1. Racing and Trial Surfaces

1.1 Sand Tracks

Item Minimum Standard

1.1.1 Track Structure

BASE • The base is to be formed and shaped using a suitable material; road-base or clay. There shall be no soft spots • The base is to be graded to the identical grades and cambers to reflect the track profile being 150 mm where possible • The base shall be compacted to industry, GRNSW or AS 3798-2007 as a minimum standard • The Base and the Track Sand shall be separated by a geotextile membrane (bidim)

TRACK PROFILE • The profile is to be 150 mm deep consistently across the track

1.1.2 Track Sand • Track Sand shall be sourced by GRNSW and meet specification • All Track Sand that is selected for use on any track shall be tested and

analysed by GRNSW and Sportsturf Consultants P/L, based in Victoria. Prior to being applied on a track, the sand is to be tested and analysed by GRNSW four (4) times per year (minimum)

• All deliveries of Track Sand for use in Renovations shall be pre-tested and verified by GRNSW Track Maintenance staff using sieves prior to application

• Track Sand containing more than 5% Silt and/or Clay (<0.05 mm) shall not be used

1.1.3 Track Surface • Track Surface shall be monitored daily using the sand profiler • Track Surface shall be harrowed, brushed, trimmed and consolidated as necessary to ensure a

consistent and safe surface at all times • Paw prints shall be removed by brushing or light harrowing of the Track Surface • Minor surface depressions shall be removed by using the leveling screed or grader blade weekly • Ridges or surface irregularities from harrowing are to be removed using tyres, either as a roller or

drag • The Track Surface shall be consolidated post deep harrowing by wheel rolling with the tractor.

Further consolidation, where necessary using a roller or set of tyres is left to the discretion of the curator. Care shall be taken not to over roll the track surface

• If the Track is rain affected, harrowing may be replaced with brushes or the tyre drag

1.1.4 Presentation

and Condition

• Tracks shall be presented in a smooth, consistent and even condition free of any holes or major depressions • Under normal climatic conditions, the Track shall be safe and consistent for all dogs at all times • Track Sand and profile shall be consistent and maintained in a condition which allows water to infiltrate vertically at all times

1.2 Track Monitoring

Item Minimum Standard

1.2.1 Maintenance

• The track shall be inspected by use of the Track Profiler as required, monitoring any profile fractures or layers • There is NO limit to the number of times per week the track profile can be monitored • Surface grades, levels and cambers shall be monitored and managed weekly

1.2.2 PRIMARY Pre-Race

• Irrespective of the time of racing, this diagnostic data is to be collected and provided to GRNSW Track Maintenance in line with time deadlines via email, fax or electronic app – [email protected]

• SAND PROFILES: Four (4) sand profiles are to be taken in line with the GRNSW Pre-race Inspection – 12 or 24 hours prior to Race 1 • PENETROMETER: Twelve (12) penetrometer readings are to be taken in line with the GRNSW Pre-race Inspection • WATER CONTENT: Track to be surveyed by Club Track staff – 12 to 24 hours prior to Race 1 (200+ points) • SURFACE GRADES: Surface grades to be checked by track staff prior to racing using Inclinometer

1.2.3 SECONDARY Pre-Race

• Irrespective of the time of racing, this diagnostic data is to be collected and provided to GRNSW Track Maintenance in line with time deadlines via email, fax or electronic app – [email protected]

• SAND PROFILES: Four (4) sand profiles are to be taken in line with the GRNSW Pre-race Inspection – 2 hours prior to Race 1 • PENETROMETER: Twelve (12) penetrometer readings are to be taken in line with the GRNSW Pre-race Inspection • WATER CONTENT: Track to be surveyed by Club Track staff – 2 hours prior to Race 1 (200+ points)

1.2.4 Mid-Race

• Following either race 5 or 6 (meeting halfway), this diagnostic data is to be collected and provided to GRNSW Track Maintenance in line with time deadlines via email, fax or electronic app - [email protected]

• SAND PROFILES: Four (4) sand profiles are to be taken in line with the GRNSW Pre-race Inspection - 2 hours prior to Race 1 • PENETROMETER: Twelve (12) penetrometer readings are to be taken in line with the GRNSW Pre-race Inspection • WATER CONTENT: Track may be surveyed in a reduced format if deemed necessary (50 points)

1.2.5 Pre-Trial Sessions

• Irrespective of the time of trialling, this diagnostic data is to be collected and provided to GRNSW Track Maintenance in line with time deadlines via email, fax or electronic app - [email protected]

