8.1 Public Address Announcements of Standard Emergency Message

1. Introduction

Activation of the emergency organisation and informing personnel on site that a Site Incident or Off Site Nuclear Emergency condition exists on site will be done by sounding the Site Emergency Warning Signal for a minimum of 40 seconds and then announcing a standard emergency message over the Public Address system. The announcement, where practical will be made by the Emergency Controller or Shift Manager but the senior person in the Central Control Room may act on their behalf when a prompt alarm and announcement is necessary to limit hazards and casualties.

2. Off Site Nuclear Emergency and Site Incident Standard Messages

2.1 The Public Address Announcement will be composed from the following standard message. “ATTENTION ALL PERSONNEL, ATTENTION ALL PERSONNEL, AN ACCIDENT HAS

OCCURRED ON (insert plant identification)

A SITE INCIDENT (OFF SITE NUCLEAR EMERGENCY)* IS NOW IN FORCE. I REPEAT A SITE INCIDENT (OFF SITE NUCLEAR EMERGENCY)* IS NOW IN FORCE.

PROCEED TO YOUR MUSTER POINT AVOIDING (specify areas of site and roadway as

necessary)* CLOSING DOORS AND WINDOWS If an Off Site Nuclear Emergency has been declared the following should be added: ALL STAFF SHOULD TAKE POTASSIUM IODATE TABLETS. I REPEAT ALL STAFF

SHOULD TAKE POTASSIUM IODATE TABLETS STANDBY FOR FURTHER INSTRUCTIONS.” (* delete as appropriate) Repeat the instruction after 5 minutes to remind persons arriving at Muster Points who did not

hear the original message in noisy areas of the plant.

3. Use of the Public Address System for Other Messages

The PA System is useful because it is the most effective method of informing all people on site.

The PA System can be used for:

- providing updates of the event to Site Personnel;

- requesting individuals to come forward for specialist roles;

- establishing if missing personnel are at muster points.

However the use of the PA System must be subject to some simples rules: (i) Always write down your PA message before saying it.

(ii) Give a warning that there will be a PA Announcement so that people are ready to Listen. This could be a musical chime (Bing Bong) or a simple statement such as “The Emergency Controller will address you in 30 Seconds”.

(iii) Speak clearly and slowly.

(iv) Repeat phone numbers or other important information.

(v) Finish the announcement with “Message Ends”.

(vi) Do not say there will be updates to information in 30 minutes because people will expect it. Better to say “an update will be given when more information becomes available”.

(vii) Keep messages short and to the point.

(viii) Do not overuse the PA System or use it for trivial messages.

4. Location of Site Emergency Warning Signal and Public Address System

4.1 The Site Emergency Warning Signal can be initiated by pressing the button marked (Site Specific) located (Site Specific) and cancelled by (Site Specific)

4.2 Public Address access is located at (Site Specific) and (Site Specific)

Detailed operating instructions are adjacent to the equipment.

[Site Emergency Warning Signals and Public Address systems on adjacent stations should be capable of initiation and operation from either station if practicable].

5. Extent of Coverage

5.1 The Site Emergency Warning Signal coverage extends throughout the site and is supplemented by visual warning in (Site Specific) where high ambient noise levels obscure the alarm.

5.2 The Public Address system covers all Muster Points, emergency centres, control point locations and the site in general but coverage may be poor in areas where temporary high noise levels are present (due to a steam leak for example), which are not covered by visual warning.

6. Change of Condition

Messages announcing changes in declaration status should be preceded by the sounding of the Site Emergency Warning Signal for 40 seconds. The Site Emergency Warning Signal need not be sounded for other less important messages.

7. Stand-Down

When the criteria for Stand-Down of an Incident have been met (see sections 8.4.5 and 15.4) a Public Address announcement preceded by the sounding of the Site Emergency Warning Signal for 40 seconds shall be made giving clear instructions to staff of the Conditions of Stand-Down (e.g. any restricted areas).

