I have not received a copy of the book, "The UFO Evidence , " and so cannot give you any opinion on 1<.
If it were desirable to hold congressional hearings on the question of unidentified flying objects , 1 would certainly agree that they should be open to the public.

First , I would like to offer ~ belated congratulations to you for your elee t ion t o the Sena t e . I am very pleased to have you represent me . I intentionally waited to write you sinee I didn't want the important topl e of thi5 letter to be lost in the shuffle of your getting settled In a new offIce.
For many years now , I have been aware of the phenoaena ealled UFOs . You no doubt have some knowledge of the subject and of tbe stigma of ridieule wbieh is subjected upon those who have reported seeing one. At first, I too was inclined to reject this "wild" idea . However , upon eloser examination I discovered that hundreds of our most rel iable and respected citizens have reported seeing these objects, and many more who haven't seen them believe them to be of extraterrestial Orig t n . I eventually beea~e aware of a private, non-profit organization called NICAP . (Natlonal Investigations Committee on Aerial Phenomena ) Thi s gr oup has been investigating these sightings , gathering the facts with documented evidence, and through their bi-mont bl y publ i cation , making them known to the public .
After a se ven year study al l the evidence thus &atbered has b~UbliShed in a f acinating report (la~ pages) and then distributed t o a l l members of Congress and the 5enate. I don't know if you have seen a copy . If you haven't, I would like t o have one sent to you . I t would be well worth your t i me to read i t. If by chance you have read it, I would like t o know your reac t ion to !t . •
I am well aware of the Air Fo?ce policy debunking and e:lplaining a .... ay sightifliS . This secrecy policy 1s a grave mistake . The facts must be made Known, an~ to this end I urge open Congrestional hear i ngs. My fee l ings are well stated by Dr . Charles P. Olivier (President of t he Ameriean Meteor Society) . nIn serving as a NICAP Board Member, my only purpose Is to help in forcing further scientific investigation. UFOs nave not been fully studied SCientifical ly due to suppreSSion of pertinent data and subJecting reports of trained and reputable people to ridicule . This is in response to your inquiry in b~half of Private First Class Gary E. Stemm concerning unidentified flying objects (UFO) .
The investigation of UFOs reported 1n the skies over the United States is the responsibility of the Air Force. The name of this unc lllssified project is Blue Book . A vital Dart of the pro~tam is the release of information to the public.
There is no t ruth to the allegation that the Air For ce withholds or censors any infonnation on UFOs, The results of all Air Force investiga tions have always been made available to bona fide news repl'esentatives and scientific researchers. Press releases are issued as warranteu, and an annual report on the oroject is availab le to the public,
In 16 years of investigating over 9,000 report s of UFOs, the evidence has proved beyond reasonable doubt that all re _ ported aerial phenomena. have been objects either created and sent aloft by man, generated by atmospheric conditions, or caused by celestial bodies or the residue or meteoric activity.
The Air Forcc wi ll continue to invcstigate all reports of uousual aerial phenomena over the United States, The evaluations and conclusions reached by the Air force wi ll be released to the public. ,

Senator Harrison williams Jr. of N.J. said , "The UFO Evidence Report 1s indeed an 1JRpresslve docllIIIent and should be given the most careful consideration," The Chicago Daily News service sald , "The report is a rather remarkable document." And, Senator Paul. H. DolJilas of Ill. said , "I alii encourage4 to see the concentrated efforts of NICA? to have all of the facts about UFOs brOUJj;ht out to the public. I viII certainly offer my contributIon of ti~e and effort to get to the bottom of these reports . "

You stated that , from the evidence available to date , you do not believe that UFO phenomena are caused by vehicles of extraterrestrial origin .
The truth is , that there is not enough evidence made ~ublic by the U.S . Air Force . The Air Force is censoring all important UFO infonnation . I know that is an old st.cry , but the organization of which I am a member. the National lnvestip:ations Conrnittee on Aerial Phenomena (NlCAP) , han collected a r,reat deal of evidence proving Air Force censorship . Late in 1964, NICAP compiled a 166- page , 200 , 000 word , illustrated report , which was submitted to CollEtl'Elss '''UFO F.VIm:tlCE") . I am happy to report that the doc\1alent , which contains lIlany authenticated sightings , has brought response from many Congressmen and Senators . The overall response is one of surprise, and moat of the Congressmen have pro~ised their support in UFO hearin~s .