• SAND PROFILES: Four (4) sand profiles are to be taken in line with the GRNSW Pre-race Inspection procedures • PENETROMETER: Twelve (12) penetrometer readings are to be taken in line with the GRNSW Pre-race Inspection • WATER CONTENT: Track to be surveyed by Club Track staff - 1 hour prior to the commencement of trial session (200+ points)

1.2.6 Track Profiling

Interpretation

• The Profiler is to be inserted into the track in a vertical upright position to a minimum depth of 75 mm (150 mm optimum) • ANY visible fracture or layer within the top 35 mm from the surface requires immediate attention to eliminate and will be deemed as unsafe

to Race or Trial until rectified, re-inspected and verified as suitable • Visible fractures deeper than 50 mm will be deemed acceptable. These shall be monitored and attended to by maintenance procedures as

soon as is reasonable practical

1.2.7 Penetrometer • The Penetrometer shall be used as per GRNSW and Manufacturer’s recommendations. • The Penetrometer shall be used to the specified depth of 75 mm • Penetrometer readings are to be taken at points between 1.0 m and 3.5 m from the rail • Penetrometer readings are provided as a secondary set of measurements to support the interpretation of the track profile

1.2.8 Water Content

• Each track sand has its own individual Capillary Porosity which should be monitored by GRNSW Track staff and individual TAB track staff to ensure adequate water is present within the track profile relative to racing and trial sessions

• Surveys of tracks relative to volumetric water content (VWC%) are completed by GRNSW Track or individual TAB track staff during pre-race inspection, mid race inspection, trial sessions and infrequent visits to the club in order to benchmark tracks

• VWC% shall be higher than the documented value as stated relative to each individual track sand when tested as part of the Pre-Race, Trial or Mid Race process – lower readings suggest a lack of water has been applied which may impact on safety

1.2.9 Weather and Environmental Conditions

• Forecast and current weather conditions are to be monitored by TAB Track Curators and Staff daily • These conditions are to be documented in line with GRNSW Pre - Race documentation as well as within the Daily Work Diary for reference • Evaporation Rates shall be monitored relative to track watering and time of the year and will be used as data relative to monitoring water

content within the track profile

1.2.10 Surface Grades

• Surface grades, cambers and levels shall be maintained at all times, particularly on all turns • GRNSW Track Staff will inspect and monitor surface grades and levels as part of track inspections using either string-line, inclinometer, GPS,

laser or a combination of these • Surface levels shall be maintained in line with the specified tolerances: (-10 mm/+20 mm) • It is the full responsibility of Club Track staff to maintain surface grades in line with tolerances always

1.2.11 Track Monitoring Zones

• All track monitoring shall be in line with the following illustration and to the following depths within the profile

1.3 Track Preparation for Racing and Trial Sessions

1.3.2 Harrowing

• Frequency, Timing and Depth subject to evidence present in Track Profile samples • All and any other harrowing implements shall have tines long enough to achieve desired and required depths

1.3.3 Consolidation • The track shall be consolidated using either tractor tyre rolling, tyres on the track conditioning unit or a purpose built roller or a combination of these procedures and shall not exceed the ‘Firm’ range of track conditioning

1.3.4 Grading

• Track surface grades and cambers are to be maintained within the specified tolerances at all times ; (-10 mm/+20 mm) • Track grading to be completed using a suitable tractor mounted blade, tow behind blade, scraper box or a purpose built leveling screed • Track to be graded to ensure surface consistency on a weekly basis • GRNSW will provide re-grading of the track biannually as part of the GRNSW Track Renovation process

1.3.5 Water Management

• Adequate water shall be applied onto the track via the fixed irrigation system, water cart or truck, manual hose or from a combination of these processes

• VWC% shall be monitored from time to time by GRNSW Track Maintenance Staff and at designated times by TAB Track staff

1.3.6 Dragging / Brushing

Trial Sessions • It is expected that all tracks shall be dragged every 10 to 15 trials, irrespective of the total number of dogs involved • It is the objective of this dragging that all paw prints and surface irregularities are removed from the racing surface • Dragging can be achieved by a combination of brushes, tyres, rubber mat or Multiquip Track Conditioning Unit

1.4 Track Maintenance for Racing and Trial Sessions

It is GRNSW policy that during race meetings, the track is reinstated and maintained with the combined use of brushes, tyres and mat combination. The recommended implement for this is the Multiquip Track Conditioning Unit. Harrowing of the track in between races is not recommended and any deviation to the above policy due to unforeseen circumstances should be documented.