When the initial declaration is made and when the emergency status is up-graded, down-graded or terminated, the Site Emergency Warning Signal and Public Address announcements should be broadcast on both stations of twin-station-sites. Selective broadcasting or Public Address announcements can be exercised at other times.

8.2 Procedure for Assessing the Need for the Issuing of Potassium Iodate Tablets to Persons on Site

1. Introduction

The consumption of stable iodine can contribute to a reduction in radiation dose to the thyroid when exposure to radioactive iodine occurs. The Health Protection Agency Centre for Radiation, Chemical and Environmental Hazards (HPA-CRCE)1 has advised that the risks associated with the administration of stable iodine are very small.

The effectiveness of the dose reduction is dependent on how soon after the release the stable iodine is administered and also on how long the release continues. The benefit from taking it is due to the fact that the stable iodine saturates the thyroid gland, thereby preventing the uptake of radioactive iodine.

For the maximum benefit to be obtained, it is desirable that stable iodine be taken just before the time of exposure, when almost complete blocking (>90%) can be achieved. However, even if the consumption of the stable iodine was delayed for 5½ hours, the potential reduction in the radiation dose to the thyroid would still be about 50%.

The decay of the blocking effect is relatively slow and in certain circumstances it may be appropriate to extend that blocking effect by repeated dosages.

2. Criteria for Taking Iodate Tablets

Instructions to issue potassium iodate tablets will be given in the event of the following conditions:

Issue of potassium tablets is automatic on the declaration of an Off Site Nuclear Emergency. In other circumstances only the Emergency Controller or Shift Manager may, after consultation with the Emergency Health Physicist, authorise issue of potassium iodate tablets; and in the case of (iii) above, if time permits, after consultation with a Company Occupational Health Physician.

3. Repeat Dosages

In the event of potential further exposure, (i.e. subsequent tours of duty as an Emergency Team member in the event of prolonged releases or persistent hazard), the dosages of potassium iodate tablets may need to be repeated. The Company Occupational Health Physician must always be consulted, and will advise if repeat dosages are considered necessary giving instructions of the frequency, quantity of tablets to be taken and any limitations.

4. Instruction Card – Personnel on Site

This note is to be given to all personnel on site at the time of issue of potassium iodate tablets.

THE USE OF THESE TABLETS HAS BEEN ADVISED BY THE CHIEF MEDICAL OFFICER, EDF ENERGY NUCLEAR GENERATION LTD, THEY WILL PROTECT YOUR HEALTH IF USED AS DIRECTED.

6. Buffer Stocks

A national buffer stock of potassium iodate tablets is stored at strategic locations around the UK and is managed by the Department of Health. The arrangements for accessing these stocks in the event of an Off Site Nuclear Emergency are managed via the Strategic Co-ordination Centre.

8.3 Transfer of Emergency Control Centre

1. Introduction

The radiological or security conditions in the main Emergency Control Centre may render it untenable, in this eventuality evacuation to the alternative ECC at (Site Specific) will be effected in accordance with the following procedures:

2.1 On arrival at ECC Health Physics Support Officer to Check Radiation and CO2 readings. If greater than 0.5% CO2 or 10 µSv/hr* the Emergency Control Centre to be relocated to the alternative facility.

*If potassium iodate tablets have NOT been taken then staff could potentially be exposed to 1mSv in an hour from isotopic mix - every effort should be taken to relocate or issue KI if greater than 0.5µSv/hr

2.2 Contact the Shift Manager and the Gatehouse Security staff and advise them of the intention to evacuate the Emergency Control Centre and nominate the alternative location that it is intended to use.

2.3 Contact a responsible person at the chosen alternative location or send a responsible person there, and give instructions for clerical and communication equipment to be made available. (Note: at some stations this may require the transfer of BT telephone lines).

2.4 Obtain additional security guards, by call in if necessary, to provide security services to the Alternative ECC.

2.5 Inform the CESC of the transfer. If the CESC is not already established when possible advise the CESC of this transfer and of any new BT telephone number.

2.6 Arrange the necessary transport to convey the Emergency Control Centre staff to the alternative centre, including Medical Decontamination Centre staff if necessary.

