changes New Zealand has encountered takes place on Sunday March 25 – the change to the give way rule.

This is important because it affects every road user – and even pedestrians – as vehicles are not going to be doing what we have grown used to them doing, and the whole perspective is going to change.

It’s going to require a lot more awareness of what’s happening around you – no bad thing if you’re behind the wheel – and a moment’s conscious thought before you take a right or left turn into or from a side road, or even if you’re crossing a road on foot. Driving on “autopilot” will not get you through this one!

The changes to the give way rules come into effect at 5am on March 25. Until then the current give way rules apply. One of the commonest questions is likely to be: are all the give way rules at intersections changing?

The answer is “No”. Traffic signs and signals are placed at intersections to show road users what they need to do and this will not change. Road users should continue to obey all road signs and signals. Here is a snapshot of the current give way rules:

• If you are at an intersection controlled by a Stop sign, you must stop and give way to all other vehicles.

• If you are at an intersection controlled by a Give Way sign, you must give way to all other vehicles except those controlled by a Stop sign.

• If you are turning, give way to all vehicles not turning. Note: If the road is marked with a centre line, you are deemed to be turning if you leave the path of the centre line. If you follow the path of the centre line, you are deemed to be not turning.

• If you are turning left, give way to vehicles coming towards you that are turning right. (Note: this is one of the rules which will change).

• If the rules above do not determine who gives way, give way to vehicles coming from your right.

There are two give way rules that will be changing.

Change 1: The left-turn versus right-turn rule

This new rule will require all traffic turning right to give way to a vehicle coming from the opposite direction and turning left. This only applies at cross roads, T-intersections and driveways where:

• Both vehicles are facing each other with no signs or signals (neither vehicle is controlled)

• Both vehicles are facing give way signs • Both vehicles are facing stop signs • Both vehicles are facing green traffic

signals.Change 2: At uncontrolled T-intersections

(“uncontrolled” means when there are no signs or signals to tell you what to do).

At an uncontrolled T-intersection, all traffic from a terminating road (bottom of the T) will have to give way to all traffic on a continuing road (top of the T). This will bring it into line with T-intersections where there are Stop or Give Way signs on the terminating road.

This rule change will also apply to uncontrolled driveways, such as at a supermarket or hospital. Traffic exiting the driveway will need to give way to all traffic on the road.

All vehicles entering or exiting a driveway must continue to give way to pedestrians on a footpath, or cyclists and pedestrians on a cycle path or shared path. Drivers should not pull out to block the footpath in front of pedestrians and cyclists.

There will be no changes to the give way rules at roundabouts.

It’s important that you don’t start implementing the new rules until 5 am on March 25. But in the meantime it would be helpful if you could go to www.nzta.govt.nz where there are some useful diagrams. Or keep your eye out for the NZTA advertising campaign.

GSE: more efficient

IIf you are not familiar with the green technology branding of BlueMotion, EfficientDynamics, EcoNetic, and EcoLine used by other car manufacturers, then Mazda’s Skyactiv Technology will possibly cause you even greater confusion.

That was the general reaction from many friends to the white Mazda3 GSE long term test car which arrived with “Skyactiv Technology” emblazoned in film across its flanks. Some wondered if I had changed jobs and was working for a new company. Fortunately they were mistaken.

In short Skyactiv is Mazda’s generic branding for its range of environmentally friendly technology, and this extends from engines and transmissions to body panels and construction.

Mazda is not reinventing the wheel but rather refining it. Instead of pursuing hybrids or electric vehicles it has decided to make more efficient engines and transmissions, and develop lighter and stronger body panels as well as better and lighter methods of construction.

The first car to benefit from Skyactiv-G engine technology is the Mazda3 GSE which has joined the 2012 range as a

model in its own right. You have to be a Mazda train spotter

to pick the difference between the new GSE that is equipped with the all-new Skyactiv-G 2-litre engine and idle-stop, but there are some subtle differences.

The GSE sports headlamps with a blue detail around them, as well as a blue engine cover, blue instrument illumination and a discrete Skyactiv badge on the tailgate. Inside the cabin is very similar to GSX models, with cloth upholstery, Bluetooth telephony, climate air conditioning, cruise control and a stereo with aux input but no USB connection.

Regardless of the specification differences, fleet buyers will be happy to know that according to Mazda the new GSE model delivers more engine power and torque, but most importantly a 25 percent reduction in fuel consumption.

The 113kW/194Nm 2-litre engine in the GSE is completely different from the 108kW/182Nm 2-litre engine found in other Mazda3 models. The Skyactiv-G is a high-compression, long-stroke, direct injection engine that averages 6.1L/100km as an automatic compared with the

8.2L/100km of its siblings.For the New Zealand market Mazda

has chosen to run a version of the engine which will happily potter along on 91 octane petrol as that is the preferred fuel of most fleet users. Despite this the NZ-spec Skyactiv engine still runs a compression ratio of 12.1:1 but the 95 octane version in other export markets can run a diesel-like compression ratio of 14.1:1. It is unlikely that we will see this version of the Skyactiv-G engine in the market in the short term.

