Foreword by the Director Dear all, On behalf of the NUS Invitational Shoot (NUSIS) 2019 Organising Committee, we would like to extend a warm welcome to all participants, teachers, coaches and guests to the 18th NUS Invitational Shoot! Our main objective in organising NUSIS is to provide local shooters with an opportunity to compete against other shooters in Singapore at the National level, according to ISSF rules. NUSIS’ success is evident in the recognition and anticipation it has in Singapore’s shooting calendar, amongst various gun clubs and organisations. We thank you all for your continued support and enthusiasm for NUSIS. This success could never have happened without the combined efforts of various supporting organisations. We would like to express our sincere appreciation from the bottom of our hearts to the following organisations who have helped us in our journey: NUS Sports and Recreation Centre for their continuous support and assistance; Singapore Shooting Association for their generous funding throughout the years; and SAFRA Yishun for their world-class facilities. Despite facing numerous constraints in terms of time and resources, being a student-organised event, we did our best to overcome the challenges as a team. Every obstacle overcome only demonstrated the effectiveness of the NUSIS 2019 Organising Committee and highlighted the passion each of them has for the sport. I cannot thank the NUSIS 2019 Organising Committee enough for their unwavering commitment to this project and their determination to make NUSIS as enjoyable as possible. With the participation of more than 600 people, we will strive to do our best in making a difference in the local shooting scene, and it is my honour to have been given the opportunity to head the NUSIS Organising Committee and join them in this wonderful journey. Registration Procedure We appreciate your cooperation in following the registration procedures below to facilitate the event’s proceedings. 1. Registration for the first detail of the day starts from 0810 hrs to 0830 hrs. Registration
for all later details can only be done after 0900 hrs. All participants must register at least 20 minutes before the Preparation and Sighting Time of their detail. For both Individual and Team Events, participants will register individually.
2. At the Registration Counter, the participants shall check that their personal
particulars are correct.
3. Payment of Participation Fees may be made at the Registration Counter any time during the Competition Days but no later than 1730 hrs of Wednesday, 27th February 2019. Payment can be made in cash (exact notes), in the form of a crossed cheque (made payable to National University of Singapore with your name, organisation and telephone number on the reverse side) or via e-Invoice (MOE IFAAS).
4. For any payment of Participation Fees made on or later than 1730 hrs of Wednesday,
27th February 2019, an additional 5% of the quoted Participation Fees will be charged for every subsequent week or part thereof of delayed payment (“Late Penalty”), i.e. 5% from 28th February 2019 to 6th March 2019, 10% from 7th March 2019 to 13th March 2019 and such. Late Penalty shall apply to CASH and CHEQUE payment methods only. Please include this Late Penalty during payment.
5. To ensure safety in the range, a designated gun storage area will be allocated to
temporarily deposit guns. Organisations are required to store their guns at this area if they are not stored in the armoury. The area will be open for daily storage from 0830 hrs to 1930 hrs on 23rd, 25th, 26th ,27th February 2019, and from 0830 hrs to 1720 hrs on 24th February 2019. All guns must be removed from the gun storage area by the end of each day before the closing time of the area. (continued on next page)

To facilitate this initiative, the following documents and information are required at the point of signing into the gun storage area: i. A copy of the gun transportation permit ii. List of gun serial numbers iii. Person-in-charge's name and contact number
The guns can be withdrawn at any time during the stipulated storage time but only members of the organisation can withdraw their guns from the storage area with proof of identity, e.g. dressed in school uniform or club attire.

Schedule of the Day
Please note the following administrative schedule for all days. 1. Upon registration, each participant will be given a goodie bag, and allowed a chance
at a lucky draw where attractive prizes may be won.
2. Refreshments will be provided in the goodie bags given to each participant.
3. The prize presentation ceremony for School and Open Category Events will be held on Saturday, 2nd March 2019 at 1830 hrs. Prize winners will have to attend the ceremony to collect their prizes, and a $10 Starbucks card will be given to those present at the ceremony. Prize winners will be informed via their person-in-charge to attend the ceremony and person-in-charge is to RSVP by 1st March 2019 in order for prize winner to redeem the $10 Starbucks gift card.

