President’s Report 2010

PresidentStuart Cox

In early 1960, the constituents of the NSW Golf Council and the Country Golf Association merged to form The New South Wales Golf Association. In doing so, they demonstrated foresight that brought

together a disparate governance structure that had existed in amateur golf administration in NSW for many years.

The NSWGA has stood the test of time and served us well ever since.

In our 50th year, however, I am very proud to report that we have also looked to the future and will merge with Women’s Golf New South Wales to form “Golf NSW” on July 1, 2010. In doing so, a governing body that can capably represent each and every affiliated amateur golfer in this State irrespective of their gender or location has been formed.

The rapid progress made in 2010 toward the merger would not have been possible without the assistance and advice of:

• FacilitatorPeterMurrayofMurrayAdvisory&Consultancy Services, who tactfully guided both organizations through the early stages of negotiations, and;

• TimBowley,PartnerofJohnson,WinterandSlatteryLawyers, who provided practical and timely legal advice to us throughout the process.

We were extremely fortunate to have a willing merger partner in the guise of the Board of WGNSW in 2010. President Suzanne Fabian and each of her Board members are to be commended for the spirit in which they approached the latter phase of our negotiations and for the genuine goodwill they have invested in the process. They can be proud of the opportunities “Golf NSW” will bring for all golfers in NSW and this outcome is just reward for the great energy invested in the process by successive administrations at WGNSW.

Whilst almost all of the NSWGA Board and Council’s time was absorbed by amalgamation matters in early 2010 our day to day affairs went on. Our staff, led ably by CEO Greg Mills, has continued to ensure that we meet our goals of growing the game, building partnerships, developing talent and supporting Clubs. Many important issues are on the horizon for “Golf NSW” and it is pleasing to note that all of our staff, along with several of WGNSW current staff, will remain in place

after July 1. This continuity and experience should assist the evolution of the new body and is testament to the loyalty and patience they have demonstrated throughout some uncertain times recently. On behalf of our Board and Council I thank the staff and wish them ongoing success in their new roles.

At a time of significant change and frequent upheaval the Board and Council of NSWGA has remained committed to the principle of an equitable merger. I commend them all and wish to thank, especially, Vice-President Alan Harrison and Treasurer John Waanders for their efforts on our “Steering Committee” this year. When the time came, in April, to decide the fate of our merger our membership and Council were unanimous in endorsing this progressive step. It is this spirit of persistence and devotion to change for the better for all our Clubs, DGA’s and golfers that has made me most proud to serve as your President.

“Golf NSW” will commence operations with an extremely strong balance sheet and a mandate to grow the game for all golfers in NSW. The challenge of properly establishing the new organization will be significant and it is incumbent upon us all to support the inaugural Chairman, Chris Allen, and his Board in their efforts on our behalf. I wish them every success.

The end of one era!

The hot word in recent years has been amalgamation. For so long has the topic been quite a distraction to the day to day business operations of each organisation, but it has

also been a highly important goal that always seemed to be just out of reach. Now, both organisations need worry no longer. The “A” Day has finally arrived and all concerned are highly delighted.

This, the 62nd and final Annual Report for NSWGA is tinged with a certain amount of sadness. However, that is more a symptom of the journey the organisation has been on since its inception in 1949. It is a momentous occasion and an opportunity to pay respects and tributes to all those individuals who have contributed to the organisation over the years - it must be in the thousands. On behalf of the masses, we acknowledge with thanks the investment you have all made along the way.

For those who may not have gathered, and ask why this Annual Report relates only to the January through June period in 2010, the reason is connected to an amalgamation agreement that the NSWGA (now Golf NSW) would change their financial year end to June 30 each year. From here on in under the merged Golf NSW banner, each financial year will conclude on June 30, which also means that future Annual General Meetings will always be held in the latter half of the year.

With all that in mind, this report is only relevant to NSWGA activities for the first six months of 2010 and not the entire calendar year as was previously the case.

One of the major tasks undertaken in this period has been the training of course raters across the state on the USGA Course Rating system. The need to have both suitably trained and willing people is crucial if we’re to have all courses rated on a consistent basis by the end of 2011. Lynne Ritchie and her course rating coordinating committee have this process well under way and although they have experienced a number of unexpected challenges, her team are a really focused group. On Lynne’s behalf, I thank and value the commitment of all course raters who have offered their services in this instance.

What happened to the postponed rebuild of our IT platform including a new website, database and tournament management system? The delay was largely

attributable to the amalgamation push back. Now that the merger has been completed, this issue is no longer an impediment with all systems now on the go. The project time line is for delivery of the new IT platform is very early in 2011.