The fuel economy is assisted by the all-new 6-speed transmission which Mazda says combines the sporty character of a dual clutch transmission with the frugality of CVT.

The Skyactiv transmission has a small torque converter (about half the size of a traditional unit) to move the car off from standstill, when a large multi-plate clutch joins in to lock up the transmission in each gear to provide a more direct feel and better fuel economy.

The ratios are widely spread so sixth is a very tall gear designed specifically for touring and motorway runs.

My initial reaction to the GSE is that it didn’t feel as sprightly or responsive as the earlier models, and this is possibly down to the gearing – the engine certainly seems willing enough.

However, because Company Vehicle elected to run the GSE over the Christmas and New Year holiday period it gave me a bit more time than our usual road test to quickly acclimatise to the different engine/gearbox character, and I was surprised by how quickly this happened.

The GSE is most happy when living in day-to-day conditions by being driven with a light throttle and using the engine’s torque to quietly pull the car through those six gears quickly and efficiently. It’s quiet too, I think possibly due to further sound insulation in the cabin.

By all means you may prod the accelerator firmly and the car will respond with a busy 4-cylinder growl – but there’s no need to do this. Far better to let the torque of the engine do the work and give you a longer journey between fuel stops.

On that note, the idle stop system (or I-stop in Mazda-speak) deserves a mention for its ability to quickly fire the engine up as soon as you lift your right foot off the brake pedal.

In contrast to other systems from other manufacturers that require larger capacity starter motors and batteries, Mazda uses a system called “Combustion + Motor Assist” which primes the cylinders, firing up the engine using combustion in just 0.35 seconds.

It works very effectively and I never once worried about the car failing to start. But the system will not engage in certain circumstances, such as when the air conditioning is operating at maximum capacity, or if the rear window

is defrosting. You can also deactivate it if you wish to by pressing the I-Stop button on the dash.

As for the much vaunted improvement in fuel economy – well here comes the truth.

Sadly, despite my best efforts I seemed to sit on an average fuel consumption of 8.4L/100km. But in fairness to the GSE most of that was short urban runs, so with a concerted effort to drive economically, I managed one morning to achieve 6.5L/100km on a motorway run into the office and another colleague managed to get 5.0L/100km in economy run conditions. So the GSE will provide the economy that Mazda says it will.

Jeep Compass comeback

Jeep importer Sime Darby Automobiles has re-introduced the Jeep Compass to New Zealand, initially with one up-spec Limited model, and with a lower-priced Sport version to follow.

In comparison to the ferocious snarling beast that is the C63 AMG, the twin-turbo V8 CLS500 feels more refined and limo-like both inside the car and on the road. It will hustle along a rural road quite happily, but this car is more suited to long-distance cruising and the unique styling will appeal to a difference audience than that of the C-Class.

We weren’t particularly fond of the unusual light wood trim used around the dashboard and on the steering wheel of the CLS500 but the seats are superbly comfortable and the fit and finish in the cabin is excellent – as you would expect in a near $200k luxury car.

C200 up are now equipped with the 7-speed Mercedes-Benz G-Tronic automatic gearbox with the exception of the C63 which is supplied with an AMG speedshift 7-speed MCT automatic transmission.

The standard 336kW/600Nm V8 C63 AMG sedan is priced from $166,900 and the specification level includes AMG 18-inch 5 twin-spoke alloy wheels, AMG sports suspension, AMG high-performance brake system, and Nappa leather upholstery.

For a further $14,500 buyers can add the performance plus package which adds an increase to engine output of 22kW as well as AMG 19-inch alloy wheels, AMG high-performance composite brake system, AMG high-performance steering wheel in black nappa leather with Alcantara grip area, brake calipers finished in red and a DTM-style carbon fibre boot spoiler.

We briefly drove the standard C63 AMG sedan in rainy conditions around Matakana and we were impressed with the car’s outstanding performance. Dynamically it’s a vehicle that rewards a capable driver, but we feel that on a daily basis the very firm suspension and sports seats would become particularly tiring for an urban user.

The $109,900 C350 CDI Avantgarde, however, is a much better choice in my opinion

According to FleetSmart the aim of the day was for its clients’ fleet drivers to experience and understand driver safety through practical and computer based learning. The participants also got to see and feel for themselves the difference between standard tyre technology and low rolling resistance tyres.

FleetSmart says it also wanted to add fire safety training into the mix as this important aspect of safety is often overlooked by fleet managers and fleet drivers.