2.7 Contact all mobile radio stations on the operating channel, advise them of the move, and instruct on the alternative control arrangements until the new Emergency Control Centre is established.

2.8 Have the clerical staff in the Emergency Control Centre collect all essential information and data ready for transport to the alternative centre, i.e.: copies of white boards, logs, muster results

2.9 Make arrangements to re-direct the Station switchboard.

2.10 Check with ECC Officers and, if all preparations are complete, give instructions to move to the alternative centre, notifying the Shift Manager that evacuation is taking place.

2.11 Make a Public Address announcement about the change.

3. Post Movement Arrangements

3.1 Advise persons notified (2.2, 2.3, 2.5, 2.7 and 2.11 above) that the alternative Emergency Control Centre is established and confirm the alternative working arrangements.

4. Criteria for Evacuation of an Operational ECC

4.1 An ALARP risk assessment is required on the benefits achievable from remaining in the ECC and likely exposures

Note: If staff HAVE taken KI and in the absence of an air concentration measurement, the dose rate measured is 10-20 µSv/hr then staff could potentially be exposed to 1mSv/hr CEDE- it would be up to the Health physicist to decide if the emergency centre should be evacuated - every effort should be taken to evacuate if greater than 20µSv/hr as likely to exceed public IRR limit for public e.g. emergency services etc

4.2 An initial Control Dose limit for ECC staff 10 mSv over first 10 hours is advised for EDF Energy staff, emergency services should be consulted and made aware of risks

4.3 Assume Potassium Iodate tablets taken to mitigate the iodine contribution the Caesium effects become relevant for 4.2 above. The use of respirators by ECC staff is considered impracticable for prolonged work as it makes tele communication etc, difficult.

4.4 Assume a CEDE of approximately 1 mSv/h of inhalation, from 1.5 x 105 Bq/m3 isotopes of caesium (which is estimated to give dose reading of approximately 10-20µSv/hr including the contribution from isotopes of iodine)

4.5 During First 10 hours

IF dose rate > 20µSv/hr EVACUATE unless air sample results taken near the ECC indicate this may be relaxed.

Whilst this should be taken as an absolute level the Health Physicist should make conservative decisions regarding occupancy as radiological conditions change.

4.6 If CO2 become >0.5% consult with Duty Emergency Health Physicist about long term occupation of ECC.

4.7 After First 10 hours

The situation should be reassessed in the light of past and prevailing radiological conditions, availability of new ECC staff, and the possible need to comply with the subsidiary IRR dose limits applicable to certain female; workers or if applicable the limits specified for Severe Accidents (see section 10.5).

8.4 Notification of External Organisations and Station Emergency Personnel

1. Introduction

The communications chains for the notification of external organisations and Station emergency Personnel that a Site Incident or Off Site Nuclear Emergency has been declared, is presented in figures 1, 2 and 4 of the Emergency Plan. These notifications calls are made to designated telephone numbers and will be by the use of Standard Messages which will initiate action within the external organisation or by Station Emergency Personnel regardless of the time of day or day of year.

The Station makes all notifications that are site specific i.e. 999 calls, calls to local industry etc. (some may be carried out by the Police); calls that are generic in nature are made by the duty officer at the Barnwood Alert Centre when notified by the Station.

3. Actions

3.1 Notification calls always made from the Central Control Room

In the event of a Site Incident or Off Site Nuclear Emergency the Shift Manager will instruct a member of the Central Control Room staff to undertake the duty of emergency telephonist and relay the notification message without delay to:

(i) Emergency Services.

(ii) Adjacent Nuclear Site to provide agreed services.

(iii) Station Standby Emergency Staff.

(iv) Company notification system.

The notification will be made in accordance with the list, Appendix EP/8.4/1 for a Site Incident (only including the Fire & Rescue Service and Ambulance services as directed by the Shift Manager), and in accordance with the list, Appendix EP/8.4/2 for an Off Site Nuclear Emergency (when the Fire & Rescue Service and Ambulance Service will be notified regardless of whether there is a fire or there are any casualties).