1.4.2 Harrowing

• Frequency, Timing and Depth subject to evidence present in Track Profile samples • The Multiquip Track Conditioning Unit is the preferred implement for carrying out all track harrowing • All other harrowing implements shall have tines long enough to achieve desired and required depths

1.4.3 Consolidation

• The track shall be consolidated using either tractor tyre rolling, tyres on the track conditioning unit or a purpose built roller or a combination of these procedures and shall not exceed the ‘Firm’ range of track conditioning

1.4.4 Track Grading

• The Track Grades (camber) are designed to enhance the balance and stride of greyhounds. • The camber is a major contributing factor to the welfare of the greyhounds in reducing the centrifugal force experience by the dogs while

maintaining a constant speed around turns • Track surface grades shall be maintained within the specified tolerances at all times; (-10 mm/+20 mm) • Track Grading shall be performed using a suitable tractor mounted blade, tow behind blade, scraper box or a purpose built leveling screed. • The Track is to be graded to ensure surface consistency on a weekly basis • Sand should be removed from beneath the rail on a weekly basis and returned and spread back across the track surface • GRNSW will provide re-grading of the track biannually as part of the GRNSW Track Renovation process

1.4.5 Water Management

• Adequate water shall be applied onto the track via the fixed irrigation system, water cart or truck, manual hose or from a combination of these processes

• VWC% shall be monitored from time to time by GRNSW Track Maintenance Staff and at designated times by TAB Track staff

1.4.6 Dragging / Brushing

• Brushing allows indentations and paw prints to be removed from the track surface in between races. It is important that the tractor is driven at a slower speed during this process

• It is expected that all tracks shall be dragged between every 10 to 15 trials, irrespective of the total number of dogs involved • It is the objective of this dragging that all paw prints and surface irregularities are removed from the racing surface • Dragging can be achieved by a combination of tyres, rubber mat or Multiquip Track Conditioning Unit

1.4.7 Cultivation, Deep Ripping or

Deep Harrowing

• Frequency, Timing and Depth subject to evidence present in Track Profile samples • Where Profile samples indicate fractures or layers within the top 50 mm, Deep Harrowing shall be performed as a priority • Cultivation by use of a Rotary Hoe, Power Harrows or similar is required biannually as a minimum. Use of the Track Profiler will determine the

requirement of more frequent use and timing • Where Penetrometer readings indicate 70 or above, cultivation or deep ripping or harrowing is required as a priority

1.4.8 Scheduled Renovation

• Total GRNSW standardized track renovation is to be completed by all tracks as a minimum, twice yearly. This renovation process shall include but not be limited to:

• Re-grading / Leveling • Supply and application of compatible sand deep following analysis • Cultivation and blending of new & existing sand • Consolidation • Final Trim of Surface

2. Irrigation Management The following standards and guidelines outline the maintenance requirements for the Irrigation System. From time to time and given issues which arise beyond the control of the club, other items may need to be addressed in order to maintain the system in a fully operational condition.

A qualified irrigation technician or a suitable qualified trades person familiar with the club’s system may be called on from time to time.

All aspects of the fixed irrigation system shall be kept in full working order at all times.

2.1 Fixed Irrigation System

Item Minimum Standard

2.1.1 Performance

• The irrigation system performs consistently to design specifications relative to flow rate and uniformity of application. • Water is applied to the track surface in an even and consistent manner

2.1.2 Inspection

• The system is to visually inspected weekly • Dry or inconsistency in water application is to be documented and attended to immediately • Check the throw and rotation of sprinklers regularly

2.1.3 Faults / Repairs

• Track Curator or nominated staff member to visually inspect the system weekly for leaks, sprinkler throw and rotation, and uniformity of water application. All repairs shall be documented in the Weekly Track Maintenance Report and Work Diary

• All leaks are identified and repaired immediately

2.1.4 Pump System

• Pump shall be inspected by an authorized irrigation professional at least twice yearly • Suction line and foot valve positioning shall be inspected regularly to ensure pump is not sucking debris from the bottom of the water source • All filters are cleaned, backwashed or replaced as necessary in accordance with manufacturers specifications • Pump shall be free standing • Protected from weather conditions preferably within an enclosure such as a pump room and ensure pressure gauges are installed and visible • Pump control to have manual and automatic feature. With high / low pressure protection and high / low level protection

2.1.5 Maintenance

• Run system during daylight hours once a month to visually observe the system is operating correctly • Check and replace back up batteries in controller • Check controller time and adjust for daylight savings • Clear all material from valve boxes • Visually check for any leaks in and around valves / solenoids, risers and sprinkler heads