In your recent referral to the Department of Defense you reque s ted a report in behalf of Mr. Charles J. Quagl1ana relative to unidentified flying objects (UFO's ) .
The Air Force does not withhold or cunsor any information on UFO ' s . The investiga tions have always been made available to bona fide news representatives and scientific researchers. Press re l eases are issued as warranted , and an annual report on the project is available to the public . A copy of this report is attached for your information.
In 18 years of investigat i ng over 9,000 reports of UFO ' s , the evidence has proved almost conclusively that reported aerial phenomena have been objects either created and sent a l oft by man, gene rated by atmospheric conditions, or caused by celestial bodies or the residue of meteoric activi t y.
The Air Force has lOSt one air craft and pilot in , connection with a UFO incident . Captain Mantell .... as asked to identify a UFO while on an aircraft ferrying mission in 1952 over Godman Fie l d in Kentucky. Because his aircraft ~'as not outfitted ~'ith the necessary oxygen equipment for a high altitude flight, Caputo Mantell died of oxygen starvation while attempting to identify the object , and his aircraft con sequently crashed. A copy of the Air For ce evaluation'of this case is also attached for your further inforlJfltion.

The enclosed summary of the sighting of an Unident ified Flying Object in your State is forwarded t o you as part of our program to disseminate useful informa t ion on this subject .
We hope this information will be helpful to you, "nd will be glad to make our complete file on this c"se avai la ble to you or a member of your staff . Your comments will be appreciated.
Several hundred NICAP personnel , in investigative units throughout the country , interview witnesses f irst-hand and investigate all aspects of a UFO sighting , Qualified specialists in photography, aviation , physics, astronomy "nd other technical f ie l ds ass i st us with analyses and evaluations .
It is our position that the accumulated evidence over'Nhelmingly establishes the. reality of UFO's. In order to fac i litate a scientific investiga t ion of this evidence, NICAP has a four - phase program : Investig"tion of reports; establishment of convent i onal e xplanations where possible and ana l ysis of the evi dence whe re conventional explanations fail ; dissemination of i nf ormati on to Congress and to the general public ; and cont i nuing evaluation of the "ccumul"ted solid evidence .
When a UFO sighting has a conventiona ! explanation , our investiga t ors determine this . If any.'widely-publicized report in your State prove s to have such an explanation , we wi l l infor m you , in case you receive inquiries from your const i tuents . I f you have any questions about UFO reports in your S t a t e , we shall be gl ad to attempt to answer them.

Dear Senator Kennedy:
This is in reply to your inqui r y in behalf of Hr. Raymond G. Konley regarding unidentified flying objects (UFOs) .
Literature about UFOs written by Captain Ruppelt, Major Keyhoe and Hr . Edwards is not reviewed, indorsed, sponsored, or sanctioned in any way by the Air Force.
Air Force Regulation 200_2, Unident ified Flying Objects (UFOs), (which has been superseded by Air Force Regulation 80-17, Unidentified Flying Objects (UFOs» did nOt or der the " shooting down o f a UFO." It reads, in part, as fol l ows : " The UFO Progr am provides for the prompt reporting and rapid identification needed for success ful ' identification, ' which is the second of the four phases of air defense -_ detection, identificstion, interception, and destruction. " Apparently the sentence has been misconstrued and the word "destruction" has been tl""anslated to " shoot down" UFOs. However, we point out that the UFO program provides only fOl"" the " identifi catiOn" aspect of air defense.
Inclosed is a copy of the news r elease of October 7, 1966 regarding the selection o f the Universit y of Colorado to conduct independent investigation s of UFO reports. The inves tigating team will be permitted to release and publish its findings .