The much awaited NSWGA Club Management Manual is now on display and only accessible via the website. The on-line version has already received rave reviews from many club people who regularly utilise the information which is far easier to locate at the click of a mouse.

In balance, we had no staff changes during this six months period which is always a bonus, but we did incur some significant one-off costs associated with amalgamation, those being, legal bills, consultancy fees and abnormal printing and postage costs which were all unavoidable.

The fluctuating fortunes associated with our amalgamation with WGNSW dissipated and although there was an enormous amount of time, expertise and emotional energy spent on the process during the year, it’s reasonable to say the majority was productively invested. The year concluded with more hope than had previously been experienced which augers well for the official start of Golf NSW.

Although there was no NSW Open staged in this period there was a deal of work done on the preliminary preparations. And there were a number of new commercial relationships developed and secured. James Black has locked in Sport Leisure, Coca Cola Amatil, On-Site Commercial Cleaning and Perfect Vision as new sponsors of the organisation which automatically transfer to the new entity. I wholeheartedly congratulate James on achieving those results in a very difficult market.

The only NSW Golf “Road Show” was staged at Muswellbrook Golf Club in March during their Centenary Celebrations. At a dinner held on the first evening of the visit, a crystal plaque was presented to club officials in recognition of the club’s milestone. The next day approximately fifteen people attended the Road Show where NSWGA Staff and Board members held a workshop where views were shared and questions asked and answered. Additionally, the Club Management Manual was launched with Vivienne Young from Thomson Playford Cutlers in attendance. Vivienne was a major contributor to the production of the new NSWGA resource and spoke about some of the more recent updates to the various laws and compliances that apply to club life.

I mentioned earlier in this report about the course rating project, but importantly another mark on the sheet of progress toward the introduction of the US Slope Handicapping System occurred on April 9 when the new

handicap calculation method was introduced. This is but the first of many steps along the path to having a full implementation of the system in 2012.

Our relentless commitment to and support of Jack Newton Junior Golf continues unabated. As mentioned in previous reports, the JNJG has become a very dynamic organisation. Their pursuits are being heralded across the country thanks largely to the substantial benevolent funding from the Kinghorn Foundation and financial and VIK support provided by NSWGA and WGNSW that has underpinned their expanded services and activities.

The ongoing dedication of the Governors of the NSW Golf Foundation remains integral to the values of the organisation. Raising the much needed funds to support struggling clubs and individuals is more than a challenge in most instances. However, Jane Buckley once again led an active team of Ladies when they produced an outstanding result of just over $8,000 with the Ladies Committee Day which was held at Ryde-Parramatta Golf Club. Jane’s volunteer group is something to behold in today’s world of ‘let someone else do it’ and we thank them all tremendously for their tireless work. Grant application approvals for the period can be seen in the NSW Golf Foundation Report.

Although it is early days in this NSW Institute of Sport (Golf ) Program scholarship term Head Coach, Glenn Whittle seems to have the group well on track with their individual programs.

Even though this report is rather brief compared to normal annual reports it does provide opportunities and it would be completely remiss if I didn’t recognise the contributions of each of the NSWGA Directors in particular, but not to exclude the Councillors in the final countdown to amalgamation being achieved. Life in the honorary lane is speedy at times and one could be forgiven for getting lost in the maze of responsibilities and duties that are required. On behalf of the NSWGA staff, member DGA’s and clubs across the state, an open note of appreciation. Stuart Cox was President for the majority of this time and I personally thank Stuart for leading the team through a tumultuous time.

Congratulations to the state junior boys and girls teams for winning their respective interstate teams matches in April. The boy’s manager, Robert Scott was justifiably smug with their success as was Jan Heys with the girls performance. Not far behind in the ‘we did it’ stakes was boys coach Khan Pullen and girls mentor Peter Van Wegen. Showing the way and well done to all concerned.

The Golf Department under Graeme Phillipson’s guidance continued to deliver quality events, and I thank Graeme and his team for their conviction and commitment.

Finally and with the risk of sounding boring, I wish to thank once again my fellow members of staff at NSWGA. Each has contributed to the team effort in their own unique way and I thank them all for their support and devotion. I offer my respect and appreciation to them individually and as part of the group. We now all look forward to building a brand new team under the amalgamated Golf NSW banner as of 1 July.

Finance and Constitution Report

On 30th June 2010 the “New South Wales Golf Association” (NSWGA) ceased trading under that name and commenced trading as “Golf NSW Limited” on the 1st July 2010 following its amalgamation with

“Women’s Golf NSW” (WGNSW). The newly amalgamated Company will represent all affiliated Golf Clubs, Country District Golf Associations and both male and female members of those organisations in NSW and the ACT.