2.1.6 Sprinklers

• Sprinklers are to be gear driven pop-ups, impact type or shrub head with MP rotors or equivalent • Installed on risers that enable general maintenance to be undertaken • Installed so as throw is not obstructed by fixed objects such as railings or fencing • Spacing of sprinkler heads to be uniform to ensure full coverage of the track

2.1.7 Controller

• To be hard wired with battery backup • To have the capacity for future extensions that may include an on-site weather station • To have the capacity for multiple programs with multiple start times per program • To have remote control functionality via smart phone

2.1.8 Miscellaneous

• If possible flush the system with potable water mthly to reduce the buildup of material within the pipe work and sprinkler heads • Surface spray control boards / cabinet as required to ensure ants, spiders etc. do not colonize • All electrical fittings to be tagged and tested as per electrical codes of practice • All pipe work to be suitable for irrigation use • For uniform spray it is preferred to have two (2) ring mains one on the inner side of the track and the other on the outer side of the track

2.2 Water Carts and Trailers

Item Minimum Standard

2.2.1 Performance

• Water is applied to the track surface in a consistent and measured application process

2.2.2 Specification

• Trailer mounted 3000 l molded plastic tank with external pump capable of delivering water through spray bar or dust suppression nozzle • Trailer wheels should be wide tread load dispersing or floatation type • Spray bar should be wide enough to extend past the width of the tractor wheels (approx. 2.4 m) • It is preferable that water trucks not be used on tracks at anytime

2.2.3 Application

• Subject to environmental conditions, water should be applied to the track consistently and frequently, including between races, to ensure that the entire surface has been treated.

• The application aspect of the machine should be adequately maintained so that an even spread of water can flow from the rear of the unit • Water may also be applied subject to Steward or Curator discretion

2.2.4 Miscellaneous

• After every use equipment (tank, trailer, spray bar, hoses, etc.) should be washed and stored under cover • Pump maintenance to be undertaken as per manufactures recommendations • Hoses and couplings to be visually inspected with corroded / damaged fittings to be replaced

2.3 Manual Watering

Item Minimum Standard

2.3.1 Performance

• Supplementary to fixed irrigation system and tractor drawn water carts • Predominantly for areas such as starting boxes, synthetic grassed areas and smaller areas not covered by fixed systems or water carts • Hose shall be fitted with a suitable adjustable nozzle in order to diffuse spray • A suitable fixed rosette type sprinkler should be available to water in front of the starting boxes

2.3.2 Inspection • Prior to use, hoses and fittings to be visually inspected for leaks and damage by the track curator or nominated staff member

2.3.3 Faults / Repairs • Leaking fittings, hose couplings or spray nozzles are not to be used and shall be replaced at the earliest opportunity • Any split hoses are to be replaced at the earliest opportunity

3. Lure System

Item Minimum Standard

3.1 Type • The Lure System is to be a steel cable system with the cable installed above the running rail

3.2 Motor • Variable speed electric drive motor fitted with a rapid deceleration capability • All motors shall be installed and operated within a cage or protective cover

3.3 Rail

• The rail is to be constructed from mild-steel • The alignment of the rail shall be free from any changes in height or alignment, gaps, rust, dents or damage • All components (posts, braces, rail and fittings) shall be maintained in a safe and sound condition to ensure the structural integrity and replaced if

necessary • Temporary repair measures shall be repaired within a reasonable period of time • The rail height from the racing surface shall meet specification (top of rail to racing surface or concrete plinth 420 mm to 450 mm) • The rail shall be visually inspected and made serviceable prior to all race meetings • Stewards shall inspect the rail as part of the GRNSW Pre-Race Inspection process • The rail should present in a well maintained and painted condition

3.4 Cable

• The cable shall be a steel 6 mm or 8 mm diameter with a hemp fiber core • The cable shall be inspected prior to every race meeting or trial session • The cable shall be maintained in a well lubricated condition • A spare cable shall be present at all times and maintained above ground and out of sand or dirt • All cables shall be spliced by a qualified and competent person

3.5 Rollers

• Rollers shall consist of vertical and horizontal installation • Rollers shall be sourced from an approved GRNSW supplier or manufacturer • The rollers shall be inspected weekly as a minimum - mandatory prior to all race meetings • All rollers shall be manufactured as a single solid construction • All rollers shall be in a free rotating condition indicating no bearing damage and no cable wear marks deeper than 6 mm into the roller casing • Rollers shall be replaced immediately if the above two issues are identified