Rules and Regulations
Event Procedures and Competition Rules 1. All relevant International Shooting Sport Federation (ISSF) Official Statutes Rules
and Regulations Edition 2017 (Second Print V1.1 01/2018) will be followed.
2. There will be no Finals.
3. Each Organisation must have a team leader who is responsible for maintaining discipline within the Organisation throughout the competition.
4. Safety flags (safety lines) constructed of bright material must be inserted in all guns at all times except when safety flag removal is permitted by these rules. Safety flags must be long enough to extend through the full length of the gun barrel.
5. Participants shall only go to the designated firing points with their guns (with safety flags still inserted) and equipment after the Chief Range Officer (CRO) has called athletes to the line and after his/her gun has passed the trigger weight check (for participants taking part in the pistol events).
6. If a participant wish to leave the firing line at any time, he/she must insert a safety flag into his/her gun and notify a Range Officer.
7. While on the firing line, a participant may speak only with Jury Members or range officials.
8. Participants shall NOT step on or over the red line on the floor while on the firing line.
9. The Jury and Range Officers reserve the right to suspend shooting at any point of time.
10. The Jury has the right to examine the guns, equipment, positions, etc. of the participants at any time. If examination has to be done during the competition, their approach will not be made while the participant is firing a shot unless a safety issue requires immediate action.

11.Participants shall only remove their guns and equipment upon command at the end
of the detail/relay or under the instruction of a member of the Jury Panel or a Range Officer. Upon command or instruction, participants shall remove their guns and equipment promptly.
12. Music may be played throughout the competition. Competition Format and Commands 1. Proceeding to Firing Line
● 15 minutes prior to Preparation and Sighting Time, CRO will command: “DETAIL <#> ATHLETES TO THE LINE.”
● Participants will then be allowed to proceed to the firing line and handle their guns.
● Dry firing and holding and aiming exercises are allowed on the firing line. Safety flags may be removed for dry firing.
● Participants are NOT allowed to release any propelling charge or fire any shot prior to the Preparation and Sighting Time. Penalty such as warning, deduction and/or disqualification may be given for violations.
2. Preparation and Sighting Time
● Preparation and Sighting Time of 15 minutes will be allocated prior to MATCH firing.
● Unlimited sighting shots are allowed after the command “START.” ● CRO commands given:
Start: “PREPARATION AND SIGHTING TIME…START.” End: “END OF PREPARATION AND SIGHTING…STOP.”
3. Competition Duration
● 75 minutes to complete 60 competition shots. (continued on next page)

4. MATCH Firing ● At the start of MATCH firing, CRO will command: “MATCH FIRING…START.” ● Every shot fired after the command “START” will be recorded as a MATCH shot. ● Dry firing without release of propelling charge is allowed. ● If a participant encounters any issue, he/she is to put the gun down and raise the
non-shooting hand, who will then be attended to by a range official. ● Participants will be informed of the time remaining at both 10 and 5 minutes
before the end of the competition time. ● When the command “STOP” is given at any time during the competition or at
the end of the competition time, shooting must stop immediately. ● Upon the completion of competition shots or at the end of the competition time
(whichever is earlier), participants are to insert safety flags into their guns and sign their target printer strips (next to the score total) to identify their scores.
5. End of Detail
● Upon the completion of competition shots by all participants or at the end of the competition time (whichever is earlier) and after range officials have verified that all guns are unloaded and safety flags have been inserted, CRO will command: “RANGE CLEAR. DETAIL <#> ATHLETES YOU MAY REMOVE YOUR GUNS AND EQUIPMENT FROM THE FIRING LINE.”
● All guns and equipment must be removed from the firing line within 3 minutes from the time the command is given. All guns and equipment not removed from the firing line may be confiscated by the Jury.
● Preliminary Results for the detail will be published on the Range Scoreboard. There will be a Protest Time of 10 minutes.
● Final Results for the detail will be published on the Range Scoreboard after the Protest Time has expired.