A Confirmatory call should be made to the Fire & Rescue Service and Ambulance Service by 999 confirming that notification by the Police has been received and providing additional information on the extent of the Off Site Nuclear Emergency unless attendance at site has already been achieved.

3.2 Notification calls made from either the Central Control Room or Emergency Control Centre

The Central Control Room staff undertaking the calls itemised in 3.1 above will continue to make the remaining calls on the appropriate Notification List until the Emergency Administration Officer is in post at the Emergency Control Centre and contacts the Central Control Room and formally takes over the completion of the Notification List.

3.3 If the status is changed from a Site Incident to an Off Site Nuclear Emergency, cease the Site Incident list of calls, and start at the beginning of the Off Site Nuclear Emergency call list.

3.4 When making calls ensure that the duty officer or person listed is contacted and that they acknowledge and understand the message.

3.5 Advise the Emergency Controller when contact cannot be made and continue to repeat calls or make alternative calls as instructed.

4. ONR Call Back

The HSE (ONR) Nominated Inspector will call back to the affected site after notification by the

Alert Centre and request further information. This should be supplied as a matter of urgency.

5. Cancellation

When a Site Incident or Off Site Nuclear Emergency is Cancelled all organisations notified should be informed.

Section 2.4.2 of the Plan gives the responsibilities for Cancellation.

3.5 Calling In Additional Emergency Personnel

(i) In addition to the Standby Duty Emergency Officers it may be necessary to call in additional personnel when a Site Incident or an Off Site Nuclear Emergency is declared outside normal working hours.

(ii) These supporting staff’s services may be required immediately or within a few hours depending on the event to provide additional specialist services and supplement the existing Emergency Teams. Staff are subdivided into three groups:

(a) Off duty Standby staff will be contacted by telephone or radio pager if personally issued; or

(b) Those that have been issued with radio pagers and will respond by coming to site on receipt of an alert call but are not on a Standby Duty Rota.

(c) Those who have not been issued with radio pagers who may attend site on receipt of an emergency alert call via telephone.

(iii) The staff will attend site and help supplement existing teams, Emergency Controller should anticipate where resources should be deployed for best effect. E.g. :

a. Asst Emergency Controller

b. ECC Admin support

c. Reactor Physicist to support CCR

d. ACP Health Physicist

e. CCR Admin support

f. SERT to support ACP operation

(iv) Pre Site Incident Or Off Site Nuclear Emergency up to date alphabetical lists (not part of this document) of telephone numbers, radio pagers and addresses of all station staff, cross-referenced to emergency scheme skills and shifts will be available to shift staff in CCR and ECC

(v) Call In Actions - The Shift Manager or Emergency Controller (or through the Emergency Administration Officer when on site) will instruct the Emergency support staff to call in further additional staff as required.

(vi) The Shift Manager or Emergency Administration Officer will deploy drivers to collect additional staff as required.

(vii) The CESC support officer can be used to provided additional support to call in staff and access support from other sites

3.6 Emergency Response Staff Change of Shift

(i) In the event of a Site Incident or Off Site Nuclear Emergency, the Emergency Controller will have to consider when to replace emergency organisation personnel and the shift on duty. Such a decision will have to be made early, to ensure that oncoming shift staff are informed and provided with access to the site.

(ii) The Emergency Controller will have to ensure that a comprehensive handover takes place between the outgoing and incoming shifts.

3.7 Support For Staff

(i) After having been involved in any serious incident, staff may require follow up support. Staff relieved of their duties, either during or after a serious incident could be taken in appropriate transport to a suitable off site location where they can undergo full debriefing prior to release home. It will be the responsibility of the Emergency Controller to ensure that this is undertaken effectively and that staff can contact their families at all times, with assistance from the CESC if necessary.

(ii) n the longer term, staff involved in serious incidents may require some form of ‘post traumatic stress counselling’. Such counselling is best started early after the incident: the Company Medical officer will advise sites as to how best to set up this service.