The financial status of the NSWGA as at 30 June 2010 was very strong and will provide a sturdy foundation for the new Company. This report refers to the financial accounting period from January 1 to June 30, 2010. This being the final report therefore only covers the half year period from 1 January to 30 June 2010.

The Balance Sheet at the conclusion of the six months showed a net deficit for the period of $216,443, which is comprised of a net profit for the NSW Golf Association of $170,875 and a net deficit for the NSW Golf Foundation of $387,312. However, this deficit is not a loss, per se, but the result of funds that were received by the NSW Golf Foundation in the previous financial year, but drawn down in this financial period.

The assets of the NSWGA as at 30 June totalled $6,752,005 and these are offset by total liabilities of $2,234,270 leaving an equity balance of $4,517,735 which was taken up by Golf NSW Limited on 1 July 2010.

Similarly, the NSW Golf Foundation account declared assets of $1,881,777 on 30 June 2010 with liabilities totalling $60,474 leaving an equity holding of $1,821,303.

The final six month period of operation required enormous input by the Directors of both the NSWGA and WGNSW to achieve the goal of forming the amalgamated Golf NSW.

I wish to offer my personal thanks and that of the retiring Directors to Brian Speechley for his very capable control of the finances of the Association. We wish him well in his retirement, which coincided with the conclusion of this reporting period and the praise of him is well deserved. I also thank the CEO, Greg Mills, for his continued input, assistance and cooperation during this very testing period. I thank the retiring President, Stuart Cox, for his direction and control which steered the amalgamation towards its completion and I sympathise with his departure when the ultimate goal was achieved.

I also thank Alan Harrison for his valuable knowledge and assistance throughout the amalgamation process and the members of the Finance Committee, David Coulton, Jim Glenday, Richard Hattersley and Paul Thomas, for their contributions and support during my time as Honorary Treasurer of the NSWGA.

Finally, I wish to express my gratitude to the remaining Directors of the Board and the staff of the Association for their continued assistance, support and confidence during this historic and progressive period.

Rules and Amateur Status Report

I am pleased to present the Rules and Amateur Status report of the NSW Golf Association for the six months ending 30 June, 2010.

Rules of Golf

Golf’s ruling bodies are now into the final phases of the four yearly Rules review process. Modifications to the Rules are made after considering various factors which have highlighted the need to clarify the Rules or to make them easier to understand and interpret.

During the current review cycle, Golf Australia has made a number of suggestions for changes to the Rules with input from NSWGA and the other state bodies.

With the recent proliferation of distance measuring devices and the emergence of multifunctional devices such as mobile phones and PDAs etc (i.e., devices that are primarily communication devices, but which may have other potential uses), the R&A and USGA issued a joint statement of principles regarding the use of electronic devices, including distance-measuring devices.

The full text of the joint statement can be accessed on the R&A’s website www.randa.org under the Rules tab.

The statement reaffirms that these devices, allowed solely when a relevant Local Rule is in operation, may be used to measure distance only and must not be able to measure other conditions such as wind speed or direction, slope of the ground or temperature.

Amateur Status

Eleven professional golfers elected to apply for reinstatement to the amateur ranks in the six months to June. Of these, three have been reinstated while the remainder has been advised that they are required to wait for up to two years from the date of their last breach before their amateur status can be reinstated.

Rules Officials

The state’s accredited Rules Officials continued to provide valuable support at our state events throughout the reporting period. The events which benefited included the NSW Medal and NSW Amateur Championship; the NSW Seniors Championship; the

NSW Mid Amateur Championship; and the Junior, Eric Apperly and Major Pennant finals series.

Many of our State and Club accredited personnel also assisted clubs and districts to successfully conduct their championships and major events.

The contribution made by this experienced and efficient volunteer group is greatly appreciated.

Rules Accreditation

Following the release of the 2010-2011 edition of the Decisions on the Rules of Golf, the members of the Rules & Amateur Status Committee have devoted much of their time to updating the study guide used to prepare candidates for the State Accreditation Rules program conducted annually in September.

Much effort has also gone into revamping the practical demonstration component of the program to better prepare the candidates to give rulings and provide assistance to players and match officials on the golf course.

Graduates of the upcoming program will join the 120 people currently accredited at state level.

Another 83 people passed the Rules exam at club level in the first half of the year. NSW now has more than one thousand people accredited at this level.

It is pleasing to note that the PGA now requires its trainee professionals to pass the club level exam before graduating as fully fledged professional golfers. Eight trainees passed earlier this year and this number is expected to increase dramatically in the second half as the 3rd year trainees approach the end of their terms as trainees.