Guns and Equipment 1. Participants are to prepare their own guns, pellets and equipment (and arrange for
their own transport and security clearance). 2. All guns and equipment must comply with the ISSF Official Statutes Rules and
Regulations. NOTE: Rifle shooting jackets and shooting trousers which comply with ISSF 2009 or 2013 rules will be allowed for the competition.
3. Participants are not allowed to wear jeans to compete.
4. Trigger weight check for pistols will be conducted in the main range 30 mins before Preparation and Sighting Time of each pistol event detail
General 1. Eating, drinking and smoking are strictly prohibited in the range. 2. All mobile phones etc. must be switched off or placed on silent mode. 3. Flash photography is prohibited until after competitions are completed. 4. All matters not provided for in these rules and regulations will be dealt with by the
Organising Committee. 5. The Organising Committee reserves the right to remove, add or amend the rules and
regulations laid down herein.

Scoring Method 1. SIUS Electronic Scoring Targets (ESTs) approved by the ISSF will be used.
2. Full ring scoring will be used for Pistol Events.
3. Decimal scoring will be used for Rifle Events.
Prizes 1. A medal will be awarded to each member of the top-three of Team Ranking of each
Event.
2. A trophy will be awarded to each of the top-three Individual Rankings of each Event. 3. Challenge Shields will be awarded to the Organisation with the highest sum of the
point contributions in the respective Categories. 4. For School Category, a Challenge Shield will be awarded to the winning Organisation
of the overall Rifle Events, and another for the overall Pistol Events. 5. For Open Category, a Challenge Shield will be awarded to the Category’s overall
winning Organisation, considering both Pistol and Rifle Events together. 6. Winning Organizations are allowed to keep the Challenge Shields for a duration of 1
year. After which, the shields are to be returned to the Organising Committee. 7. If an Organisation wins the same Challenge Shield for 3 consecutive years, a replica of
the shield will be awarded for permanent keeping.

Ranking Determination 1. Ties in Individual Events will be broken in accordance with the ISSF Official Statutes
Rules and Regulations.
2. Ties in Team Events will be decided by totalling the results of all members of a Team and following the procedures for breaking individual ties.
3. Only 1st Teams will be taken into consideration in awarding Challenge Shield points. For schools with Integrated Programme, participants from Secondary level and from Pre-University level will be considered as representing different Organisations.
4. Challenge Shield points for the School and Open Categories shall only be awarded to Organisations which participate in at least one Team Event of the respective Categories.
5. Challenge Shield points contribution for each event is awarded as follows:

6. In the case of Challenge Shield point tie, the tied Organisations’ Individual placing are compared, considering from the number of firsts, number of seconds, and so on. The Organisation with the higher number of placing in comparison will be awarded the Challenge Shield. In the event that the tie remains unbroken, a shoot-out will be conducted between the Organisations.

Protests 1. Any Participant or Organisation’s officials have the right to protest a condition of the
competition, decision or action immediately and verbally to a Range Officer or Jury Member on specific allowed matters.
2. Any Participant or Organisation’s officials who do not agree with the action or decision taken on a verbal protest may protest in writing to the Jury. They also have the right to submit a written protest without making a verbal protest. All written protests must be submitted not later than 20 minutes after the matter in question and the protest fee becomes payable.
3. A Protest Fee of one hundred and sixty dollars and fifty cents ($160.50) including GST is immediately payable in cash to the Organising Committee when a written Protest is submitted, which will be returned in full if the Protest is upheld, or will be retained in full by the Organising Committee if the Protest is denied.
4. All decisions made by the Jury are final. There will be no appeal.
5. All scoring or results protests must be submitted within 10 minutes after Preliminary Results are posted on the Range Scoreboard. Such protests may be submitted to the Results, Timing and Scoring (RTS) Jury in the Range (EST) Control Room.
