Due to a small leak under the effluent weir (Outfall 002) the pH of the receiving stream (Ditch 14A) was impacted extending approximately 3/8ths of a mile downstream. The facility reported the incident immediately after it was discovered and took corrective action as needed to minimize the impact to the receiving stream. A detailed 5-day Follow-up and Non-Compliance report was received by the Department as required by the permit. At the time of the inspection, the facility was pumping water from the stormwater pond to the self-contained slag water system. A temporary berm had been constructed and there was no discharge from Outfall 002. The pH of the stormwater pond was ~2.75 SU at the time of the inspection. The majority of the impacted water in the receiving stream had been pumped to the slag water system. No dead fish were noted in the dewatered portion of the stream, the release was very slow and facility personnel believe fish in the receiving stream were able to move downstream to avoid the low pH water. Live fish were noted in the receiving stream downstream of the impacted area. A recommendation was made that the small areas of pooled water be removed from the impacted portion receiving stream to eliminate the possibility of downstream impacts when discharges resume. The facility agreed and immediately obtained a contractor to deploy vacuum trucks to collect the pooled water.