Rules Queries

The NSWGA receives numerous Rules and Amateur Status enquiries and I would like to thank Rod Clark for the dedicated manner in which he handles this responsibility and also for his significant contribution to the Rules education process in NSW. I would also like to acknowledge the valued support the golf department gives to the Rules Committee, both administratively and on the course.

In closing, I would like to thank the members of the Rules Committee for their enthusiastic assistance during the past six months.

I am pleased to present the Match Committee Report for six months to June 2010. With the impending amalgamation of NSWGA and WGNSW discussions are well underway to ensure the new Golf NSW entity has

common conditions, where applicable.Running events require courses that are well prepared and provide a good test for the players. To those Clubs mentioned below, a special thanks from NSWGA and the Players.Without the large number of volunteering Officials and Rules Personnel our tournaments could not proceed and to these people, particularly Frank Gal, Bruce Nairn and Chris Allen, I give my sincere thanks for their expertise and time.Sponsors play an integral part in ensuring the events are maintained at the high level we require. Thanks to KENO and sureshotgps for their continued support of our two major fourball events.

State ChampionshipsThe NSW Medal was held north of Sydney at Muree and Newcastle Golf Clubs. There was an excellent field of 253 competitors who battled difficult wet conditions, with the threat of lightning, particularly on the last day at Newcastle where play was stopped due to the storm. Michael Williams (St. Michael’s Golf Club) won with a score of 15 under (273) after four rounds. Williams led going into the last day, and continued his strong form to secure the victory by two shots over well credentialed opponents, including recently crowned British Amateur Champion Yeon Jin Jong (Waverley Golf Club). Jin Jong had a fantastic final day, shooting four under and finishing with 12 under (275) to secure him second place, a further stroke ahead of Queensland’s Tim Hart.The Champion of Champions is run in conjunction with the first 36 holes of the NSW Medal and this event was won by Wyong’s Alex Pitty with rounds of 71 and 72, one stroke ahead of Mona Vale’s Michael Raseta and Ashlar’s Adam Downton.The Royal Sydney Golf Club hosted the NSW Amateur Championship, where the top 32 players from the NSW Medal compete in a match play format for the title. There were some exceptional performances at the tough layout, highlighted by the win of 16 year old State Junior Champion Jake Higginbottom (The Australian) who defeated England’s Walker Cup representative Tommy Fleetwood 3/2 in the Final. It has been 80 years since Manly’s Jim Ferrier was on the front pages of the newspapers, having at age 16 years won the State Junior and Amateur titles. Higginbottom achieved this same feat, having done so only two weeks after turning 16 and thus being the youngest to do so.

In June, Higginbottom also went on to finish runner up in the Australian Junior Championship and to win the Victorian Junior Championship.With the difficulty in securing quality courses and considering the tight schedules of the elite players, it was decided from 2010 to change the scheduling and conduct the Medal mid week with the Amateur Championship over 18 holes for the first 4 rounds of match play, to be followed by a 36 hole final. This proved to be a successful change and will continue for 2011. In the Seniors Championship, over 200 competitors took on the testing Port Macquarie GC. The course was deluged with rain prior to the tournament which made the course play longer than normal. Brian Sams took advantage of his local knowledge to secure his second title with a three round total of 218, four strokes ahead of Russell Rogers (Tura Beach). This was Sams’ second victory in this event, also winning in 2005. The Mid Amateur Championship moved to the ACT with Gold Creek CC hosting. The event was played in cool but fine conditions and Pymble’s Guy Wall came from behind on the final day to secure the title by two strokes from John McMiles (Liverpool), with Goulburn’s Michael Gerstenberg in third place. This event will be held over 36 holes in 2011, at Cyprus Lakes.In a thrilling finish, the pairing of Grant Harding (Young Golf Club) and Graeme Cheshire (Cootamundra Golf Club) took out the 2010 NSW Sand Greens Fourball Championship, held at Coolamon Sport & Recreation Club. At the completion of the two rounds of play, Harding and Cheshire were level with the Wagga pairing of Michael Loveday and Brian Harris, both pairs on 78 points after consistent rounds of 39 (three under par) each day. In an exciting finale to the sudden death play-off, Grant Harding (Young) was the only player to birdie the par 5 eighteenth hole and give his pair the win. The nett event was won by Coonamble’s Mark Hoath and Shane Swansborough, who followed up their 55 points on the first day with 53 points on the second, to win by an incredible eight strokes to local Coolamon pair Greg Byrnes and Craig Corrigan.Other events are scheduled for the second half of the year and will be in the 2010/11 Golf NSW report.

