Several countries including Japan, South Korea, China, Spain, France and Germany have expressed their interest to develop the Singapore-Kuala Lumpur HSR project. A Japanese consortium formed a year ago comprising the East Japan Railway Company (JR-East), Sumitomo Corporation, Hitachi and Mitsubishi Heavy Industries have already started the ground work by making presentations to the Malaysia commission and Singapore’s Land Transport Authority.

In addition, local Malaysian firms have shown interest to bid for the Singapore-Kuala Lumpur HSR project with reputable firms such as UEM Group, YTL Corp, MMC Corp, Gamuda, Global Rail revealing partnerships with system integrators from Europe, Canada and China. THE high-speed rail (HSR) project connecting Sin-gapore and Kuala Lumpur will have seven stops inMalaysia, namely Kuala Lumpur, Putrajaya, Serem-ban, Ayer Keroh, Muar, Batu Pahat and Nusajaya.

While several of the proposed stations had beenrevealed earlier this year by Malaysia’s Land PublicTransport Commission, they were confirmed yester-day by its chairman, Tan Sri Syed Hamid Albar.

Construction of the line could begin some timenext year, although the actual date has yet to befixed.

Giving an update on the sidelines of ahigh-speed rail conference in Tokyo, Mr Syed Ha-mid said that Malaysia has completed its feasibilitystudy, which has been shared with Singapore.

The Malaysians are now waiting for Singapore’sown feasibility study for its section of the proposed320km to 340km rail, which started in August andis ongoing.

When asked about the timeline of the project,Mr Syed Hamid said construction of the rail couldstart in the third quarter of next year.

“I think – this is my own view – that (construc-tion will begin) likely in the third quarter of nextyear. This is my own guess. We targeted it for nextyear; when exactly next year, we will wait for thefirst-quarter meeting between us and Singapore,”he said.

With the HSR, commuters can travel betweenSingapore and KL within 90 minutes. Includingtime for waiting, transfers and immigration clear-ance, the total journey could take around 21/2

hours.Before work can begin, however, details such as

the financing and the exact location of the terminushave to be ironed out, Mr Syed Hamid added.

For Malaysia, the terminus will be in the area ofBandar Malaysia, while Singapore has laid out threepossibilities – the city centre, Jurong East and TuasWest.

While an international tender will be calledwhen both countries are ready, Mr Syed Hamid not-ed that several countries, including Japan and Chi-na, have already expressed their interest to developthe Singapore-KL HSR.

A Japanese consortium comprising the East Ja-pan Railway Company (JR-East), Sumitomo Corpo-ration, Hitachi and Mitsubishi Heavy Industrieswas formed a year ago, and it wants to bring itscountry’s bullet-train system to Singapore and Ma-laysia.

The consortium has already started the ground-work by making presentations to the commissionand Singapore’s Land Transport Authority.

With a 2020 target closing in, however, the time-line will be challenging, said one expert.

Mr Tomohiro Kobayashi, a director in the officeof project coordination at the railway bureau ofJapan’s Ministry of Land, Infrastructure, Transportand Tourism, noted that the Tokaido Shinkansen,the country’s first HSR line, took nearly five yearsto construct.

Mr Kobayashi added: “It will be very tough tomeet this (2020) deadline... Given the time for de-signing and other processes... the actual construc-tion should be started within a year.”