3.6 Lure Arm & Trolley

The lure arm shall be either: • 1.2 m Straight Arm • 1.2 m Hoop Arm • 1.5 m Hoop Arm • Variable trial arms • The vertical component of the hoop arm lure must be attached to minimize movement outward around turns • The arm must be checked prior to each use • The trolley must be checked prior to each use for wear on all rollers and moving parts • Any movement or sloppiness in the connection between the trolley wheels and rail must be attended to immediately • Check jaws for wear • The trolley is to be removed from the rail when not in use • The trolley is not to remain on the rail with a tensioned cable when not in use

3.7 Safety Rail

• Safety rails must be installed at all TAB tracks • Safety rails shall be installed on every ‘back turn/home turn’ bend as a minimum • Safety rails should sit no more than 200 mm above the lure rail • The rail must be manufactured from a suitable rigid, yet flexible material in order to minimize injury from contact

3.8 Maintenance

• Check cable for fraying, spikes or broken wires - stretching or slipping • Check top of lure rail is level, straight and consistent - avoid ‘mushrooming’ on the top of the rail - do not use angle grinder • Carriages should be removed from the rail after every trial and race meeting • Check jaws for wear • Check wheels for wear • Check rollers for wear - replace as stated previously - listen for excessive noise when in use • Check lure motor drive wheel coupling for tightness or excessive wear • Check bearings - check alignment of changeover wheels

4. Starting Boxes

Item Minimum Standard

4.1 Manufacturer and Specification

• All TAB Starting Boxes shall be manufactured and supplied by Steriline, South Australia. • All starting boxes shall meet GRNSW specification for Starting Boxes • All TAB starting boxes shall consist of eight (8) individual compartments

4.2 Operation

• Ensure rear doors, be it roller or latch type, are lubricated and fully operational and don’t catch or stick • All Boxes shall operate (open and close) pneumatically • Ensure front lid, rear door and starting mechanism is fully operational • All moving surfaces/aspects are to be well lubricated • The starting boxes are to be tested prior to each race meeting to ensure operational

4.3 Trip Starts

• All races to be automatic starts therefore trip starts shall be fitted on the rail at each start to ensure the boxes are tripped at the appropriate time

• It is recommended that magnetic trips are used as they are more reliable and have less mechanical parts to fail • Trip starts shall be tested prior to racing during the Steward’s pre-race inspection • Check manual start lever in the event automatic fails • Check micro switches are in good condition and remain water tight • In the event of trip start failure - one or no ‘clicks’ would indicate failure in the micro switches

4.4 Internal Rubber • The internal rubber shall be maintained in a condition which provides a consistent and safe surface. • Worn and thinning rubber mats shall be replaced when required

4.5 External Presentation

• All boxes shall present in a well maintained, painted condition with clear colours and numbers displayed • Individual number plates shall be maintained and present at all boxes

4.6 Electrical and Lights

• Ensure all lights are operational - flashing amber/red and green lights • Check compressor for operation • Test and tag for all necessary electrical leads

4.7 Maintenance

• Structurally sound with no obvious sharp edges or surfaces • Maintenance shall be as per manufacturers recommendations - refer to Steriline Racing Operating and Maintenance manual • Centre services panel opens on front of the boxes • If the compressor fails, a standby compressor can be connected through the external connection point • Maintenance program for boxes with 6 monthly service

4.2 Synthetic Grass Matting

Item Minimum Standard

4.2.1 Specification

Synthetic grass installed in front of all starting boxes shall meet the following specifications: • Yarn Weight : 1350 g/m2 • Pile Height: 40 mm +/- 5% • Polypropylene Woven UV Stabilized Backing • Green or Sand Colour

4.2.2 Infill and Top-dress Material

RUBBER CRUMB & SAND • 1-2 mm Recycled Rubber Crumb Available in Black or Green • Infill sand shall be fine or medium washed, kiln dried or graded silica sand • Track sand shall not to be used as infill on synthetic grass mats • The above products used either separately or in combination are to be placed into the synthetic grass mats to a depth on no more than

30 mm ensuring 10 mm of grass pile is visible

4.2.3 Installation • The synthetic grass mat is to be installed onto a concrete slab 100 mm minimum thickness • Absorption rubber sheeting 24 mm in thickness is to be placed on the concrete slab and directly beneath the synthetic grass

4.2.4 Maintenance and

Cleaning

• Excess sand, including track sand and rubber infill is to be removed from the synthetic grass mats at least twice per year using a walk behind scarifier, power broom, pressure washer or similar method - mat to be redressed on completion of this procedure with fresh sand and rubber crumb

• In the event a tear is identified, a satisfactory patch shall be installed and verified as acceptable by GRNSW Stewards or else the entire grass mat is to be removed and replaced prior to next race meeting date

5. Catching Pen

Item Minimum Standard

5.1 Specification

• The catching pen shall be a minimum of 10 m wide to allow all dogs to enter unobstructed • There shall be no exposed sharp, jagged or damaged corners or panels • All catching pens shall be constructed using medium washed river sand • Grass shall not be used within catching pens.