After the morning briefings from AA Driver Training, Bridgestone New Zealand, DrivingSafer and Wormald Fire safety training on their various products and services, the participants headed out to the Pukekohe motor racing circuit for some practical training in vehicles provided by Mitsubishi Motors and Bridgestone.

Then drivers were encouraged to try the wet braking test in the two different Toyota Camry models which clearly showed that the Ecopia tyres do not suffer from reduced grip on wet surfaces.

But what turned out to be the most interesting and most popular activity of the day for many was putting out a fire in the Wormald fire simulation unit. Participants learned how to use a fire extinguisher safely and in the correct manner, and many were surprised just how easily they managed to put the simulated

After successfully running the sales and marketing of a BMW dealership in London for more than two years, Steve Hilson returned to Jerry Clayton BMW in 2010 as the dealer principal and has been driving the premium fleet message to corporate customers.

“BMW Select takes the risk out of depreciation, it is a flexible financing programme for customers who want the security of a guaranteed minimum future residual based on a contract period of 24, 36, or 48 months,” he says.

“Customers can tailor the contract by choosing an annual allowance between 10,000 and 25,000km. If the market value of your car is less than guaranteed minimum future value in the contract at expiry of the term, then subject to conditions the customer can simply walk away,” he says.

“However, conversely should the market value be greater than the residual value the customer then capitalises on the equity in the vehicle.”

At the end of a BMW Select contract customers have the option to trade in, refinance, take ownership or simply return the car.

Challenging times ahead After a turbulent year for new car sales with natural disasters affecting manufacturers and distributors globally, Robert Barry investigates the flow-on effects felt locally by fleets when buying and selling.

Last year Toyota New Zealand chief executive Alastair Davis commented that a day of reckoning will come for the bulge of older 1990s vehicles in the New Zealand fleet.

Davis said New Zealand has a massive concentration of vehicles that were manufactured in the mid to late 1990s and the introduction of frontal impact standards saw a massive spike of 1996 vehicles imported in 2003.

According to statistics printed in the November 10, 2011 issue of Autofile, in 2009, 22 percent of all light vehicles on NZ roads were 1995 -1997 model year while 36 percent of all the Japanese used vehicles were 1995–1997 model year.

However, as one industry expert we spoke to recently pointed out, the Japanese market exports on average around

60,000 used vehicles per month and only around eight percent end up in New Zealand. Numbers of imported secondhand vehicles in 2011 were eight percent down on those imported in 2010.

On the positive side of the ledger, residual values on NZ-new vehicles sold since 2008 have firmed considerably, even on large SUV and six-cylinder sedans such as the Ford Falcon and Holden Commodore.

It’s well known that used Falcon and Commodore residuals dipped dramatically in the heady days of fuel prices at $2.30/litre more than two years ago but they have since recovered as petrol prices stabilised.

As a result of the 2008 global financial crisis (GFC) many fleets are happy to run their vehicles for a longer time, and the 36 month lease or ownership period

has morphed into 45 months for leasing and 48 for outright ownership.

One such proponent of keeping a vehicle for a longer period is procurement specialist Dawn Goodeve at Coca-Cola Amatil, who says that the business gets better economic value by holding onto a vehicle for 48 months rather than disposing of it at 36 months.

Dawn says that in the past year the lack of affordable quality NZ-new stock in the market had second-hand dealers lining up to buy vehicles that were surplus to requirements.

New Zealand now has one of the oldest fleets in the developed world – and it continues to age.

So what effect does the ageing carpark in combination with current economic factors

and the recent events in Japan and Thailand have upon fleet procurement and disposal?

Emerging trendsIn the last 12 month period

all the leasing and fleet management companies spoken to by Company Vehicle have reported an increase in the use of professional procurement techniques by organisations when making fleet purchasing and supply decisions.

This trend includes a greater number of requests for tenders and evaluating suppliers with care to ensure the total fleet package is sound, and recognising that the cheapest price does not always mean the best value.

“With every cent highly valued the need for conservatism and a rounded carefully considered fleet solution has become the norm,” says Nick Auld from Custom Fleet.

“We have seen the emergence of small and medium SUVs around the globe as widely appealing alternatives to traditional fleet vehicles because they meet fit-for-purpose and lifestyle choices in combination,” he says.

Orix fleet sales manager Nigel Bell-Booth warns that although the second-hand market of quality three to 5five-year-old vehicles has benefitted from the lean years of the GFC and values have strengthened, that could change for his company and others.

nature requires us to forecast ahead and recognise that the current extreme supply and sale conditions we are currently experiencing will change over the next three to four years producing a significantly different used vehicle market,” says Nigel.

Kelvin James, general manager of remarketing for FleetPartners, says there has also been some anecdotal evidence that leasing customers are taking a more active role to manage the returning condition of their vehicles.