8.6 Advising the Police on Counter Measures

The criteria upon which the advice on countermeasures are based for protection of the public from exposure to radiation hazards is the guidance presented to Government by the Health Protection Agency Centre for Radiation, Chemical and Environmental Hazards (HPA-CRCE)2 in The Documents of the NRPB Vol. 1 No 4 1990 – Board Statement on Emergency Reference Levels

2. Countermeasure Advice

2.1 Automatic countermeasures

In the early phase of an Off Site Nuclear Emergency the Emergency Controller (or Shift Manager

in his absence) is responsible for advising the Police on the potential radiological hazard off site, and making recommendations on the urgent countermeasures which should be implemented to protect the public based on the HPA-CRCE guidance. When the CESC is fully operational this responsibility is transferred to the CESC Controller.

An agreement has been established with the [local health authority] authorising the Emergency Controller to advise the public and personnel on site when appropriate to take potassium iodate tablets. This will enable the countermeasures of sheltering and taking of potassium iodate tablets to be automatically introduced on the declaration of an Off Site Nuclear Emergency throughout the DEPZ based on the principle for the precautionary use of countermeasures to protect the public.

This is achieved by the EDF Energy telephone warning system will be activated by the Communication Co-ordinator from the CESC to inform residents in the DEPZ registered on the system to shelter, take potassium iodated tablets which have been pre distributed and listen to local news for further information.

2.2 Action Levels for Additional Countermeasure Advice

Further advice will be issued based on early measurements of the off site radiological hazard and linked to a simple action level. The action level is set such that there should be sufficient time for the countermeasures to be implemented for a dose greater than the lower ERL for the countermeasure to be averted.

If off site measurements indicate a total Beta/Gamma airborne activity of 105Bq/m3 or greater, then, in the absence of gamma spectrometry information, it will be assumed a person exposed to this concentration over a period of 6 hours would receive a committed dose to the thyroid of 300mSv (the HPA-CRCE lower emergency reference level (ERL) for evacuation). Evacuation would, in the absence of any other countermeasures being introduced be justified Exposure time to receive this dose will increase or decrease in proportion to the concentration of airborne radioactivity.

a) The Emergency Controller will, on being advised of a total Beta/Gamma airborne activity

in excess of the action levels stated in section 2.2 (above), advise the Police of the need to implement countermeasures for all persons exposed in the affected areas. Unless the release has or will imminently cease or the isotopic composition indicates that the dose averted by the actions will not approach the lower ERL for the justification of the relevant countermeasure.

b) If an alpha air activity greater than 30 Bq/m3 above natural background is measured, then the actions above (possibly excluding the issue of potassium iodate tablets) will be initiated.

c) The Emergency Controller may advise evacuation of the public, and/ or consideration of potassium iodate tablets, before the above action levels are reached purely as a precautionary measure, in a situation where it is considered that the integrity of the plant’s safety barriers have been so seriously degraded that there is a significant probability of a release of radioactivity for which urgent countermeasures could result in an averted dose above the lower ERLs for evacuation.

d) Similarly the Emergency Controller may advise evacuation of the public, and/ or consideration of potassium iodate tablets, before off site survey results have confirmed that the above action levels have been reached if the Perimeter Fence Monitoring System and plant conditions together provide unambiguous evidence that a substantial release is occurring.

2.3 Advice on Sheltering as a Countermeasure

(a) Sheltering (advising the public to remain indoors with doors and windows closed and ventilation systems turned off) may have advantages over evacuation. In most cases it is anticipated that the Emergency Controller should consider the following in determining whether sheltering should be advised:

(i) Can sheltering be initiated in affected areas before the inside of buildings are likely to be affected by the passing plume?

(ii) Is the duration of the release likely to be less than the time to have completed evacuation of affected areas?

(iii) Can the probability of the off site radiological conditions worsening be discounted?

If the Emergency Controller is confident that this answers to all these questions is ‘yes’, then

sheltering may be advised instead of evacuation in the affected sectors.

(b) Sheltering and administration of potassium iodate tablets would be justified, if offsite measurements indicate a total Beta/Gamma airborne activity of 104Bq/m3 or greater but less than 105Bq/m3.