5.2 Gate Design • The catching pen gate shall be structurally sound • The gate shall be fitted with a flap mechanism which allows the lure arm to move past without interference • The gate mechanism shall be safe to operate and comply with WorkSafe NSW Legislation

5.3 Safety Padding

• The Padding shall be fitted to the facing side of the catching pen gate • The Padding shall be installed on the face of the back fence within the catching pen • The Padding should preferable be installed on the other internal faces of fence within the catching pen • The padding shall be a minimum of 50 mm thick • The padding shall be covered with canvas, vinyl or a similar material

5.4 Catching Pen Sand

• The Catching Pen Sand shall be a medium washed river sand • The Catching Pen Sand depth shall be a minimum of 300 mm • The Catching Pen Sand shall be hand raked flat before each race • The Catching Pen Sand shall be free of any debris or gravel particles larger than 3 mm • The interface between the Track Surface and the Catching Pen Sand shall not introduce any tripping hazard such as changes in level

5.5 Water Management

• A fixed sprinkler system shall be operational in order to maintain the sand in a moist and damp condition • A hose mounted sprinkler may be utilized, dependent on size of the catching pen • A tap or similar hose fitting is required in order to manually water if needed • The catching pen sand must be presented in a wet or damp condition during all racing and trial usage

5.6 Maintenance • The sand is to be maintained in a ‘fluffed’ up condition and may be harrowed as required • Sand is to be watered from time to time, as required during use

6. Fences and Gates

Item Minimum Standard

6.1 Specification

• Fences are to be placed and secured in accordance with manufacturers and/or suppliers specifications • An outside fence that has a highly visible strip • It is recommended that padding is installed on all bends and turns as a minimum • In areas were wildlife are prevalent Club’s need to undertake a risk assessment as to the necessity to install a type of fencing that will

restrict access for wildlife

6.2 Maintenance

• All components (posts, rails and fittings) are kept in sound condition to ensure structural integrity • An adequate supply of replacement rail and components are maintained on-site to meet replacement needs • Any damage to external fencing is to be repaired immediately prior to the next scheduled use of the track • No temporary repairs are to remain longer than one week

6.3 Height • High enough to retain dogs inside the track confines • Recommended heights for external fences shall be at least 0.4 m high but no higher than 1.20 m • Fencing leading into or from the Catching Pen shall be no higher than 1.80 m • All external fences shall be enclosed and not an open design such as a pipe rail fence

6.4 Presentation

• The top lines of rails are to be level vertically and horizontally and follow the ground lines of the track, free of any depressions and gaps • Rails are to be completely straight where appropriate with smooth sweeping radii on the bends with no exposed pins or joint protrusions • The outside fence can contain sponsorship signage • Fences are to be inspected weekly, prior to all trial sessions or race meetings

6.5 Safety Padding • It is recommended that padding is installed on all bends and turns as a minimum • This padding must be a minimum of 50mm thick foam, covered with vinyl • The minimum height of all fence padding is 0.9 m • From time to time, recommendations may be made to clubs with regards to the installation of additional safety padding on gates and

fences

7. Machinery and Track Implements The following standards and guidelines outline the maintenance requirements for tractors and track implements. From time to time and given issues which arise beyond the control of the club, other items may need to be addressed in order to maintain these resources in a fully operational condition. All maintenance should be conducted by a qualified mechanic, the manufacturer or distributor.

All tractors and track implements shall be kept in full working order at all times.

7.1 Tractors

Item Minimum Standard

7.1.1 Manufacturer and

Specification

All tractors used on tracks shall provide the following as a minimum standard: • 55 HP • Turf Tyres ROPS and Canopy • Rear Remote Hydraulic Ports x 2 • Hydrostatic Drive • Reversing Buzzer/Beeper/Alarm Amber Beacon Light

7.1.2 Operation

• All tractors shall be operated within the manufacturer’s guidelines and specification as well as acknowledging all SafeWork NSW Legislation and Standards

7.1.3 Maintenance

• All tractors are to be maintained in a safe operational condition at all times • Scheduled maintenance servicing of all tractors is the sole responsibility of each club to arrange with a suitably qualified mechanic. A

detailed service log shall be maintained at all times • In the event of more serious repairs or in the event the primary tractor is removed from site for repairs, it is the sole responsibility of the

club to source an acceptable replacement tractor which meets the minimum standards