“It is too early to tell whether this apparent desire to manage condition more tightly represents a trend,” says Kelvin. “It could also be the outcome of the GFC and corporate customers looking to reduce end of lease costs.”

TFS fleet sales manager Darren White says the significant amount of business and economic uncertainty in the marketplace is reflected by customers holding onto

their vehicles even longer and extending them to the maximum life of the contract or the asset.

BenchmarkingBenchmarking the fleet is

no longer just a fashionable trend; it is now a critical part of the procurement and disposal process in terms of setting policy and seeking suppliers.

“Fleet managers are eager to see what other organisations are doing in terms of vehicle selection and policy, both to spot efficiencies and to ensure they have correctly benchmarked their fleet against similar companies, especially as a function of staff remuneration and benefits,” says Nigel Bell-Booth.

Nigel says fleet management and leasing providers such as Orix usually have a wide cross- section of industry clients and therefore are perfectly positioned to draw information from their experience and identify any emerging trends.

“Clients need to be offered advice, direction and support to help create an effective and market driven fleet policy that satisfies a variety of criteria,” he says.

Nick Auld comments that the NZ Police and government bodies tend to lead the way locally in terms of benchmarking and information sharing.

“But with all fleets the process of finding the right mix and balance for their own specific and varied requirements in tandem with the tightening of the purse strings has only reinforced the need for wide scale comparison and real life testing,” he says.

Darren White from TFS says it can be difficult for some customers to benchmark their fleet against similar fleets within their industry as they may have different business models.

“Customers are certainly seeking our advice as to what is fit for purpose and what offers

the lowest possible total cost of ownership,” says Darren.

Residual valuesThere is no doubt that

because of the decline in new vehicle sales since 2008 and the market remaining steady with 2011 sales at around 85 percent of pre GFC numbers, residual values on the ageing fleet of vehicles between three and five years old have firmed.

This is good news for fleet owners but not such good news for the secondhand traders looking for a bargain buy.

Nick Auld says Custom Fleet saw its average age of vehicles sold in 2011 move from 36 to 43 months.

“With Japanese imports on the decline (eight percent down in 2011 v 2010) and high desirability in the used car market, the ageing fleet has benefitted from the strong residuals we have experienced across the board,” he says.

way to meeting the price range previously filled by the better quality imports and we see a continual trend of new buyers at our weekly tenders who are ex-import vehicle traders.

“I can only see the trend for vehicle ageing reversing slowly as and when economic positivism returns or when our Government follows European and Australian trends towards some sort of much needed scrappage allowance. This could rid our market of some less than fit vehicles and stimulate the new car market.”

Kelvin James says disposal trends are a monthly phenomenon, with market channels and consumer behavior changing constantly, and these industry shifts are influenced significantly by the international economy and environment.

“We have enlisted a multiple channel strategy to combat and mitigate these changing environmental and economic

factors,” he says. “We constantly review the most appropriate disposal route asset by asset.”

Supply issuesThe natural disasters in Japan

and Thailand in 2011 certainly had an impact on lead times and particularly those for light commercial vehicles. Used car prices across Australia and New Zealand strengthened as the supply chain choked. Despite the longer lead times the demand for light commercial vehicles made in Thailand such as the Toyota Hilux, Ford Ranger and Mazda BT-50 remains high.

Nigel Bell-Booth says in the short term many fleets cancelled existing orders and hunted through dealer stocks as well as resorting to source alternative models from outside Japan and Thailand particularly in the light commercial sector.

He says while local distributors have never been flooded with supply of key models, with

delivery times upward of four to six months on many of them it has been a frustrating time for suppliers, leasing providers and the clients alike.

“The unfortunate situation in Japan impacted on pretty much all the manufacturers around the globe so there wasn’t very much that could be done about it,” says Nick Auld.

“Toyota in particular recovered very well from events in Japan and still saw off the

challengers for the number one sales spot in New Zealand.”

“With this set of circumstances in place for the last quarter or so, there has been a dearth of certain product coming back for disposal,” says Kelvin James. “We have noticed a significant shift in the demand for light commercial vehicles in particular. Due to this situation the vehicles are holding their value longer and the disposal channels remain robust.”

Masters of remarketingConsignment auctioneers Manheim refer to the process of realising the value of its customers assets as remarketing. Company Vehicle watched the process in action at a recent trade-only auction, normally held on Wednesdays at noon.

Going to watch a trade-only consignment auction is a little bit different to one where the general public are in attendance. Today’s audience is a lot smaller and most of them are in business or smart casual attire.

Car dealers are serious people when it comes to buying stock and this auction is a serious business for Manheim. The late-model vehicles on offer today from fleets, local bodies, government agencies, and rental companies need to realise as much value as the consignment auctioneer can muster from the audience.