This i9 not a frivolous statement on my part ... many things the 51's have told me to pass on to the U.S. Government, I have doubted ... but they have happened, almost without exception. I thought this was ridiculous, and resisted mailing it to George ... but finally did. The scientisrs reported that while the UFO hovered, it affected all of their elec!ro-magnetic equipment. (I can show you my letter to George .. and the newsclip, several months later.) Here, on the Jack McKinny "Night Talk Show" (Radio Station WCAU) I appeared for four hours, on this subject. During the show I told the radio audience that I had asked the Si's to appear over Philadelphia and hover, to prove that they were real ... and that what I was saying was true. I also wrote George Clark (letter is enclosed.) Well, five months later the UFO did appear, not here, but nearby New Jersey ... did hover, as 1 requested ... nearly all night ... thousands of people saw it ... and to complete the positive proof so that there could be no argument about 'reflections' and the like, the UFO, while people watched, shot a ray down onto the ice of Wanaque Reservoir and burned a hole in the ice. (Newsclips enclosed.) Notice that in my letter to George, before this happened, mentioned the ray.
One other thing the Si's want me to tell you ... the Kpnnedy family has 8
black shadow of ill-luck and mishap hanging over it. They will promise to give the entire Kennedy family ... each and ev"y one, all relatives ... complete protection from this evil force which at sOIDt time must have been directed at the Kennedy's. '

I am probably the only m&n in the U.S. who can prove absolutely that the UfO's are real, and can tell what they arc up to. When I say proof, I ~an it. I have it.
Not only chat, but the U,S. is in great danger ..• and 1 can prove chat, too. Not from Russia or China, etc.
The U.S, Gave. has known this for a year. I submitted my proof to them, but only a great silence has developed.
ThiS is fact. I made five storms here in Philadelphia laS[ year, calling each sto~ a week or two in advance ... XKK to the newspapers ... 50 it would be on record. It was so accurate, that the Bulletin, which ia a staid, conservative newspaper ... gave me a, big write -up as "The Rain Maker." But then, when I went on the Jack McKinney "llllght Talk" show here, and explained that the UFO's made the storms when I Signalled them .... a grea t wall of silence clanged around me, as far as the newspapers were concerned.
Just over a week ago, January 18 , I varned George Clark of CiA , that the UFO's were getting ready to give a "detDQnstration catastrophe" to the U.S. Well, it just had it. ... a deep-freeze over all the U.S., with cold reeords broken in dozens of cities. But this isn't eKe fir st time I have warned the Government before an event actually hapP96ed; it's happened over a hund~ed timeS now.
Please try and see me, if at al l humanly possib l e. The U.S. Government is, for some stupid, silly purpose, trying t o cover up that the UFO's are real and are here for an intelligent purpose. I can give you the details.

We refer to your recent letter 1n behalr of Wayne I. Philipson , regard1ng unidentified flying objects (UFOs).
The 1nveatigation of UFOs reported 1n the skies over the United States 19 the responsibility of the All' Force, Attached for your convenience 15 a current report on this project , which has been designated "Bl ue Book."
In 18 years of investigating over 10, 000 reports of UFOs, the eVidence has proved beyond reasonable doubt that all reported aer1al phenomena have been object!! either created and sent aloft by man, generated by atmospheric condit1ons, or cauaed by celeat1al bodles or the residue of meteoric activity.
There has never been any evidence that UFOs reported to the Air Foree represented ext!"aterreatrlal vehicles. No such object reported to the Air Force has given any indicatIon of a threat to the Uhited States nor has any UFO exhibited characteristics beyond the BCOpe of ourrent technical or scientifI0 knowledge.
The Air Force w111 oontinue to investigate all reports of unusual aerial phenomena over the United States, and evaluations and conclUSions reached w111 be released to the publ1c.