7.1.4 WHS • All operators are trained to operate the tractor in accordance with standard procedures and WHS requirements • Risk Assessments and Safe Work Method Statements (SWMS) are maintained and used in conjunction with the operation of all tractors

7.2 Track Conditioning Unit

Item Minimum Standard

7.2.1 Manufacturer and

Specification

The Multiquip Track Conditioning Unit has been designed to provide Track Curators with an ‘all in one’ implement capable of providing applications when used in line with the manufacturer’s specification and guidelines; • Deep Ripping or Harrowing • Light Harrowing • Brooming or Brushing • Consolidation • Drag • Maintenance of this unit remains the responsibility of the club at all times

7.2.2 Operation

The Multiquip Track Conditioning Unit can be used for the following applications: • General Weekly Maintenance • Pre-Race Meeting • During and in between races • During and in between trial sessions • The rubber mat is fitted with a winch in order to allow the operator to reverse up to synthetic grass mats and drag and consolidate. It is

expected that this implement is attached to the tractor by utilizing the adjustable linkage bar and not a fixed point

7.2.3 Customizing and

Modifications

• Clubs are permitted to make changes to the original specification of this implement following approval from GRNSW • These modifications can include, but not be limited to change of tines, tyres, brooms, drag mat or any other change deemed necessary

7.2.4 Maintenance

• Excess sand shall be washed and removed from the implement immediately after use • Front rippers shall be either totally removed or positioned facing upwards on the implement when not being used on the track • Any bent, fractured or broken parts are to be replaced at the earliest opportunity

7.3 Track Implements

Item Minimum Standard

7.3.1 Grader

• Implements used for track grading shall have a straight edge and be attached to the tractor by 3PL • Grading of the track to maintain surface levels and grades should happen weekly • A smaller blade can be fitted in order to remove excess sand from beneath the rail

7.3.2 Leveling Screed • This screed is fitted with a cutting edge as well as a leveling rail • This implement is attached to the tractor by 3PL • Grading of the track to maintain surface levels and grades should happen weekly

7.3.3 Harrows / Rippers

• Can be a single purpose implement attached to the tractor by 3PL or the tow behind Multiquip Track Conditioning Unit • Tines on all harrowing implements shall be at least 100 mm long • Worn tines shall be replaced if the achievable or workable depth is less than 70 mm • Rippers or tines are not to leave inconsistencies within the track profile or surface

7.3.4 Cultivation (Rotary Hoe or Power

Harrows)

• GRNSW provides two (2) major renovations each year which include cultivation (blending) of the track profile • Clubs can rotary hoe their track more frequently if the conditions require this process • Maximum depth achievable is determined by the depth of sand

7.3.5 Hand Tools

• Aluminum hand tools are available to all clubs • Tools available include shovels, rakes and levelers • These tools are to be used for dressing in front of the synthetic grass as well as for removing sand from beneath the rail

8. Maintenance of Machinery and Racing Infrastructure

8.3 Starting Boxes

• Maintenance to be as per manufacturers recommendations - Refer to Steriline Racing Operating and Maintenance manual • Maintenance program for boxes with 6 monthly service • Attend to specified maintenance actions outlined in the weekly track maintenance report

8.4 Spare Parts Inventory

• Maintain an onsite inventory of spare rollers, both horizontal and vertical, if applicable, lure cable and a complete carriage or trolley assembly

• Carry replacement arms and lures • Utilize the GRNSW provided SWMRF funding for the procurement of any necessary spare or replacement parts

9. Reporting

• Irrespective of the time of racing, this diagnostic data is to be collected and provided to GRNSW Track Maintenance in line with time deadlines via email, fax or electronic app - [email protected]

• SAND PROFILES: Four (4) sand profiles are to be taken in line with the GRNSW Pre-race Inspection - 12 or 24 hours prior to Race 1 • PENETROMETER: Twelve (12) penetrometer readings are to be taken in line with the GRNSW Pre-race Inspection • WATER CONTENT: Track to be surveyed by GRNSW or Club Track staff - 12 to 24 hours prior to Race 1 (200+ points) • SURFACE GRADES: Surface grades to be checked by Club Track staff prior to racing using Inclinometer

9.3 SECONDARY Pre-Race

• Irrespective of the time of racing, this diagnostic data is to be collected and provided to GRNSW Track Maintenance in line with time deadlines via email, fax or electronic app - [email protected]