On this particular day the young auctioneer calling for bids on the podium did exactly that. He proceeded to sell more vehicles than pass them in due to not meeting the reserve price which Manheim will negotiate with the owner prior to auction.

All Manheim vehicle auctions are simulcast

on the internet, so there were people bidding online in real time competing with buyers on the auction floor as well as those bidding by phone with Manheim staff.

It is very exciting to watch, especially when a bidding war on a vehicle broke out between the dealers bidding online and those on the auction floor. This of course is every seller’s dream, but the auction process is also a great indicator of the market and auction returns on mainstream fleet vehicles can vary from week to week depending on the dealer’s desire for stock.

The name of the online buyer or the number of the buyer on the floor or phone shows up on the podium screen below the bidding price and its amazing how quickly the computer system keeps up with the bidding.

A consignment auctioneer such as Manheim offers fleet owners and managers a completely open and transparent process

because it has no financial interest in the vehicle. Its only interest is to get the best return from the auction process.

Manheim also offer two other sales channels, BidNow and BuyNow where vehicles can be offered at premium pricing for those buyers willing to buy the cars before the auction. If unsold the vehicles are then offered in the weekly auctions.

As well as passenger vehicle auctions, Manheim offers damaged and salvage auctions as well as tenders for trucks, plant, and heavy machinery such as diggers, excavators and the like.

Manheim offers fleets a one-stop-shop disposal solution. It will collect the vehicle, assess its value and inspect its condition, provide any rectification if required, groom the vehicle pre-auction, and then sell it and promptly remit the proceeds of sale.

Most of the vehicles on offer at the auction were immaculately groomed as you would expect, particularly those that were less than four years old, but equally the older vehicles were also presented as well as they could be. Manheim staff can advise clients on the best course of action to maximise a vehicles return, whether it’s a late model Ford Falcon or a five-year-old Daihatsu Sirion.

Business development manager Michael Greer has been tasked with spreading the word about Manheim to more local government and private fleets around New Zealand who have not taken advantage of the benefits of consignment auctions.

Michael says that Manheim offers competitive fees for all of it services on offer and he says it is judged by the results of both service delivery and sale price to clients.

John Andrew: building relationships

DeaLer FLeet

With fleets going back as far as 57 years, and 3500 to 4000 vehicles on the books, John Andrew Ford and Mazda in Great North Road, Grey Lynn, Auckland, is a highly successful fleet operator, with between 1000 to 1200 vehicles a year sold by the fleet department, making it the biggest dealership by sales in the franchise.

What’s the secret? Fleet sales manager Christy King explains, “I would say a key point is that we have the time to build relationships with our customers.”

With a total team of nine, including five account managers and a business development manager, she adds, “We are not so thinly-spread that we can’t spend the time with our customers. I would say we are probably the only dealer in the country with a team of this size dedicated to corporate business”.

Another reason the team is so successful is that the company is so well established-well over 100 years in Auckland. The average fleet managed by John Andrew is between 12 and 15 years, and the oldest 57 years.

“That kind of quantifies what we are about,” adds Christy. “Longevity, and being a business partner.”

The average fleet size managed by an account manager is in the region of 50 to 80 vehicles, “although we do have fleets in the 20s as well as some in the 300s,” she says.

“However we don’t manage the fleets in the same way that a leasing company would. What we do is work with our customers on developing sustainable relationships and help them manage all of their vehicle, servicing and finance needs if required. Our main aim is to ensure that this entire process is simple and seamless. We also feel that it’s important to also help build networks between our customers.”

Dealer principal Paul Brown adds. “I guess it’s that we have significant relationships with all the large leasing companies and because of that relationship and the time we have been here, we can mix and match solutions in the customers’ best interests.

“There’s not a lot we can’t do to satisfy their needs because we can offer product which is among the best in class.”

Turbocharging is the key, and although turbos have been around on cars for almost half a century, it’s only now that they’re being coupled with direct injection and advanced electronics that they allow the engine to reach high potential without upsetting fuel economy or reliability.

The Peugeot 508 is the newest member of the French manufacturer’s family to reach our shores, and in many respects the best yet, combining the superb ride quality and bump absorption

Engine downsizing is the current buzz phrase in the motor industry, part of an on/going drift that’s producing better economy without upsetting performance or resorting to complicated hybrid technology. John Oxley reports.

Changing perceptions

French cars are renowned for with bags of space, good build quality and advanced technical features.

The 508 is a fairly big and spacious car, with a huge boot and plenty of room inside for five adults, and it’s a great long distance cruiser, as we proved on several trips during the festive break.

The big question mark, though, was whether or not its 1.6-litre engine (yes, a 1600) would be able to cope, not just at cruising speed, but in the cut and thrust of traffic, hilly

terrain, and with a heavy load of people and luggage.