PennantThe Metropolitan Major Pennant involved 77 clubs and was played under the new ‘Promotion/Relegation’ format. The results of the finals were:Division 1 – St Michaels defeated Moore Park 5 to 2 Division 2 – Carnarvon defeated New Brighton 5.5 to 1.5 Division 3 – Camden defeated Ashlar 4.5 to 2.5 Division 4 – Windsor defeated Massey Park 5 to 2 Division 5 – Randwick defeated Palm Beach 4 to 3In the Junior Pennant 25 teams competed with Bonnie Doon GC defeating Cabramatta GC in the final at Concord GC 3½ to 1½ .The Eric Apperly Shield had 41 Metropolitan teams and 2 Country Districts competing with The Australian GC defeating Bonnie Doon GC 5 to 0 at Concord GC in the final.

Greater Building Society Lake Macquarie InternationalThe Lake Macquarie International at Belmont GC attracted over 200 entrants, including international and interstate representatives. Victorian Kieren Pratt, shot a record 21 under par, ahead of local Brendan Smith (Pymble GC). The sponsorship over many years by The Greater Building Society and NBN 3 has ensured the event continues to be one of the highest World Amateur Ranking events in Australia and attracts many of the top international and local players.

Other Junior EventsThe Jack Newton Junior Golf, which promotes and administers junior golf in the State hold a number of State Events.The Junior Champion of Champions was run in conjunction with JNJGF State Age Championships. The winner was Kyle Bown.The Encourage Shield Competition this year was administered by JNJGF for the first time as part of the state junior golf pathway. The event began in the early seventies and in 2009 attracted 60 teams from across the metropolitan area with the Dunheved Golf Club defeating the Hurstville Golf Club in an exciting final at the Woollaware. In a new innovation the two Metropolitan finalists and teams from The ACT (Gungahlin Lakes) and Central Coast (Toukley) played off for the ‘State Final’ Hurstville turned the tables defeating Dunheaved 3 ½ to 2 ½.

Other NSWGA EventsSeniors Order of MeritThe Seniors (over 55) represent more than half the affiliated golfers in the State and the senior events continue to be well supported. The Senior Order of Merit is half way through and this year consists of nearly 40 events, run by various clubs with over 200 players competing. Par 3 EventRicky Kato (Bonnie Doon Golf Club) won the 2010 NSW Par 3, held at the Penrith Par 3 Golf Course. Kato shot an impressive two under par (52), with birdies on the 9th and 17th. Tom Murray (Liverpool Golf Club) came in second, just a shot behind Kato, finishing with one under par (53). Liverpool took out third spot as well, John McMiles shooting a par round (54). 11-year-old Celena Yuan, again from Liverpool, was the leading female, shooting an impressive score of five over (59). Penrith’s Dennis Day won the Senior section with a score of 55.Family BowlHusband and wife combination, Denis and Adele Cranfield from Camden Valley Golf Resort are the 2010 NSW Family Bowl Winners. This event was again played at Mount Broughton Golf and Country Club. The Cranfield’s had 48 points in the fourball stableford competition.

Junior Interstate SeriesThe Junior Interstate Series is run straight after the Australian Junior Championships, so it was a concentrated two weeks of solid golf for the players at the Launceston GC. The team had four players from last year Jake Higginbottom (The Australian), Andrius Belkus (Cabramatta), Daniel Yu (Oatlands) and Jarrod Freeman (Concord) with newcomers Josh Cabban (Twin Creeks) and Matt Wittenburg (Avondale). Team Manager Robert Scott and Coach Khan Pullen kept their undefeated run by taking out the series. The team led from the start being undefeated in all contests. Josh Cabban went through the series undefeated. A wonderful effort which augers well for the senior teams in the future and for next years Junior Series and Australian Boys Championship, which are to be played at Cabramatta and Carnarvon Golf Clubs, where two of the winning team are again available. Congratulations to the NSW Junior girls team who, after being placed second for several years prior, took the title.Other Representative FixturesIn the tri-annual match between NSWGA and Illawarra played at Pt Kembla GC saw the visiting NSWGA Team victorious 24 matches to 6. The 2010 State and Colts Teams were selected after an intensive program of trials and matches. We are looking for a successful Interstate Series in September in Brisbane. Thanks to the following Clubs that have provided facilities for our teams – The Australian, St Michaels, Twin Creeks, Monash, Kooindah Waters and Lynwood.We wish to again thank SRIXON for their continued support of our Elite Program. Brian Sams.Stefan Albinski (Mona Vale) won the Australian Seniors Championship at Royal Canberra.Matthew Stieger (St Michael’s), won the Charles Henry Davis Medalist Award at the 109th PNGA Men’s Amateur Championship held at Royal Colwood Golf Club in Victoria, British Columbia, after 36-holes of stroke play. Brett Drewitt (Long Reef ) went on to then take out the Match Play title to add to his win in the Queensland Amateur Match Play.In closing I would like to thank those on the Match Committee for their input and support during the year and to Graeme Phillipson and staff for their efforts in administering the events and all the other ancillary tasks.

