NOTICE OF PROPOSED INCREASE IN THE SOLID WASTE COLLECTION, TRANSFER, RECYCLING,RECOVERY OF WASTE RESOURCES AND DISPOSAL FEE FOR THE CITY OF LOS ANGELES
The City of Los Angeles Municipal Code Article 6.1, Section 66.41, contains a schedule of plannedincreases of the Solid Waste Collection, Transfer, Recycling, Recovery of Waste Resources andDisposal Fee. This monthly fee is also known as the Solid Resources Fee or SRF, and was previouslycalled the Sanitation Equipment Charge. The City's Department of Public Works has been requested toincrease the monthly fee, beginning September 1, 2008, to cover the full cost of providing refuse serviceto the residents of the City of Los Angeles. The proposed fee schedule is described below:

A 39.7% increase is unbelievable I!!!!!!!!!!!!!
If you get the feds to increase my monthly social security by thatamount then maybe it would be reasonable. How are we supposed tolive when you and everyone else just keep raising your prices?Unfortunately our social security only goes up about 3-5% annually.Come on guys, get real!

Comment:The reason for this letter is to inform you that I DO
NOT agree on the increase of the above mentioned (SolidResources Fee). I think it's already a high price to pay andincreasing it more will affect my fmancial situation. Our stateof California is NOT doing well fmancially specially withgas prices going up and food becoming very expensive andnow this. Please consider another option instead ofincreasing monthly fee. Our Governor Arnold'Schwarzenegger and the President George W. Bush areobviously ripping us offwith everything and not doinganything about it, specially with low and medium classsociety.

On behalf of my sister and myself, co-owners of the triplex at the above-listed address,I strongly protest this increase in the solid waste collection fee (as it's presently called).The calculation of the fee is extremely unfair.
For example, for our three apartments, each unit currently has to pay $17.l6/month.That's $51.48 per month to the city. We have three black trash containers, one blue, andone green. We seldom fill more than one of the black ones for all three apartments. Wedo fill the blue and green ones most weeks.
Our immediate. neighbors live in a duplex,. so I assume each unit there pays $17.16/monthfor a total of $34.32 per month --- but they have four black containers, one blue, and onegreen. Their property has much more landscaping to fill the green container than we do;and they often spill it into a black or even the blue container. They have two apartmentswith three diapered persons to fill the trash cans plus all the regular household trash.They regularly have more than twice as much trash as our triplex apartment building butthey pay a third less.
I have tried to get a private service, but they will not serve less than four-to- five units,they said.
This protest uses these two buildings as examples only. I am certain that similarinequities exist in many locations of L.A.
It appears to me that the city has allocated this charge in the simplest way possibleinstead of considering. the equity of the charges. I urge yOU'to reconsider the charges andfmd a fair way to allocate the costs.

I received two identical copies of the notice that fees for solid waste collection will beincreased substantially effective 9/01/08. There was no parcel number on one ofthemailings, and was illegible on the other. While I am willing to pay a reasonable amountfor trash collection services, these almost 40% fee increases seem rather excessive.
My next door neighbor and I, who live in single family houses, have made concertedefforts to reduce/reuse/recycle, and also share one set of barrels to cut down on trash, andto eliminate the need for the city to collect additional barrels. We have been successful inour efforts, including sharing the same gardener, and rarely fill our 3 barrels in one week.We also keep an eye out for the "dumpster divers" who rip off the recyclables from thecity coffers.
Despite our best efforts, both of us are still billed a monthy fee for trash pick-up. Thismay not seem to unfair to you, but to those of us on small, fixed incomes, the extra feesbeing proposed add to our financial burdens. It also makes our efforts to be concerned,responsible citizens appear unappreciated and dismissed out of hand.
It would seem more equitable to increase fees by no more than 20%, particularly sincethere will undoubtedly be more and more future fee increases.
