    This Issue:

    Its been a year since nine surveillance cameras wereinstalled in various loca ons on the Near Westside.And the cameras, which were at one me a highsource of conten on between Syracuse police andNear Westside residents, have had an e ect, both oncrime and on communica on.

    According to data released from the Syracuse PoliceDepartment, crime signi cantly decreased on theNear Westside from 2010 to 2011. Charges thatpeople were arrested on are down 49%, overallreported crimesare down 29%and drug relatedarrests are down47%. There are alsosigni cant decreasesin phone calls tothe departmentand decreases inreported crimessuch as burglaries,assaults and criminalpossession of aweapon.

    While some mess ll perceived asone of the moredangerous areas inSyracuse, based on

    evidence from the Syracuse policecrime log, more reported crimesoccurred in the Northside andSouthside than in the total of theWestside. There were about 9%more crimes on the Southside and35% more crimes on the Northsidefrom July September 2011.

    There is no speci c evidencethat points at the cameras forthis downturn in crime, but its

    Last month I talked about What is Art?and Ive been wondering if youve beenthinking about that. And, have you beenthinking about what art you do, make,create, perform?

    People ask me what I do when weretalking about art, and frankly I nd thata challenging ques on. Ive dabbled indi erent forms of art throughout my life,and most of the me I guess I didnt call itmaking art. But as I came to understandmore about art, what makes it art, how artis de ned, Ive accepted that most of mylife Ive made art. When I pick a pa ern,choose the yarn to make that item, thatis making an ar ul decision. Yes, I amfollowing the direc ons (mostly) but inthe end, it becomes an art form. Thesedays I like to take photographs and I loveto make collage gree ng cards. Also, I am

    learning more about making art books and actually have one in process right now. I s ll kniteveryday and also love to cook. That certainly is an art form!! Ask any chef.

    There is a group here on the Near Westside called the Westside Arts Council of which I ama member. Weve been talking about developing an ar sts directory of the Westside whichwould include any and all of the art forms that we have in this neighborhood. So... here aremy ques ons for you this month:

    The La Casita Cultural Center will present ThePhotographer as Child: Memories of Guatemala, anexhibi on of the work by award-winning photographerEfren Lopez, Jan. 27 through May 2 in the Centers gallery.

    The La Casita Cultural Center is located in the historicLincoln Building, 109 O sco St., Syracuse. Galleryhours are Noon to 6 p.m., Monday through Friday. Theexhibi on is free and open to the public. The exhibi onwill be the focus of several related events, including EfrenLopez: A Conversa on with the Ar st 5:30 p.m. Feb. 10,and a Teen Photography Exhibit, March 2 to 23. Furtherinforma on about related events are forthcoming and willbe available on the La Casita web site (lacasita.syr.edu).

    Born in Guatemala, Lopez is a student in the MilitaryPhotojournalism Program in Syracuse Universitys S.I.Newhouse School of Public Communica ons. He is alsoan aerial photographer for the U.S. Air Force and the rstreservist to be selected to a end Newhouses MilitaryPhotojournalism Program. He now lives in Arizona.

    The exhibit features images Lopez captured on a returntrip to Guatemala in 2009. My life began in a bamboohut at the side of a road in a ny town named Petaca,Guatemala, in 1966, Lopez writes. Its a town so smallthat it is next to impossible to nd on most maps of Guatemala, much less Central America.Lopez has documented real-world situa ons and themilitary around the globe and has captured stunningimages in Arizona and Guatemala. His work has beenfeatured in various publica ons, including the bookArizona 24/7, and has been awarded many dis nc ons,including rst place in the Professional Photographycategory at the 2008 Arizona State Fair, an honorablemen on in the pictorial category in the 2009 MilitaryPhotographer of the Year compe on, and rst place in the 2011 Mul media Team 19thAnnual Department of Defense Worldwide Military Photography Workshop.

We like to think they had aposi ve e ect. Of course, you never know for sure. There are so many factorsthat go into crime; it s hard to pinpoint exact causes.

    The most posi ve e ect of the cameras is the conversa ons that they startedbetween the police department and Near Westside residents. Though thisrela onship tends to be troubled by nature, both community organiza onsand townspeople have started communica ng with police a bit more a er theinstalla on of the cameras.

    Gifford Street Press to Release Book on Policing in the Westside

    The Gi ord Street Community Press aims to unite the Westside community, createdialogue, and support resident-driven change in the neighborhood. The Press is a chancefor residents to publish their perspec ves on the community and on major communityissues. The Press introduced itself with its rst publica on: Home: Journeys Into theWestside. Their second book, I Witness: Perspec ves on Policing in the Near-Westside,will be released on February 16th with a public recep on to be held at La Casita.

    I Witness grew outof tension aroundpolicing in theneighborhood.When residentswere told thatsurveillancecameras wouldenter theircommunity, manyunresolved con ictsbetween police andresidents surfacedat communitymee ngs. Inpar cular, therewas a lack of trust,dialogue, and

    communica onbetween residentsand police, allstemming from ahistory of nega veinterac ons. Outof this tension,communitymembers haveformed delega onsto meet with thepolice, par cularlythrough theWestside ResidentsCoali on and theNear WestsideIni a ve.