(c) The effectiveness of sheltering is dependent on the construction of the building.

It should be assumed:

• tents provide no long term protection

• caravans only provide a 30% protection relative to a brick built dwelling

(d) If sheltering has been advised, the Emergency Controller should ensure that members of the public in affected sectors receive advice from the Police to open doors and windows and (to ventilate the building) after it is confirmed by monitoring that the release has terminated and the plume has passed.

2.4 Advice on Potassium Iodate as a Countermeasure

a) Stable iodine is only effective for blocking the thyroid gland from the uptake of radioactive iodine

b) Potassium Iodate tablets should be with water and the dosage should follow NHS guidance for relevant age groups. ( section 8.1)

c) To avert 80%+ of the dose for the average adult stable iodine must be administered within 1-2 hours

d) To avert 50% of the dose for the average adult stable iodine must be administered within 2-6 hours

3. Predicted Sources of Exposure

3.1 The characteristics of releases from potential emergency situations are:

a) the most significant source of radiological exposure is likely to be the inhalation of radioactive materials leading to radiation doses to the thyroid (radioactive iodine species) or to the lung (other fission products such as Ruthenium – 103 and Ruthenium – 106);

b) the direct radiation doses either from the plume or from activity deposited on the ground are likely to be much less important;

c) the inhalation hazard will only arise during the passage of the plume. The duration will depend on the nature of the fault.

3.2 The Emergency Controller will give priority to the assessment of the inhalation hazard off site

followed by the hazard arising from direct radiation and obtain the guidance of the Emergency Health Physicist in interpreting the results of measurements.

4. Radiological Information

4.1 The Emergency Controller in making the decision on the advice to the Police on countermeasures, will assess the available information from:

(i) Wind speed and direction measurements and any forecast change.

(ii) Perimeter Fence Gamma Monitor measurements.

(iii) Gross beta/gamma activity on Maypack filters from Off site and On-site air samples.

(iv) Potential doses to the public computed from gamma spectrometric analysis of Maypack air sample filters.

(v) External gamma radiation measurements taken by the On and Off site Survey Teams; and

(vi) Indication from plant conditions on the foreseeable duration and severity of the release and/or the level of radioactivity in the primary coolant circuit of the reactor whether breached or intact.

4.2 Off Site Monitoring

A minimum of two suitably equipped Off Site Survey vehicles, will be deployed immediately on the declaration of a Site Incident or an Off Site Nuclear Emergency. Having contacted the Central Control Room or ECC, the teams will proceed initially to pre-determined down wind sampling points where they will take air samples and radiation dose rate measurements. The results of these measurements will be promptly transmitted.

As a matter of urgency air samples will be taken to a laboratory for further assessment by gamma spectrometry as directed by the Emergency Health Physicist. The results will be communicated to the ECC or CESC to enable an assessment of any release and to recommend any necessary actions.

When the CESC has been declared operational the responsibility for directing the off site survey will be transferred to the CESC Health Physicist.

4.3 Assessment

(a) The initial assessment of the severity potential hazard to the public will be made on the total Beta/Gamma activity of special air samples counted by vehicle-borne equipment.

(b) High resolution gamma spectrometry measurements of off site air samples will allow a determination of the isotopic composition of the release to be made. This information will allow a realistic assessment of potential radiation dose to be made thus allowing any earlier advice formulated without information on isotopic composition to be confirmed or modified.

(c) Total Alpha activity will be measured on all the samples used for Gamma spectrometry.

5. Prior Information to the Public in the DEPZ

Under the REPPIR information in the form of a calendar has been provided to the residents in the DEPZ on the actions to take in the event of an off site nuclear emergency, to the effect that they should

(i) go indoors, close external doors and windows, switch off any ventilation fans; and

(ii) switch on the radio and tune to Local Radio or TV if they become aware (by any means) that an Emergency has been declared but have not received authoritative advice or instructions from the Police.

Once confirmation the EDF Energy Telephone warning system has been activated successfully and information is in the media it should be assumed therefore actions may be followed in all sectors although no allowance for such actions should be made in determining the need for positive reinforcement of advice on countermeasures to those in sectors affected .