The 508 1.6 THP 156 (that’s short for Turbo High Power 156hp) produces 115kW of power coupled with 240Nm of torque, and on paper, although it’s good, we wouldn’t expect performance to be better than average, even though the engine output pushes extremely close to the magical 100bhp/litre racing formula of old.

However, when linked to the latest Aisin-Warner electronically-controlled 6-speed automatic gearbox,

complete with manual mode and steering wheel paddles, the car comes alive, with hot off-the-mark acceleration, great overtaking ability and quiet fuss-free cruising.

This is particularly helped by the fact that maximum torque of 240Nm comes in at only 1,400rpm, which is a not a lot over tickover!

Which means that the Peugeot is no sluggard, and it certainly doesn’t feel it, at any stage.

logical numbering system for its cars, and has done for the past 80 years or so. It works like this.

The first of three digits gives a rough indication of the size of a car – a one or a two at the beginning means a small car, five or six means a big one – while the final digit indicates model generation changes; the 305 was the direct replacement for the 304, for example. The middle digit is always a zero, or at least it was until a system of double zeroes was introduced for people carriers, such as the 3008, and 4x4s.

But the 50_ sequence hasn’t been used since the 505, with the 407 being a mid-sized car and the 607 a large car. However now the 407 and 607 have been replaced by the 508, which is bigger than the former and as spacious as the latter. That make sense?

excesses of the 407, and the 508 has much better proportions, while still remaining modern and in touch with latest trends.

Its simple and elegant styling continues inside, with a clean dashboard with soft-touch surfaces, straightforward controls, and easy connection of media devices and cellphones via bluetooth, with fingertip audio controls on the steering column.

Build quality is superb, and even the lowest-level active trim, as found on the 1.6, includes such features as dual-zone climate control aircon (with outlets in the rear) as well as a front-loader radio/CD, and such driver convenience items as automatic wipers with a rain sensor, automatic headlights, rear parking sensors, cruise control (and speed limiter) and electric mirrors and windows.

The boot is practical and generous, and the seat backs flick forward to enlarge the space.

As far as ride quality is concerned, the French, with roads chewed up every winter by snow and ice, have long learned how to get great ride quality out of their cars without sacrificing road holding, and in this respect the long wheelbase of the 508 certainly helps, despite the 60 profile tyres.

Roadholding is good, too, within the bounds of the size of the vehicle, although if you want it to be even better, migrating to the top-of-the-range GT gives not only more power and features, but a much more advanced suspension system.

Finally noise – or the lack of it. A great deal of work has been put into tracking down and curing noise inside the car, and the result is a level of quietness in the passenger compartment among the best around, utilising such features as an acoustic front windscreen and hydro-elastic suspension mounts.

Happy value BMW dieselDamien O’Carroll looks at what BMW has done to address criticisms of the 1 Series while retaining its key features.

When BMW decided to slot a smaller model in under the 3 Series back in 2004 following its fairly half-hearted attempt at the same segment with the underdone 3 Series Compact, it made the key decision to keep the 1 Series rear-wheel drive in order to retain the traditional BMW hallmark of a fine-handling RWD experience.

Which was great for driving enthusiasts, but not so hot for internal packaging, particularly rear legroom.

With the second generation car BMW has attempted to address the packaging concerns by making the new car (slightly) bigger, but has resisted the urge to take the 1 Series front-wheel drive - although this may well be your last chance to appreciate that fact, because the current

platform is apparently able to be set up in either RWD or FWD configurations, and FWD 1 Series models will start filtering into the range over the next few years.

According to current speculation and rumour, eventually the only 1 Series models to be available in RWD will be the coupe and convertible.

While a FWD 1 Series hatch will undoubtedly be a fine car - in the way that the Mini is a fine FWD hander – it will still rob it of some of its essential character: think of a Mazda MX-5 with a couple of extra seats and doors and you’re getting close to what the 1 Series uniquely offers in the hatch segment.

And it is this character that

the 118d offers in spades.The 2-litre turbocharged

diesel engine offers 105kW of power and 320Nm of torque that comes in with a mighty satisfying push back in your seat when it arrives at 1,750rpm. A feeling that is made even more satisfying by the fact that it is delivered to the road through the rear wheels.

Nail the throttle out of a tightish corner and the rear end gives a wonderful wriggle as the torque pours on and the tyres do their level best to maintain grip.

The new 8-speed automatic transmission is the perfect partner in crime for the punchy diesel engine, with slick, fast shifts and an almost psychic ability to be in the right gear at the right time when in

Sport mode. Normal mode is a bit more lethargic, as it takes a more relaxed approach to shifting through all the ratios, but it is still never anything less than smooth and accomplished.