    In I Witness,members of thisnewly organized

    police delega on, and other residents, o cers, and community partners tell their storiesabout policing in the community. Residents talk both about mistreatment from thepolice and about personal responsibility. O cers also talk about a history that is lessthan perfect, but that is also marked by care for the community. Both residents ando cers recognize that honest dialogue is the rst step toward building trust and truecommunity policing. As Gary Bonaparte, a Westside resident featured in the book, says:If you recognize people as human and know what theyre thinking, and have respectfor them, you can try to overcome the problems these percep ons might make. So thisis not just to tell horror stories, but to show how people feel and how they came to feelthat way.

    Deputy Chief Barre e, a Syracuse Police o cer featured in the book, explainsthat police dont see people at their best. Theyre usually pissed o or have beenvic mized. Describing o cers who read the book and take part in the Police Delega onevents, Barre e says it will be good for them to take a step back and see people ina di erent kind of perspec ve. Clearly, both residents and o cers are commi ed to

    renewing dialogue and reconsidering their percep ons of one another.Finally, Isaac Rothwell says Id like to see a way that residents whove had badencounters with the Syracuse Police Department are able to express it and have anoutlet for that. Also, I think there should be an outlet for police. The Gi ord StreetPress hopes that I Witness and future events scheduled by the Police Delega on can bethat outlet, and that future books can con nue the work of posi ve social change in theneighborhood.

    How long have you worked with PEACE?Going on two years. Before that I volunteered.

    Does PEACE mainly work with the nearWestside? Or is it all over Syracuse?Well its all over Onondaga County. Wevegot some branches out there in county south,county west, Baldwinsville, all over.

    What work do you do in the Near Westside?

    Im a family advocate, my job is to council 10-15 families, nd out their goals, and help thema ain those goals.

    Do you work with kids at all?I work with Mary Smothers, and the a erschool program, ages six to fourteen.

    Besides PEACE, what are some of theprograms and support that kids have in thenear Westside?Oh, there is a lot of support. We just had abasket weaving class with some people out inManlius-Girl Scouts. We had our girls go outthere and learn how to do basket weaving.There are a lot of programs.

    What are the biggest issues that face theyounger genera ons of the Near West Side?They are not really focused on school; they arefocused on whats outside of school.

    When you say focused on outside of schoolwhat are you talking about?They are more focused on survival, trying to nd themselves a job while they are inschool. They are more worried about nega ve things; they are not really worried aboutthe posi ve, or whats going to be in the future. They are more worried about whatsgoing on now, and whats going to make their life be er now.

    What are some things that might help bring the focus back to school?I believe that its up to the kids to have the mo va on to do what they want to do, itsgoing to come a me and place when they get up in age and wish that they had nishedschool, and had their diplomas, instead of qui ng and ge ng a GED.

    Are these problems new issues? Or are these things that happen in every genera on?The thing is, most people are coming to terms with it, and its no longer a genera onalthing. There are people that are trying to go to school, and trying to go to college forthe rst me in the family. So I see that they are turning around now. I just wish it was alarger/faster turnaround. Instead of just a few people, I wish it was a lot more people.

    Do you see needs of the kids that arent being addressed at all?The rst problem is that parents are trying to get jobs, but they dont have a highenough income to pay for child care. So Mary, she came up with an a er school programto eliminate the barriers to ge ng employment. Another problem is the opportunity foremployment over here. A lot of things are going on, and people are ge ng things ready.That will open up the door, but right now its real hard for people to nd jobs.

    In een years, what do you think the kids who are living here now will rememberabout their community the most?The playground that is being built in the park at Skiddy.

    Is it going to be nice?They are the ones that planned it; they are crea ng their own playground. When theyhave kids they will s ll remember when they created it.

    What di erences do you think they will see in those een years?I hope they see a big change. There is a big change going on now, I just hope that itcon nues.

    Do you think the change will con nue?Yeah.

    The Near Westside Ini a ve Business Associa onwelcomes Paul Mercurio, Transporta on Plannerfor the City of Syracuse, to speak at our monthlymee ng in February. Mercurio will presentchanges that are proposed to take place to theWest Street Corridor. The Planners O ce is amember of the Department of Public Works,and therefore Mercurio has a unique workingrela onship with the people who construct thecitys infrastructure. He advocates improving theexperience of a persons bike, walk, or drive tohome and work and is implemen ng changes thatare making the daily commute a safer journey foreveryone.

    West Street is a high-volume North-Southcorridor for West Side and South Side residentsand commerce; and must func on safely for allmotorists, bicyclists, and pedestrians. Mercuriowill be talking about reducing the number of carlanes on West Street and crea ng a 2-way cycletrack. The bene ts of which include increasedgreen space and porous surfaces, more trees andshade, improved access into the neighborhoodsfor pedestrians and bicyclists, and a tra c-calming e ect that will get the driver to slowdown and make it easier to cross the street.

    Near Westside Ini a ve Business Associa on members will be able to provide feedbackto Mercurio on the details of the lane reduc on and other infrastructural elementsof the design. Would we like to see more trees; a plaza; more on street or o -streetparking; wider sidewalksoOr something else? Syracuses Transporta on Planner is happyto hear public input about what businesses and residents would like to see added to thecorridor.
