    Map centred on 0218N 04602E. This

    followsareport from a

    merchant ship ofan incident involving

    four skiffsat 0218N 04602E

    that occurred at 1130Z. The vessel is

    safe and the incident isbeing

    investigated further.

    Alert 001/13: A merchant vessel reported an attack by pirates/1skiff at

    approximately 1130Z(UTC) today (05Jan 13) at 0300N 05152E. The

    skiffhas awhite hull,6POB,SPFired small armsand RPG. Thisvessel

    managed to evade hijack.

    The skiffwas white in colour with 8

    people on board. The skifffired at

    vessel and armed security fired warning

    shotsback. The skiffthen left on

    bearing010.

    Piracy Threat: The threat ofpiracy against merchant shipping continuesthroughout the entire HRA. Successful disruptions

    by naval forcesover the past few months,in conjunction with mastersadherence and implementation ofBMP4,have

    significantly reduced the piratesability to capture vessels. However,piratesare able to act far off the coast ofSomalia

    and are likely in search ofvessels ofopportunity. Weather conditionsare now conducive to piracy asthe monsoon

    transition isestablished.

    NSC StandingGuidance: Merchant shipsshould be alert to the risk ofpiracy in the High Risk Area at all timesand follow

    BMP4. Small craft conductinglegitimate activitiessuch asf ishingare present in much ofthe High Risk Areaand may be

    difficult to distinguish from pirates. See the NSC Weekly Update

    Action Groupsin the High Risk Area. A Dhow based pirate attack on merchant vesselsin December in the Gulf of Oman indicates

    that Somali Piratescontinue to seek to operate at range.

    NSC StandingGuidance: It isimperative that merchant vesselsremain vigilant at all timesin transit and/or at anchorage and f ully

    Navies& the Maritime Industry and their adherence with BMP4. The NATO

    NEWSTANDINGGUIDANCE & ADVICE

    With the onset ofthe transition period,followingthe North East Monsoon,seastates have become increasingly

    conducive to piracy operations. Merchant vesselsare advised to remain vigilant throughout the High Risk Area(HRA)

    and ensure that Self Protection Measuresare in place as recommended in BMP4. Prudent and timely implementation

    ofall recommended actionsand ship hardeningmeasures in BMP4can make the critical difference ofbeing

    approached,attacked,or pirated. BMP4highly recommendsmaintainingbest possible vessel speed when transitingthe

    HRA.

    Mastersare requested to ensure that they distinguish between fishingvesselsand potential pirates. Fishingvessels may

    approach amerchant ship to maximize fishingopportunitiesor to safeguard fishingnetsand fishermen may carry small

    arms. It isnot uncommon for fishingvesselsto follow merchant and large vesselsin order to capitalise on the often

    increased numbersoffish in the resultant wake.

    Pirate Attack Groups(PAGs) have been makingsoft-approaches on merchant shipstransitingthe HRA. A skiffwill

    often approach avessel to probe the reactivity ofitsembarked security team,if present. If they elicit no response,the

    piratesmay then proceed with an attack,sometimesaccompanied by a second skiff. Thispractice seemsdesigned to

    allow piratesto avoid needlessexpendituresofammunition and personal risk without asignificant probability of

    success.

    One ofthe fundamental requirementsofBMP4isthat UKMTO isthe primary point ofcontact for merchant vessels

    duringpiracy incidentsin the HRA. Shipsshould report to UKMTOaswell as register with Maritime Security CentreHorn ofAfrica(MSCHOA). CSOsshould ensure that their shipssecurity plansreinforce the BMP4recommendation that

    Mastersshould report immediately to UKMTOat +971505523215in the event ofany piracy activity. Thisshould avoid

    unnecessary delay,prevent inaccurate or incomplete information from reaching military commandersand ensure

    information isquickly passed to naval forcesand other shippingin the area.

    Mastersshould provide asmuch information as possible about the incident. IfMastersare able to take picturesand/or

    video ofthe suspiciousactivity safely,please provide these viaemail to UKMTOat [email protected],NATOShipping

    Counter Piracy forces. Picturessupplied from an attack on a merchant vessel have previously led to the rapid release of

    apirated dhow.

    Eastern Gulfof Aden.Masters are remindedto