While a 0 to 100 time of 8.9 seconds isn’t exactly mind-bendingly quick, the 118d feels brisker than the officially-claimed figure, largely because of the way the power comes on when it is up and running. And it is this impressive punch combined with remarkably frugal fuel consumption that is the 118d’s most impressive party trick.

BMW claims an average combined consumption of 4.5L/100km and, in the real world, this is surprisingly easy to achieve. Thrash it like a rented mule and it doesn’t make a lot of difference either, with mid-sixes being about the worst you would see.

Around town the 118d is a light, comfortable, almost ridiculously easy car to drive; out on the open road it is all of those things and yet still manages to be sharp, responsive and ridiculously fun.

While the suspension carries over from the previous-generation car (Macpherson strut at the front, multi-link at the rear), the increase in overall size has seen the track get a little wider, and BMW has improved the bearings, bushes and mounting points of the suspension, resulting in greater compliance and, as such, a better quality ride.

of ergonomic good sense that the German manufacturers are so good at.

The increase in size has seen an improvement in rear legroom, but it is still pretty tight back there and is the biggest disadvantage the small BMW suffers against its FWD rivals.

Looks-wise, while the new 1 Series may still not be to all tastes, it is all kinds of better when compared to the original. While the front gets BMW’s corporate nose, with its wider, more aggressive look, the single biggest improvement to the exterior comes from the dropping of the weirdo droopy sill line that cursed the previous model and made it look frumpy

and bloated.At $56,600 the 118d you see

here tops the current 1 Series range, and with a good level of standard equipment and the basic quality of the package, still manages to come out on the happy side of the value-for-money equation for a small car.

Although the extra $18,000 worth of options BMW NZ have added to make the final price top out at a fairly colossal $74,600 is questionable at best.

The optional navigation system is excellent, but in all honesty, not worth the $4,000 BMW asks for it. Electric driver’s seat adjustment for $2,400 is steep and pretty unnecessary, as is the $800 asked for heating

the front seats. The $500 adaptive headlights and $250 high beam assist, however, are worth every cent.

though, whatever extra you would choose to spend on the 118d doesn’t really matter (other than at resale time, of course) because the basic, underlying package is just so damn good. And so utterly convincing.

Driver training: maximising the potential and avoiding the pitfalls for fleet safetyDr Will Murray, research director Interactive Driving Systems and visiting fellow Loughborough University and Queensland University of Technology, has been involved in a number of studies of driving conditions and road safety in New Zealand. Here he writes specially for Company Vehicle.

NZ Company Vehicle asked us to comment on the outcomes of the various training methods on offer, which were summarised into the following three types for this purpose:

The traditional driver training method of utilising a private track for practical experience in a vehicle to correct technique and behaviour.

Utilising a computer programmeme to identify and correct driver behaviour

Using a driving simulator to identify and correct driver behaviour.

Based on research, industry practice and experience over the last 20 years in New Zealand and around the globe, a commentary is provided on how effective each of the three methods is at reducing the risk of company vehicle drivers having a crash.

Readers should be aware that driver training is only one small element of a safe driving programme, which should focus on journey management, the organisational safety culture, vehicle selection and management, and the effective recruitment, supervision,

management and coaching of all work allocators, managers and supervisors – as well as drivers.

Work-related road safety is important for organisations of all types, including businesses, government agencies and NGOs for a range of societal, business, legal and financial reasons. This is irrespective of the ownership or type of vehicle – whether truck, bus, van, utility, car or forklift truck.

Many of these business case factors have already been set out in three recent reviews of work-related road safety in New Zealand, all of which are online, and point the reader to more detailed research papers from a wide range of writers:

Behind the wheel Behind the wheel (BTW), in-

vehicle or on-road training has traditionally been the approach taken by many organisations to improve the safety performance of their drivers. This has led to significant debate, between:

* Researchers who argue there is no well-researched statistical evidence to prove in-vehicle or behind the wheel driver training works.

* Driver trainers who argue that logically in-vehicle training has to be a good thing.

Driver trainers argue that as one of the interventions of an ongoing fleet safety programme, practical BTW training needs to be focused on developing the desirable attitudes and behaviours of drivers who are at risk, based on a framework such as the Goals for Driver Education (GDE) matrix.

Researchers argue that to date, however, few such programmes have been effectively evaluated against collision outcomes. They say advanced driver training coaches techniques, such as skid control, that are not relevant to avoiding crashes, and virtually all of the published research worldwide had been unanimous in condemning in-vehicle skills-based driver training.

Road safety is a complex topic and many of the countermeasures that logic would suggest to be beneficial can be counterproductive.

In addition there is a body of research which argues that while BTW training is appropriate

in some situations, it should address the particular risks faced by the drivers involved, rather than taking a blanket approach.

It is also clear that in a work context, drivers often have limited control over systems factors such as their work schedule, payment system, vehicle selection, journey management, route selection or site layouts.

