruca vesicaria and Raphanus sativusseeds for human consumption (effective 5 December 2019) These changesare being made due to the possible introduction of seed borne fungiColletotrichum higginsianum and Fusarium oxysporum f sp raphani

Seed of Brassica rapa Eruca vesicaria and Raphanus sativus will need toundergo one of the following measures prior to release from biosecuritycontrol

moist heat treatment at 85degC for 48 hours at 50 humidity or 95degC for 24hours at 50 humidityprocessing at an approved arrangement sitegermination testing to confirm that the seed is not viable

New requirements for Brassica rapa Eruca vesicaria and Raphanus sativusseeds for sowing (effective 5 Decemeber 2019) These changes are beingmade due to the possible introduction of seed borne fungi Colletotrichumhigginsianum and Fusarium oxysporum f sp raphani

For Brassica rapa seed must be treated with one of the following optionsTreatment with a broad spectrum fungicide such as ThiramDry heat at 70degC for 90 minutesHot water at 53degC for 10 minutesHot water at 50degC for 20 minutes

For Eruca vesicaria and Raphanus sativus seed must be treated with abroad spectrum fungicide such as Thiram

On 11 December the Association hosted diplomats from Pakistan and officialsfrom MPI EPA and MFAT The VIPs visiting Christchurch met with industrymembers involved with pea seed exports to the sub-continent and otherinternational markets In a specially arranged field trip the delegation visited apea seed breeding facility met with growers received a presentation on qualityfield practices and processes and saw a state of the art seed cleaning andprocessing site

Conference 2019 report

The NZGSTA held its 101st annual conference over 23-24 October at theNovotel Hotel in Rotorua The event brought together 102 delegates and 8 exhibitors were representedOver the 2 days there were 6 speaker presentations which included ProfessorPaul Spoonley who discussed ldquoA new rural demography trends andChallenges The Association also hosted four business group meetings socialevents gala dinner and a post-Conference field trip to Scion and a localblueberry farm Vegetable code of practiceFollowing on from the adoption of the Code of Practice for Vegetable Seed forSowing at the Brisbane conference in 2016 the audit component wasdeveloped and became effective late 2018 Since then 3 companies havesuccessfully undergone audit and have become accredited with several othercompanies currently looking into this also Feedback from members who haveundergone the audit has been positive with good levels of compliance acrosscritical points Development of a quality mark has been established andpromotion of this will be the next stage once a critical mass of accreditedmembers is obtained

NZGSTA submission on the Essential Freshwater reviewIn October the Association (jointly with the NZPBRA and the SQMA) submittedcomments in response to the Request for submissions by the Ministry for theEnvironment on its Essential Freshwater discussion document Amongst other views the Association commented that ldquoThe on-going and future viability of the NZ arable industry including the seedand food production sectors must be built on continuing access to suitablecropping land and availability of freshwater It also requires a successful andsustainable pastoral (livestock) industry In the alternative there is a probabilitythat local high value specialist seed production will be at risk and becomepotentially unfeasible and be forced to relocate off-shore Moreover anyreduction in arable production will undermine our growers and likely causedamage to regional NZ and the wider economyrdquo A copy of the submission is available on request fromtriciaradfordseedindustrynzconz

ICPR changesThe following importing countrys phytosanitary requirements (ICPR) for plantproducts has been updated with the following changes USAA new protocol effective December 2020 requires seed imports to beunloaded and quarantined at centralised exam station near the port of entrythen tested and reloaded for shipping to Oregon warehouses The change is because US Customs and Border Protection inspectors nolonger want to incur the cost of traveling to about 20 Oregon warehouses ayear and also because they want to visually inspect containers as theyrsquoreopened ArgentinaArgentina has added new additional declaration (AD) requirements whenexporting seeds of celery carrot fennel and parsley as followsldquoThe consignment was found free according to the result of the test by the PCRmethod (with a representative sample of 10000 seeds) from CandidatusLiberibacter solanacearumrdquoOR ldquoThe consignment was subjected to hot water treatment (temperature of 50degC

MPI consultations ndash Pelleted seedMPI has commenced consultations with the industry on a draft riskmanagement proposal associated with imported pelleted seeds for sowing Theproposals concern pelleted fodder beet seed vegetable seed (and flowersseed) their source countries sampling methods and sample sizes shows howMPI intends to manage those risks In the New Year MPI will initiate a formal public consultation on the importhealth standard which will describe requirements that will need to be met inorder for consignments of pelleted seeds to be considered for biosecurityclearance All stakeholders will be invited to make submissions over a 4-weekperiod MPI consultations ndash Proposed measures for pospiviroids on known seed