How quickly the first six months of the 2010 year went by, as preparations for the amalgamation were at the forefront of all activities.

Despite these preparations, where work progressed on

a new brand for the merged entity, we managed to secure several new commercial arrangements which will naturally carry forward to Golf NSW. The market has remained cautious to discretionary spend but this continues to be reflected across various sections of the sporting landscape.

Nevertheless, we have maintained our long standing sponsors and came to some lengthy arrangements with both our apparel partner, Sporte Leisure, and cleaning contractor, On-Site Commercial Cleaning. Perfect Vision Eye Surgery were also secured with their ability to provide all members throughout NSW the opportunity to improve their eyesight, particularly on the golf course, as the key to their association.

Sporte Leisure had been a long time provider of the NSWGA’s apparel needs until 2007, but a more formal arrangement now provides significant benefit to Golf NSW, its DGA’s and member clubs, over at least the next 3 years in terms of discounted pricing and accessibility to a far broader product range. We welcome them back on board.

On-Site Commercial Cleaning has recognised the market in which we operate and have a general passion for golf, and they have made a commitment for at least 2 years where again, clubs in particular will benefit from experienced operators and a healthy rebate scheme.

NSW OpenWhilst a pleasing financial outcome came from the overall management of the NSW Open in 2009, we are again challenged with the overall responsibility of the 2010 NSW Open to be held in November. The Open will again be conducted the week prior to the Australian Open, which again provides an opportunity of securing some higher profile players to participate and thereby continue to lift the profile of our tournament.

We are grateful for the continued support of the PGA of Australia, as our event partner, and hope that our other event partners also continue to support this historical tournament.

The host venue will again be The Vintage, but sadly this will be the final year at this picturesque course, and the venue will move to new surroundings for 2011.

SponsorshipAs mentioned earlier in my report, we have secured several new sponsorship arrangements which will remain in place for a number of years, which provides stability and security.

As the report is written, we are delighted that ClubKENO Holdings have extended their association with Golf NSW, through their commitment to the Mixed Fourball Championship, for a further year which will mean this will be their 10th anniversary of association with this popular championship and wish to personally extend my gratitude to ClubKENO for their valuable support of golf in this state.

MarketingThe commencement of the merged entity comprising the former NSWGA and WGNSW has seen the commencement of Golf NSW from 1 July 2010.

There will be some considerable work to be undertaken to bring this to the market, including some significant rebranding exercises to be undertaken, but I’m sure that as one administrative body this will benefit all golfers in the state.

With this will come a new and informative website and the exponential development of a multi faceted database which will be the envy of all other sporting codes.

As a result, marketing of NSWGA was gradually wound down of the first six months of 2010, and efforts to develop a new brand in the background started to take shape.

Handicap and Course Rating Report

The training of the new course raters continued during these 6 months and a temporary committee was appointed to attend to any enquiries or problems until the new committee for Golf NSW

was appointed at the beginning of July.

The changes to the handicap system were commenced, the first stage was to delete the CCR system and start the “Roll on” system. Further alterations will be introduced during the year.

As this will be the last report by me, I would like to take this opportunity of thanking all of the people who have assisted me over the past 20 odd years and for the friendships that have been created.

My thanks also goes to the staff at NSWGA, both past and present for their assistance and friendship during the same period.

All directors are experienced golf administrators.

Principal Activities The principal activities of the Association during the course of the financial year were the promotion of the efficiency, progress, general control and development of the game of golf in New South Wales.

Results of Operations The net operating profit / (loss) for the financial year was ($216,443) (2009: $1,157,261).Due to the corporate structure of the NSW Golf Foundation there is a legal requirement for the accounts of the Foundation to be consolidated with the Association.

Prior to consolidation the net operating profit of the Golf NSW was $170,874 (2009: $480,113). The NSW Golf Foundation recorded a loss of $387,317 (2009: $677,148)

Changes in State of Affairs No significant changes in the state of affairs of the company occurred during the financial year except for:

As at 1 July 2010, the Association has merged with Women’s Golf New South Wales.

Events Subsequent to Reporting Date There has not arisen during the interval between the end of the financial year and the date of this report any item, transaction or event of a material and unusual nature likely, in the opinion of the directors of the Association, to affect significantly the operations of the Association, the results of those operations, or the state of affairs of the Association in future financial years.

Likely Developments Information about likely developments in the operations of the Association and the expected results of those operations in future financial years has not been included in this report because disclosure of the information would be likely to result in unreasonable prejudice to the Association.