• SAND PROFILES: Four (4) sand profiles are to be taken in line with the GRNSW Pre-race Inspection - 2 hours prior to Race 1 • PENETROMETER: Twelve (12) penetrometer readings are to be taken in line with the GRNSW Pre-race Inspection • WATER CONTENT: Track to be surveyed by GRNSW or Club Track staff - 2 hours prior to Race 1 (200+ points)

9.4 Mid-Race

• Following either race 5 or 6 (meeting halfway), this diagnostic data is to be collected and provided to GRNSW Track Maintenance in line with time deadlines via email, fax or electronic app - [email protected]

• The decision or need for a Mid Race Meeting Inspection shall be determined by either the Stewards, Vet or GRNSW Track Maintenance Staff or a combination of those relative to track concerns

• SAND PROFILES: Four (4) sand profiles are to be taken in line with the GRNSW Pre-race Inspection - 2 hours prior to Race 1 • PENETROMETER: Twelve (12) penetrometer readings are to be taken in line with the GRNSW Pre-race Inspection • WATER CONTENT: Track may be surveyed by GRNSW or Club Track staff in a reduced format if deemed necessary (50 points)

9.5 Pre-Trial Sessions

• Irrespective of the time of trialling, this diagnostic data is to be collected and provided to GRNSW Track Maintenance in line with time deadlines via email, fax or electronic app - [email protected]

• SAND PROFILES: Four (4) sand profiles are to be taken in line with the GRNSW Pre-race Inspection procedures • PENETROMETER: Twelve (12) penetrometer readings are to be taken in line with the GRNSW Pre-race Inspection • WATER CONTENT: Track to be surveyed by GRNSW or Club Track staff - 1 hour prior to the commencement of trial session

9.6 Post Catastrophic Racing Incident

In the event of a catastrophic incident on track, a Mortality Review report is to be filled in by the relevant GRNSW or GWIC officials and submitted to:

• The Steward, Track Curator and where applicable, the Veterinarian are to inspect the racing surface immediately after the race in which the incident occurred

• Visually inspect the surface condition from the approaching direction • Visually inspect the rail, fences and any other structures which may have contributed to the incident • Take four (4) track profiles - two (2) within the immediate vicinity of the incident location and two (2) others within 30 metres from the

approaching direction - Penetrometer readings are not required • Complete the Mortality Report and submit the full report to GRNSW

9.7 GRNSW Policies

and Procedures • GRNSW is to notify a club within 7 days of any breach or noncompliance, relative to the GRNSW Club Compliance Framework or Track

Minimum Standards obligations • Penalties relative to noncompliance are as per documented within the GRNSW Club Compliance Framework

Track Inspection Standard The Secondary Pre-Race track inspection prior to the commencement of Race 1 must be conducted with a club representative and the Steward. It is left to the discretion of the Veterinarian as to whether they are part of this process, in an observation role only. The track inspection information system should be updated at the end of each inspection reporting deadline or in the event of a significant change in track condition due to weather conditions. The results of the track inspection must be conveyed to Greyhound Racing NSW and any other nominated recipient within the designated timeframes. The designated deadline for submission of this information to Greyhound Racing NSW is:

• Pre-Race Inspection - at least 90 minutes prior to Race 1

Track Profile or Surface Concerns If during the Secondary Pre-Race Inspection 2 hours prior to Race 1, track profiles are presenting in a fractured condition within the top 35mm of the surface, a discussion must be arranged as a priority between the Club representative and the Steward, to assess and if necessary, implement an immediate remedial procedure to ensure a safe and consistent track surface for racing. In the event, there is not an agreement of the best way forward; the Steward will have the final and ultimate say. Wet Weather or Hot Temperatures If leading into a race meeting, prolonged rainfall has potentially impacted the safety of the track surface or has impacted track staff in their normal race day preparations it is the responsibility of each club to contact the nominated person from Greyhound Racing NSW. It is expected this initial contact shall be made more than 24 hours out from racing. The same is applicable for hot temperatures and heat impacts. It is the responsibility of Greyhound Racing NSW to request a status report on track conditions from the club and this report will include track profiles, penetrometer readings and a detailed weather report and forecast. After discussion and viewing the available data, it is expected that GWIC shall be contacted to provide an update and possible recommendation on the situation. It is expected that any decision made to abandon a race meeting either 24 hours or more out from a race meeting is done in consultation with all parties. A decision to recommend the abandonment of a race meeting in under 24 hours out from racing shall be made on track data presented by the club and track staff. The final and ultimate decision shall remain that of GWIC or the Track Steward. 27 NSW Greyhound Track Minimum Standards