Members have been informed about changes to requirements forimportation of Brassica rapa in Australia

IMPORT Dr Rose Souza-Richards has been appointed as Seed Health Manager withISF to begin 1 March 2020 This will likely disrupt the momentum andcommunication with which we have been working with MPI on their currentwork program

Pre-consultation is underway with MPI on the draft RMP and proposedchanges to the IHS for pelleted seed Members were advised of theproposed changes in an email 5 December and data in relation toimports of pelleted seed was requested to assist with our feedback toMPI As of writing discussion is ongoing with MPIBean Seed ndash Regulated pathogen list revision (see July 2019 minutes forfurther background)

Members have been informed about changes to requirements forimportation of Brassica rapa in Australia

IMPORT Dr Rose Souza-Richards has been appointed as Seed Health Manager withISF to begin 1 March 2020 This will likely disrupt the momentum andcommunication with which we have been working with MPI on their currentwork program

Pre-consultation is underway with MPI on the draft RMP and proposedchanges to the IHS for pelleted seed Members were advised of theproposed changes in an email 5 December and data in relation toimports of pelleted seed was requested to assist with our feedback toMPI As of writing discussion is ongoing with MPIBean Seed ndash Regulated pathogen list revision (see July 2019 minutes forfurther background)

M Leader has drafted a request for changes to the IHS for bean seed in light ofnew information completed by ISF in respect of regulated pathogens on beanseed In addition also the removal of the specifications on country of origin ofseed provided the requirements of the standard can be met

On 11 December the Association hosted diplomats from Pakistan and officialsfrom MPI EPA and MFAT The VIPs visiting Christchurch met with industrymembers involved with pea seed exports to the sub-continent and otherinternational markets In a specially arranged field trip the delegation visited apea seed breeding facility met with growers received a presentation on qualityfield practices and processes and saw a state of the art seed cleaning andprocessing site

Conference 2019 report

The NZGSTA held its 101st annual conference over 23-24 October at theNovotel Hotel in Rotorua The event brought together 102 delegates and 8 exhibitors were representedOver the 2 days there were 6 speaker presentations which included ProfessorPaul Spoonley who discussed ldquoA new rural demography trends andChallenges The Association also hosted four business group meetings socialevents gala dinner and a post-Conference field trip to Scion and a localblueberry farm Vegetable code of practiceFollowing on from the adoption of the Code of Practice for Vegetable Seed forSowing at the Brisbane conference in 2016 the audit component wasdeveloped and became effective late 2018 Since then 3 companies havesuccessfully undergone audit and have become accredited with several othercompanies currently looking into this also Feedback from members who haveundergone the audit has been positive with good levels of compliance acrosscritical points Development of a quality mark has been established andpromotion of this will be the next stage once a critical mass of accreditedmembers is obtained

NZGSTA submission on the Essential Freshwater reviewIn October the Association (jointly with the NZPBRA and the SQMA) submittedcomments in response to the Request for submissions by the Ministry for theEnvironment on its Essential Freshwater discussion document Amongst other views the Association commented that ldquoThe on-going and future viability of the NZ arable industry including the seedand food production sectors must be built on continuing access to suitablecropping land and availability of freshwater It also requires a successful andsustainable pastoral (livestock) industry In the alternative there is a probabilitythat local high value specialist seed production will be at risk and becomepotentially unfeasible and be forced to relocate off-shore Moreover anyreduction in arable production will undermine our growers and likely causedamage to regional NZ and the wider economyrdquo A copy of the submission is available on request fromtriciaradfordseedindustrynzconz

ICPR changesThe following importing countrys phytosanitary requirements (ICPR) for plantproducts has been updated with the following changes USAA new protocol effective December 2020 requires seed imports to beunloaded and quarantined at centralised exam station near the port of entrythen tested and reloaded for shipping to Oregon warehouses The change is because US Customs and Border Protection inspectors nolonger want to incur the cost of traveling to about 20 Oregon warehouses ayear and also because they want to visually inspect containers as theyrsquoreopened ArgentinaArgentina has added new additional declaration (AD) requirements whenexporting seeds of celery carrot fennel and parsley as followsldquoThe consignment was found free according to the result of the test by the PCRmethod (with a representative sample of 10000 seeds) from CandidatusLiberibacter solanacearumrdquoOR ldquoThe consignment was subjected to hot water treatment (temperature of 50degC

New requirements for Brassica rapa Eruca vesicaria and Raphanus sativusseeds for sowing (effective 5 Decemeber 2019) These changes are beingmade due to the possible introduction of seed borne fungi Colletotrichumhigginsianum and Fusarium oxysporum f sp raphani