Indemnification and Insurance of Officers and Auditors: Insurance Premiums Since the end of the previous financial year, the Association maintained an insurance policy in respect of directors’ and officers’ liability insurance contracts, for current and former directors and officers of the Association. The insurance policies do not contain details of the premiums paid in respect of individual directors or officers of the Association.

Indemnification The insurer will pay on behalf of the directors and officers any loss which the directors and officers may not be legally indemnified by the Association arising out of any claim, by reason of any wrongful act committed by them in their capacity as director of officer, first made against them jointly or severally during the period of insurance and notified to the insurer during the indemnity period. The insurer will pay on behalf of the Association any payment which it is legally permitted to make arising out of any claim, by reason of any wrongful act, committed by any director of officer in their capacity as a director or officer, first made against the director of officer during the period of insurance and notified during the indemnity period. Note 1: Reporting Entity

Golf NSW Limited is a public company limited by guarantee domiciled in Australia. The address of the Association’s registered office is 50 Princes Highway, Arncliffe, NSW 2000. The financial report was authorised for issue by the Association’s Board of Directors on 28 September 2010.

Note 2: Basis of Preparation

(a) Statement of Compliance The financial report is a general purpose financial report that has been prepared in accordance with Australian

equivalents to International Financial Reporting Standards (AIFRS), Urgent Issues Group Interpretations, other authoritative pronouncements of the Australian Accounting Standards Board and the Corporations Act 2001.

The financial report of Golf NSW Limited complies with all Australian equivalents to International Financial Reporting Standards (AIFRS) in their entirety. The following is a summary of the material accounting policies adopted by the Association in the preparation of the financial report. The accounting policies have been consistently applied, unless otherwise stated.

(b) Basis of Measurement The financial report has been prepared on an accruals basis and is based on historical cost.

Note 3: Significant Accounting Policies

(a) Income Tax The association has been granted exemption from income tax under the provisions of Section 50-45 of the

Income Tax Assessment Act 1997. The financial statements have been prepared on the basis of this exemption.

(b) Plant and Equipment

Plant and equipment are measured on the cost basis less depreciation and impairment losses. The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in excess of the recoverable amount from these assets. The recoverable amount is assessed on the basis of the expected net cash flows that will be received from the assets employment and subsequent disposal. The expected net cash flows have been discounted to their present values in determining recoverable amounts.

The cost of fixed assets constructed within the association includes the cost of materials, direct labour, borrowing costs and an appropriate proportion of fixed and variable overheads.

Subsequent costs are included in the asset’s carrying amount or recognised as a separate asset, as appropriate, only when it is probable that future economic benefits associated with the item will flow to the association and the cost of the item can be measured reliably. All other repairs and maintenance are charged to the income statement during the financial period in which they incurred.

Increases in the carrying amount arising on revaluation of land and buildings are credited to a revaluation reserve in shareholders’ equity. Decreases that offset previous increases of the same asset are charged against fair value reserves directly in equity; all other decreases are charged to the income statement. Each year the difference between depreciation based on the revalued carrying amount of the asset charged to the income statement and depreciation based on the assets original cost is transferred from the revaluation reserve to retained earnings.

Notes to the Financial Statements cont. Depreciation The depreciable amount of all fixed assets including building and capitalised lease assets, but excluding freehold

land, is depreciated on a straight line basis over their useful lives to the company commencing from the time the asset is held ready for use. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements.

The depreciation rates used for each class of depreciable assets are:

Depreciation methods, useful lives and residual values are reassessed at the reporting date.

(c) Inventories

Inventories are measured at the lower of cost and net realisable value. The cost of inventories is based on the average cost principle, and includes expenditure incurred in acquiring the inventories and bringing them to their existing location and condition. Net realisable value is the estimated selling price in the ordinary course of business, less selling expenses.

(d) Impairment of Assets At each reporting date, the company reviews the carrying values of its tangible and intangible assets to

determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset’s fair value less costs to sell and value in use, is compared to the assets carrying value. Any excess of the asset’s carrying value over its recoverable amount is expenses to the income statement.

Where it is not possible to estimate the recoverable amount of an individual asset, the company estimates the recoverable amount of the cash-generating unit to which the asset belongs.

(e) Employee Benefits Provision is made for the company’s liability for employee benefits arising from services rendered by employees

to balance date. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled, plus related on costs. Employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits.

(f) Provisions Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for

which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured.

(g) Revenue Operating Revenue Operating Revenue represents revenue earned through affiliation fees and is recognised when the fees

become receivable.