The Emergency Controller should consider with the Police Liaison Officer what advice should be given to those persons within the detailed emergency planning zone but not in the affected sectors and arrange for such advice to be broadcast on the appropriate channels as soon as reasonably practicable.

Priority must always be given to ensuring the implementation of appropriate additional countermeasures (if required) in affected sectors.

6. Method of Presentation of Recommendation and Advice to the Police

6.1 In addition to verbally presenting the advice to the Police Liaison officer at the Emergency Control Centre and illustrating the area to which the recommendations will be applied, advice will be given to the Police Liaison Officer in written form on form EP/8.6/1. This will help ensure that the Police Liaison officer relays the Emergency Controller’s recommendations verbatim rather than the Police Liaison Officer transcription and interpretation of the information.

6.2 The extent of the area which additional counter-measures are recommended should be

described in words and sketched on a map.

6.3 The Emergency Controllers advice will be transmitted to the Police Control or SCC by fax.

6.4 The provision of initial advice is important. The following words should be used on form EP8.6/1 in the ‘Evacuation box’:

8.7 Guidance on Declaration Conditions

1. Introduction

The first responsibility of EDF Energy Nuclear Generation Ltd is to ensure that any hazardous condition requiring the initiation of an emergency response is recognised and the appropriate declaration made.

The declaration conditions are contained in Section 2.3 of the Emergency Plan.

It is therefore imperative that a declaration is made promptly should any of these declaration conditions be met.

2. Site Incident

A Site Incident is defined as “A hazardous condition which is confined in its effects to within the boundary of the site security fence”.

It should be noted that a Site Incident is not limited to events with a radiological hazard. Any serious situation on a site which requires the withdrawal of staff to a safe area, assembly of emergency teams and accounting for any missing persons should be considered a Site Incident. Circumstance may exist where there is a hazard localised to a specific area of the site (e.g. CO2 leak or fire). It is important that staff are alerted to any hazard and that all those who may be at risk are accounted for. This may be achieved by sounding the evacuation alarm for the plant area in question. Site Incident declarations can and should be made for any situation where protection of staff is required and the management of the event assisted. The declaration will mobilise emergency teams trained in fire, rescue, first aid, damage repair, and control. Teams may then enter the affected area in a controlled manner, supported by a well trained, well exercised emergency organisation. The Emergency Controller’s prime consideration in reaching this decision must be the safety of personnel on-site.

3. Off Site Nuclear Emergency

An Off Site Nuclear Emergency is defined as “A hazardous condition which results, or is likely to result, in the need to consider urgent countermeasures to protect the public outside the site security fence from a radiological hazard”. The hazardous condition may be pre-existing or imminent.

The declaration warns all relevant organisation that there is a hazardous condition at the power station which might require the implementation or urgent countermeasures to protect the public.

PROMPT DECLARATION IS VITAL

For an Off Site Nuclear Emergency the declaration does not mean evacuation of the public is necessary. What the declaration does is tell outside organisations to GET READY so that they are in a position to respond rapidly and efficiently to protect the public. A prompt declaration will ensure that their organisation has the resources necessary to implement further countermeasures should they subsequently be advised.

In addition to mobilising the EDF Energy Nuclear Generation Ltd resources to assist the affected station the declaration will result in off site monitoring and establish the magnitude of the release of radioactive material. This will be assessed initially in the ECC where written advice on countermeasures will be given to the police liaison officer using form EP 8.6/1.

The police will then inform other organisations of the countermeasures advice. All organisations should then deploy their resources as necessary.

When the CESC is operational the CESC Controller will take over from the Emergency Controller responsibility for issuing advice on countermeasures. This advice will be passed to the SCC, initially directly to the Police Gold Commander / Strategic Co-ordinator via video conference with written fax backup using form CESC/1 and subsequently via the Company Technical Advisor (CTA) and then GTA.

In summary the prompt declaration of an Off Site Nuclear Emergency will mobilise the resources that would be necessary to implement urgent countermeasures.