NZGSTA submission on the Essential Freshwater reviewIn October the Association (jointly with the NZPBRA and the SQMA) submittedcomments in response to the Request for submissions by the Ministry for theEnvironment on its Essential Freshwater discussion document Amongst other views the Association commented that ldquoThe on-going and future viability of the NZ arable industry including the seedand food production sectors must be built on continuing access to suitablecropping land and availability of freshwater It also requires a successful andsustainable pastoral (livestock) industry In the alternative there is a probabilitythat local high value specialist seed production will be at risk and becomepotentially unfeasible and be forced to relocate off-shore Moreover anyreduction in arable production will undermine our growers and likely causedamage to regional NZ and the wider economyrdquo A copy of the submission is available on request fromtriciaradfordseedindustrynzconz

ICPR changesThe following importing countrys phytosanitary requirements (ICPR) for plantproducts has been updated with the following changes USAA new protocol effective December 2020 requires seed imports to beunloaded and quarantined at centralised exam station near the port of entrythen tested and reloaded for shipping to Oregon warehouses The change is because US Customs and Border Protection inspectors nolonger want to incur the cost of traveling to about 20 Oregon warehouses ayear and also because they want to visually inspect containers as theyrsquoreopened ArgentinaArgentina has added new additional declaration (AD) requirements whenexporting seeds of celery carrot fennel and parsley as followsldquoThe consignment was found free according to the result of the test by the PCRmethod (with a representative sample of 10000 seeds) from CandidatusLiberibacter solanacearumrdquoOR ldquoThe consignment was subjected to hot water treatment (temperature of 50degC

moist heat treatment at 85degC for 48 hours at 50 humidity or 95degC for 24hours at 50 humidityprocessing at an approved arrangement sitegermination testing to confirm that the seed is not viable

New requirements for Brassica rapa Eruca vesicaria and Raphanus sativusseeds for sowing (effective 5 Decemeber 2019) These changes are beingmade due to the possible introduction of seed borne fungi Colletotrichumhigginsianum and Fusarium oxysporum f sp raphani

For Brassica rapa seed must be treated with one of the following optionsTreatment with a broad spectrum fungicide such as ThiramDry heat at 70degC for 90 minutesHot water at 53degC for 10 minutesHot water at 50degC for 20 minutes

For Eruca vesicaria and Raphanus sativus seed must be treated with abroad spectrum fungicide such as Thiram

On 11 December the Association hosted diplomats from Pakistan and officialsfrom MPI EPA and MFAT The VIPs visiting Christchurch met with industrymembers involved with pea seed exports to the sub-continent and otherinternational markets In a specially arranged field trip the delegation visited apea seed breeding facility met with growers received a presentation on qualityfield practices and processes and saw a state of the art seed cleaning andprocessing site

Conference 2019 report

The NZGSTA held its 101st annual conference over 23-24 October at theNovotel Hotel in Rotorua The event brought together 102 delegates and 8 exhibitors were representedOver the 2 days there were 6 speaker presentations which included ProfessorPaul Spoonley who discussed ldquoA new rural demography trends andChallenges The Association also hosted four business group meetings socialevents gala dinner and a post-Conference field trip to Scion and a localblueberry farm Vegetable code of practiceFollowing on from the adoption of the Code of Practice for Vegetable Seed forSowing at the Brisbane conference in 2016 the audit component wasdeveloped and became effective late 2018 Since then 3 companies havesuccessfully undergone audit and have become accredited with several othercompanies currently looking into this also Feedback from members who haveundergone the audit has been positive with good levels of compliance acrosscritical points Development of a quality mark has been established andpromotion of this will be the next stage once a critical mass of accreditedmembers is obtained

Seed of Brassica rapa Eruca vesicaria and Raphanus sativus will need toundergo one of the following measures prior to release from biosecuritycontrol

moist heat treatment at 85degC for 48 hours at 50 humidity or 95degC for 24hours at 50 humidityprocessing at an approved arrangement sitegermination testing to confirm that the seed is not viable

New requirements for Brassica rapa Eruca vesicaria and Raphanus sativusseeds for sowing (effective 5 Decemeber 2019) These changes are beingmade due to the possible introduction of seed borne fungi Colletotrichumhigginsianum and Fusarium oxysporum f sp raphani

For Brassica rapa seed must be treated with one of the following optionsTreatment with a broad spectrum fungicide such as ThiramDry heat at 70degC for 90 minutesHot water at 53degC for 10 minutesHot water at 50degC for 20 minutes

For Eruca vesicaria and Raphanus sativus seed must be treated with abroad spectrum fungicide such as Thiram