Goods Sold Revenue from the sale of goods is measured at the fair value of the consideration received or receivable. Revenue

is recognised when the significant risks and rewards of ownership have been transferred to the buyer.

Other Revenue Other revenue includes sponsorship income, interest income, Golf Access Australia fees and and government

grants, which is recognised on the basis of the fair value of consideration received.

Notes to the Financial Statements cont. Government Grants Government grants are recognised initially as deferred income when there is reasonable assurance that it will

be received and that the Association will comply with the conditions associated with the grant. Grants that compensate the Association for expenses incurred are recognised as revenue in profit or loss on a systematic basis in the same periods in which the expenses are recognised. Grants that compensate the association for the cost of an asset are recognised in profit or loss as other income on a systematic basis over the useful life of the asset.

(h) Deferred Income Deferred Income relates to funds received in advance. The carrying value of deferred income approximates net

fair value

(i) Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST

incurred is not recoverable from the Australian Taxation Office. In these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the balance sheet are shown inclusive of GST.

Cash flows are presented in the cash flow statement on a gross basis, except for the GST component of investing and financing activities, which are disclosed as operating cash flows.

(j) New South Wales Golf Foundation The New South Wales Golf Foundation (“the Foundation”) was formed pursuant to a charter in 2001 as a joint

initiative of the Association and Women’s Golf NSW, and was legally structured as part of the Association for administrative purposes. The Foundation is controlled by a separate Board of Governors appointed by the Association.

The results and financial position of the Foundation have been reported within the Association. The total revenue and expenses of the Foundation are included in the Income Statement, and its assets and liabilities are included in the Balance Sheet.

The NSW Golf Foundation Reserve recognises the total accumulated funds that have been generated by the activities of the Foundation and are available for the specific purposes of the Foundation.

(k) Segment Reporting The Association administers and promotes the game of golf within NSW, Australia

(l) Liability Guarantee Golf NSW Limited is a public company limited by guarantee. The amount of liability guaranteed which may be

incurred only in the event of and for the purpose of winding up of the Association is $232 as at 30 June 2010 (2009:$234) by virtue of the Association’s Constitution

Golf NSW Limited

To the members of NSW Golf Association Limited.

Scope

We have audited the financial report of Golf NSW Limited (the “Company”) for the interim financial year ended 30 June 2010, including the Income Statement, Statement of Recognised Income and Expenses, Balance Sheet, Statement of Changes in Equity, Statement of Cash Flows, Notes to and Forming Part of the Financial Statements and the Statement by Directors. The directors of the Company are responsible for the true and fair presentation of the financial report in accordance with the Corporations Act 2001.

We have conducted an independent audit of the financial statements in order to express an opinion on them to the members of the Company. Our audit has been conducted in accordance with Australian Auditing Standards to provide reasonable assurance whether the financial statements are free of material misstatement. Our procedures included examination, on a test basis, of evidence supporting the amounts and other disclosures in the financial statements, and the evaluation of accounting policies and significant accounting estimates. These procedures have been undertaken to form an opinion whether, in all material respects, the financial statements are presented fairly in accordance with Accounting Standards, other mandatory professional reporting requirements and statutory requirements so as to present a view which is consistent with our understanding of the Company’s financial position and of its performance as represented by the results of its operations and cash flows.

The audit opinion expressed in this report has been formed on the above basis.

In our opinion, the financial report of Golf NSW Limited is properly drawn up:

a) so as to give a true and fair view of the Company’s financial position as at 30 June 2010 and of its performance for the interim financial year ended on that date:

Chairman’s Report

New South Wales Golf Foundation

The NSW Golf Foundation continued to grow through the first half of 2010.

John and Jill Kinghorn’s commitment to the game of golf and unquestionable support of Jack Newton Junior Golf’s programs is a tribute to two marvellous human beings. The opportunities their benevolence has provided to Peter van Wegen and his team is really starting to make that point of difference. The exciting plans referred to in the previous report are now coming to fruition and it will be no surprise to see other states wanting to get involved in the programs that have been created. The NSW Golf Foundation is obviously honoured to facilitate the process between the Kinghorn Foundation, the Australian Sports Foundation and Jack New Junior Golf.

The annual Ladies Committee Day was professionally delivered yet again under Jane Buckley’s guidance along with her team of willing and capable volunteers. We thank Jane and each of the ladies who committed their time to make the event happen and we very much appreciate their involvement. This time Ryde-Parramatta Golf Club played host and their input also contributed to the success of the day. We must additionally express our sincere thanks to all those Committee Ladies who played and participated in the other activities that ultimately produced a very pleasing result where in excess of $8,000 was raised.

On the giving side, the Foundation once again approved a number of grant applications, those being:-