One of the biggest criticisms by researchers is that many driver trainers never do a detailed needs-analysis or risk assessment, for example by monitoring excessive fuel consumption, tyre usage,

collisions or infringements. Few trainers focus on mobility management, and the importance of minimising exposure as far as possible through alternative ways of working and travelling.

Critics argue that few organisations allow for “regression to the mean”. In other words, most organisations introduce driver training following an uncharacteristically high spate of crashes or a high cost incident. The following year the claims rate drops, or regresses back to the average.

Driver training is given the credit, even though there

may be other countermeasures and forces working as well. Researchers argue that a much longer term and more in-depth evaluation process is required. The success of a countermeasure also depends very much on how bad things were to start with and the commitment of managers and supervisors to the programme.

When another bad year emerges the customer goes back to the driver-training provider who naturally recommends re-training!

The training suppliers themselves tend to argue something differently–that they do have good evaluation data even though it has never been published, and because they often work closely with the insurance industry, they clearly have an understanding of key issues to be addressed.

Also, in light of such criticism from researchers, and because of industry feedback, many BTW trainers have expanded their programmes to focus on wider issues such as fleet reviews, risk assessment, management policy and driver handbooks.

Good trainers complete an assessment of a corporate client’s crash profile, policy, vehicles and operational environment. Courses are tailored to the needs defined, and rarely involve skid control or other advanced techniques – unless there is a need to train

drivers in how to recognise and avoid skidding.

Programmes taught in icy or wet locations as well as at mine, forestry and quarry sites would be good examples of where skid control is important as a part of a package.

A key issue for the industry, however, remains the limited amount of peer-reviewed evaluation data that is favourable to BTW training as work-related road safety countermeasure.

Computer-based In recent years computer

or web-based tools for driver risk assessment, monitoring and improvement have grown in popularity as the cost, convenience, speed and quality of computing and the Internet has increased.

As with BTW training such programmes vary, and have their critics as well as their advocates. One criticism is that sitting behind a desk is no substitute for sitting behind the wheel with a trainer who can review the driver’s ability in detail. Another is that participants provide the “expected” response. Interestingly, however, despite such limitations there is an increasing body of research and practical evidence for their success.

There has been an exponential growth in such online programmes which help to identify risk levels and risk factors, and to target any further interventions at specific risks.

External data sources, such as collisions, fines, licence details and telemetry “events” can also be integrated into the better of such systems, helping to increase their predictive validity and usefulness.

Pilot studies and undertaking a detailed live trial of the system are the best ways for organisations to proceed.

SimulatorsSimulators are a very good

idea for driver training and have grown in importance for research, and particularly highly specialised, expensive or dangerous training. For more basic training they also have potential, but also several limitations that need to be further explored and managed, including:

* Relatively high capital and maintenance costs for any one owner.

* Can only train fixed numbers – for example one person per hour.

* Trainees have to be brought to the simulator, particularly if it is static and site–based, which means time off the job, transport costs and the risks involved in getting there safely.

* Simulators cannot address some of the higher order skills, attitude, competencies, group dynamics and organisational culture-based issues that affect driving for work.

Simulator sickness can also be an issue, as can overconfidence issues when drivers get back into their real-world vehicle and onto the road to drive home.

Summary and recommendations

Driver training, be it on-road, online or simulator-based, is one element of an effective work-related road safety programme, which is important consideration for business and government organisations for a range of societal, business, legal and cost reasons.

There remains a global debate about the effectiveness of driver training, and each of the three methods described have their advocates and critics.

* Can you provide validated driver risk assessment and monitoring tools?

Welcome to the New Zealand Company Vehicle Buyer’s Guide for 2012.

Last year saw an overall rationalisation of most manufacturer’s

ranges in New Zealand, with a number of them quietly dropping

slow-selling models. However, a surprising number of all new models

introduced has taken up the space. This is particularly noticeable in the

medium segment and the SUV segment, both of which have expanded

this year, while the rapid reduction of models across the large car

segment of the last few years has largely leveled off now.

You will no doubt notice a few key vehicles missing from the guide this year - namely the Toyota Camry, Honda Civic and CRV and Subaru Impreza. This is because as we go to print new models of each are due

Because we can’t include literally everything, there have to be limits. As such we have excluded anything overtly sporty, as well as convertibles and coupes and any car or SUV that is priced over our “executive” cut-off of $75,000.

After each variant name you will see a pair of letters in brackets, ie: (p/a). This is the vehicle’s drivetrain, with the first letter referring to the type of engine (“p” for petrol, “d” for diesel), while the second refers to the transmission (“a” for automatic, “m” for manual).

In the case of an automatic transmission, this can mean either a conventional automatic, a CVT (continuously variable transmission), an automated dual clutch transmission or any variation of these types.
